Misick says he is seeking political asylum after<br />

the Special Investigation <strong>and</strong> Prosecution Team obtained<br />

an international warrant for his arrest.<br />

“For the past several months the SIPT has sought<br />

to secure the attendance of Mr. Misick at its offices<br />

in Providenciales in respect of allegations of corruption<br />

<strong>and</strong> money laundering during his time in<br />

office,” according to a March 19 press release from<br />

the SIPT, which so far has charged 13 people in its<br />

investigation of alleged corruption in Misick’s government.<br />

“Every opportunity has been given to Mr. Misick<br />

to voluntarily surrender to the SIPT’s jurisdiction<br />

for interview. Despite previous indications from<br />

Mr. Misick’s solicitors that he would attend for interview,<br />

he has failed to do so.”<br />

The call for Misick’s capture came in an Interpol<br />

“Red Notice,” which is requested based on an arrest<br />

warrant or court decision <strong>and</strong> seeks “the arrest or<br />

provisional arrest of wanted persons with a view to<br />

extradition,” according to Interpol’s website.<br />

The process to obtain a Red Notice began in February<br />

<strong>and</strong> was issued before a barrage of e-mails<br />

from Misick began March 15 against the governor<br />

<strong>and</strong> the interim government, said government<br />

spokesman Neil Smith.<br />

Misick is believed to be 90 miles south in the Dominican<br />

Republic, which does not have an extradition<br />

asylum from another country <strong>and</strong> I am merely seeking<br />

protection from political persecution.”<br />

In e-mails to the news media, Misick has questioned<br />

the fairness of the judicial system under the<br />

interim administration while elected government is<br />

suspended.<br />

A writ filed<br />

with the Supreme<br />

on the party March 13 says<br />

the PNP was granted a commercial<br />

lease in January 2005 but did<br />

not execute the lease or pay the<br />

began reviewing Crown<br />

discovered that the PNP had<br />

never been granted title to the<br />

“It had been our hope that<br />

matters could be settled amicably<br />

without the need for<br />

proceedings,” Attorney General<br />

Huw Shepheard said in a<br />

statement March 20. “Unfortunately,<br />

discussions with the<br />

PNP have not been successful.<br />

In those circumstances, the<br />

government has been left with<br />

no choice but to bring these<br />

proceedings for trespass <strong>and</strong><br />

damages to recover this plot of<br />

Crown l<strong>and</strong> <strong>and</strong> what is properly<br />

owed to the government.”<br />

1976 have provided for, <strong>and</strong> to<br />

ensure that the party is a force<br />

for good in the affairs of our<br />

As for the dem<strong>and</strong> to tear<br />

down the building, Simons<br />

said, “I would also be surprised<br />

if anyone, regardless<br />

of their political allegiance,<br />

would agree (even if govern-<br />

hell-bent on<br />

issuing this final<br />

embarrassment<br />

to the PNP as an<br />

institution.”<br />

Most people have read or heard<br />

about the exchanges between the<br />

governor <strong>and</strong> Michael Misick,<br />

initially over the governor’s use<br />

of mild profanity on a local radio<br />

show.<br />

Not to have the last word, <strong>and</strong><br />

presumably to prove he carries a<br />

big stick, Mr. Misick’s response<br />

was followed by a public notice<br />

from the governor stating that he<br />

had issued an international arrest<br />

<strong>and</strong> extradition warrant for Mr.<br />

Misick, authorized by Interpol.<br />

Immediately following that notice<br />

was a public notice from the<br />

attorney general, indicating that<br />

he had filed trespass proceedings<br />

against the PNP, the party that<br />

Mr. Misick led, for the recovery<br />

of the l<strong>and</strong> on which its headquarters<br />

is built <strong>and</strong> for an order<br />

requiring the destruction of that<br />

building.<br />

We now live in a country where<br />

the law is at the whim of one man.<br />

This situation is beyond intolerable<br />

because there is no independent<br />

judiciary to check the abuse<br />

of that power. Local judges have<br />

no security of employment, their<br />

salaries are at the discretion of the<br />

governor, <strong>and</strong> the courts’ budget<br />

is set by the governor. These are<br />

the hallmarks of a legal system<br />

where it is comparatively easy for<br />

the governor to influence the judiciary.<br />

The recent confirmation of one<br />

of the Supreme Court judges was<br />

<strong>Caicos</strong> Isl<strong>and</strong>s has turned into a<br />

puppet show with judges making<br />

decisions to please the dictator<br />

that appointed them,” Misick<br />

said. “It is clear that me, none of<br />

the other accused or charged or<br />

any other black persons can ever<br />

get a fair trial.”<br />

Of 13 charged, two are white<br />

<strong>and</strong> the others are black <strong>Turks</strong><br />

<strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>ers.<br />

“If I or any one has done anything<br />

wrong why did you <strong>and</strong><br />

the British government have to<br />

change the whole legal system<br />

including abolishing our right<br />

to jury trial, changing the evidence<br />

laws <strong>and</strong> hearsay laws just<br />

to name a few,” Misick asked the<br />

governor in an e-mail. “Why is<br />

SIPT illegally gathering information<br />

<strong>and</strong> harassing law abiding<br />

citizens if it is so clear that we<br />

have done wrong?”<br />

The interim government<br />

changed the absolute right to a<br />

jury trial in the Supreme Court to<br />

allow either prosecutors or defendants<br />

to request a trial by a judge<br />

instead of a jury, similar to the law<br />

in the U.K.<br />

“And how can there be a fair<br />

trial when you are the executive,<br />

you are the legislature, <strong>and</strong> you<br />

also appoint the judges <strong>and</strong> you<br />

have already pronounced that we<br />

are all guilty?” Misick asked.<br />

At a recent public hearing,<br />

Todd said he believed that guilty<br />

government officials should be<br />

prosecuted <strong>and</strong> convicted, a statement<br />

Misick <strong>and</strong> others are calling<br />

a pronouncement of guilt for<br />

those accused.<br />

A 2009 Commission of Inquiry<br />

found evidence of widespread<br />

corruption or malfeasance in office<br />

by Misick, some of his fellow<br />

ministers <strong>and</strong> others. The U.K.<br />

then suspended parts of the Con-<br />

held at the governor’s residence<br />

<strong>and</strong>, on accepting her appointment<br />

the judge was quoted as<br />

saying, I am “humbled <strong>and</strong> overwhelmed”<br />

<strong>and</strong> I am “grateful <strong>and</strong><br />

indeed pleased for the trust that<br />

has been placed in me.”<br />

The Foreign <strong>and</strong> Commonwealth<br />

Office (FCO) contracts<br />

with the judiciary, it appoints the<br />

governor, it selects the attorney<br />

general, <strong>and</strong> it has contracted<br />

with the Special Investigation <strong>and</strong><br />

Prosecution Team (SIPT) <strong>and</strong> the<br />

Civil Recovery Team. The governor<br />

articulates the FCO’s objectives,<br />

he takes every opportunity<br />

to comment on the wrongdoing<br />

of the current accused, <strong>and</strong> the<br />

efforts of the SIPT <strong>and</strong> the Civil<br />

Recovery Team.<br />

It is clear that the governor is<br />

in close communication with the<br />

SIPT <strong>and</strong> that he is confident that<br />

government will recover a significant<br />

sum from those involved.<br />

In a recent release he said, “it is<br />

worth repeating: we expect that<br />

the costs of these investigations<br />

will be recovered many times over<br />

<strong>and</strong> will significantly boost the<br />

coffers of the TCI government.”<br />

He also recently stated, in his<br />

public row with Michael Misick,<br />

that Mr. Misick “should return to<br />

these isl<strong>and</strong>s as soon as possible to<br />

face the questions that the SIPT<br />

has for him.” If there is any doubt,<br />

his office issues public statements<br />

on behalf of the SIPT.<br />

in August 2009 <strong>and</strong> appointed<br />

the SIPT to investigate those allegations.<br />

Misick said the inquiry was<br />

based on hearsay, <strong>and</strong> he raised<br />

race as an issue more than once in<br />

e-mails to the news media <strong>and</strong> the<br />

governor. He claims the inquiry<br />

occurred because Misick’s government<br />

was giving Crown l<strong>and</strong><br />

to black <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>ers<br />

instead of white expatriates.<br />

The SIPT alleges that some of<br />

Misick’s former ministers were<br />

paid huge bribes by white expatriates<br />

to get concessions for their<br />

developments, while other ministers<br />

are accused of illegally flipping<br />

Crown l<strong>and</strong> for big profits.<br />

“As long as (white expatriates)<br />

were the ones getting the Crown<br />

l<strong>and</strong> <strong>and</strong> selling it, this was good<br />

business, but as soon as we gave<br />

the l<strong>and</strong> to the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

Isl<strong>and</strong>s people it was seen as corruption,”<br />

Misick said. “This is<br />

why we are being prosecuted. As<br />

long as we want to remain colonial<br />

slaves it was OK, but when<br />

we begin seeking independence<br />

we were call corrupt <strong>and</strong> put in<br />

our place.”<br />

Since the U.K. assumed direct<br />

control, some have talked about<br />

seeking independence, <strong>and</strong> Misick<br />

has called for it. However,<br />

there has never been an official<br />

request for independence from<br />

this U.K. Overseas Territory.<br />

Misick began his most recent<br />

e-mail attack on the interim government<br />

after His Excellency the<br />

Gov. Ric Todd said a curse word<br />

on Robert Hall’s “Expressions”<br />

radio program. The governor<br />

said he thought a caller had used<br />

the word, so he used it in his response.<br />

When Hall pointed out<br />

that the caller didn’t use the word,<br />

the governor apologized.<br />

Misick fired off an e-mail call-<br />

That type of commentary from<br />

the representative of a body that<br />

holds absolute power, <strong>and</strong> who is<br />

the ultimate boss of a dependent<br />

judiciary, however, is incompatible<br />

with “good governance” <strong>and</strong> a<br />

free <strong>and</strong> independent judiciary. It<br />

sends inappropriate messages to<br />

judges, a group that he employs,<br />

<strong>and</strong> who has no job security.<br />

What would you do if you were<br />

a judge <strong>and</strong> saw your boss changing<br />

the constitutional right to trial<br />

by jury (to secure convictions of<br />

specific individuals), changing<br />

the Proceeds of Crime Ordinance,<br />

proposing changes to the rules<br />

on hearsay to erode the rights of<br />

targets, changing the law specifically<br />

to forgive its debts, <strong>and</strong> then<br />

implementing other laws to take<br />

$10 million from others?<br />

The judiciary would be justified<br />

in thinking their employer<br />

carries <strong>and</strong> wields a big stick, <strong>and</strong><br />

for having some concern for their<br />

careers if they breach “the trust<br />

that has been placed in them.”<br />

Google “judicial independence”<br />

<strong>and</strong> you will see that we would get<br />

an F by any st<strong>and</strong>ard.<br />

The governor is spending approximately<br />

$10 million of our<br />

money every year to finance the<br />

lavish lifestyles <strong>and</strong> employment<br />

of the SIPT <strong>and</strong> Civil Recovery<br />

Team. That is substantially more,<br />

by many factors, than he is spending<br />

on the judiciary. The Supreme<br />

Court has, for instance, lacked a<br />

Warrant issued for Michael Misick’s arrest<br />

ing on the governor to resign for<br />

disrespecting the country <strong>and</strong> its<br />

people. The governor responded,<br />

issuing a national apology for his<br />

error <strong>and</strong> calling Misick a hypocrite.<br />

“The hypocrisy of Mr. Michael<br />

Misick in calling into question<br />

the morality of anyone clearly<br />

knows no bounds. His alleged<br />

disrespect, <strong>and</strong> that of his administration,<br />

for the people of the<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s were<br />

laid bare in the Commission of<br />

Inquiry Report of 2009.”<br />

Misick responded, calling for<br />

an inquiry into the interim administration.<br />

Consultative Forum Chairwoman<br />

Lillian Misick, who is<br />

not related to Michael Misick,<br />

weighed in March 19 with a statement<br />

on the governor’s use of a<br />

curse word.<br />

“It is important to appreciate<br />

… that the governor not only<br />

apologized immediately but later<br />

issued a formal apology to the<br />

nation for the obvious offense he<br />

caused,” she said. “He should be<br />

commended for this; not least because<br />

it st<strong>and</strong>s in instructive contrast<br />

to the failure of some local<br />

leaders to apologise for causing us<br />

far greater offense.”<br />

As for Michael Misick’s statements,<br />

she said, “I have been<br />

asked by many to comment on<br />

the statement former Premier<br />

Michael Misick issued on this<br />

incident <strong>and</strong> on the governor’s<br />

response to it. But given his fall<br />

from grace <strong>and</strong> the battery of<br />

criminal charges he is now facing,<br />

I do not believe Mr. Misick is<br />

in any position to offer constructive<br />

contributions to our national<br />

debate on current affairs.<br />

“Therefore, I shall not dignify<br />

his statement with any comment.<br />

I regret that the governor did not<br />

see fit to do the same.”<br />

there is no proper library for the<br />

judiciary, which is unimaginable.<br />

When you look at the facts sensibly,<br />

there can be no question that<br />

the FCO wants convictions, not a<br />

strong <strong>and</strong> robust judicial system.<br />

By now everyone knows that<br />

Mr. Misick has declined Ms. Garlic’s<br />

invitation to join her for a chat<br />

<strong>and</strong>, given the amount of money<br />

that government has spent on<br />

the SIPT’s investigations, <strong>and</strong> the<br />

type of booby trapping that the<br />

governor has undertaken on our<br />

laws, be charged <strong>and</strong> then convicted.<br />

I should make it clear that I do<br />

not endorse Mr. Misick’s stewardship<br />

of this country’s resources,<br />

but the FCO has disgracefully<br />

manipulated our judicial system<br />

to secure convictions in a way that<br />

could never happen in Engl<strong>and</strong>.<br />

The last investigations that Ms.<br />

Garlic oversaw were long, drawn<br />

out, <strong>and</strong> an expensive flop. The<br />

FCO <strong>and</strong> Ms. Garlic have gone<br />

to great lengths to guarantee her<br />

“success” this time, but they have<br />

done so by Garlim<strong>and</strong>ering our<br />

judicial system.<br />

The irony of this is that with the<br />

<strong>fp</strong> <strong>Turks</strong><br />

SIPT being the only group of police<br />

officers <strong>and</strong> prosecutors in the<br />

world living it up at a lavish five<br />

star beach front resort, during the<br />

toughest times the country has<br />

experienced in the last 30 years,<br />

this very expensive investigation<br />

is also being undertaken on the<br />

backs of long suffering residents.<br />

With all its scheming, its heavy<br />

h<strong>and</strong>ed arrogance, <strong>and</strong> after<br />

spending $33 million of our money<br />

on the SIPT, with much more<br />

to go, the FCO has now alienated<br />

the overwhelming majority of the<br />

population. It has only served to<br />

enlarge Mr. Misick’s support base<br />

<strong>and</strong> popularity <strong>and</strong> it has given<br />

Mr. Misick the perfect excuse to<br />

decline Ms. Garlic’s invitation to<br />

take part in this puppet show that<br />

it has masquerading as a judicial<br />

system. Although it was always its<br />

intention to do so, the FCO must<br />

now clearly seek judge alone trials<br />

to secure the convictions it has<br />

planned.<br />

Whether you love Mr Misick<br />

or hate him, what sensible person<br />

would encourage him to<br />

return?<br />

Some firefighters at the Providenciales International<br />

Airport walked off the job March 10, causing<br />

a halt to commercial air traffic for a day <strong>and</strong><br />

str<strong>and</strong>ing thous<strong>and</strong>s of tourists.<br />

The firefighters were protesting working conditions<br />

<strong>and</strong> details of a plan to move them from the<br />

civil service to the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s Airports<br />

Authority (TCIAA), an independent statutory<br />

board that runs the country’s airports.<br />

Firefighters from smaller airports on the other<br />

isl<strong>and</strong>s replaced those striking on Providenciales<br />

to get commercial flights back in the air, but those<br />

smaller airports had to be closed to air traffic over<br />

the weekend.<br />

The strike was ended March 11 after Boyle halted<br />

the transfer of firefighters to the TCIAA <strong>and</strong><br />

agreed to meet with them to discuss other grievances.<br />

He met last week with firefighters at both<br />

the Providenciales on Gr<strong>and</strong> Turk airports.<br />

Boyle toured both facilities <strong>and</strong> held extensive<br />

discussions with firefighters on ways to improve<br />

the current work environment <strong>and</strong> ensure the best<br />

possible delivery of this essential service, according<br />

to a government statement. The firefighters<br />

decided to elect a small group of representatives to<br />

continue the dialogue with Boyle <strong>and</strong> new Permanent<br />

Secretary Susan Malcolm of the Ministry of<br />

Environment <strong>and</strong> Home Affairs.<br />

“I have found my engagements with the two<br />

groups of firefighters very useful in establishing<br />

where we need to go in ensuring we have a fit for<br />

purpose fire service in the TCI,” Boyle said. “I look<br />

forward to continuing the dialogue with the representative<br />

group of firefighters <strong>and</strong> to working<br />

New permanent secretaries<br />

<strong>and</strong> department heads will<br />

soon be finalising plans for<br />

revenue <strong>and</strong> expenditure in<br />

the five new ministries. Government<br />

will then approve a<br />

draft budget that will be sent<br />

to U.K. ministers on April 19.<br />

TCHTA wants to help avoid further strikes<br />

Local tourism industry leaders have formed<br />

a committee to mediate between tourism businesses,<br />

government employees <strong>and</strong> the <strong>Turks</strong> <strong>and</strong><br />

<strong>Caicos</strong> Isl<strong>and</strong>s government in hopes of avoiding<br />

strikes like those that shut down Providenciales<br />

International Airport twice in the past year.<br />

At a March 15 meeting, members<br />

of the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Hotel<br />

<strong>and</strong> Tourism Association (TCH-<br />

TA) created a Liaison Committee,<br />

headed by Dr. Carlton Mills, that<br />

intends to have regular meetings<br />

with the Civil Service Association<br />

(CSA), which represents many<br />

government employees.<br />

The association also plans to<br />

hold annual job fairs <strong>and</strong> apprenticeship<br />

programs <strong>and</strong> to establish<br />

community outreach projects.<br />

“More than ever, we must work<br />

together as a community to preserve<br />

the tourism industry <strong>and</strong><br />

protect our core missions,” said<br />

TCHTA President Karen Whitt. “I am determined<br />

that we will emerge from these times on<br />

course, united, <strong>and</strong> with a renewed focus on excellence.”<br />

The Tourist Board also has membership on the<br />

Liaison Committee.<br />

canceled or postponed. Hundreds of<br />

tourists were str<strong>and</strong>ed, forcing them<br />

to stay an extra day or two. That<br />

caused problems at many resorts<br />

which didn’t have enough rooms to<br />

accommodate them.<br />

The Providenciales Chamber of Commerce issued<br />

a statement March 21 saying it was satisfied<br />

amicable agreement resulted from open dialogue.<br />

It is hoped that this responsible behaviour will<br />

continue to be the chosen course of the interim<br />

administration <strong>and</strong> those who may have grievance<br />

with its policy decisions.”<br />

The chamber said the TCI economy can’t afford<br />

to negative impacts of strikes on tourism.<br />

“We must also highlight the fact that the TCI<br />

dare not appear to be an unreliable or unsafe international<br />

airport by the United States’ FAA or the<br />

United Kingdom’s CAA. The implications there<br />

would be even more catastrophic, possibly irreparable,”<br />

the chamber said.<br />

“Responsibility <strong>and</strong> thoughtfulness are key during<br />

these developmental times in The TCI, <strong>and</strong> we<br />

are all capable of them both,” the chamber said.<br />

guarantee that is being used to<br />

pay off the country’s debts <strong>and</strong><br />

Indian high commissioner visits TCI<br />

Indian High Commissioner Shri Mohinder<br />

S. Grover visited the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s<br />

to check on constituents <strong>and</strong> meet with government<br />

officials.<br />

Grover heads the Indian High Commission<br />

(embassy) headquartered in Jamaica which is<br />

responsible for the Bahamas, Cayman <strong>and</strong> the<br />

TCI.<br />

He began his five-day visit with a welcome<br />

social March 18 hosted by members of the local<br />

Indian Association.<br />

There are nearly 100 residents of Indian heritage<br />

or holding Indian passports in the TCI. The<br />

visit by the high commissioner was a treat for<br />

those members who had the opportunity to meet<br />

him <strong>and</strong> ask questions.<br />

Grover brought with him a message of peace<br />

<strong>and</strong> oneness.<br />

“This whole world is one family … you have to<br />

think globally,” he said in his welcome address,<br />

encouraging respect for others regardless of nationality<br />

or religion. “We are all in it together.”<br />

This was Grover’s first visit to the TCI, but he<br />

said he would be visiting the isl<strong>and</strong>s more frequently<br />

in the future.<br />

During his visit, Grover was scheduled to meet<br />

with His Excellency the Gov. Ric Todd, permanent<br />

secretaries, <strong>and</strong> members of the education<br />

<strong>and</strong> immigration departments.<br />

More than 100 teachers from Enid Capron Primary<br />

<strong>and</strong> Clement Howell High schools were celebrated<br />

at Beaches Resort Villages <strong>and</strong> Spa last week<br />

to commemorate Teacher’s Appreciation Day in<br />

style during 2012 Education Week.<br />

The appreciation luncheon was hosted by the resort’s<br />

philanthropic arm, the S<strong>and</strong>als Foundation,<br />

which treated an excited group of teachers from two<br />

of its sponsored schools — 32 teachers from Enid<br />

Capron <strong>and</strong> 52 teachers from Clement Howell —<br />

plus three Parent Teacher Association executives.<br />

“Teachers are the ones who provide education<br />

for pupils <strong>and</strong> in turn shape the future of the <strong>Turks</strong><br />

<strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s, <strong>and</strong> that position deserves to be<br />

recognized <strong>and</strong> most of all celebrated,” said Elanor<br />

Finfin Krzanowski, the luncheon’s organizer <strong>and</strong><br />

Beaches Public Relations manager. “I am so happy<br />

the S<strong>and</strong>als Foundation was able to host the first of<br />

many Teacher’s Appreciation celebrations for the<br />

Zero Tolerance clears, secures Toscana site<br />

Volunteer safety group Zero Tolerance is clearing<br />

brush, filling in dangerous holes <strong>and</strong> securing<br />

fencing around the defunct Toscana resort site on<br />

Grace Bay in its latest battle in the war on crime.<br />

The property next to the Coral Gardens Resort,<br />

Somewhere Café <strong>and</strong> Lounge <strong>and</strong> the popular<br />

public access to the Bight Reef contains several incomplete<br />

block buildings <strong>and</strong> scattered construction<br />

debris <strong>and</strong> has been overgrown with brush for<br />

years now.<br />

Police fear that thieves have been hiding in the<br />

property waiting to rob people who park to snorkel<br />

the reef <strong>and</strong> visit the resort <strong>and</strong> lounge, which was<br />

recently robbed at gunpoint.<br />

Somewhere will be hosting a Zero Tolerance<br />

fundraiser March 25 from 2-8 p.m. to help police<br />

buy two first aid equipped ATV’s to patrol Grace<br />

Bay on Providenciales to reduce crime <strong>and</strong> support<br />

emergency services.<br />

“It gives us much pride to be involved in this<br />

committee <strong>and</strong> specifically this fundraising initiative,<br />

which will assist us to ensure safety of our visiting<br />

guests,” said Somewhere owner Luis Fabara.<br />

“Many will know that we were the target of recent<br />

crime which could have been prevented. We<br />

saw this unfortunate incident as a reason to get<br />

involved in this effort, which also included recent<br />

efforts to clean up an adjacent ab<strong>and</strong>oned construction<br />

site (Toscana on Grace Bay) which had<br />

become a potential security risk to our business,<br />

residents <strong>and</strong> guests.”<br />

Long time resident, business owner <strong>and</strong> leader of<br />

Zero Tolerance Mike Bookalam said a deep ditch<br />

filled with water on the site also posed a safety<br />

threat to local children who sometimes play on the<br />

site of the bankrupt project.<br />

The group that was formed in August 2010 has<br />

been instrumental in the improvement of resident<br />

<strong>and</strong> tourist safety through a series of initiatives<br />

which include:<br />

▶ Working with WIV television, installing a<br />

closed circuit television system in critical tourist areas<br />

with plans to exp<strong>and</strong> to other areas of Providenciales,<br />

including Blue Hills, Five Cays <strong>and</strong> the Bight.<br />

Currently seven cameras are operational with additional<br />

cameras to be installed shortly.<br />

▶ Donating replacement street lights to key pedestrian<br />

areas<br />

▶ Working with government <strong>and</strong> FortisTCI to ensure<br />

long term solution to street lighting problems<br />

in Grace Bay, Leeward Palms <strong>and</strong> Chalk Sound<br />

▶ Helping to improve laws related to unregistered<br />

weapons <strong>and</strong> for crimes involving a firearm<br />

▶ Donating materials <strong>and</strong> equipment to police stations<br />

▶ Helping repair ambulances for the Emergency<br />

▶ Helping repair police vehicles<br />

▶ Cleaning up roadways, clearing overgrown bush<br />

<strong>and</strong> improving pedestrian areas<br />

Red Cross trains firefighters in first aid<br />

The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s Red Cross provided<br />

first aid training to 20 firefighters March<br />

19-20 at the Airports Authority Training Facility.<br />

Fire officers are usually the first to arrive at<br />

the scene of an emergency where a person may<br />

require first aid. It is therefore vitally important<br />

that they know what to do to treat any injuries<br />

<strong>and</strong> stabilise the person or persons until<br />

the emergency medical services can transport<br />

them to hospital.<br />

The Red Cross, in its memor<strong>and</strong>um of underst<strong>and</strong>ing<br />

with the Ministry of Home Affairs<br />

<strong>and</strong> Public Safety, has agreed to provide the<br />

first aid courses free-of-charge to the fire <strong>and</strong><br />

police services — who were all trained in 2011<br />

— as well as the shelter managers.<br />

The Red Cross is well known around the<br />

world for its first aid training courses, <strong>and</strong><br />

takes very seriously the responsibility to the<br />

TCI in providing emergency responders with<br />

the necessary first aid skills <strong>and</strong> the confidence<br />

to use them.<br />

FortisTCI is helping the community get into<br />

shape with its 5th Annual Spring Fun Walk &<br />

Run slated for March 31.<br />

The power company aims to not only bring<br />

awareness to the importance of staying healthy<br />

but also to bring the public together for a fun<br />

<strong>and</strong> energetic activity.<br />

This year’s gr<strong>and</strong> prize winner will walk<br />

away with a br<strong>and</strong> new Wii Fit game console.<br />

Other great prizes will be presented to the first<br />

male, female <strong>and</strong> FortisTCI employee to cross<br />

the finish line to <strong>and</strong> also to the group with the<br />

most participants.<br />

The organizers also have loads of other<br />

giveaways for the public, <strong>and</strong> everyone will be<br />

served a hot breakfast at the finish line.<br />

The run or walk will commence at 6 a.m. at<br />

Thursday of every month with a fun quiz night to help<br />

raise funds for <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s’ potcake dogs.<br />

Potcake Place, registered non-profit charity, has teamed<br />

up with its neighborhood restaurant, the Saltmills Diner,<br />

to run a series of fundraising quiz nights starting April 5<br />

at 7 p.m. Patrons will be asked to team up into groups of<br />

six players <strong>and</strong> compete for a wide range of special prizes<br />

which will be given out to the best performing team after<br />

every 10 questions. An additional gr<strong>and</strong> prize will go to<br />

the overall winning team after the 100th question.<br />

Diner owners Jeffrey <strong>and</strong> Alla Racette will be opening<br />

the restaurant’s doors especially for the event <strong>and</strong> are asking<br />

all dog lovers to show their support by participating on<br />

a monthly basis. The restaurant will be offering a range of<br />

drinks <strong>and</strong> appetizers to those participating in the fundraising<br />

affair.<br />

Ticket costs are $10 per person with 100 percent of funds<br />

going to dog rescue programs at Potcake Place. For more<br />

Potcake is the name given to the dogs of the TCI <strong>and</strong><br />

Bahamas because the locals fed the yard dogs the caked<br />

remains from their cooking pots. Although potcakes are<br />

rescued from around the TCI, the isl<strong>and</strong>s’ spay/neuter<br />

programs are not keeping up, <strong>and</strong> the feral dog population<br />

is growing exponentially with more <strong>and</strong> more litters<br />

of puppies are being found in the wild.<br />

There are four ways you can help Potcake Place:<br />

Donate: Every single penny from your donation will go directly<br />

into helping rescued puppies get back on their paws<br />

<strong>and</strong> be placed into forever homes.<br />

Adopt: Potcake Place is a local not-for-profit dog rescue organization<br />

that aims to find isl<strong>and</strong> puppies loving homes.<br />

Adoption is easy if you live in the U.S., Canada or on-isl<strong>and</strong>.<br />

All puppies are provided with veterinary care, vaccination<br />

<strong>and</strong> health certificates. Call us to arrange a “meet <strong>and</strong> greet”<br />

Foster: The rescue is always in desperate need of foster<br />

homes on Providenciales for 2-3 weeks. Each foster home is<br />

Fundraiser to stomp<br />

out crime on Provo<br />

Join partygoers at Somewhere Café <strong>and</strong> Lounge to<br />

help combat crime in Providenciales.<br />

The popular beach bar will be hosting a fundraiser<br />

<strong>and</strong> awareness event March 25 from 2-8 p.m. to help<br />

the Royal <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s Police Force buy<br />

two first aid equipped ATV’s to patrol the beaches<br />

in Providenciales to reduce crime <strong>and</strong> support emergency<br />

services.<br />

Organized by the Zero Tolerance Committee in<br />

support of Crime Stoppers, the event will include a<br />

raffle, silent auction, games, beach volleyball tournament,<br />

live music from DJ Dallas <strong>and</strong> a mouth-watering<br />

barbecue on the beach.<br />

The ATV’s will be subject to the police force’s<br />

maintenance program, which has resulted in an increased<br />

vehicle presence on the streets. While not in<br />

use, the ATVs will be stored at resort properties on<br />

Grace Bay.<br />

Zero Tolerance was assembled in August 2010 as<br />

an initiative between police, government <strong>and</strong> Providenciales<br />

businesses to improve resident <strong>and</strong> tourist<br />

security on Providenciales.

official starting <strong>and</strong> ending point for the Canadian<br />

Governor General’s Cup Caribbean<br />

Air Challenge in April.<br />

Pilots from seven different countries onboard<br />

20 aircraft will compete in skills including<br />

general knowledge <strong>and</strong> aviation<br />

skills, way point identification during flight,<br />

navigation <strong>and</strong> technical tests, precision<br />

l<strong>and</strong>ings <strong>and</strong> flight time evaluation.<br />

The event begins at 3 p .m. April 13 at the<br />

JAGS McCartney International Airport on<br />

Gr<strong>and</strong> Turk. His Excellency the Gov. Ric<br />

Todd will host a reception for the participants<br />

The rally will end April 26 from 11 a.m.-2<br />

p.m. at the Providenciales International Airport.<br />

Public Notice<br />

New rules for bringing pets to TCI start April 1<br />

Import conditions for bringing a pet into the<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s are being revised.<br />

This revision will ensure the continued protection<br />

of the domestic pet population from rabies as<br />

well as other potential diseases conveyed by ticks<br />

<strong>and</strong> tapeworms. These measures also serve to protect<br />

the public’s health while making the importation<br />

of pets a much smoother process. However,<br />

until then the current rules will apply. These old<br />

rules differ very little from the new ones.<br />

The Department of Agriculture is urging persons<br />

to become familiar with the new conditions<br />

<strong>and</strong> to ensure that they comply. It is the owner’s<br />

responsibility to ensure that the requirements are<br />

met before they decide to travel to the <strong>Turks</strong> <strong>and</strong><br />

<strong>Caicos</strong> Isl<strong>and</strong>s <strong>and</strong> that all the required documents<br />

are accurately completed <strong>and</strong> submitted on time.<br />

The appropriate conditions will depend on<br />

whether you are coming from a country considered<br />

by the department to rabies free, or not. The<br />

department currently considers these countries to<br />

be free of rabies:<br />

1. Antigua<br />

2. Australia<br />

3. Anguilla<br />

4. Barbados<br />

5. Dominica<br />

6. Jamaica<br />

7. Montserrat<br />

8. New Zeal<strong>and</strong><br />

9. Republic of Irel<strong>and</strong><br />

12. St. Vincent<br />

13. Virgin Isl<strong>and</strong>s<br />

14. United Kingdom<br />

If you are NOT traveling from any of the countries<br />

listed above, the import conditions for pets<br />

coming from rabies endemic countries will apply<br />

to you. Please ensure that your pet has been treated<br />

for ticks <strong>and</strong> tapeworms; <strong>and</strong> is vaccinated against<br />

rabies, <strong>and</strong> thereafter blood tested for antibodies,<br />

to ascertain its level of rabies protection. THIS<br />

IS WHAT IS KNOWN AS THE RABIES TITRE<br />

TEST, <strong>and</strong> it is essential.<br />

Failure to comply may result in the animal being<br />

refused entry <strong>and</strong> be returned to the country of<br />

origin at the owner’s expense.<br />

The department is also recognizing the frequency<br />

with which resident pets leave <strong>and</strong> return to the<br />

isl<strong>and</strong>s. In an effort to address this, the department<br />

will also, beginning on a date to be announced, implement<br />

a “re-entry card.” This card will allow resident<br />

pets to enter the territory without an import<br />

permit once certain criteria are met.<br />

Owners are also being urged to check the prohibited<br />

breeds list to ascertain whether their pet<br />

appears thereon. Breeds that appear on the list will<br />

not be given permission to enter the TCI.<br />

With the high levels of travel to <strong>and</strong> from the<br />

TCI <strong>and</strong> throughout the world, the risk of infectious<br />

diseases is ever increasing. It is our goal to<br />

ensure the TCI remain safe for pets as well as their<br />

owners. It is our goal to offer a warm welcome all<br />

visitors who wish to enter these isl<strong>and</strong>s with their<br />

pets, while protecting our rabies free status.<br />

Requirements<br />

• Minimum 5 years experience in banking, preferably with an international financial institution.<br />

• Excellent communication, presentation, leadership <strong>and</strong> organization skills.<br />

• Canadian Securities Course (Current with CEC requirements satisfied)<br />
