The deadline for comment on the introduction of value-added<br />

taxes is set for <strong>June</strong> 19, but some are questioning<br />

whether the new tax system is right for the <strong>Turks</strong> <strong>and</strong><br />

<strong>Caicos</strong> Isl<strong>and</strong>s.<br />

Bumper stickers that “Say no to VAT” <strong>and</strong> petition<br />

drives in opposition of the tax have sprung up, with<br />

people from many different walks of life voicing their<br />

concerns.<br />

The interim government claims that VAT “will restore<br />

fiscal balance, a sustainable economy, alleviate poverty<br />

<strong>and</strong> contribute to other critical social development.”<br />

VAT, which is used throughout other Caribbean countries,<br />

will replace hotel/restaurant accommodation tax,<br />

communications tax, vehicle for hire stamp duty, <strong>and</strong><br />

taxes on insurance premiums <strong>and</strong> financial services.<br />

An online petition at ipetitions.com says VAT is “an<br />

experiment that we can ill afford.<br />

“Both the VAT Green Paper <strong>and</strong> consultations with<br />

the recently formed VAT implementation team have<br />

made it clear that the practical implementation of the<br />

proposed VAT system has not been fully researched, <strong>and</strong><br />

the VAT impact on the TCI economy has not been fully<br />

quantified.”<br />

The petition says the TCI government struggles now<br />

to do its job on the simplest tasks <strong>and</strong> is ill-equipped to<br />

h<strong>and</strong>le the complexities of VAT.<br />

Sean R. Astwood, a former deputy leader of the People’s<br />

Democratic Movement <strong>and</strong> a former minister of<br />

Natural Resources, says VAT will hurt an already hurting<br />

economy <strong>and</strong> increase unemployment:<br />

“VAT punishes the poor <strong>and</strong> the middle class end con-<br />

in government for 11 years. He recently<br />

helped revive <strong>and</strong> lead the Civil Service<br />

Association, which has been negotiating<br />

is the goal of the ongoing public service<br />

reform under the five new government<br />

ministries.<br />

At a May 29 press conference, interim<br />

government Chief Executive<br />

Patrick Boyle said the reform includes<br />

creating proper job descriptions<br />

<strong>and</strong> a performance review processes<br />

to reward good employees <strong>and</strong><br />

to offer training to those who need it<br />

to excel. A pay <strong>and</strong> grading review<br />

is currently underway with the assistance<br />

of the Civil Service Association,<br />

he said.<br />

Better internal communication<br />

is needed to make sure that those<br />

leading the ministries work with<br />

employees at all levels to improve<br />

services, Boyle said.<br />

we need to engage a bit more effectively<br />

than we’ve been able to do in<br />

the past. We need to get the benefit<br />

of their ideas <strong>and</strong> their experience.”<br />

Government also needs to be<br />

transparent <strong>and</strong> make public all information<br />

about how decisions are<br />

made by the civil service <strong>and</strong> future<br />

elected ministers.<br />

“We need to make sure those ministers<br />

are well supported in their new<br />

jobs <strong>and</strong> that they’re very clear about<br />

the lines of accountability <strong>and</strong> responsibility,”<br />

Boyle said.<br />

At the same time, government will<br />

insist on confidentiality among its<br />

employees to improve public confidence<br />

<strong>and</strong> accountability.<br />

“It’s unacceptable that matters<br />

which are discussed <strong>and</strong> which are<br />

restricted to government … end up<br />

employee issues <strong>and</strong> has been involved in<br />

several strikes protesting<br />

government policies.<br />

Health <strong>and</strong> Human Services<br />

so that he could speak more<br />

freely on important issues.<br />

of his platform, but that he<br />

doesn’t know if most <strong>Turks</strong><br />

<strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>ers want independence<br />

because a referendum hasn’t<br />

been held.<br />

government business, like getting a<br />

Privy Council rejects Hoffmann’s appeals on inquiry<br />

Hoffmann’s claims that he was<br />

treated unfairly in the 2009<br />

Commission of Inquiry in the<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s have<br />

been rejected by the Privy Council.<br />

In a ruling May 23, the Privy<br />

Council board found that Commissioner<br />

Sir Robin Auld did not<br />

exceed his authority by naming<br />

Hoffmann in relation to allegations<br />

of corruption against<br />

former Premier Michael Misick<br />

<strong>and</strong> his brother, Chal Misick, in<br />

a development on Salt Cay.<br />

The board upheld earlier rulings<br />

by the TCI Supreme Court<br />

<strong>and</strong> the Court of Appeal that<br />

Hoffmann was not treated unfairly<br />

because he was not allowed<br />

to give oral evidence in the<br />

government corruption probe<br />

that led to the suspension of<br />

the country’s Constitution <strong>and</strong><br />

imposition of direct rule by the<br />

U.K. through the governor.<br />

Hoffmann did submit written<br />

evidence in the inquiry, but<br />

he failed to appear when summoned<br />

by Sir Robin.<br />

Chal Misick is awaiting trial<br />

on charges in part relating to his<br />

involvement in transactions on<br />

Salt Cay, <strong>and</strong> Michael Misick is<br />

being sought for questioning but<br />

is seeking asylum in an undisclosed<br />

country claiming that he<br />

is a victim of political persecution.<br />

Hoffmann has not responded<br />

to requests for comment on the<br />

ruling.<br />

Hoffmann, a wealthy Slovaki-<br />

an businessman, is not charged<br />

with any crimes, <strong>and</strong> he has repeatedly<br />

denied any wrongdoing<br />

on his part. The government<br />

has a civil action pending in the<br />

Supreme Court to halt the resort<br />

development.<br />

Hoffmann has been trying to<br />

develop a resort <strong>and</strong> golf course<br />

on Salt Cay since 2000, acquiring<br />

a majority of l<strong>and</strong> on the small<br />

isl<strong>and</strong>. The board said it is undisputed<br />

that Michael Misick’s government<br />

granted Hoffmann’s<br />

Devco company a 99-year lease<br />

on 239 acres of Crown l<strong>and</strong> for<br />

$1 per acre.<br />

In 2006, a holding company<br />

of Chal Misick was given 50 percent<br />

of shares in Salt Cay Golf<br />

Club while Hoffmann’s Cyprusbased<br />

holding company held the<br />

Good news for those with TCInvest loans<br />

Some 240 people <strong>and</strong> businesses with loans from<br />

TCInvest will soon be getting some good news —<br />

their interest payments will be going down.<br />

The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s interim government<br />

has struck a deal with three banks to take over<br />

many TCInvest loans at lower interest rates.<br />

TCInvest, officially the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s<br />

Investment Agency, was formed in 1995 to help local<br />

entrepreneurs <strong>and</strong> encourage foreign investment in<br />

the isl<strong>and</strong>s. The governor closed the statutory agency<br />

in January because of problem loans <strong>and</strong> inefficient<br />

operations.<br />

CIBC FirstCaribbean International Bank, Royal<br />

Bank of Canada <strong>and</strong> Scotiabank will each take on a<br />

share of the TCInvest loan book in a deal that will<br />

net around $11 million for the TCI taxpayer.<br />

“We have taken this affirmative action, therefore,<br />

to create the best possible deal in the circumstances<br />

for the taxpayer, <strong>and</strong> one that reduces significantly<br />

the monthly bills for those holding these loans,”<br />

government Chief Executive Patrick Boyle said.<br />

“This announcement emphasizes why government<br />

had to take action over TCInvest,” said government<br />

Chief Executive Patrick Boyle. “Due to the<br />

unclear way that TCInvest historically issued its<br />

loans in the first place, we simply had no clear idea<br />

what our financial liabilities would be.”<br />

The deal will potentially save loan holders thous<strong>and</strong>s<br />

of dollars in lower interest payments, govern-<br />

son to purchase a small parcel of l<strong>and</strong> to build a<br />

dwelling home.”<br />

About 300 businesses are projected to register<br />

to collect <strong>and</strong> pay VAT, but businesses making<br />

less than $100,000-150,000 (not yet decided) will<br />

be exempt.<br />

Astwood says that requirement will prompt<br />

bigger companies not to do business with unregistered<br />

companies which do not charge VAT<br />

because the big companies won’t get a tax offset.<br />

Small companies that do register will have to pay<br />

VAT even while waiting to be paid by bigger, slower<br />

paying companies, threatening cash flow.<br />

L<strong>and</strong> transactions of $25,000 or less that are not<br />

subject to stamp duty will have to pay VAT, which<br />

could be a much higher percentage than stamp<br />

duty, Astwood says.<br />

Payments for medical <strong>and</strong> educational services<br />

will be exempt from VAT, but tax that providers<br />

pay on their purchases cannot be refunded. Astwood<br />

says providers of those essential services<br />

will increase their prices to recoup the taxes.<br />

Government says VAT will apply to professional<br />

services like accountants <strong>and</strong> architects. Core<br />

members of the local group <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Architects,<br />

Surveyors <strong>and</strong> Engineers say they already<br />

are facing unfair competition from foreign professionals<br />

who don’t have to pay for local business licenses,<br />

work permit fees, etc. <strong>and</strong> don’t contribute<br />

anything to the local economy. That will only get<br />

worse when TCI professionals have to tack on VAT<br />

to their prices.<br />

The group wants government to make sure that<br />

foreign professionals selling services here are subject<br />

to the same taxes, or that local professionals<br />

ment said. TCInvest was charging interest rates of<br />

between 6.5-12 percent, while the new rates will be<br />

between 4.75-9 percent.<br />

Someone with a $100,000 mortgage will save at<br />

least $200 per month, saving $50,000 over the life of<br />

a typical 20-year loan, government said.<br />

The three banks will pay up to 50 percent of all the<br />

associated fees of transferring mortgages, <strong>and</strong> government<br />

will waive any stamp duty, penalties <strong>and</strong><br />

fund any residual costs associated with transferring<br />

the loans. Those individuals with more than one<br />

loan will be offered the opportunity to consolidate<br />

their loans into one arrangement to secure better<br />

terms.<br />

The banks will begin the process of contacting<br />

these clients soon.<br />

There are also 85 non-performing loans with a<br />

face value of $6 million. Government says it is currently<br />

looking at two options to address this portion<br />

of the portfolio, <strong>and</strong> negotiations are still being concluded.<br />

The money raised from this process will be used<br />

by the government to pay off TCInvest’s debt with<br />

the Caribbean Development Bank, European Investment<br />

Bank <strong>and</strong> National Insurance Board,<br />

which is guaranteed by the government. This will<br />

allow the government to enter into negotiations in<br />

2016 regarding refinancing its remaining national<br />

debt in a stronger position, the government said.<br />

are exempt from those taxes, to create a level playing<br />

field. As it is proposed, VAT will be the equivalent<br />

of an income tax for these professionals, the<br />

group says.<br />

The interim government is gathering comments<br />

on undecided issues, including the registration<br />

threshold; tax rate; zero rated imports <strong>and</strong> supplies;<br />

exempted imports <strong>and</strong> supplies; refunds;<br />

accounting records, returns <strong>and</strong> simplified systems;<br />

sector considerations; economic <strong>and</strong> social<br />

impact; <strong>and</strong> transitional issues.<br />

But the government says it will not back down<br />

on implementing VAT.<br />

“We don’t have a plan B,” government Chief<br />

Financial Officer Hugh McGarel-Groves said recently.<br />

said the idea of VAT is not new in the TCI. In 2005,<br />

VAT was included in a revenue plan being considered<br />

by government, she said.<br />

In a July 2009 interview, former Deputy Premier<br />

<strong>and</strong> Minister of Finance Floyd B. Hall told the <strong>fp</strong>:<br />

“I do believe … that we may need to convert from<br />

an import duty tax base to value added tax.”<br />

to a more cost effective, “e-delivery”<br />

strategy. People should<br />

be able to conduct much government<br />

business online, including<br />

obtaining public documents<br />

<strong>and</strong> government forms,<br />

<strong>and</strong> paying fees online.<br />

“It’s not acceptable that when<br />

people come to the treasury,<br />

they have to pay for everything<br />

in cash,” Boyle said. “In this day<br />

<strong>and</strong> age, people should be able<br />

to use credit cards <strong>and</strong> other<br />

means of payment to be able to<br />

pay for the various fees <strong>and</strong> so<br />

on that they are required to pay<br />

to government.<br />

“We want to make it easier<br />

for people to deal with government,<br />

<strong>and</strong> that doesn’t mean<br />

that people always have to come<br />

out <strong>and</strong> visit a government office.<br />

People should be able to do<br />

a lot more of their business at<br />

home online.”<br />

said government intends to set<br />

up “one-stop shops” on North,<br />

Middle <strong>and</strong> South <strong>Caicos</strong> <strong>and</strong><br />

Salt Cay so that residents of<br />

the family isl<strong>and</strong>s don’t have to<br />

travel to Gr<strong>and</strong> Turk or Providenciales<br />

to conduct all government<br />

business.<br />

On Providenciales <strong>and</strong> Gr<strong>and</strong><br />

Turk, government is consolidating<br />

related offices in clusters<br />

within walking distance of each<br />

other to make things easier for<br />

residents <strong>and</strong> business owners,<br />

said Permanent Secretary<br />

of the Ministry of Government<br />

Support Services Wesley<br />

Clerveaux. Government also<br />

will try to reduce the amount<br />

of paperwork <strong>and</strong> the required<br />

storage of printed documents<br />

with better use of computers<br />

<strong>and</strong> online services.<br />

But the key to online services<br />

is improving government’s information<br />

technology, which<br />

has been in “a complete <strong>and</strong> utter<br />

shambles,” Boyle said.<br />

finally officially released in August<br />

2011, a decision Hoffmann<br />

criticized because his appeal<br />

to the Privy Council was still<br />

pending.<br />

make the publication <strong>and</strong> issuing<br />

of government contracts<br />

more effective so that local<br />

businesses are aware of procedures<br />

<strong>and</strong> able to get contracts<br />

so that government spending<br />

helps the local economy, Boyle<br />

said.<br />

Also under review are the<br />

country’s 37 statutory boards,<br />

which are being renewed periodically<br />

until changes are<br />

made.<br />

“Statutory bodies cost the<br />

country far too much,” Boyle<br />

said. The governor recently said<br />

that the bodies cost more than<br />

$11 million annually, or 8 percent<br />

of all spending.<br />

“Too many people who sit on<br />

boards of statutory bodies just<br />

turn up to collect their stipend<br />

<strong>and</strong> actually do very little on the<br />

boards of these bodies. We need<br />

to make sure that people who<br />

are appointed to those bodies<br />

While Boyle did much of the<br />

talking at the press conference,<br />

he said permanent secretaries<br />

are running the public service,<br />

not him or more than 20 U.K.paid<br />

advisors who are supporting<br />

them.<br />

After voluntary severance reduced<br />

the civil service staff to<br />

about 1,700, Boyle believes the<br />

people who are left in the service<br />

are ones who want to serve<br />

the public as government employees.<br />

The bottom line of the reform<br />

process is to make the civil service<br />

more effective <strong>and</strong> responsive<br />

to the public, he said. “The<br />

taxpayer at the end of the day is<br />

the boss.”

Second resort closes to new<br />

guests to help eradicate virus<br />

Beaches <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> is the latest<br />

resort battling an outbreak of what<br />

is suspected to be norovirus, a form of<br />

gastroenteritis that recently has been<br />

known to produce diarrhea <strong>and</strong> vomiting<br />

amongst cruise ship guests.<br />

“Beaches <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> has agreed<br />

to follow a recommendation by the Ministry<br />

of Health not to accept new guests at<br />

the resort until Saturday 9th <strong>June</strong> <strong>2012</strong> in<br />

order to undertake precautionary cleaning<br />

programmes <strong>and</strong> break the 14-hour<br />

incubation of the illness,” the resort said<br />

in a <strong>June</strong> 3 statement.<br />

The largest resort on the main tourist<br />

isl<strong>and</strong> of Providenciales is the second to<br />

halt reservations pending a full cleansing<br />

to eradicate the unpleasant but basically<br />

harmless sickness.<br />

Grace Bay Club announced May 24<br />

that it stopped accepting reservations<br />

until <strong>June</strong> 1 to sanitize the resort.<br />

Beaches advises guests to revise their<br />

bookings. Beaches guests should contact<br />

their travel agents or call 1-800-SAN-<br />

DALS to revise their bookings.<br />

“At Beaches <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong>, we operate<br />

to the highest st<strong>and</strong>ards of health<br />

<strong>and</strong> safety in the world <strong>and</strong> whilst we<br />

have experienced a very small number<br />

of cases at the resort <strong>and</strong> in fact now<br />

have fewer number of people affected<br />

by the illness,” the statement said. “We<br />

continue to monitor the situation very<br />

closely <strong>and</strong> are working with the resorts<br />

<strong>and</strong> country’s health care professionals<br />

to ensure that health <strong>and</strong> safety practices<br />

are followed.”<br />

The <strong>fp</strong> has been informed that hundreds<br />

of visitors have been stricken with<br />

the illness since April, but the government<br />

health team investigating the outbreak<br />

has not said how many have been<br />

affected pending the outcome of its investigation.<br />

“Except for one or two properties on<br />

Providenciales, all of our airports, resorts,<br />

cruise port <strong>and</strong> auxiliary services<br />

across the country are providing the<br />

usual friendly <strong>and</strong> professional services<br />

that have become a trademark of br<strong>and</strong><br />

TCI,” the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s Tourist<br />

Board said in a <strong>June</strong> 2 statement.<br />

On May 26, the Ministry of Health <strong>and</strong><br />

Education (MOHE) <strong>and</strong> Environmental<br />

Health Department (EHD) confirmed<br />

that the first test confirmed the presence<br />

of norovirus, <strong>and</strong> subsequent tests have<br />

confirmed more cases of the highly contagious<br />

viral illness which is common in<br />

outbreaks of gastroenteritis.<br />

It can be transmitted from person to<br />

person, through contact with vomitus or<br />

feces of infected individuals, consump-<br />

tion of contaminated food or water, contact<br />

with soiled surfaces <strong>and</strong> bed linens<br />

<strong>and</strong> other items. Other than supportive<br />

therapy, norovirus usually requires little<br />

by way of medical interventions <strong>and</strong> usually<br />

resolves without incident.<br />

“Infection control measures focused<br />

on proper hygiene <strong>and</strong> deep cleaning<br />

<strong>and</strong> sanitization are vital to prevent the<br />

spread of norovirus,” the government<br />

said in a statement <strong>June</strong> 3. “These are being<br />

promoted throughout the TCI. Public<br />

health teams continue to conduct active<br />

surveillance at airports <strong>and</strong> affected<br />

hotels to educate <strong>and</strong> monitor the implementation<br />

of these measures.”<br />

The team asks that anyone who experiences<br />

the symptoms to report to any<br />

health care facility for evaluation <strong>and</strong><br />

treatment. People who have been affected<br />

by the illness should contact the<br />

The Ministry of Health says h<strong>and</strong><br />

washing is the single most important<br />

preventative measure to decrease the risk<br />

of infection. H<strong>and</strong> washing should be<br />

frequent <strong>and</strong> thorough (scrub soap into<br />

h<strong>and</strong>s for at least 15 seconds before rinsing,<br />

then dry with paper towels, a clean<br />

towel or blower).<br />

The public is advised to:<br />

before opening<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>ers have until<br />

Obtaining a Belonger card is currently<br />

free, but one or more original unlaminated<br />

birth certificates are required for<br />

<strong>and</strong> meaningful ventures through the<br />

internship program,” said Community<br />

College Principal Samuel Forbes. “They<br />

serve as a forum to provide experience<br />

through internships, work study programs,<br />

<strong>and</strong> in this case, they’ve given<br />

them an opportunity for international<br />

experiences through the activities of the<br />

All of the students on the team have<br />

Digicel’s Saunders tells European<br />

telecoms to follow cloud services<br />

Telecommunications companies should look<br />

to gain revenues from cloud services <strong>and</strong> mobile<br />

advertising to help cover the cost of their<br />

new high speed 4G/LTE networks, Digicel<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> CEO E. Jay Saunders told the<br />

LTE World Summit <strong>2012</strong> in Barcelona, Spain,<br />

on May 23.<br />

In his presentation — “Business Opportunities<br />

that ‘scream’ out for LTE: How operators can<br />

utilize LTE to become relevant again” — Saunders<br />

pointed out that combined global revenues<br />

from cloud services <strong>and</strong> mobile advertising was<br />

approximately $44 billion dollars in 2011 <strong>and</strong><br />

that total revenues from the same are expected<br />

to grow to $1<strong>21</strong> billion dollars in 2015.<br />

“What percentage of those revenues are you<br />

going to capture?” Saunders asked European<br />

telecoms representatives.<br />

Currently telecommunication companies<br />

globally are not well positioned to capture any of<br />

those revenues, <strong>and</strong> it would be remiss of them<br />

after having financed the huge capital expenditures<br />

requirements to rollout LTE — the most<br />

advanced wireless telecommunications st<strong>and</strong>ard<br />

to date — which by its very design will cannibalize<br />

traditional voice <strong>and</strong> SMS revenues, to not<br />

attempt to capture some of the revenues coming<br />

from the new areas that their investments in LTE<br />

is making possible such as cloud services, video<br />

streaming, <strong>and</strong> mobile advertising, Saunders<br />

said.<br />

LTE st<strong>and</strong>s for Long Term Evolution, the new<br />

st<strong>and</strong>ard for high-speed wireless data communications.<br />

In the U.S., LTE smart phones only<br />

became available in 2011, <strong>and</strong> the service is still<br />

limited.<br />

While at the summit, Saunders shared the<br />

stage with Mark Harrop, (Director of Devices,<br />

Mobility <strong>and</strong> Innovation, BT Wholesale, U.K.)<br />

for a panel discussion on “Accelerating Broadb<strong>and</strong><br />

Access in Rural Areas,” <strong>and</strong> he participated<br />

in a television interview for Telecoms.com to be<br />

A 3-acre piece of l<strong>and</strong> where<br />

the JAGS McCartney Memorial<br />

was built in 1980 has been designated<br />

as a National Memorial<br />

Park on Gr<strong>and</strong> Turk.<br />

“The expansion of the memorial<br />

site will not only improve<br />

the setting <strong>and</strong> capacity of the<br />

site but also strengthen the heritage<br />

value of the area,” said His<br />

Excellency the Gov. Ric Todd in<br />

announcing the agreement.<br />

The 3-acre JAGS McCartney<br />

National Memorial Park will be<br />

a public space to remember <strong>and</strong><br />

honour the courage <strong>and</strong> sacrifice<br />

of war veterans <strong>and</strong> future<br />

national heroes.<br />

The People’s Democratic Party<br />

had leased the property from<br />

the Crown for the development<br />

of their party headquarters on<br />

Memorial site as a separate national<br />

The woofers bowWOWed the crowd at the 8th Annual<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Society for the Prevention of<br />

Cruelty to Animals Dog Show held under the big tent<br />

at Turtle Cove Marina on May 26.<br />

More than 50 dogs strutted their stuff before dog<br />

lovers from across the TCI, taking prizes <strong>and</strong> applause<br />

for three hours <strong>and</strong> raising more than $20,000<br />

for the not for profit organization.<br />

The coveted “Best In Show” Blue Ribbon <strong>and</strong> trophy<br />

went to Ben, a very h<strong>and</strong>some rescued golden retriever<br />

from the U.S., who also took first place in the “Dog<br />

the Judges would most like to Take Home” category<br />

<strong>and</strong> third place for “Best Looking Male.” Owner Hanna<br />

Davies was delighted with her pet <strong>and</strong> the prizes.<br />

Mary Lou V<strong>and</strong>erHeide (Clarity Marketing) emceed<br />

the event, <strong>and</strong> had the crowds roaring with her<br />

pithy comments about dogs <strong>and</strong> owners. Judges this<br />

year were Peggy Perkins of <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Veterinary<br />

Associates, as always sporting a delightful straw<br />

hat; Donna Doran of Pampered Paws; Dr. Mark Butler,<br />

our government veterinarian; <strong>and</strong> Jason Forbes of<br />

Fortis TCI.<br />

Fortis was once again the lead sponsor of the event,<br />

<strong>and</strong> Graceway IGA together with Pedigree donated<br />

dog food prizes for all the winners. Special guest Ernie<br />

Jackson of Fortis TCI <strong>and</strong> Heather Forbes, founder of<br />

the Potcake Foundation which provides funding to<br />

the TCSPCA through sales of their wonderful jewelry<br />

<strong>and</strong> T-shirts, were on h<strong>and</strong> to pin ribbons on hounds<br />

<strong>and</strong> h<strong>and</strong> over prizes to their owners.<br />

Onlookers munched on excellent fare provided by<br />

Tiki Hut, <strong>and</strong> raffle tickets, T-shirts <strong>and</strong> doggie stuff<br />

were for sale as the events unfolded.<br />

From “Best Trick” to “Best in Show,” there were<br />

eight competitions this year. Tiny dogs, giant dogs<br />

<strong>and</strong> every size in between romped around the ring. It<br />

was an excellent showcase for the hundreds of varieties<br />

of man’s best friend, <strong>and</strong> they wore coats of many<br />

colours <strong>and</strong> styles. As always at this boisterous event,<br />

the dogs behaved with courtesy <strong>and</strong> curiosity, meeting<br />

<strong>and</strong> greeting their fellow competitors with grace.<br />

Businesses <strong>and</strong> individuals across the TCI generously<br />

donated the raffle ticket prizes, all 18 of them.<br />

They included dinners for two, nights at resorts, spa<br />

treatments <strong>and</strong> watersports excursions, rounds of golf<br />

<strong>and</strong> designer perfumes.<br />

During intermission, Mr. Nobody from Beaches<br />

created one of his amazing paintings in literally minutes,<br />

which he then held up. It was unrecognizable.<br />

for its pretty whitewashed buildings<br />

Town is where Christopher Columbus<br />

reportedly first arrived on his<br />

first expedition to the Americas.<br />

“Columbus made it to the isl<strong>and</strong>, but<br />

thous<strong>and</strong>s of other adventurers were<br />

not so lucky. The 1,000-plus shipwrecks<br />

that dot the ocean bed around<br />

the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s make for<br />

some fascinating diving conditions. A<br />

The afternoon affair, from 3-7 p.m., was filled with<br />

music, children’s laughter <strong>and</strong> the joyful barking of<br />

the dogs. It could not have happened without the<br />

dedication of the TCSPCA volunteers, two of whom<br />

thought nothing of spending their birthday setting<br />

up the event <strong>and</strong> helping to take it down at the end of<br />

the afternoon.<br />

Pre-event publicity was donated by Power 92 & KISS<br />

FM, <strong>and</strong> the loos were provided by TCI Sanitation.<br />

Susan Blehr <strong>and</strong> all the gang at the TCSPCA say a<br />

huge thank you to everyone for coming out, with or<br />

without a dog on leash, to make this one of the biggest<br />

events of the Dog Show history.<br />

Blehr said it is this enthusiasm <strong>and</strong> support that<br />

helps the organization to work for the betterment of<br />

all the animals in the TCI, every day, all year, <strong>and</strong><br />

every year.<br />

Heritage, education <strong>and</strong> health were three areas assisted<br />

recently by the Grace Bay Resorts Community<br />

Foundation.<br />

The foundation made the donations <strong>June</strong> 1 to three<br />

worthy recipients. The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s<br />

Sailing Association received a $300 donation to support<br />

its ongoing efforts to encourage young people<br />

to sail in the isl<strong>and</strong>s. Dr. Carlton Mills, spearhead of<br />

the foundation’s efforts, said sailing is a part of the<br />

isl<strong>and</strong>s heritage <strong>and</strong> is an important organization to<br />

support.<br />

“We have invested heavily in a new fleet of boats to<br />

bring on the TCI youth into sailing, that is where we<br />

see the future of sailing for this isl<strong>and</strong>,” said Robin<br />

Spruce, a representative for the club.<br />

Beaches honors employees<br />

at annual Prestige Award<br />

It was all glitz, glam <strong>and</strong> celebration<br />

last week as Beaches Resorts Villages <strong>and</strong><br />

Spa honoured top performing employees<br />

in <strong>21</strong> categories at the 2011-12 Prestige<br />

Awards.<br />

The annual award recognizes <strong>and</strong> rewards<br />

individuals whose performance<br />

has consistently made a positive impact<br />

on the quality of services offered at the<br />

resort. The annual ceremony has earned<br />

a top reputation for excellence for those<br />

who have worked diligently <strong>and</strong> have a<br />

proven record of professionalism <strong>and</strong> appreciation<br />

for Beaches <strong>and</strong> S<strong>and</strong>als Resorts<br />

International.<br />

The ultimate winners were <strong>21</strong>-year-old<br />

Pirate’s Isl<strong>and</strong> Camp Counsellor Lavadio<br />

Seymour, who took the top title of<br />

Team Member of the Year, with Tanisha<br />

Brown from the Front Office Department<br />

as runner up. Manager of the Year went<br />

to Resorts Sales Manager Tanya Swann,<br />

while Supervisor of the Year was awarded<br />

to Roxanne Wade of the Animation Department.<br />

Beaches Resort also acknowledged the<br />

Most Nominated Team Member, which<br />

was awarded to Bartender Andrew Rodney<br />

<strong>and</strong> the Smile & Courtesy Award<br />

went to Patricia Reid of the Wedding Department.<br />

Most improved Team Member was<br />

captured by Watersport’s Dion Wilson,<br />

while the General Manager’s award went<br />

to Grounds Manager Malcolm Campbell<br />

Terry Drummey, representative for the TCAAF,<br />

said he was very grateful to Grace Bay Resorts CEO<br />

Mark Durliat <strong>and</strong> his team for their ongoing support.<br />

“For over 13 years, every time we call him up <strong>and</strong><br />

ask him for anything, he is on board all the way,”<br />

Drummey said.<br />

A former maintenance department employee was<br />

also honoured with a $5,000 scholarship toward his<br />

studies in electrical engineering.<br />

Ira Baptiste, a student in St. Johns, Newfoundl<strong>and</strong>,<br />

Canada, said he was so very grateful for the support<br />

of the foundation. “It shows they really care about me<br />

<strong>and</strong> my education,” he said.<br />

Baptiste’s mother, Sonia Bien-Aime, said she is not<br />

only grateful for what the foundation has done for<br />

<strong>and</strong> his Grounds Team. The coveted prize<br />

of Financial Comptroller Award which<br />

recognizes the top revenue generating<br />

department went to Resort Shop Manager<br />

Elesia Chin for the second year in a row.<br />

Ultimate winners Lavadio Seymour<br />

<strong>and</strong> Manager of the Year Tanya Swann<br />

both held outst<strong>and</strong>ing records for the<br />

year, beating out over 1,200 employees for<br />

the top prestige titles.<br />

“My job is to go the extra mile for our<br />

guests, <strong>and</strong> winning this award says a lot<br />

about my contribution <strong>and</strong> commitment<br />

in delivering exceptional customer service<br />

to my team members <strong>and</strong> our valued<br />

guests,” Seymour said. “Big thanks to<br />

management <strong>and</strong> staff for recognizing my<br />

commitment <strong>and</strong> dedication <strong>and</strong> presenting<br />

me with this wonderful award.”<br />

Manager of the Year Tanya Swann,<br />

who started with the company as a Food<br />

& Beverage Secretary <strong>and</strong> now runs the<br />

resort’s Sales Department, has been with<br />

the company for the past eight years.<br />

“I am overwhelmed with happiness to<br />

have been chosen as Manager of the Year,”<br />

Swann said. “I was up against some tough<br />

competition, but I am grateful my general<br />

manger saw my drive <strong>and</strong> my contribution<br />

to the company <strong>and</strong> awarded me with<br />

such a prestigious title.”<br />

“Our resorts continue to win the industry’s<br />

most prestigious awards year<br />

after year,” said General Manager Don<br />

Dagenais,”<strong>and</strong> it is because of the hospi-<br />

her son, but what they are doing for the community<br />

at large.<br />

“Especially given the economic downtown, it is<br />

very difficult for anyone to even think of a scholarship<br />

at this point,” she said. “And for Grace Bay (Resorts)<br />

to make such a commitment to education, to<br />

the school <strong>and</strong> the isl<strong>and</strong> on a whole we consider this<br />

a great deal.”<br />

Last year the foundation donated $100,000 to local<br />

schools <strong>and</strong> offered several scholarships for local students<br />

to attend the TCI Community College. It has<br />

also been active in all of its properties, giving opportunities<br />

for local students to serve internships during<br />

their vacations, gaining experience in the country’s<br />

number one industry — tourism.<br />

Wahoos victorious in rugby tag league<br />

The Heineken Mixed Tag Rugby<br />

League spring season has come came<br />

to a close with the Wahoo’s unbeaten<br />

through the entire season.<br />

The victorious Wahoos preceded<br />

the rest of the teams with 12 wins <strong>and</strong><br />

two drawn games out of 14 regular<br />

season matches.<br />

The Wahoos waited to play their<br />

major semi-final opponents when the<br />

Red Mist took on the Harriers. An<br />

outst<strong>and</strong>ing play from both teams<br />

during the semi-finals ended with the<br />

Harriers winning, 6-3.<br />

The Navy Seals <strong>and</strong> the Try Harders<br />

also competed for a place in the major<br />

semi-final against the Jolly Ranchers.<br />

The Try Harders led the match only to<br />

have the Seals even out the match at<br />

6-6 <strong>and</strong> put the game into overtime.<br />

During overtime, Try Harders player<br />

Franco Mompremier ran a brilliant<br />

line to score an individual try <strong>and</strong> club<br />

the Navy Seals out of the tournament.<br />

The semi-finals saw the Wahoos<br />

battle the Harriers, where the triumphant<br />

Wahoos walked away with an<br />

18-4 victory <strong>and</strong> a place in the final<br />

match. The following match finished<br />

16-5 in favor of the Jolly Ranchers<br />

over the Try Harders.<br />

took part in the league. A ceremony<br />

will be held <strong>June</strong> 8 during the annual<br />

President’s Dinner <strong>and</strong> Oval Ball at<br />

Squash pros draw large interest in the high intensity sport<br />

The squash courts at the Graceway Sports Centre<br />

were busier than ever last week when dozens of local<br />

residents <strong>and</strong> students received tips from some of the<br />

top pros in the sport.<br />

The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Star Foundation helped welcome<br />

two of the world’s best squash players to the isl<strong>and</strong>s<br />

to teach residents the fundamentals of the high<br />

intensity sport.<br />

The free squash clinics ran from May <strong>21</strong>-25, <strong>and</strong><br />

the centres director, Adina Ciurar, said they could<br />

not have been more pleased with the results.<br />

“We did not expect it to be SO successful, with so<br />

many people willing to play,” Ciurar told the <strong>fp</strong>.<br />

Squash pros Niamat <strong>and</strong> Naji Khan hail from a<br />

long line of squash playing lineage that make up the<br />

world famous “Khan Dynasty of Squash.” The Khan<br />

family has dominated the sport for decades <strong>and</strong> has<br />

won more championships titles than any family in<br />

any sport in history, including the prestigious British<br />

Open <strong>and</strong> North American Open titles.<br />

The Khan brothers have each played professional<br />

squash for more than 25 years <strong>and</strong> now devote their<br />

time to teaching beginners <strong>and</strong> juniors, coaching advanced<br />

players <strong>and</strong> developing squash programs.<br />

The two brothers spent the week training adults<br />

<strong>and</strong> youth on the fundamentals of the sport.<br />

“This was our way of helping the country to get<br />

more people involved in the sport, especially children,”<br />

said Niamat Khan. The two brothers said they<br />

enjoyed the opportunity to teach the sport <strong>and</strong> were<br />

impressed both by the facilities <strong>and</strong> the interest show<br />

in learning the sport.<br />

The visit was organized <strong>and</strong> sponsored by the Star<br />

Foundation, whose founder, long-time resident Charlotte<br />

D’Arcy Donaldson, said the idea was to grow<br />

interest in playing squash. The event also served as<br />

a fundraiser for the foundation, with proceeds from<br />

concession sales during the trainings being donated<br />

to the foundation.<br />

The Graceway Sports Centre offers squash memberships<br />

to individuals <strong>and</strong> families, <strong>and</strong> regular<br />

training is offered for those interested in getting involved<br />

in the sport.<br />

The foundation looks for support from tourists<br />

<strong>and</strong> others who have a particular interest in the<br />

leave here without realizing that there are so<br />

many needs on-isl<strong>and</strong>, <strong>and</strong> we hope to create<br />

The inaugural Miss Body Beautiful TCI<br />

Pageant is slated for Saturday, July 28, at the<br />

“Developing a positive body image <strong>and</strong> a<br />

healthy mental attitude is crucial to a woman’s<br />

said. “Being young, thin <strong>and</strong> beautiful may<br />

not sound like cause for concern, but that<br />

ideal can lead many women to be highly<br />

dissatisfied with their bodies, something<br />

says Fenimore. “We want to be able to not just<br />

take something from them, but to also make it<br />

something that creates value for the donation.”<br />

The foundation is not only looking for donations<br />

to help worthy local causes. They also are<br />

looking for organizations with those causes to<br />

register with them for help.<br />

“Our biggest wish is to try <strong>and</strong> get as many requests<br />

as possible so that we can showcase the<br />

needs here,” Fenimore said.<br />

New pageant announced for TCI beauties<br />

registration<br />

Registration is being held Saturday,<br />

<strong>June</strong> 23, at the Culture <strong>and</strong> Arts Commission<br />

in Turtle Cove on Providenciales<br />

from 10 a.m.-noon.<br />

of various sizes <strong>and</strong> ages looking for an outlet<br />

to showcase themselves on the national<br />

stage. They, like many, have not had the opportunity<br />

to model or enter a pageant before,<br />

but were quite inclined to do so, should<br />

an event be created with them in mind.<br />

Hence, the birth of the Miss Body Beautiful<br />

TCI Pageant.”<br />

The pageant is open to ladies 18 years of<br />

age <strong>and</strong> older, with no restriction on height,<br />

body shape, marital status or nationality.<br />

Past pageant experience is not necessary.<br />

All that is required is a positive self-image<br />

Get ready for the <strong>2012</strong> Hurricane season: <strong>June</strong> 1-Nov. 31<br />

The Ministry of Government Support<br />

Services alongside the Department of<br />

Disaster Management <strong>and</strong> Emergencies<br />

would like to remind the public that <strong>June</strong><br />

1 was the beginning of the <strong>2012</strong> Atlantic<br />

hurricane season, which officially runs<br />

from <strong>June</strong> 1-Nov. 31.<br />

To date we have had two named<br />

storms, with one reaching a category 3<br />

level. This is indicative of the need to always<br />

be prepared as storms can indeed<br />

occur before the start of the season!<br />

On May 16, hurricane preparedness<br />

activities for <strong>2012</strong> was presented to<br />

the Advisory Council. As a part of our<br />

preparedness activities, the DDME in<br />

collaboration with the ministry have<br />

taken several measures to ensure our<br />

preparedness. These include:<br />

▶ Training a cadre of persons in urban<br />

search <strong>and</strong> rescue in the event of a collapse<br />

building or flooded roads.<br />

▶ Provision of training in shelter management<br />

to over 40 persons. These persons<br />

have been drawn from throughout<br />

the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s, so as to ensure<br />

effectiveness in our spatial capacity<br />

to respond. In our efforts to ensure that<br />

the needs of all persons, irrespective of<br />

colour or creed are unbiasedly addressed,<br />

the trainees were selected from the three<br />

main language groups represented in<br />

the TCI; i.e., English, French-Creole <strong>and</strong><br />

Spanish.<br />

▶ Emergency supplies have been procured<br />

<strong>and</strong> warehoused throughout various<br />

isl<strong>and</strong>s so as to expedite the relief<br />

process in the event of an emergency.<br />

▶ Exercising of St<strong>and</strong>ard Operating<br />

Procedures (SOPs) to ensure key stakeholders<br />

▶ Cleaning of wells, ponds, etc. have<br />

commenced in order to reduce flooding.<br />

▶ Shelters are being equipped with generators<br />

throughout the isl<strong>and</strong>s.<br />

▶ Several stakeholders meeting have<br />

been held in Gr<strong>and</strong> Turk <strong>and</strong> Providenciales<br />

with heads of departments, supervisors<br />

<strong>and</strong> managers to gauge their level<br />

of preparedness <strong>and</strong> to ensure that they<br />

are taking the necessary steps to prepare.<br />

▶ Community Emergency Response<br />

Teams have been developed <strong>and</strong> trained<br />

to assist in preparedness <strong>and</strong> response activities<br />

at the community level.<br />

The government would like to remind<br />

all residents that part of being prepared<br />

requires them to be proactive in taking<br />

steps to ensure their safety <strong>and</strong> that of<br />

their family <strong>and</strong> their assets. This entails:<br />

▶ Developing a basic family emergency<br />

plan<br />

▶ Obeying emergency warnings<br />

▶ Stocking up on emergency supplies<br />

such as water, canned food, batteries for<br />

flashlight/radios etc.<br />

▶ Respond with urgency to evacuation<br />

▶ If you have to evacuate, remember to<br />

take food supplies for your entire family<br />

for at least 48 hours<br />

TCI government remains committed<br />

to ensuring the safety of all residents <strong>and</strong><br />

visitors of the TCI, not only for this hurricane<br />

season but for all possible hazards<br />

to which we are vulnerable. We would like<br />

to encourage everyone if you have not yet<br />

started preparing for this hurricane season<br />

that you should do so immediately.<br />

While the government is taking every<br />

step to ensure the country’s preparedness,<br />

If you had to survive with no running<br />

water, no electricity <strong>and</strong> no help for<br />

days, would you be prepared?<br />

While we always hope this will never<br />

happen to us, we all must be prepared.<br />

Each year at the beginning of hurricane<br />

season, we are reminded to prepare<br />

an emergency kit or update a kit we<br />

already have. If you have a kit that you<br />

may have prepared in the past, use this<br />

opportunity to ensure everything is still<br />

there, in working order <strong>and</strong> not expired.<br />

If you don’t have a kit, use our check<br />

list to help you prepare one now. Also be<br />

sure to let everyone in your family know<br />

where you will keep the kit in case disaster<br />

strikes.<br />

In the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s, even<br />

a severe rain storm can leave us stuck in<br />

our homes, so be sure you are always prepared<br />

with a well-stocked emergency kit.<br />

Experts recommend having food, water<br />

<strong>and</strong> other supplies in sufficient quantity<br />

to last for at least three days.<br />

Basic emergency supply kit<br />

▶ Water, one gallon of water per person<br />

per day for at least three days, for drinking<br />

<strong>and</strong> sanitation<br />

▶ At least a three-day supply of nonperishable<br />

food<br />

▶ Battery-powered or h<strong>and</strong>-crank radio<br />

<strong>and</strong> extra batteries<br />

▶ Flashlight <strong>and</strong> extra batteries<br />

▶ First aid kit<br />

▶ Whistle to signal for help<br />

▶ Dust mask to help filter contaminated<br />

air <strong>and</strong> plastic sheeting <strong>and</strong> duct tape<br />

to shelter-in-place<br />

▶ Moist towelettes, garbage bags <strong>and</strong><br />
