Evidence rules to be changed<br />
PNP objects, questions motives of gov’t<br />
With criminal charges of former government officials<br />
expected soon, the Attorney General is proposing<br />
to change <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s law regarding<br />
hearsay <strong>and</strong> documentary evidence.<br />
On <strong>Oct</strong>. 18, members of the TCI Bar Association<br />
were given seven days to comment on a bill which<br />
is nearly identical to current U.K. criminal law on<br />
hearsay <strong>and</strong> documentary evidence.<br />
Several lawyers have criticized the brief consultation<br />
period for such important changes in laws.<br />
“This bill sets out the rules which allow evidence<br />
other than first-h<strong>and</strong> evidence to be given in criminal<br />
proceedings,” says an explanatory memor<strong>and</strong>um<br />
in the draft bill. “The two main categories are<br />
hearsay evidence <strong>and</strong> documentary evidence, but<br />
within those categories there are various types of<br />
evidence, including evidence given by signs, video<br />
camera evidence <strong>and</strong> so on.”<br />
His Excellency the Gov. Ric Todd said the AG<br />
is consulting the Bar about “changing the laws of<br />
evidence. It is not about allowing hearsay to be accepted.<br />
It is simply allowing courts to hear more evidence<br />
without unnecessary difficulties.<br />
“But this is quite a serious consultation, <strong>and</strong> I will<br />
be dismayed if people try to portray this as being<br />
somehow directed against the interests or liberties<br />

The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s<br />
desperately need a halfway house<br />
to help non-violent drug offenders<br />
<strong>and</strong> those released from prison<br />
<strong>and</strong> drug treatment integrate<br />
successfully back into jobs, families<br />
<strong>and</strong> society to prevent them<br />
from committing crimes <strong>and</strong> going<br />
to prison, the Providenciales<br />
Chamber of Commerce was told<br />
at its meeting <strong>Oct</strong>. 17.<br />
The plea came from several<br />
members of a panel speaking on<br />
the rising drug problem in the<br />
country <strong>and</strong> its relationship to<br />
crime.<br />
Rev. John Malcolm, director of<br />
the National Drug Unit, said past<br />
studies in the TCI have shown<br />
that 71 percent of offenders had<br />
substance abuse problems from<br />
both drugs <strong>and</strong> alcohol. He gave<br />
some startling statistics about<br />
young people interviewed in secondary<br />
schools:<br />
▶ 74 percent had experimented<br />
with alcohol at least once<br />
▶ 46 percent were regular users<br />
of alcohol<br />
▶ 26 percent had experimented<br />
with marijuana at least once<br />
▶ 14 percent were regular users<br />
of marijuana<br />
The findings go h<strong>and</strong> in h<strong>and</strong><br />
with increased improper behavior<br />
in schools <strong>and</strong> crimes committed<br />
by young people, Malcolm<br />
said.<br />
“Many of the students that<br />
we worked with in secondary<br />
schools are now persons that<br />
we’re seeing in prison,” Malcolm<br />
said.<br />
“I’m convinced that the recent<br />
increase in criminal activity in<br />
the TCI is a direct result of the<br />
increase of substance abuse,” he<br />
said.<br />
“We have spent thous<strong>and</strong>s of<br />
dollars sending persons off to<br />
overseas rehabilitation centers,<br />
<strong>and</strong> what we’ve discovered is<br />
that when these persons come<br />
back, they endeavor to do well,<br />
but there is no re-entry program,<br />
there is no reintegration program<br />
… <strong>and</strong> so many of them<br />
end up back in the same neigh-<br />
of individuals. But it’s not. It’s all about achieving<br />
the most effective possible justice system.”<br />
The Progressive National Party (PNP) issued a<br />
press statement <strong>Oct</strong>. 19 alleging that the changes are<br />
specifically aimed at aiding cases being made by the<br />
Special Investigation <strong>and</strong> Prosecution Team, which<br />
the PNP suggests may have sought the changes.<br />
“The draft bill is unwarranted <strong>and</strong> represents an<br />
attempt by this administration to further erode an<br />
accused person’s rights to a fair trial in these isl<strong>and</strong>s<br />
<strong>and</strong> will deny accused persons of the protections<br />
previously afforded under our laws,” the PNP statement<br />
says.<br />
Attorney General Huw Shepheard told the <strong>fp</strong> that<br />
the bill has come up now in the course of his office’s<br />
capacity for law drafting.<br />
“Legislation allowing hearsay evidence to be given<br />
is not designed to secure convictions against particular<br />
individuals,” Shepheard said. “It is a statute of<br />
general application that is intended to improve the<br />
administration of criminal justice in the isl<strong>and</strong>s.”<br />
“No one will be prosecuted on the basis of hearsay<br />
evidence alone, but allowing hearsay evidence to be<br />
given will, amongst other things, protect witnesses<br />
from intimidation by enabling written statements<br />
to be given if a witness is too frightened to come to<br />
court,” he said.<br />
The attorney general said he is keen to bring the<br />
bill before the governor’s Advisory Council <strong>and</strong> the<br />
Consultative Forum as quickly as possible, “given<br />
that there is a considerable body of other legislation<br />

borhoods or in a volatile family<br />
environment that causes them to<br />
go back to their old habits.”<br />
A halfway house would help<br />
those returning from treatment<br />
<strong>and</strong> being released from prison<br />
to go straight <strong>and</strong> become productive<br />
members of society.<br />
The country also needs an<br />
alternative sentencing program<br />
for first-time drug offenders<br />
with non-violent backgrounds<br />
so that they aren’t put in prison<br />
with hardened criminals. They<br />
to could be sent to the halfway<br />
house where they could receive<br />
counseling, <strong>and</strong> job training <strong>and</strong><br />
placement.<br />
In <strong>20</strong>06 the government gave<br />
10 acres of l<strong>and</strong> <strong>and</strong> $450,000 towards<br />
the halfway house project,<br />
which had planning approval but<br />
was ab<strong>and</strong>oned because of the<br />
economic downturn. The Drug<br />
Prevention Foundation took<br />
over fundraising <strong>and</strong> has come<br />
up with more than $130,000.<br />

Noreane Lightbourne has<br />
been named the <strong>20</strong>11 Unsung<br />
Hero by CIBC FirstCaribbean<br />
International Bank.<br />
Lightbourne thanked CIBC<br />
FirstCaribbean for the volunteerism<br />
award <strong>and</strong> assured<br />
the bank that the $6,000<br />
prize would go towards her<br />
many projects throughout<br />
the community.<br />
“Ms. Lightbourne has made<br />
a significant mark throughout<br />
the TCI <strong>and</strong> has played<br />
an instrumental role in the<br />
development of the Wellness<br />
Centre of South <strong>Caicos</strong>’ Special<br />
Needs Programme <strong>and</strong><br />
has also been part of establishing<br />
the Concerned Citizens<br />
of South <strong>Caicos</strong> movement,”<br />
said Sherma Hercules,<br />
the bank’s country manager.<br />
“Our research has shown<br />
that Ms. Lightbourne never<br />
hesitates to invest physically<br />
or financially <strong>and</strong> always<br />
gives her services voluntarily<br />
when it comes to projects<br />
that involve the community<br />
of South <strong>Caicos</strong>.”<br />
“Due to lack of funding<br />
after a few years of being in<br />
operation, Ms. Lightbourne<br />
pushed for the government of<br />
the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s<br />
to take over the management<br />
of the Wellness Centre, in<br />
order to continue fighting<br />
for the cause. To date, (government)<br />
finances the daily<br />
operations <strong>and</strong> Ms. Lightbourne<br />
continues to manage<br />
<strong>and</strong> execute the many tasks.”<br />
Hercules noted that Lightbourne’s<br />
award was the first<br />
to a resident outside Providenciales<br />
since the awards<br />
were begun in <strong>20</strong>04 in the<br />
<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s.<br />
“We are truly honoured to<br />
be here on South <strong>Caicos</strong> <strong>and</strong><br />
are very excited to recognise<br />
<strong>and</strong> honour a very deserving<br />
individual as our <strong>20</strong>11 Unsung<br />

Government proposes<br />

codification of all criminal law<br />
<strong>and</strong> a uniform system of criminal<br />
procedure for all courts, work<br />
that is funded by the U.K.“When<br />
I took up my appointment, I was<br />
dismayed to learn that the criminal<br />
law of the isl<strong>and</strong>s had not (save<br />
for some few areas) been kept up<br />
to date for very many years, <strong>and</strong><br />
my chambers have been working<br />
hard to introduce much-needed<br />
reforms,” Shepheard said.<br />
Most of the Criminal Justice<br />
(Hearsay And Documentary<br />
Evidence) Bill [<strong>20</strong>11] is based on<br />
current U.K. law enacted in <strong>20</strong>03,<br />
but it also includes provisions<br />
that are current practice in TCI<br />
courts.<br />
The proposed bill says hearsay<br />
evidence is admissable if it is<br />
contained in public documents<br />
or published works dealing with<br />
matters of a public nature, which<br />
is allowed under current law.<br />
It also allows hearsay evidence<br />
if all parties in the case agree, or<br />
if a judge is “satisfied that it is in<br />
the interests of justice for it to be<br />
admissible.”<br />
Earlier this year, the TCI Constitution<br />
was revised to allow for<br />
criminal trials without juries in<br />
the Supreme Court, which is also<br />
the case in the U.K.<br />
A law setting out the conditions<br />
for non-jury trials says<br />
prosecutors, defendants or judges<br />
can make the request on several<br />
different grounds, <strong>and</strong> a judge’s<br />
decision on the request can be<br />
appealed to a three-member<br />
court of appeal.<br />
Dr. rufus ewing stages protest<br />
The chief financial officer of<br />
the National Health Insurance<br />
Board has tendered her resignation<br />
effective Nov. 14.<br />
“Although this was a difficult<br />
decision, it was done as a matter<br />
of principle <strong>and</strong> taken in the best<br />
interest of the people of the <strong>Turks</strong><br />
<strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s, while at the<br />
same time safeguarding <strong>and</strong><br />
protecting my integrity <strong>and</strong> professional<br />
reputation as a Certified<br />
Public Accountant,” Desiree<br />
James said in a press release. She<br />
did not elaborate.<br />
Her announcement of her departure<br />
after 2½ years helping set<br />
up <strong>and</strong> administer the National<br />
Health Insurance Plan (NHIP)<br />
comes during the same week<br />
that the interim government announced<br />
that the country’s health<br />
care system is unaffordable <strong>and</strong><br />

What started as a one-man protest on the morning of <strong>Oct</strong>.<br />
19 grew into a small crowd of people holding signs objecting<br />
to policies of the interim government <strong>and</strong> dem<strong>and</strong>ing the<br />
governor’s Advisory Council be abolished.<br />
Dr. Rufus Ewing, director of Medical Services for the Ministry<br />
of Health <strong>and</strong> Human Services, <strong>and</strong> the group stood on<br />
Leeward Highway at the road leading to a meeting of the<br />
council. After the meeting, His Excellency the Gov. Ric Todd<br />
stopped briefly on his way out to speak to Ewing.<br />
Ewing has been outspoken on issues including public<br />
service reform <strong>and</strong> the health care system, but he recently<br />
announced his resignation effective in March so that he<br />
could speak more freely on various important issues.<br />

“I wish to thank the government<br />
of the TCI <strong>and</strong> the board of<br />
directors of the NHIB for the opportunity<br />
to have served as CFO<br />
in particular <strong>and</strong> my country in<br />
general. At the same time, I wish<br />
to implore the NHIB <strong>and</strong> interim<br />
administration to make decisions<br />
that are totally in the best interest<br />
of the health of the people of<br />
the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s, especially<br />
during these economic<br />
times.”<br />

The proposed new Hearsay<br />
Evidence Bill, if enacted, will<br />
bring about a fundamental<br />
change to the administration of<br />
justice in these Isl<strong>and</strong>s. For the<br />
first time it would allow a person<br />
to be convicted on the basis of<br />
hearsay evidence.<br />
As the law now st<strong>and</strong>s, a witness<br />
can only give evidence of<br />
what he or she saw but not what<br />
someone else told him or her that<br />
he or she saw. The reason why<br />
such evidence is excluded is that<br />
it is not reliable <strong>and</strong> can be easily<br />
manufactured <strong>and</strong> often difficult<br />
to assess. If a person who<br />
states that he or she witness an<br />
act is not called to give evidence,<br />
it will be difficult to challenge<br />
the statement of the person who<br />
is merely reciting what he or she<br />
has been told. A person should<br />
not be convicted on this kind of<br />
evidence.<br />
The problems of hearsay evidence<br />
have been identified in numerous<br />
rulings. In Al -Khawaja v<br />
UK <strong>and</strong> T v UK [<strong>20</strong>09] 49 EHRR1<br />
the European Court of Human<br />
Rights held that a conviction<br />
based solely or to a decisive degree<br />
on written statements made<br />
by a person whom the defendant<br />
has had no opportunity to examine<br />
or have examined restricted<br />
the rights of the defendant to a<br />
degree that is incompatible with<br />
the guarantees provided by a<br />
right to a fair trial. This right is<br />
enshrined in the TCI constitution.<br />
Many at the TCI Bar would<br />
accept that criminal procedures<br />
should be reviewed from time<br />
to time in a dispassionate <strong>and</strong><br />
informed way in a consultative<br />
process. If the process is rushed,<br />
however, it can result in grave<br />
injustice. A consultation process<br />
would normally be a matter of<br />
months.<br />

The idea is to raise enough<br />
money to complete the halfway<br />
house as planned or buy<br />
a building to renovate <strong>and</strong><br />
repurpose.<br />
Malcolm asked the chamber<br />
to partner in an effort to<br />
make the halfway house a reality,<br />
but he understood that<br />
it’s hard asking for money<br />
during these tough economic<br />
times. “But you need to recognize<br />
that if left unchecked,<br />
this thing is going to continue<br />
to spiral out of control, <strong>and</strong><br />
we’re all going to be affected<br />
by it,” Malcolm said.<br />

work with the Drug Unit to<br />
find a way to make the halfway<br />
house a reality.<br />
Among other suggestions<br />
from the panel were:<br />
▶ More safe, supportive environments<br />
are needed where<br />
children can gather for recreation<br />
<strong>and</strong> advice on how to stay<br />
away from drugs <strong>and</strong> crime.<br />
▶ Parents need to be more involved<br />
with their children.<br />
lETTER To THE EDIToR<br />
Proposed change in hearsay law<br />
the U.K. in <strong>20</strong>03 it was after a<br />
long consultation process <strong>and</strong><br />
when the law passed it did not<br />
come into force for a number of<br />
months so as to allow lawyers<br />
<strong>and</strong> judges to become familiar<br />
with it. This was to make sure<br />
that mistakes were not made <strong>and</strong><br />
high st<strong>and</strong>ards would be maintained.<br />
It is important that all<br />
who take part in a trial process:<br />
the judiciary, the prosecution<br />
<strong>and</strong> the defence lawyers are fully<br />
familiar with new legislation <strong>and</strong><br />
have been properly trained in its<br />
implications.<br />
The Criminal Justice Act <strong>20</strong>03<br />
was considered by many at the<br />
English Bar to be rushed <strong>and</strong><br />
poorly drafted. An English High<br />
Court Judge Lord Justice Rose<br />
probably put it best in a judgement<br />
in <strong>20</strong>05:<br />
“So, yet again, the courts are<br />
faced with a sample of the deeply<br />
confusing provisions of the Criminal<br />
Justice Act <strong>20</strong>03, <strong>and</strong> the satellite<br />
statutory instruments to<br />
which it is giving stuttering birth.<br />
The most inviting course for this<br />
Court to follow, would be for its<br />
members, having shaken their<br />
heads in despair, to hold up their<br />
h<strong>and</strong>s <strong>and</strong> say: “the Holy Grail of<br />
rational interpretation is impossible<br />
to find”. But it is not for us to<br />
desert our judicial duty, however<br />
lamentably others have legislated.<br />
But, we find little comfort or assistance<br />
in the historic canons of<br />
construction for determining the<br />
will of Parliament which were<br />
fashioned in a more leisurely age<br />
<strong>and</strong> at a time when elegance <strong>and</strong><br />
clarity of thought <strong>and</strong> language<br />
were to be found in legislation<br />
as a matter of course rather than<br />

report drug activity <strong>and</strong> other<br />
crimes when they see them.<br />
Prison Superintendent Ian<br />
Sargent said part of his mission<br />
is making sure that drugs<br />
don’t find their way into Her<br />
Majesty’s Prison on Gr<strong>and</strong><br />
Turk. While in prison, inmates<br />
can get drug counseling<br />
<strong>and</strong> job training, but he<br />
said that a drug court that<br />
specifically deals with firsttime<br />
drug offenders could<br />
help fight the problem.<br />
New Supreme Court Justice<br />
Margaret Ramsay-Hale was<br />
instrumental in working on<br />
creating drug courts in the<br />
Cayman Isl<strong>and</strong>s where she<br />
formerly served as chief magistrate.<br />
Police Deputy Commissioner<br />
Brad Sullivan said his<br />
job is not only to catch those<br />
with drugs but to work with<br />
other agencies to stop the<br />
flow of drugs into the country.<br />
The problem is that with<br />
so many isl<strong>and</strong>s, the country<br />
has a “porous border” that<br />
is difficult to defend against<br />
traffickers.<br />

new proposed ordinance which<br />
is wholly inadequate. The timing<br />
would suggest that it is being<br />
brought in specifically for the<br />
upcoming SIPT prosecution. To<br />
change the fundamentals of a<br />
criminal justice system in order<br />
to help secure a number of specific<br />
convictions doe not seem<br />
the best basis for a legislative system<br />
or a criminal justice system.<br />
That is not to say that everything<br />
in the proposed legislation<br />
is all bad - it is not. For an elderly<br />
witness who might have given a<br />
statement to the police <strong>and</strong> then<br />
deceased; with the right safeguards<br />
it might well assist justice<br />
to be done.<br />
The real concern is that the<br />
Hearsay Ordinance is the ‘tip of<br />
the iceberg’ <strong>and</strong> that it will be the<br />
first of several new laws designed<br />
to make prosecutions of individuals<br />
easier <strong>and</strong> taking away hard<br />
won liberties that protect the innocent<br />
as well as the guilty. The<br />
problem with giving away hard<br />
won liberties is that they are very<br />
hard to get back.<br />
It is much better to consider<br />
new legislation ‘at leisure <strong>and</strong><br />
with clarity’ <strong>and</strong> make sure it is<br />
fit for purpose before bringing<br />
it into law; rather than rush it in<br />
for a short term goal <strong>and</strong> then<br />
get unsafe convictions which<br />
will lead to guilty defendants<br />
being released on appeal as they<br />
received unfair trials.<br />

Gr<strong>and</strong> Turk residents came out in force this weekend to participate<br />
<strong>and</strong> show their support as Isl<strong>and</strong>com Wireless continued<br />
its 2nd Annual Domino Tournament.<br />
The event took place Saturday, <strong>Oct</strong>. 15, at Governor’s Beach<br />
on Gr<strong>and</strong> Turk with the maximum number of 32 teams participating,<br />
including four all-female teams.<br />
Hundreds of spectators gathered to enjoy the festivities including<br />
watching 64 of the isl<strong>and</strong>’s best domino players compete<br />
for the coveted title of Gr<strong>and</strong> Turk Domino Champions.<br />
Spectators were also given the chance to win great prizes from<br />
Isl<strong>and</strong>com, with one lucky winner walking away with a Nokia<br />
C2-01, <strong>and</strong> treated to a lively performance from the Gr<strong>and</strong><br />
Turk Police B<strong>and</strong>.<br />
As the first round teams were drawn, Game 8 saw a matchup<br />
between Valerie Hawkins <strong>and</strong> March Grant of “The Beach<br />
Girls” versus Sharon Simons <strong>and</strong> Meshelle Jennings of the<br />
“Saltan Salina Girls.” Team “Saltan Salina Girls” advanced to<br />
the next round only to be knocked out by Sheldon <strong>and</strong> Delroy<br />
Wilson of the “Wilson Boys,” 6-3.<br />
Team “Wilson Boys” went on to face Robert Forbes <strong>and</strong><br />
Kevin Saunders of “Just Us” in the semi-finals. The two teams<br />
battled to a 5-5 draw as the crowd roared in anticipation of who<br />
would progress to the finals. After an exhilarating final game,<br />
“Just Us” came out on top, winning 6-5.<br />

“I believe I have a better underst<strong>and</strong>ing<br />
of that today <strong>and</strong> that it will help<br />
shape my party’s health care recommendations<br />
going forward.”<br />
The PDM delegation met staff <strong>and</strong><br />
patients on the general ward, in the<br />
emergency department <strong>and</strong> dialysis<br />
unit, as well as in X-ray, rehabilitation<br />
<strong>and</strong> outpatient.<br />
“These are public hospitals, <strong>and</strong><br />
therefore we welcome visits from organisations<br />
throughout the TCI community,”<br />
said Dr. Robyn Barnes, InterHealth<br />
Canada’s chief of medical<br />
services.<br />
“InterHealth Canada has played<br />
host to school children, government<br />
officials, church groups, university<br />

serve up big wins<br />
Youth tennis is heating up in<br />
the TCI as children of all ages<br />
warm up for a lifelong love of the<br />
game.<br />
Over the <strong>Oct</strong>. 14-16 weekend,<br />
the Graceway Sports Center<br />
hosted a juniors singles <strong>and</strong> doubles<br />
tournament that showcased<br />
some of the finest tennis talent<br />
in the nation. Players as young<br />
as eight aced their competition<br />
in the most competitive tournament<br />
the center has seen to date.<br />
“The tennis level was incredible,”<br />
says Graceway Sports Center<br />
tennis coach Reinaldo Garcia.<br />
“We are so happy to see so many<br />
great young players getting more<br />
<strong>and</strong> more involved in the sport.”<br />
The three-day event saw 26<br />
players playing a total of 134<br />
matches, vying for titles in five<br />
categories.<br />
For the first time, the tournament<br />
included a beginner minitennis<br />
category where Tal Levy<br />
placed first ahead of second place<br />
Myles Cox.<br />
“We are so excited to see more<br />
<strong>and</strong> more kids joining the tournament,”<br />
Garcia said. “We encourage<br />
them to participate for<br />
the experience <strong>and</strong> fun, but also<br />

trophy in the up to 13-year-old<br />
class. In the 15-year-old category,<br />

Tristan Greene.<br />
Raul Vazquez took home a first<br />
place trophy in the up to 17-yearolds,<br />

Students <strong>and</strong> volunteers recently<br />
joined the Department<br />
of Environment <strong>and</strong> Coast Resources<br />

<strong>and</strong> Study of Caribbean<br />
Birds in observing International<br />
Migratory Bird Day.<br />
Groups of students <strong>and</strong> teachers<br />
assembled <strong>Oct</strong>. 14 at the Bight<br />
Park on Providenciales <strong>and</strong> visited<br />
wetl<strong>and</strong>s to see migratory <strong>and</strong><br />
resident birds with binoculars<br />
provided by SCSCB.<br />
While bird watching, they<br />
also collected seeds to be dried,<br />
cleaned <strong>and</strong> later sent to the<br />
U.K.’s Royal Botanic Garden<br />
Kew Millennium Seed Bank for<br />
storage. Many of the native plants<br />
grown in the nursery are important<br />
food <strong>and</strong> habitat plants for<br />
birds.<br />
On <strong>Oct</strong>. 15, people including<br />
members of the TCI Environmental<br />
Club (TCIEC) met at the<br />
Bight Park to conduct bird monitoring<br />
<strong>and</strong> seed collection activities.<br />
To further give impetus to<br />
the No-Single-Use Plastic Bag<br />
Campaign which was supported<br />
by the TCIEC during the Environment<br />
Day in June, TCIEC<br />
hosted a picnic at the park after<br />
the bird monitoring <strong>and</strong> seed collection.<br />
A certain percentage of the total<br />
seed collection stock will be<br />
sown at the DECR’s Native Plant<br />
Nursery to be planted in selected<br />
sites such as the Botanical Gardens<br />
or on school premises.<br />

A consultant for the Pan American Health Organization<br />
<strong>and</strong> World Health Organization recently<br />
visited the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s to review<br />
<strong>and</strong> advise the country on its programme to<br />
control mosquitos <strong>and</strong> mosquito-borne diseases.<br />
Vibert Stroom was invited by Dr. Rufus Ewing,<br />
director of Health Services within the Ministry of<br />
Health <strong>and</strong> Human Services, to assess the country’s<br />
Vector Control Programme. A disease such<br />
as dengue fever that is transmitted to humans or<br />
other animals by an insect or other arthropod is<br />
called a vector-borne disease.<br />
Stroom visited all the inhabited isl<strong>and</strong>s <strong>and</strong><br />
worked closely with the Environmental Health<br />
Department. He reviewed the operation of the<br />
vector control unit, assessed its readiness for the<br />
prevention <strong>and</strong> control of dengue fever within<br />
the isl<strong>and</strong>s, <strong>and</strong> plans to provide guidelines in<br />
improving the department programme, where<br />
necessary.<br />
The visit also included field inspections in<br />
communities within the isl<strong>and</strong>s. Stroom also met<br />
with the staff involved in vector control <strong>and</strong> held<br />
discussions with the head of department on his<br />

mosquito, dengue control<br />
Chief Environmental Health Officer Lorne<br />
Robinson said Stroom’s forthcoming advice <strong>and</strong><br />
any recommendations would help the vector control<br />
programme.<br />
“In the Ministry of Health, we are truly appreciative<br />
of the Pan American Health Organisation<br />
for proving technical assistance in the area of Vector<br />
Control which will go a long way in improving<br />
our mosquito control programmes,” Ewing said.<br />
“It will help immensely in preventing an increase<br />
in the mosquito population, <strong>and</strong> in the prevention<br />
of dengue <strong>and</strong> other mosquito-borne diseases.”<br />
A h<strong>and</strong>ful of cases of dengue fever have been<br />
detected in the TCI in people who travelled here<br />
from other countries. Not all mosquitoes in the<br />
TCI can transmit dengue, which is spread only by<br />
the bite of an infected Aedes mosquito.<br />
Symptoms of dengue fever include a sudden fever<br />
with headache, muscle <strong>and</strong> severe joint pains<br />
<strong>and</strong> rash. Most dengue infections result in relatively<br />
mild illness that can last up to 10 days, but<br />
complete recovery can take as long as a month.<br />
Older children <strong>and</strong> adults are usually sicker than<br />
young children.<br />

Provo Ryder Cup golf rivals to hit the green<br />
Provo’s golfing community is gearing up<br />
to the much anticipated <strong>and</strong> most popular<br />
golfing event of the year, the Hugh G.<br />
O’Neill <strong>and</strong> Co/Caribbean Snow Removal<br />
Ryder Cup.<br />
The event will be staged at the Provo<br />
Golf Club over the <strong>Oct</strong>. 29-30 weekend.<br />
The golf tournament is played between<br />
the Provo-based North American team<br />
versus the international team <strong>and</strong> much<br />
resembles the popular Professional Golfers’<br />
Association-sponsored biennial golf<br />
competition between teams from Europe<br />
<strong>and</strong> the United States.<br />
The Provo Ryder Cup will be the 19th<br />
staging of the competition, with the North<br />
Americans trailing 12-6.<br />
“This is the big one when it comes to club<br />
members — the one they all want to win,”<br />
said Dave Douglas, director of golf. “The<br />
professional Ryder Cup between America<br />
<strong>and</strong> Europe is packed full of tension <strong>and</strong><br />
excitement, <strong>and</strong> our version is no different.<br />
“The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s are a<br />
multicultural place with residents from all<br />
over the world. Our membership reflects<br />
that too, <strong>and</strong> it’s why this competition<br />
proves so popular.<br />
“The international team ran out good<br />
winners last year to extend their overall<br />
lead, <strong>and</strong> I know that hurt the North<br />
Americans. They will be going all out for<br />
revenge this year, <strong>and</strong> it should be a fantastic<br />
two days golf.”<br />
“One thing is certain — I wouldn’t want<br />
to bet either way on the outcome of this<br />
one.”<br />
Both sides will include <strong>20</strong> male <strong>and</strong><br />
six female players of various abilities <strong>and</strong><br />
h<strong>and</strong>icaps, with the North Americans<br />
captained by Mike Adamo <strong>and</strong> assistant,<br />
Fraser Dods, <strong>and</strong> the international team<br />
skippered by Chris Bruno <strong>and</strong> his assistant,<br />
