The White Paper on <strong>the</strong> Transformation <strong>of</strong> <strong>the</strong> Public Service, 1995 stresses <strong>the</strong><br />
fact that to achieve its goals, <strong>the</strong> transformation process must secure <strong>the</strong> active<br />
involvement, support and commitment <strong>of</strong> <strong>the</strong> vast majority <strong>of</strong> public servants. Nel<br />
(2002: 214) argues that management‘s objective with worker participation is not<br />
to give away any part <strong>of</strong> its control but to link it to management‘s goal <strong>of</strong><br />
improving efficiency and effectiveness <strong>of</strong> <strong>the</strong> organization. He fur<strong>the</strong>r maintains<br />
that worker participation has an economic objective in that it brings about<br />
improvement <strong>of</strong> productivity and consequently higher pr<strong>of</strong>its for <strong>the</strong> organization.<br />
This implies that, from <strong>the</strong> management side, worker participation will result in<br />
improving efficiency and effectiveness <strong>of</strong> <strong>the</strong> organization.<br />
It is important that an organization develops a friendly and pleasant environment<br />
that is conducive for <strong>the</strong> organization’s personnel to achieve at <strong>the</strong>ir best levels;<br />
such an environment will ensure that personnel are motivated to reach <strong>the</strong>ir<br />
highest productivity achievements (Rossouw et al., 2003: 85). Employees may<br />
be <strong>of</strong>fered an opportunity to make suggestions about ideas on how to increase<br />
work efficiency and productivity. Involving <strong>the</strong>m will entail interaction in an<br />
attempt to reach an agreement on an action to be taken in order to achieve <strong>the</strong><br />
organization’s objectives.<br />
2.10. Conclusion<br />
Transforming <strong>the</strong> delivery <strong>of</strong> public services should be done by transforming <strong>the</strong><br />
attitude and manner in which <strong>the</strong> public <strong>of</strong>ficials execute <strong>the</strong>ir functions. The<br />
