Former Turks and Caicos Islands Premier Michael
Misick says he is seeking political asylum after
the Special Investigation and Prosecution Team obtained
an international warrant for his arrest.
“For the past several months the SIPT has sought
to secure the attendance of Mr. Misick at its offices
in Providenciales in respect of allegations of corruption
and money laundering during his time in
office,” according to a March 19 press release from
the SIPT, which so far has charged 13 people in its
investigation of alleged corruption in Misick’s government.
“Every opportunity has been given to Mr. Misick
to voluntarily surrender to the SIPT’s jurisdiction
for interview. Despite previous indications from
Mr. Misick’s solicitors that he would attend for interview,
he has failed to do so.”
The call for Misick’s capture came in an Interpol
“Red Notice,” which is requested based on an arrest
warrant or court decision and seeks “the arrest or
provisional arrest of wanted persons with a view to
extradition,” according to Interpol’s website.
The process to obtain a Red Notice began in February
and was issued before a barrage of e-mails
from Misick began March 15 against the governor
and the interim government, said government
spokesman Neil Smith.
Government seeks PNP
headquarters property
Wants money damages, building destroyed
The interim government has
asked the courts to take back
Crown land on which the Progressive
National Party built
its headquarters and to order
the building torn down.
The PNP says the court action
is unnecessary and simply
an attempt to embarrass
the party that was
in power when
the U.K. took direct
control of the
Turks and Caicos
Islands after allegations
of widespread
corruption
in government.
A writ filed
with the Supreme
Court in January and served
on the party March 13 says
the PNP was granted a commercial
conditional purchase
lease in January 2005 but did
not execute the lease or pay the
required rent.
The party built its headquarters
on the property on
Airport Road and leased office
space to the government for
constituency offices of party
members of Parliament.
When the interim government
began reviewing Crown
land allocations in 2011, it
discovered that the PNP had
never been granted title to the
property.
“It had been our hope that
matters could be settled amicably
without the need for
proceedings,” Attorney General
Huw Shepheard said in a
statement March 20. “Unfortunately,
discussions with the
PNP have not been successful.
In those circumstances, the
government has been left with
no choice but to bring these
proceedings for trespass and
damages to recover this plot of
Crown land and what is properly
owed to the government.”
right to reasonable
Carlos Simons, QC for the property.
But negotiations
haven’t resulted in a settlement
out of court “because
they were not undertaken in
good faith by (Shepheard) and
his clients, the governor and
the Foreign and Commonwealth
Office,” Simons said.
“They are hell-bent on issuing
this final embarrassment
to the PNP as an institution.
The party is hell-bent on ensuring
its survival as a pillar of
the parliamentary democracy
that our constitutions since
1976 have provided for, and to
ensure that the party is a force
for good in the affairs of our
country.”
As for the demand to tear
down the building, Simons
said, “I would also be surprised
if anyone, regardless
of their political allegiance,
would agree (even if govern-
March 22, 2012 ___________________________________________________________________________________________________________ www.fptci.com
Most people have read or heard
about the exchanges between the
governor and Michael Misick,
initially over the governor’s use
of mild profanity on a local radio
show.
Not to have the last word, and
presumably to prove he carries a
big stick, Mr. Misick’s response
was followed by a public notice
from the governor stating that he
had issued an international arrest
and extradition warrant for Mr.
Misick, authorized by Interpol.
Immediately following that notice
was a public notice from the
attorney general, indicating that
he had filed trespass proceedings
against the PNP, the party that
Mr. Misick led, for the recovery
of the land on which its headquarters
is built and for an order
requiring the destruction of that
building.
We now live in a country where
the law is at the whim of one man.
This situation is beyond intolerable
because there is no independent
judiciary to check the abuse
of that power. Local judges have
no security of employment, their
salaries are at the discretion of the
governor, and the courts’ budget
is set by the governor. These are
the hallmarks of a legal system
where it is comparatively easy for
the governor to influence the judiciary.
The recent confirmation of one
of the Supreme Court judges was
MIsIck continued from page 1
Caicos Islands has turned into a
puppet show with judges making
decisions to please the dictator
that appointed them,” Misick
said. “It is clear that me, none of
the other accused or charged or
any other black persons can ever
get a fair trial.”
Of 13 charged, two are white
and the others are black Turks
and Caicos Islanders.
“If I or any one has done anything
wrong why did you and
the British government have to
change the whole legal system
including abolishing our right
to jury trial, changing the evidence
laws and hearsay laws just
to name a few,” Misick asked the
governor in an e-mail. “Why is
SIPT illegally gathering information
and harassing law abiding
citizens if it is so clear that we
have done wrong?”
The interim government
changed the absolute right to a
jury trial in the Supreme Court to
allow either prosecutors or defendants
to request a trial by a judge
instead of a jury, similar to the law
in the U.K.
“And how can there be a fair
trial when you are the executive,
you are the legislature, and you
also appoint the judges and you
have already pronounced that we
are all guilty?” Misick asked.
At a recent public hearing,
Todd said he believed that guilty
government officials should be
prosecuted and convicted, a statement
Misick and others are calling
a pronouncement of guilt for
those accused.
A 2009 Commission of Inquiry
found evidence of widespread
corruption or malfeasance in office
by Misick, some of his fellow
ministers and others. The U.K.
then suspended parts of the Con-
held at the governor’s residence
and, on accepting her appointment
the judge was quoted as
saying, I am “humbled and overwhelmed”
and I am “grateful and
indeed pleased for the trust that
has been placed in me.”
The Foreign and Commonwealth
Office (FCO) contracts
with the judiciary, it appoints the
governor, it selects the attorney
general, and it has contracted
with the Special Investigation and
Prosecution Team (SIPT) and the
Civil Recovery Team. The governor
articulates the FCO’s objectives,
he takes every opportunity
to comment on the wrongdoing
of the current accused, and the
efforts of the SIPT and the Civil
Recovery Team.
It is clear that the governor is
in close communication with the
SIPT and that he is confident that
government will recover a significant
sum from those involved.
In a recent release he said, “it is
worth repeating: we expect that
the costs of these investigations
will be recovered many times over
and will significantly boost the
coffers of the TCI government.”
He also recently stated, in his
public row with Michael Misick,
that Mr. Misick “should return to
these islands as soon as possible to
face the questions that the SIPT
has for him.” If there is any doubt,
his office issues public statements
on behalf of the SIPT.
stitution and elected government
in August 2009 and appointed
the SIPT to investigate those allegations.
Misick said the inquiry was
based on hearsay, and he raised
race as an issue more than once in
e-mails to the news media and the
governor. He claims the inquiry
occurred because Misick’s government
was giving Crown land
to black Turks and Caicos Islanders
instead of white expatriates.
The SIPT alleges that some of
Misick’s former ministers were
paid huge bribes by white expatriates
to get concessions for their
developments, while other ministers
are accused of illegally flipping
Crown land for big profits.
“As long as (white expatriates)
were the ones getting the Crown
land and selling it, this was good
business, but as soon as we gave
the land to the Turks and Caicos
Islands people it was seen as corruption,”
Misick said. “This is
why we are being prosecuted. As
long as we want to remain colonial
slaves it was OK, but when
we begin seeking independence
we were call corrupt and put in
our place.”
Since the U.K. assumed direct
control, some have talked about
seeking independence, and Misick
has called for it. However,
there has never been an official
request for independence from
this U.K. Overseas Territory.
Misick began his most recent
e-mail attack on the interim government
after His Excellency the
Gov. Ric Todd said a curse word
on Robert Hall’s “Expressions”
radio program. The governor
said he thought a caller had used
the word, so he used it in his response.
When Hall pointed out
that the caller didn’t use the word,
the governor apologized.
Misick fired off an e-mail call-
Letter to the Editor
“Garlimandering” the judicial system
That type of commentary from
the representative of a body that
holds absolute power, and who is
the ultimate boss of a dependent
judiciary, however, is incompatible
with “good governance” and a
free and independent judiciary. It
sends inappropriate messages to
judges, a group that he employs,
and who has no job security.
What would you do if you were
a judge and saw your boss changing
the constitutional right to trial
by jury (to secure convictions of
specific individuals), changing
the Proceeds of Crime Ordinance,
proposing changes to the rules
on hearsay to erode the rights of
targets, changing the law specifically
to forgive its debts, and then
implementing other laws to take
$10 million from others?
The judiciary would be justified
in thinking their employer
carries and wields a big stick, and
for having some concern for their
careers if they breach “the trust
that has been placed in them.”
Google “judicial independence”
and you will see that we would get
an F by any standard.
The governor is spending approximately
$10 million of our
money every year to finance the
lavish lifestyles and employment
of the SIPT and Civil Recovery
Team. That is substantially more,
by many factors, than he is spending
on the judiciary. The Supreme
Court has, for instance, lacked a
Warrant issued for Michael Misick’s arrest
ing on the governor to resign for
disrespecting the country and its
people. The governor responded,
issuing a national apology for his
error and calling Misick a hypocrite.
“The hypocrisy of Mr. Michael
Misick in calling into question
the morality of anyone clearly
knows no bounds. His alleged
disrespect, and that of his administration,
for the people of the
Turks and Caicos Islands were
laid bare in the Commission of
Inquiry Report of 2009.”
Misick responded, calling for
an inquiry into the interim administration.
Consultative Forum Chairwoman
Lillian Misick, who is
not related to Michael Misick,
weighed in March 19 with a statement
on the governor’s use of a
curse word.
“It is important to appreciate
… that the governor not only
apologized immediately but later
issued a formal apology to the
nation for the obvious offense he
caused,” she said. “He should be
commended for this; not least because
it stands in instructive contrast
to the failure of some local
leaders to apologise for causing us
far greater offense.”
As for Michael Misick’s statements,
she said, “I have been
asked by many to comment on
the statement former Premier
Michael Misick issued on this
incident and on the governor’s
response to it. But given his fall
from grace and the battery of
criminal charges he is now facing,
I do not believe Mr. Misick is
in any position to offer constructive
contributions to our national
debate on current affairs.
“Therefore, I shall not dignify
his statement with any comment.
I regret that the governor did not
see fit to do the same.”
registrar for some time now, and
there is no proper library for the
judiciary, which is unimaginable.
When you look at the facts sensibly,
there can be no question that
the FCO wants convictions, not a
strong and robust judicial system.
By now everyone knows that
Mr. Misick has declined Ms. Garlic’s
invitation to join her for a chat
and, given the amount of money
that government has spent on
the SIPT’s investigations, and the
type of booby trapping that the
governor has undertaken on our
laws, be charged and then convicted.
I should make it clear that I do
not endorse Mr. Misick’s stewardship
of this country’s resources,
but the FCO has disgracefully
manipulated our judicial system
to secure convictions in a way that
could never happen in England.
The last investigations that Ms.
Garlic oversaw were long, drawn
out, and an expensive flop. The
FCO and Ms. Garlic have gone
to great lengths to guarantee her
“success” this time, but they have
done so by Garlimandering our
judicial system.
The irony of this is that with the
fp Turks
SIPT being the only group of police
officers and prosecutors in the
world living it up at a lavish five
star beach front resort, during the
toughest times the country has
experienced in the last 30 years,
this very expensive investigation
is also being undertaken on the
backs of long suffering residents.
With all its scheming, its heavy
handed arrogance, and after
spending $33 million of our money
on the SIPT, with much more
to go, the FCO has now alienated
the overwhelming majority of the
population. It has only served to
enlarge Mr. Misick’s support base
and popularity and it has given
Mr. Misick the perfect excuse to
decline Ms. Garlic’s invitation to
take part in this puppet show that
it has masquerading as a judicial
system. Although it was always its
intention to do so, the FCO must
now clearly seek judge alone trials
to secure the convictions it has
planned.
Whether you love Mr Misick
or hate him, what sensible person
would encourage him to
return?
The firefighters were protesting working conditions
and details of a plan to move them from the
civil service to the Turks and Caicos Islands Airports
Authority (TCIAA), an independent statutory
board that runs the country’s airports.
Firefighters from smaller airports on the other
islands replaced those striking on Providenciales
to get commercial flights back in the air, but those
smaller airports had to be closed to air traffic over
the weekend.
The strike was ended March 11 after Boyle halted
the transfer of firefighters to the TCIAA and
agreed to meet with them to discuss other grievances.
He met last week with firefighters at both
the Providenciales on Grand Turk airports.
Boyle toured both facilities and held extensive
discussions with firefighters on ways to improve
the current work environment and ensure the best
possible delivery of this essential service, according
to a government statement. The firefighters
decided to elect a small group of representatives to
continue the dialogue with Boyle and new Permanent
Secretary Susan Malcolm of the Ministry of
Environment and Home Affairs.
“I have found my engagements with the two
groups of firefighters very useful in establishing
where we need to go in ensuring we have a fit for
purpose fire service in the TCI,” Boyle said. “I look
forward to continuing the dialogue with the representative
group of firefighters and to working
ents an excellent opportunity
for (government) to continue
its efforts to put (government’s)
public finances on
track to achieve a fiscal surplus
in the financial year ending
March 2013,” McGarel-
Groves said.
“The 2012-13 budget will
focus on continued revenue
growth in the tourism sector
and will focus on enforcement
and improved collection
in the immigration and
customs sector. With valued
added taxes coming on stream
in April 2013, (government) is
currently not considering the
implementation of any new tax
measures in 2012-13.”
New permanent secretaries
and department heads will
soon be finalising plans for
revenue and expenditure in
the five new ministries. Government
will then approve a
draft budget that will be sent
to U.K. ministers on April 19.
TCHTA wants to help avoid further strikes
Local tourism industry leaders have formed
a committee to mediate between tourism businesses,
government employees and the Turks and
Caicos Islands government in hopes of avoiding
strikes like those that shut down Providenciales
International Airport twice in the past year.
At a March 15 meeting, members
of the Turks and Caicos Hotel
and Tourism Association (TCH-
TA) created a Liaison Committee,
headed by Dr. Carlton Mills, that
intends to have regular meetings
with the Civil Service Association
(CSA), which represents many
government employees.
The association also plans to
hold annual job fairs and apprenticeship
programs and to establish
community outreach projects.
“More than ever, we must work
together as a community to preserve
the tourism industry and
protect our core missions,” said
TCHTA President Karen Whitt. “I am determined
that we will emerge from these times on
course, united, and with a renewed focus on excellence.”
The Tourist Board also has membership on the
Liaison Committee.
“We are pleased with the support that this new
committee is purposed to provide, when our
tourism industry and indeed our nation is faced
with similar challenges in the future,” said Tour-
“The Tourist
Board believes
that having
improved lines of
communication
between all
parties is critical
for survival of the
Turks and Caicos
economy.”
Ralph Higgs,
Tourism Director
ism Director Ralph Higgs.
“The Tourist Board is also excited about its
membership on the committee, which hopes to
work with the CSA and the government to help
prevent any future industrial action or lessen the
fallout from them on our guests, our residents
and the economy. The Tourist Board
believes that having improved lines of
communication between all parties is
critical for survival of the Turks and
Caicos economy.”
Some airport firefighters, who are
civil servants, refused to work March
10, causing several inbound and outbound
commercial flights had to be
canceled or postponed. Hundreds of
tourists were stranded, forcing them
to stay an extra day or two. That
caused problems at many resorts
which didn’t have enough rooms to
accommodate them.
Firefighters from smaller airports
on the other islands replaced those
striking on Providenciales to get commercial
flights back in the air, but those smaller airports
had to be closed to air traffic over the weekend.
The strike ended March 11 with firefighters
and government agreeing to work through their
differences.
On March 24, 2011, some firefighters joined a
“sick out” by hundreds of government workers
protesting changes to the civil service, causing
similar flight delays and cancellations for one day.
CEO continues dialogue with firefighters
Chamber applauds better communication
along with (Malcolm) and her ministry to put the
best possible solutions in place.”
The Providenciales Chamber of Commerce issued
a statement March 21 saying it was satisfied
that communication between both sides “have
dramatically improved to what appears to be an
amicable agreement resulted from open dialogue.
It is hoped that this responsible behaviour will
continue to be the chosen course of the interim
administration and those who may have grievance
with its policy decisions.”
The chamber said the TCI economy can’t afford
to negative impacts of strikes on tourism.
“We must also highlight the fact that the TCI
dare not appear to be an unreliable or unsafe international
airport by the United States’ FAA or the
United Kingdom’s CAA. The implications there
would be even more catastrophic, possibly irreparable,”
the chamber said.
“Responsibility and thoughtfulness are key during
these developmental times in The TCI, and we
are all capable of them both,” the chamber said.
Government CEO Patrick Boyle talks with
firefighters.
Both the Advisory Council
and Consultative Forum will
consider the budget in May
with a target date of May 23
Achieving a budget with a
surplus in 2012-13 instead of
another year of deficits is one
of the milestones set by the
U.K. for returning control of
the country to elected officials.
It was also a requirement
for the U.K.’s $260 million loan
guarantee that is being used to
pay off the country’s debts and
to cover budget deficits.
Teacher’s Appreciation Day celebrated with style
More than 100 teachers from Enid Capron Primary
and Clement Howell High schools were celebrated
at Beaches Resort Villages and Spa last week
to commemorate Teacher’s Appreciation Day in
style during 2012 Education Week.
The appreciation luncheon was hosted by the resort’s
philanthropic arm, the Sandals Foundation,
which treated an excited group of teachers from two
of its sponsored schools — 32 teachers from Enid
Capron and 52 teachers from Clement Howell —
plus three Parent Teacher Association executives.
“Teachers are the ones who provide education
for pupils and in turn shape the future of the Turks
and Caicos Islands, and that position deserves to be
recognized and most of all celebrated,” said Elanor
Finfin Krzanowski, the luncheon’s organizer and
Beaches Public Relations manager. “I am so happy
the Sandals Foundation was able to host the first of
many Teacher’s Appreciation celebrations for the
wonderful men and women who go above and beyond
the call of duty at all of our sponsored schools.”
Along with a deliciously catered lunch, teachers
also received several gifts donated by the Sandals
Foundation, The RedLane Spa at Beaches, the Parents
and Teachers Association, Digicel, LIME and
gas vouchers courtesy of R&J Tire shop.
“It is nice to be appreciated for the all the work
that we do here at Enid Capron, this luncheon was
the highlight of our Education Week activities, my
teachers were ecstatic!” said Rachel Taylor, principal
Enid Capron.
“Teachers are not the highest paid professionals,
but their job is one of the most important jobs in
the Turks & Caicos,” said PTA President for Clement
Howell High School, Joan Harry. “Teachers go
out of their way to help motivate and inspire our
kids, I am glad the PTA was able to collaborate with
Beaches and the Sandals Foundation to celebrate
their amazing contribution to our children.”
Sandals and Beaches Resorts has adopted a total
of 27 schools across the Caribbean and has supported
Zero Tolerance clears, secures Toscana site
www.fptci.com ___________________________________________________________________________________________________________ March 22, 2012
f ▶ 07
Volunteer safety group Zero Tolerance is clearing
brush, filling in dangerous holes and securing
fencing around the defunct Toscana resort site on
Grace Bay in its latest battle in the war on crime.
The property next to the Coral Gardens Resort,
Somewhere Café and Lounge and the popular
public access to the Bight Reef contains several incomplete
block buildings and scattered construction
debris and has been overgrown with brush for
years now.
Police fear that thieves have been hiding in the
property waiting to rob people who park to snorkel
the reef and visit the resort and lounge, which was
recently robbed at gunpoint.
Somewhere will be hosting a Zero Tolerance
fundraiser March 25 from 2-8 p.m. to help police
buy two first aid equipped ATV’s to patrol Grace
Bay on Providenciales to reduce crime and support
emergency services.
“It gives us much pride to be involved in this
committee and specifically this fundraising initiative,
which will assist us to ensure safety of our visiting
guests,” said Somewhere owner Luis Fabara.
“Many will know that we were the target of recent
crime which could have been prevented. We
saw this unfortunate incident as a reason to get
involved in this effort, which also included recent
efforts to clean up an adjacent abandoned construction
site (Toscana on Grace Bay) which had
become a potential security risk to our business,
residents and guests.”
Long time resident, business owner and leader of
Zero Tolerance Mike Bookalam said a deep ditch
filled with water on the site also posed a safety
threat to local children who sometimes play on the
site of the bankrupt project.
The group that was formed in August 2010 has
been instrumental in the improvement of resident
and tourist safety through a series of initiatives
which include:
▶ Working with WIV television, installing a
closed circuit television system in critical tourist areas
with plans to expand to other areas of Providenciales,
including Blue Hills, Five Cays and the Bight.
Currently seven cameras are operational with additional
cameras to be installed shortly.
▶ Donating replacement street lights to key pedestrian
areas
▶ Working with government and FortisTCI to ensure
long term solution to street lighting problems
in Grace Bay, Leeward Palms and Chalk Sound
▶ Helping to improve laws related to unregistered
weapons and for crimes involving a firearm
▶ Donating materials and equipment to police stations
▶ Helping repair ambulances for the Emergency
Medical Service
▶ Helping repair police vehicles
▶ Cleaning up roadways, clearing overgrown bush
and improving pedestrian areas
▶ Working with Crime Stoppers to secure additional
equipment for the police
▶ In conjunction with police, beginning Neigh-
bourhood Watch programs
“The Zero Tolerance Committee has been steadfast
in its goal of improving safety for ourselves
and tourists for nearly two years,” Bookalam said.
“It has channeled the energy, financial resources
and will of many residents and business owners
here in Providenciales toward a common goal of
identifying those key initiatives that not only improve
safety but raise the awareness of our community
and visitors that the Turks and Caicos is a
safe place to live, visit and invest.”
Red Cross trains firefighters in first aid
The Turks and Caicos Islands Red Cross provided
first aid training to 20 firefighters March
19-20 at the Airports Authority Training Facility.
Fire officers are usually the first to arrive at
the scene of an emergency where a person may
require first aid. It is therefore vitally important
that they know what to do to treat any injuries
and stabilise the person or persons until
the emergency medical services can transport
them to hospital.
The Red Cross, in its memorandum of understanding
with the Ministry of Home Affairs
and Public Safety, has agreed to provide the
first aid courses free-of-charge to the fire and
police services — who were all trained in 2011
— as well as the shelter managers.
The Red Cross is well known around the
world for its first aid training courses, and
takes very seriously the responsibility to the
TCI in providing emergency responders with
the necessary first aid skills and the confidence
to use them.
The Red Cross has different first aid courses
available to suit everyone. For more information
topics of “What is Fashion Design?”
Under the theme “Dream.
Explore. Discover: Your Path
to the Future,” the school’s Career
Day sensitizes the various
career opportunities existing
in the TCI and the wider Caribbean.
The objective of this annual
exercise is to assist students in
making informed and impor-
masters levels that will advance
current employees and
help with recruiting new employees,
said Human Resources
Manager Monique Mc-
Clean-Vaughn. “They won’t
have to choose between career
and education,” she said.
Training and Development
Manager Melissa Hoilett said
the university will offer lessons
in resort classrooms, on
the job and on the Internet so
that everyone can take advantage
of higher education.
“At Sandals Corporate University,
we believe in unleashing
the unlimited potential
innate in all learners, to drive
departmental and organizational
efficiency, innovation,
profitability and customer
service excellence, by developing
their minds and dreams,
through our commitment to
innovative learning solutions,
developed and delivered by
passionate, committed and
creative world class educators
and experienced industry
professionals,” the university’s
mission statement says.
Fashion designer
inspiring youth
tant career choices. In an effort
to achieve these goals, individuals
from various sectors
are invited to make presentations
about career opportunities
in their field.
“It was indeed an honor and
a privilege to speak to the students,
providing knowledge
on what is fashion and careers
in fashion and encouraging
them to set goals and to follow
their dreams, at such an early
and important time of their
lives,” Forbes said.
News on Forbes’ accomplishments
makes the rounds
locally, where islanders take
pride in his success. This is
particularly true among youth
who cheered for several minutes
as Forbes made his way to
the podium to speak. It is this
sort of enthusiasm that keeps
Forbes reaching for the stars,
as well as his belief that others
will follow in his footsteps of
following their own dreams.
“That spirit … is indeed a
signal of excitement and eagerness
within that body of
students to endeavor to be a
success,” Forbes said.
FortisTCI is helping the community get into
shape with its 5th Annual Spring Fun Walk &
Run slated for March 31.
The power company aims to not only bring
awareness to the importance of staying healthy
but also to bring the public together for a fun
and energetic activity.
This year’s grand prize winner will walk
away with a brand new Wii Fit game console.
Other great prizes will be presented to the first
male, female and FortisTCI employee to cross
the finish line to and also to the group with the
most participants.
The organizers also have loads of other
giveaways for the public, and everyone will be
served a hot breakfast at the finish line.
The run or walk will commence at 6 a.m. at
the FortisTCI main office on Leeward Highway.
The Saltmills Diner will be going to the dogs on the first
Thursday of every month with a fun quiz night to help
raise funds for Turks and Caicos Islands’ potcake dogs.
Potcake Place, registered non-profit charity, has teamed
up with its neighborhood restaurant, the Saltmills Diner,
to run a series of fundraising quiz nights starting April 5
at 7 p.m. Patrons will be asked to team up into groups of
six players and compete for a wide range of special prizes
which will be given out to the best performing team after
every 10 questions. An additional grand prize will go to
the overall winning team after the 100th question.
Diner owners Jeffrey and Alla Racette will be opening
the restaurant’s doors especially for the event and are asking
all dog lovers to show their support by participating on
a monthly basis. The restaurant will be offering a range of
drinks and appetizers to those participating in the fundraising
affair.
Ticket costs are $10 per person with 100 percent of funds
going to dog rescue programs at Potcake Place. For more
information or to make reservations, contact Donna Germain
at 232 3328 or e-mail CD_Germain@hotmail.com.
Potcake is the name given to the dogs of the TCI and
Bahamas because the locals fed the yard dogs the caked
remains from their cooking pots. Although potcakes are
rescued from around the TCI, the islands’ spay/neuter
programs are not keeping up, and the feral dog population
is growing exponentially with more and more litters
of puppies are being found in the wild.
There are four ways you can help Potcake Place:
Donate: Every single penny from your donation will go directly
into helping rescued puppies get back on their paws
and be placed into forever homes.
Adopt: Potcake Place is a local not-for-profit dog rescue organization
that aims to find island puppies loving homes.
Adoption is easy if you live in the U.S., Canada or on-island.
All puppies are provided with veterinary care, vaccination
and health certificates. Call us to arrange a “meet and greet”
with one of our adorable rescued potcake puppies.
Foster: The rescue is always in desperate need of foster
homes on Providenciales for 2-3 weeks. Each foster home is
supplied with food, toys and veterinarian care. There is no
expense to you.
Courier: Potcake Place is always looking for people to carry
pups to their new homes in the U.S. and Canada. The organization
will bring the puppy to the airport upon your
departure in a special puppy bag that will be stowed under
your seat. All travel arrangements are organized and transport
fees paid with the new adoptive family meeting you at
your arriving airport. It’s easy and virtually hassle-free!
healthy balanced lifestyles that comprise of
a nutritious diet and regular exercise,” FortisTCI
CEO Eddinton Powell said. “This occasion
not only allows FortisTCI to extend that
encouragement beyond our staff, but it also
promotes family and friendship though a motivating
morning exercise.”
Each year registrants are provided with an
event T-shirt and automatically entered in the
grand prize raffle. Although the event is free,
those interested in taking part are asked to
register early to ensure availability of T-shirts.
Fundraiser to stomp
out crime on Provo
Join partygoers at Somewhere Café and Lounge to
help combat crime in Providenciales.
The popular beach bar will be hosting a fundraiser
and awareness event March 25 from 2-8 p.m. to help
the Royal Turks and Caicos Islands Police Force buy
two first aid equipped ATV’s to patrol the beaches
in Providenciales to reduce crime and support emergency
services.
Organized by the Zero Tolerance Committee in
support of Crime Stoppers, the event will include a
raffle, silent auction, games, beach volleyball tournament,
live music from DJ Dallas and a mouth-watering
barbecue on the beach.
The ATV’s will be subject to the police force’s
maintenance program, which has resulted in an increased
vehicle presence on the streets. While not in
use, the ATVs will be stored at resort properties on
Grace Bay.
Zero Tolerance was assembled in August 2010 as
an initiative between police, government and Providenciales
businesses to improve resident and tourist
security on Providenciales.

Department of Agriculture
Public Notice
New rules for bringing pets to TCI start April 1
Import conditions for bringing a pet into the
Turks and Caicos Islands are being revised.
This revision will ensure the continued protection
of the domestic pet population from rabies as
well as other potential diseases conveyed by ticks
and tapeworms. These measures also serve to protect
the public’s health while making the importation
of pets a much smoother process. However,
until then the current rules will apply. These old
rules differ very little from the new ones.
The Department of Agriculture is urging persons
to become familiar with the new conditions
and to ensure that they comply. It is the owner’s
responsibility to ensure that the requirements are
met before they decide to travel to the Turks and
Caicos Islands and that all the required documents
are accurately completed and submitted on time.
The appropriate conditions will depend on
whether you are coming from a country considered
by the department to rabies free, or not. The
department currently considers these countries to
be free of rabies:
1. Antigua
2. Australia
3. Anguilla
4. Barbados
5. Dominica
6. Jamaica
7. Montserrat
8. New Zealand
9. Republic of Ireland
10. St. Kitts
11. St. Lucia
12. St. Vincent
13. Virgin Islands
14. United Kingdom
If you are NOT traveling from any of the countries
listed above, the import conditions for pets
coming from rabies endemic countries will apply
to you. Please ensure that your pet has been treated
for ticks and tapeworms; and is vaccinated against
rabies, and thereafter blood tested for antibodies,
to ascertain its level of rabies protection. THIS
IS WHAT IS KNOWN AS THE RABIES TITRE
TEST, and it is essential.
Failure to comply may result in the animal being
refused entry and be returned to the country of
origin at the owner’s expense.
The department is also recognizing the frequency
with which resident pets leave and return to the
islands. In an effort to address this, the department
will also, beginning on a date to be announced, implement
a “re-entry card.” This card will allow resident
pets to enter the territory without an import
permit once certain criteria are met.
Owners are also being urged to check the prohibited
breeds list to ascertain whether their pet
appears thereon. Breeds that appear on the list will
not be given permission to enter the TCI.
With the high levels of travel to and from the
TCI and throughout the world, the risk of infectious
diseases is ever increasing. It is our goal to
ensure the TCI remain safe for pets as well as their
owners. It is our goal to offer a warm welcome all
visitors who wish to enter these islands with their
pets, while protecting our rabies free status.
Dr. Mark Butler
Government Veterinarian
For further information on entry conditions and
to see animal import check lists as well as permit
samples, please contact the department at animalhealthservicestci@gmail.com
or visit our office
in Butterfield Square on Providenciales. Until the
Department of Agriculture website is operational,
further information can currently be found at www.
turksandcaicostourism.com.
