Ask participants:<br />

‘Wh<strong>at</strong> opportunities can you identify in your workplace for<br />

<strong>children</strong>/<strong>young</strong> <strong>people</strong> <strong>to</strong> particip<strong>at</strong>e in care <strong>and</strong> protection decisions?’<br />

Note th<strong>at</strong> particip<strong>at</strong>ion includes both expressing views <strong>and</strong> being informed about<br />

decision making processes <strong>and</strong> outcomes. The principle of particip<strong>at</strong>ion needs <strong>to</strong><br />

be unders<strong>to</strong>od in rel<strong>at</strong>ion <strong>to</strong> Principle 9(1) which gives paramount consider<strong>at</strong>ion<br />

<strong>to</strong> the child’s safety, welfare <strong>and</strong> wellbeing, recognising the child/<strong>young</strong> person’s<br />

age <strong>and</strong> developmental capacity. However these consider<strong>at</strong>ions should not<br />

mean th<strong>at</strong> opportunities for particip<strong>at</strong>ion can be overlooked.<br />

Relevant examples may include:<br />

- Involving <strong>children</strong> <strong>and</strong> <strong>young</strong> <strong>people</strong> in assessments of their<br />

needs, <strong>and</strong> of family needs. This may include by direct<br />

interview <strong>and</strong> discussion, use of visual <strong>to</strong>ols <strong>to</strong> assist<br />

<strong>children</strong> <strong>and</strong> <strong>young</strong> <strong>people</strong> talk about feelings <strong>and</strong> options,<br />

<strong>and</strong> by observ<strong>at</strong>ion of <strong>children</strong> <strong>and</strong> <strong>young</strong> <strong>people</strong> who may<br />

not be able <strong>to</strong> communic<strong>at</strong>e directly;<br />

- Ensuring th<strong>at</strong> meetings where <strong>children</strong> <strong>and</strong> <strong>young</strong> <strong>people</strong><br />

are present are structured <strong>to</strong> take in<strong>to</strong> account their<br />

communic<strong>at</strong>ion style, concentr<strong>at</strong>ion span <strong>and</strong><br />

comprehension, <strong>and</strong> th<strong>at</strong> they have support available <strong>to</strong><br />

them from someone with whom they have a rel<strong>at</strong>ionship.<br />

- Explaining <strong>to</strong> <strong>children</strong> <strong>and</strong> <strong>young</strong> <strong>people</strong> about processes<br />

after they have made a disclosure;<br />

- Asking <strong>children</strong> <strong>and</strong> <strong>young</strong> <strong>people</strong> being asked <strong>to</strong> identify<br />

someone they would prefer <strong>to</strong> stay with if it is not possible<br />

for them <strong>to</strong> remain <strong>at</strong> home.<br />
