The importati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> genetically modified <strong>plants</strong> and parts <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>plants</strong> is <strong>on</strong>ly permitted if they<br />
have been approved in Norway in accordance with the Act relating to the producti<strong>on</strong> and use<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> genetically modified organisms.<br />
§ 17 C<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> import<br />
Plants and other regulated articles menti<strong>on</strong>ed in Annex 4A may <strong>on</strong>ly be imported if these<br />
fulfil the requirements in the Annex. In additi<strong>on</strong>, c<strong>on</strong>signments <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>plants</strong> intended for planting<br />
shall be practically free <str<strong>on</strong>g>of</str<strong>on</strong>g> other pests.<br />
It is <str<strong>on</strong>g>no</str<strong>on</strong>g>t permitted to use <strong>plants</strong> and parts <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>plants</strong> for planting when it has been stated<br />
<strong>on</strong> import that the plant material shall be used for a different purpose.<br />
When used machinery and equipment intended to be used in agriculture, forestry or<br />
horticulture and used empty packaging intended to be used for <strong>plants</strong> is imported, an <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial<br />
statement must accompany the c<strong>on</strong>signment stating that it has been thoroughly cleaned and<br />
if necessary disinfected and that it is free from soil, plant remains and c<strong>on</strong>taminati<strong>on</strong> from<br />
pests. The country <str<strong>on</strong>g>of</str<strong>on</strong>g> export‟s plant inspecti<strong>on</strong> service, or an equivalent <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial agricultural<br />
authority, shall issue this certificati<strong>on</strong>.<br />
§ 18 Packaging<br />
The use <str<strong>on</strong>g>of</str<strong>on</strong>g> grass, hay and straw as packaging for <strong>plants</strong> and parts <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>plants</strong> <strong>on</strong> import is<br />
<str<strong>on</strong>g>no</str<strong>on</strong>g>t permitted.<br />
Used packaging, which could pose a risk for spreading pests, shall be thoroughly<br />
cleaned and disinfected if necessary.<br />
Wood packaging material is covered by specific requirements for the import <str<strong>on</strong>g>of</str<strong>on</strong>g> certain<br />
<strong>plants</strong> and other regulated articles. cf. § 17 and Annex 4A.<br />
§ 19 C<strong>on</strong>signments requiring phytosanitary certificati<strong>on</strong><br />
C<strong>on</strong>signments c<strong>on</strong>taining <strong>plants</strong> and other regulated articles menti<strong>on</strong>ed in Annex 5A<br />
shall <strong>on</strong> import be accompanied by a phytosanitary certificate for export in original or a<br />
phytosanitary certificate for re-export in original.<br />
The import <str<strong>on</strong>g>of</str<strong>on</strong>g> up to 50 small packages (<str<strong>on</strong>g>of</str<strong>on</strong>g> maximum 30 g) <str<strong>on</strong>g>of</str<strong>on</strong>g> horticultural seeds, as well<br />
as small amounts <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>plants</strong> and parts <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>plants</strong> menti<strong>on</strong>ed in Annex 9 is exempt from<br />
certificati<strong>on</strong> when brought in by travellers as hand luggage or as removal load. The import <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
up to 50 small packages (<str<strong>on</strong>g>of</str<strong>on</strong>g> maximum 30 g) <str<strong>on</strong>g>of</str<strong>on</strong>g> horticultural seeds by mail is also exempt<br />
from certificati<strong>on</strong>. Plants and parts <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>plants</strong> imported under this provisi<strong>on</strong> can <strong>on</strong>ly be<br />
brought in for pers<strong>on</strong>al use and are <str<strong>on</strong>g>no</str<strong>on</strong>g>t permitted to be used for commercial purposes.<br />
§ 20 Requirements c<strong>on</strong>cerning phytosanitary certificates for export and phytosanitary<br />
certificates for re-export<br />
The certificate shall be issued by the country <str<strong>on</strong>g>of</str<strong>on</strong>g> export‟s <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial plant inspecti<strong>on</strong> service,<br />
which, <strong>on</strong> the basis <str<strong>on</strong>g>of</str<strong>on</strong>g> appropriate <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial examinati<strong>on</strong>s, has found that the goods covered by<br />
the certificate are free <str<strong>on</strong>g>of</str<strong>on</strong>g> regulated pests in accordance with Annexes 1 and 2, satisfy the<br />
requirements laid down in Annex 4A and otherwise c<strong>on</strong>form with the import requirements in<br />
this regulati<strong>on</strong>. The certificate shall <str<strong>on</strong>g>no</str<strong>on</strong>g>t be issued earlier than 14 days before shipping.<br />
The certificate shall be in accordance with the models as specified in Annex 5B or Annex<br />
5C. It shall be written in and completed in Norwegian, Swedish, Danish or English and shall<br />
be written in full, either typed or written in block capitals. Correcti<strong>on</strong>s must <str<strong>on</strong>g>no</str<strong>on</strong>g>t be made to<br />
the certificate unless these have clearly been made by the country in questi<strong>on</strong>‟s plant<br />
inspecti<strong>on</strong> service. The <strong>plants</strong>‟ botanical names, the c<strong>on</strong>signment‟s c<strong>on</strong>tents and the quantity<br />
shall be specified in the certificate or in an attached, signed supplement.<br />
Unless otherwise provided in the fourth subsecti<strong>on</strong>, a c<strong>on</strong>signment shall be accompanied<br />
by:<br />
a) a phytosanitary certificate for export issued in the country <str<strong>on</strong>g>of</str<strong>on</strong>g> origin or<br />
b) a phytosanitary certificate for re-export in case the c<strong>on</strong>sig<str<strong>on</strong>g>no</str<strong>on</strong>g>r country is <str<strong>on</strong>g>no</str<strong>on</strong>g>t the<br />
country <str<strong>on</strong>g>of</str<strong>on</strong>g> origin <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>on</strong>signment. The phytosanitary certificate <str<strong>on</strong>g>of</str<strong>on</strong>g> re-export<br />
shall be accompanied by the original phytosanitary certificate <str<strong>on</strong>g>of</str<strong>on</strong>g> export from the<br />
country <str<strong>on</strong>g>of</str<strong>on</strong>g> origin or a certified copy, and any previous certificates <str<strong>on</strong>g>of</str<strong>on</strong>g> re-export<br />
