The deadline for comment on the introduction of value-added
taxes is set for June 19, but some are questioning
whether the new tax system is right for the Turks and
Caicos Islands.
Bumper stickers that “Say no to VAT” and petition
drives in opposition of the tax have sprung up, with
people from many different walks of life voicing their
concerns.
The interim government claims that VAT “will restore
fiscal balance, a sustainable economy, alleviate poverty
and contribute to other critical social development.”
VAT, which is used throughout other Caribbean countries,
will replace hotel/restaurant accommodation tax,
communications tax, vehicle for hire stamp duty, and
taxes on insurance premiums and financial services.
An online petition at ipetitions.com says VAT is “an
experiment that we can ill afford.
“Both the VAT Green Paper and consultations with
the recently formed VAT implementation team have
made it clear that the practical implementation of the
proposed VAT system has not been fully researched, and
the VAT impact on the TCI economy has not been fully
quantified.”
The petition says the TCI government struggles now
to do its job on the simplest tasks and is ill-equipped to
handle the complexities of VAT.
VAT discontent growing during consultation
Making government more efficient
and easier to do business with
is the goal of the ongoing public service
reform under the five new government
ministries.
At a May 29 press conference, interim
government Chief Executive
Patrick Boyle said the reform includes
creating proper job descriptions
and a performance review processes
to reward good employees and
to offer training to those who need it
to excel. A pay and grading review
is currently underway with the assistance
of the Civil Service Association,
he said.
Better internal communication
is needed to make sure that those
leading the ministries work with
employees at all levels to improve
services, Boyle said.
“Those who are in senior leadership
jobs don’t know everything,” he
Government working to be more efficient
said. “It’s the people on the ground
delivering services to the public that
we need to engage a bit more effectively
than we’ve been able to do in
the past. We need to get the benefit
of their ideas and their experience.”
Government also needs to be
transparent and make public all information
about how decisions are
made by the civil service and future
elected ministers.
“We need to make sure those ministers
are well supported in their new
jobs and that they’re very clear about
the lines of accountability and responsibility,”
Boyle said.
At the same time, government will
insist on confidentiality among its
employees to improve public confidence
and accountability.
“It’s unacceptable that matters
which are discussed and which are
restricted to government … end up
employee issues and has been involved in
several strikes protesting
government policies.
Ewing said he resigned in
March as director of Medical
Services for the Ministry of
Health and Human Services
so that he could speak more
freely on important issues.
He announced his candidacy
for leadership on April
11, saying that independence
from the U.K. would be part
of his platform, but that he
doesn’t know if most Turks
and Caicos Islanders want independence
because a referendum hasn’t
been held.
Ewing takes over leadership from Clay-
being leaked to the media or to other
blogs,” Boyle said. “It’s really important
that that code of conduct is
clear to all our staff in civil service,
and that they sign up to it and that
they fully understand what will happen
if they don’t adhere to it. I think
that is really important if we want
the service to be credible and to be
trusted as a government as we move
forward.”
One of the biggest problems is
difficulty in doing business with
government, Boyle said. People
constantly complain to him about
having to go to multiple offices over
multiple days to conduct simple
government business, like getting a
driver’s license.
“That is an example of where gov-
Privy Council rejects Hoffmann’s appeals on inquiry
Salt Cay developer Mario
Hoffmann’s claims that he was
treated unfairly in the 2009
Commission of Inquiry in the
Turks and Caicos Islands have
been rejected by the Privy Council.
In a ruling May 23, the Privy
Council board found that Commissioner
Sir Robin Auld did not
exceed his authority by naming
Hoffmann in relation to allegations
of corruption against
former Premier Michael Misick
and his brother, Chal Misick, in
a development on Salt Cay.
The board upheld earlier rulings
by the TCI Supreme Court
and the Court of Appeal that
Hoffmann was not treated unfairly
because he was not allowed
to give oral evidence in the
government corruption probe
that led to the suspension of
the country’s Constitution and
imposition of direct rule by the
U.K. through the governor.
Hoffmann did submit written
evidence in the inquiry, but
he failed to appear when summoned
by Sir Robin.
Chal Misick is awaiting trial
on charges in part relating to his
involvement in transactions on
Salt Cay, and Michael Misick is
being sought for questioning but
is seeking asylum in an undisclosed
country claiming that he
is a victim of political persecution.
Hoffmann has not responded
to requests for comment on the
ruling.
Hoffmann, a wealthy Slovaki-
an businessman, is not charged
with any crimes, and he has repeatedly
denied any wrongdoing
on his part. The government
has a civil action pending in the
Supreme Court to halt the resort
development.
Hoffmann has been trying to
develop a resort and golf course
on Salt Cay since 2000, acquiring
a majority of land on the small
that Michael Misick’s government
granted Hoffmann’s
Devco company a 99-year lease
on 239 acres of Crown land for
$1 per acre.
In 2006, a holding company
of Chal Misick was given 50 percent
of shares in Salt Cay Golf
Club while Hoffmann’s Cyprusbased
Good news for those with TCInvest loans
Some 240 people and businesses with loans from
TCInvest will soon be getting some good news —
their interest payments will be going down.
The Turks and Caicos Islands interim government
has struck a deal with three banks to take over
many TCInvest loans at lower interest rates.
TCInvest, officially the Turks and Caicos Islands
Investment Agency, was formed in 1995 to help local
entrepreneurs and encourage foreign investment in
the islands. The governor closed the statutory agency
in January because of problem loans and inefficient
operations.
CIBC FirstCaribbean International Bank, Royal
Bank of Canada and Scotiabank will each take on a
share of the TCInvest loan book in a deal that will
net around $11 million for the TCI taxpayer.
“We have taken this affirmative action, therefore,
to create the best possible deal in the circumstances
for the taxpayer, and one that reduces significantly
the monthly bills for those holding these loans,”
government Chief Executive Patrick Boyle said.
“This announcement emphasizes why government
had to take action over TCInvest,” said government
Chief Executive Patrick Boyle. “Due to the
unclear way that TCInvest historically issued its
loans in the first place, we simply had no clear idea
what our financial liabilities would be.”
The deal will potentially save loan holders thousands
of dollars in lower interest payments, govern-
About 300 businesses are projected to register
to collect and pay VAT, but businesses making
less than $100,000-150,000 (not yet decided) will
be exempt.
Astwood says that requirement will prompt
bigger companies not to do business with unregistered
companies which do not charge VAT
because the big companies won’t get a tax offset.
Small companies that do register will have to pay
VAT even while waiting to be paid by bigger, slower
paying companies, threatening cash flow.
Land transactions of $25,000 or less that are not
subject to stamp duty will have to pay VAT, which
could be a much higher percentage than stamp
duty, Astwood says.
Payments for medical and educational services
will be exempt from VAT, but tax that providers
pay on their purchases cannot be refunded. Astwood
says providers of those essential services
will increase their prices to recoup the taxes.
Government says VAT will apply to professional
services like accountants and architects. Core
members of the local group Turks and Caicos Architects,
Surveyors and Engineers say they already
are facing unfair competition from foreign professionals
who don’t have to pay for local business licenses,
work permit fees, etc. and don’t contribute
anything to the local economy. That will only get
worse when TCI professionals have to tack on VAT
to their prices.
The group wants government to make sure that
foreign professionals selling services here are subject
to the same taxes, or that local professionals
ment said. TCInvest was charging interest rates of
between 6.5-12 percent, while the new rates will be
between 4.75-9 percent.
Someone with a $100,000 mortgage will save at
least $200 per month, saving $50,000 over the life of
a typical 20-year loan, government said.
The three banks will pay up to 50 percent of all the
associated fees of transferring mortgages, and government
will waive any stamp duty, penalties and
fund any residual costs associated with transferring
the loans. Those individuals with more than one
loan will be offered the opportunity to consolidate
their loans into one arrangement to secure better
terms.
The banks will begin the process of contacting
these clients soon.
There are also 85 non-performing loans with a
face value of $6 million. Government says it is currently
looking at two options to address this portion
of the portfolio, and negotiations are still being concluded.
The money raised from this process will be used
by the government to pay off TCInvest’s debt with
the Caribbean Development Bank, European Investment
Bank and National Insurance Board,
which is guaranteed by the government. This will
allow the government to enter into negotiations in
2016 regarding refinancing its remaining national
debt in a stronger position, the government said.
group says.
The interim government is gathering comments
on undecided issues, including the registration
threshold; tax rate; zero rated imports and supplies;
exempted imports and supplies; refunds;
accounting records, returns and simplified systems;
sector considerations; economic and social
impact; and transitional issues.
But the government says it will not back down
on implementing VAT.
“We don’t have a plan B,” government Chief
Financial Officer Hugh McGarel-Groves said recently.
Permanent Secretary of Finance Anya Williams
said the idea of VAT is not new in the TCI. In 2005,
VAT was included in a revenue plan being considered
by government, she said.
In a July 2009 interview, former Deputy Premier
and Minister of Finance Floyd B. Hall told the fp:
“I do believe … that we may need to convert from
an import duty tax base to value added tax.”
other 50 percent. A year later,
Michael Misick got a $6 million
loan from Slovakian bank J&T
Banca — a partner in the Salt
Cay project — secured by his
brother’s equity in the golf club.
Shortly before the Commission
of Inquiry began in January
2009, the Secretary of State
for Foreign and Commonwealth
Affairs ordered the governor not
approve any advice from the TCI
Cabinet to advance the Salt Cay
development because it would be
a subject of the inquiry.
Just before the inquiry report
was to be issued, Dellis Cay
developer Dr. Cem Kinay and
Hoffmann asked the courts to
order their names removed from
the final report, and Supreme
Court Chief Justice Gordon
ernment really needs to change
the way in which it delivers
services to the public,” he said.
“We need to make it much easier
for the public to access services,
to get things done much
more quickly in a less bureaucratic
way.”
Government intends to move
to a more cost effective, “e-delivery”
strategy. People should
be able to conduct much government
business online, including
obtaining public documents
and government forms,
and paying fees online.
“It’s not acceptable that when
people come to the treasury,
they have to pay for everything
in cash,” Boyle said. “In this day
and age, people should be able
to use credit cards and other
means of payment to be able to
pay for the various fees and so
on that they are required to pay
to government.
“We want to make it easier
for people to deal with government,
and that doesn’t mean
that people always have to come
out and visit a government office.
People should be able to do
a lot more of their business at
home online.”
Permanent Secretary of the
Ministry of Environment and
Home Affairs Susan Malcolm
said government intends to set
up “one-stop shops” on North,
Middle and South Caicos and
Salt Cay so that residents of
the family islands don’t have to
travel to Grand Turk or Providenciales
to conduct all government
business.
On Providenciales and Grand
Turk, government is consolidating
related offices in clusters
within walking distance of each
other to make things easier for
residents and business owners,
said Permanent Secretary
of the Ministry of Government
Support Services Wesley
Clerveaux. Government also
will try to reduce the amount
of paperwork and the required
storage of printed documents
with better use of computers
and online services.
But the key to online services
is improving government’s information
technology, which
has been in “a complete and utter
shambles,” Boyle said.
“The public won’t be able to
Ward agreed with Kinay’s request
but not Hoffmann’s.
The government redacted the
report as ordered and released it
July 18, 2009, but the redactions
were easily removed, and the unredacted
report was widely distributed
on the Internet website
wikileaks.org.
The government then withdrew
the report from its website,
but the press reportedly widely
on the report and its details of alleged
corruption or malfeasance
in office by former government
ministers.
The unredacted report was
finally officially released in August
2011, a decision Hoffmann
criticized because his appeal
to the Privy Council was still
pending.
Government working
to be more efficient
access information about government
until government gets
its act together and is able to
store that information appropriately
because at present it
would be quite difficult to get
at. The information is all there
but it isn’t on an appropriate IT
network.”
Government also wants to
make the publication and issuing
of government contracts
more effective so that local
businesses are aware of procedures
and able to get contracts
so that government spending
helps the local economy, Boyle
said.
Also under review are the
country’s 37 statutory boards,
which are being renewed periodically
until changes are
made.
“Statutory bodies cost the
country far too much,” Boyle
said. The governor recently said
that the bodies cost more than
$11 million annually, or 8 percent
of all spending.
“Too many people who sit on
boards of statutory bodies just
turn up to collect their stipend
and actually do very little on the
boards of these bodies. We need
to make sure that people who
are appointed to those bodies
in the future are appointed for
their skills and their experience
and their expertise … not just
because they happen to know
someone who is on the board.”
“There are too many statutory
bodies that just exist for
themselves,” he said. The pay
and grading review of public
service will include statutory
bodies so that they won’t be setting
their own salaries.
While Boyle did much of the
talking at the press conference,
he said permanent secretaries
are running the public service,
not him or more than 20 U.K.paid
advisors who are supporting
them.
After voluntary severance reduced
the civil service staff to
about 1,700, Boyle believes the
people who are left in the service
are ones who want to serve
the public as government employees.
The bottom line of the reform
process is to make the civil service
more effective and responsive
to the public, he said. “The
taxpayer at the end of the day is
the boss.”

“At Beaches Turks and Caicos, we operate
to the highest standards of health
and safety in the world and whilst we
have experienced a very small number
of cases at the resort and in fact now
have fewer number of people affected
by the illness,” the statement said. “We
continue to monitor the situation very
closely and are working with the resorts
and country’s health care professionals
to ensure that health and safety practices
are followed.”
The fp has been informed that hundreds
of visitors have been stricken with
the illness since April, but the government
health team investigating the outbreak
has not said how many have been
affected pending the outcome of its investigation.
“Except for one or two properties on
Providenciales, all of our airports, resorts,
cruise port and auxiliary services
across the country are providing the
usual friendly and professional services
that have become a trademark of brand
TCI,” the Turks and Caicos Islands Tourist
Board said in a June 2 statement.
On May 26, the Ministry of Health and
Education (MOHE) and Environmental
Health Department (EHD) confirmed
that the first test confirmed the presence
of norovirus, and subsequent tests have
confirmed more cases of the highly contagious
viral illness which is common in
outbreaks of gastroenteritis.
It can be transmitted from person to
person, through contact with vomitus or
feces of infected individuals, consump-
tion of contaminated food or water, contact
with soiled surfaces and bed linens
and other items. Other than supportive
therapy, norovirus usually requires little
by way of medical interventions and usually
resolves without incident.
“Infection control measures focused
on proper hygiene and deep cleaning
and sanitization are vital to prevent the
spread of norovirus,” the government
said in a statement June 3. “These are being
promoted throughout the TCI. Public
health teams continue to conduct active
surveillance at airports and affected
hotels to educate and monitor the implementation
of these measures.”
The team asks that anyone who experiences
the symptoms to report to any
health care facility for evaluation and
treatment. People who have been affected
by the illness should contact the
team at TCI.health@gmail.com or 649-
941-8316.
The Ministry of Health says hand
washing is the single most important
preventative measure to decrease the risk
of infection. Hand washing should be
frequent and thorough (scrub soap into
hands for at least 15 seconds before rinsing,
then dry with paper towels, a clean
towel or blower).
The public is advised to:
▶ Carefully wash fruits and vegetables
before eating
▶ Carefully wash all canned food products
before opening
▶ Wash hands frequently and thoroughly,
especially before preparing and
or eating meals, after using the toilet, after
being out in the public, after blowing
your nose, coughing or sneezing, after
handling trash or garbage, before treating
a cut or wound, and if you have been
around someone who is ill.
If you become ill:
▶ Drink lots of fluids to prevent dehydration
and the need for medical attention
▶ Drink bottled water or water that has
been boiled
▶ Drink clear liquids such as Gatorade
and clear soup
▶ Wash hands frequently and thoroughly
If you have nausea, vomiting or diarrhea
and or cramping:
▶ Report to the nearest health care facility
▶ Stay at home until your symptoms
have resolved and follow your health care
providers instructions
Digicel’s Saunders tells European
telecoms to follow cloud services
Telecommunications companies should look
to gain revenues from cloud services and mobile
advertising to help cover the cost of their
new high speed 4G/LTE networks, Digicel
Turks and Caicos CEO E. Jay Saunders told the
LTE World Summit 2012 in Barcelona, Spain,
on May 23.
In his presentation — “Business Opportunities
that ‘scream’ out for LTE: How operators can
utilize LTE to become relevant again” — Saunders
pointed out that combined global revenues
from cloud services and mobile advertising was
approximately $44 billion dollars in 2011 and
that total revenues from the same are expected
to grow to $121 billion dollars in 2015.
“What percentage of those revenues are you
going to capture?” Saunders asked European
telecoms representatives.
Currently telecommunication companies
globally are not well positioned to capture any of
those revenues, and it would be remiss of them
after having financed the huge capital expenditures
requirements to rollout LTE — the most
advanced wireless telecommunications standard
to date — which by its very design will cannibalize
traditional voice and SMS revenues, to not
attempt to capture some of the revenues coming
from the new areas that their investments in LTE
is making possible such as cloud services, video
streaming, and mobile advertising, Saunders
said.
LTE stands for Long Term Evolution, the new
standard for high-speed wireless data communications.
In the U.S., LTE smart phones only
became available in 2011, and the service is still
limited.
While at the summit, Saunders shared the
stage with Mark Harrop, (Director of Devices,
Mobility and Innovation, BT Wholesale, U.K.)
for a panel discussion on “Accelerating Broadband
Access in Rural Areas,” and he participated
in a television interview for Telecoms.com to be
aired in June.
Also speaking at the summit was Micaela
Giuhat, vice president of product marketing at
GENBAND. That company expects to play a major
role in assisting mobile operators in meeting
subscribers’ future expectations for innovative,
empowering and personalized services through
about.
They have recently learned that
they won the coveted Silver Longhaul
Award from British Airways
for Station Best Performance in
the fourth quarter of 2011. This
is the second time that the station
has won the award.
British Airways Airport Manager
Nathaniel Rappel accepted
the award on behalf of the Provo
team at an awards ceremony recently
in London.
“The team dedication, perseverance
and hard work is a great
asset to the servicing of our customers
in sometimes challenging
circumstances,” Rappel said. “It
is always a pleasure to have such
commitment to service excellence
being acknowledged and
rewarded.”
The FlightSupport team leaders
include Ives Dorvil, ramp
duty manager; Jameika Stubbs,
customer service duty manager;
Stacey An Parchment, customer
service supervisor; and Peter Ferreira,
operations supervisor.
The award is based on monthly
gathered from onboard surveys
analyzing customer satisfaction
on service and punctuality.
British Airways is not the only
airline showing its appreciation to
the FlightSupport staff. The team
was also presented with a plaque
from Canadian carrier WestJet
of the communications industry, and one of the
highlights of the LTE World Summit was the presentation
from Digicel’s E. Jay Saunders,” Giuhat
said. “It was by far one of the most positive and
well thought out presentations, with concrete examples
on how to really take advantage of LTE.
“Amongst long discussions on what makes an
LTE business case, E. Jay’s speech was not only
reaffirming that there is a business case for LTE,
but also a huge upside that service providers can
easily capitalize on.”
National Memorial Park
A 3-acre piece of land where
the JAGS McCartney Memorial
was built in 1980 has been designated
as a National Memorial
Park on Grand Turk.
“The expansion of the memorial
site will not only improve
the setting and capacity of the
site but also strengthen the heritage
value of the area,” said His
Excellency the Gov. Ric Todd in
announcing the agreement.
The 3-acre JAGS McCartney
National Memorial Park will be
a public space to remember and
honour the courage and sacrifice
of war veterans and future
national heroes.
The People’s Democratic Party
had leased the property from
the Crown for the development
of their party headquarters on
Airport Road. The lease had
expired, and the government
agreed to mutate the property to
establish the JAGS McCartney
Memorial site as a separate national
institution and expanding
it to create a National Memorial
Park.
“As former party leader, the
task had fallen on me to renegotiate
the terms of our party’s existing
lease over the property held
in Grand Turk — the property
which housed the remains of the
late great JAGS McCartney,” said
Doug Parnell, currently deputy
party leader.
“I am delighted that we as a
party have come to such a historic
settlement with the Turks and
Caicos Islands government. He
(McCartney) belongs to all the
peoples of these islands, and the
establishment of the National
Memorial Park signifies that we
ALL recognize him as a national
hero.”
The party also offered to enter
into a management agreement
with government to assist with
the maintenance and upkeep of
the park and to develop it into
a national cultural centre of attraction
and significance.
JAGS McCartney’s son lays a wreath at the memorial on
The woofers bowWOWed the crowd at the 8th Annual
Turks and Caicos Society for the Prevention of
Cruelty to Animals Dog Show held under the big tent
at Turtle Cove Marina on May 26.
More than 50 dogs strutted their stuff before dog
lovers from across the TCI, taking prizes and applause
for three hours and raising more than $20,000
for the not for profit organization.
The coveted “Best In Show” Blue Ribbon and trophy
went to Ben, a very handsome rescued golden retriever
from the U.S., who also took first place in the “Dog
the Judges would most like to Take Home” category
and third place for “Best Looking Male.” Owner Hanna
Davies was delighted with her pet and the prizes.
Mary Lou VanderHeide (Clarity Marketing) emceed
the event, and had the crowds roaring with her
pithy comments about dogs and owners. Judges this
year were Peggy Perkins of Turks and Caicos Veterinary
Associates, as always sporting a delightful straw
hat; Donna Doran of Pampered Paws; Dr. Mark Butler,
our government veterinarian; and Jason Forbes of
Fortis TCI.
Fortis was once again the lead sponsor of the event,
and Graceway IGA together with Pedigree donated
dog food prizes for all the winners. Special guest Ernie
Jackson of Fortis TCI and Heather Forbes, founder of
the Potcake Foundation which provides funding to
the TCSPCA through sales of their wonderful jewelry
and T-shirts, were on hand to pin ribbons on hounds
and hand over prizes to their owners.
Onlookers munched on excellent fare provided by
Tiki Hut, and raffle tickets, T-shirts and doggie stuff
were for sale as the events unfolded.
From “Best Trick” to “Best in Show,” there were
eight competitions this year. Tiny dogs, giant dogs
and every size in between romped around the ring. It
was an excellent showcase for the hundreds of varieties
of man’s best friend, and they wore coats of many
colours and styles. As always at this boisterous event,
the dogs behaved with courtesy and curiosity, meeting
and greeting their fellow competitors with grace.
Businesses and individuals across the TCI generously
donated the raffle ticket prizes, all 18 of them.
They included dinners for two, nights at resorts, spa
treatments and watersports excursions, rounds of golf
and designer perfumes.
During intermission, Mr. Nobody from Beaches
created one of his amazing paintings in literally minutes,
which he then held up. It was unrecognizable.
Travel spotlight shines on
Cockburn Town, Grand Turk
The international travel spotlight
is shining on Cockburn Town on the
capital island the Turks and Caicos Islands
as one of the “10 charming island
Providenciales might be the tourist
Cockburn Town is a place to go to get
away from it all.
“This old colonial town is known
for its pretty whitewashed buildings
first expedition to the Americas.
“Columbus made it to the island, but
not so lucky. The 1,000-plus shipwrecks
that dot the ocean bed around
the Turks and Caicos Islands make for
some fascinating diving conditions. A
The afternoon affair, from 3-7 p.m., was filled with
Heritage, education and health were three areas assisted
recently by the Grace Bay Resorts Community
Foundation.
The foundation made the donations June 1 to three
worthy recipients. The Turks and Caicos Islands
Sailing Association received a $300 donation to support
its ongoing efforts to encourage young people
to sail in the islands. Dr. Carlton Mills, spearhead of
the foundation’s efforts, said sailing is a part of the
islands heritage and is an important organization to
support.
“We have invested heavily in a new fleet of boats to
bring on the TCI youth into sailing, that is where we
see the future of sailing for this island,” said Robin
Spruce, a representative for the club.
Beaches honors employees
at annual Prestige Award
It was all glitz, glam and celebration
last week as Beaches Resorts Villages and
Spa honoured top performing employees
in 21 categories at the 2011-12 Prestige
Awards.
The annual award recognizes and rewards
individuals whose performance
has consistently made a positive impact
on the quality of services offered at the
resort. The annual ceremony has earned
a top reputation for excellence for those
who have worked diligently and have a
proven record of professionalism and appreciation
for Beaches and Sandals Resorts
International.
The ultimate winners were 21-year-old
Pirate’s Island Camp Counsellor Lavadio
Seymour, who took the top title of
Team Member of the Year, with Tanisha
Brown from the Front Office Department
as runner up. Manager of the Year went
to Resorts Sales Manager Tanya Swann,
was awarded to Bartender Andrew Rodney
and the Smile & Courtesy Award
while the General Manager’s award went
to Grounds Manager Malcolm Campbell
tion also received a $300 donation from the foundation.
Terry Drummey, representative for the TCAAF,
said he was very grateful to Grace Bay Resorts CEO
Mark Durliat and his team for their ongoing support.
“For over 13 years, every time we call him up and
ask him for anything, he is on board all the way,”
Drummey said.
A former maintenance department employee was
also honoured with a $5,000 scholarship toward his
studies in electrical engineering.
Ira Baptiste, a student in St. Johns, Newfoundland,
Canada, said he was so very grateful for the support
of the foundation. “It shows they really care about me
and my education,” he said.
Baptiste’s mother, Sonia Bien-Aime, said she is not
only grateful for what the foundation has done for
and his Grounds Team. The coveted prize
of Financial Comptroller Award which
recognizes the top revenue generating
department went to Resort Shop Manager
Elesia Chin for the second year in a row.
Ultimate winners Lavadio Seymour
and Manager of the Year Tanya Swann
both held outstanding records for the
year, beating out over 1,200 employees for
the top prestige titles.
“My job is to go the extra mile for our
guests, and winning this award says a lot
about my contribution and commitment
in delivering exceptional customer service
to my team members and our valued
guests,” Seymour said. “Big thanks to
management and staff for recognizing my
commitment and dedication and presenting
me with this wonderful award.”
Manager of the Year Tanya Swann,
who started with the company as a Food
& Beverage Secretary and now runs the
resort’s Sales Department, has been with
the company for the past eight years.
“I am overwhelmed with happiness to
have been chosen as Manager of the Year,”
Swann said. “I was up against some tough
competition, but I am grateful my general
manger saw my drive and my contribution
to the company and awarded me with
such a prestigious title.”
“Our resorts continue to win the industry’s
most prestigious awards year
after year,” said General Manager Don
Dagenais,”and it is because of the hospi-
her son, but what they are doing for the community
at large.
“Especially given the economic downtown, it is
very difficult for anyone to even think of a scholarship
at this point,” she said. “And for Grace Bay (Resorts)
to make such a commitment to education, to
the school and the island on a whole we consider this
a great deal.”
Last year the foundation donated $100,000 to local
schools and offered several scholarships for local students
to attend the TCI Community College. It has
also been active in all of its properties, giving opportunities
for local students to serve internships during
their vacations, gaining experience in the country’s
number one industry — tourism.
Prestige Manager of the Year Tanya Swann and Team Member of the Year
Wahoos victorious in rugby tag league
The Heineken Mixed Tag Rugby
League spring season has come came
to a close with the Wahoo’s unbeaten
through the entire season.
The victorious Wahoos preceded
the rest of the teams with 12 wins and
two drawn games out of 14 regular
season matches.
The Wahoos waited to play their
major semi-final opponents when the
Red Mist took on the Harriers. An
outstanding play from both teams
during the semi-finals ended with the
Harriers winning, 6-3.
The Navy Seals and the Try Harders
also competed for a place in the major
semi-final against the Jolly Ranchers.
The Try Harders led the match only to
have the Seals even out the match at
6-6 and put the game into overtime.
During overtime, Try Harders player
Franco Mompremier ran a brilliant
line to score an individual try and club
the Navy Seals out of the tournament.
The semi-finals saw the Wahoos
battle the Harriers, where the triumphant
Wahoos walked away with an
18-4 victory and a place in the final
match. The following match finished
16-5 in favor of the Jolly Ranchers
over the Try Harders.
The grand final saw the league’s top
The Wahoos were unbeaten in tag rugby season.
two teams contend to claim the trophy.
A well-organized defense from
both teams meant opportunities were
tough to come by, but the Wahoos took
a commanding 6-1 lead to the halftime
break.
A hat-trick by Callis Jones and good
interplay between Simon Taylor and
his team-mates had the Ranchers back
in the contest, but second half tries to
Lincoln Outten and Dean Griffiths
kept the Wahoos in the lead and
eventually emerge as the 2012 Spring
Heineken Tag League champions.
The Turks and Caicos Islands Rugby
Football Union thanked everyone who
took part in the league. A ceremony
will be held June 8 during the annual
President’s Dinner and Oval Ball at
Brayton Hall. Those wishing to attend
can contact Jamie Tait at rdo@rugby.
tc.
Other winners included, Fedeline Julian
of Camp Sesame who won the Best
Team Player of the year, and Omar Hazel
of the Banqueting department who captured
the grand prize of Special Service
Award for the year.
In addition to engraved trophies and
certificates, winners were also presented
with fantastic prizes which included
all-expense paid vacations, laptop computers,
home theatre systems, plasma
televisions, camcorders, cameras and
lavish cash prizes. Team member of the
year Seymour will also go on to represent
Beaches Turks and Caicos at the 4th
Annual Sandals Ultimate Team Member
Award in Jamaica this summer.
Squash pros draw large interest in the high intensity sport
The squash courts at the Graceway Sports Centre
were busier than ever last week when dozens of local
residents and students received tips from some of the
top pros in the sport.
The Turks and Caicos Star Foundation helped welcome
two of the world’s best squash players to the islands
to teach residents the fundamentals of the high
intensity sport.
The free squash clinics ran from May 21-25, and
the centres director, Adina Ciurar, said they could
not have been more pleased with the results.
“We did not expect it to be SO successful, with so
many people willing to play,” Ciurar told the fp.
Squash pros Niamat and Naji Khan hail from a
long line of squash playing lineage that make up the
world famous “Khan Dynasty of Squash.” The Khan
family has dominated the sport for decades and has
won more championships titles than any family in
any sport in history, including the prestigious British
Open and North American Open titles.
The Khan brothers have each played professional
squash for more than 25 years and now devote their
time to teaching beginners and juniors, coaching advanced
players and developing squash programs.
The two brothers spent the week training adults
and youth on the fundamentals of the sport.
“This was our way of helping the country to get
more people involved in the sport, especially children,”
said Niamat Khan. The two brothers said they
enjoyed the opportunity to teach the sport and were
impressed both by the facilities and the interest show
in learning the sport.
“We are very privileged to have two world class
a fundraiser for the foundation, with proceeds from
The Graceway Sports Centre offers squash memberships
aries (March 21—april 19)
This is a difficult time to communicate with an authority
figure. Consider toning the anger down and
listening to the other side. This will benefit your health
and your relationship.
Taurus (april 20—May 20)
Your social calendar is full this week. Though you
might feel like being an introvert, take advantage of
the opportunities presented to you. Some strong relationships
are waiting to form.
Gemini (May 21—June 20)
Your temper gets the best of you. Take some deep
breaths and focus on positive mantras. A special project
attracts your attention, and new opportunities will
come from it.
Cancer (June 21—July 22)
Your work schedule is hectic and might involve
travel. Your health is prominent, so be sure to eat well
and get plenty of rest. Repeat something positive to
yourself daily. It will materialize in your life.
Leo (July 23—aug. 22)
Someone from your past reappears. That person has
the potential to help your community. Others might be
hesitant to listen, but you have the power to convince
them to do so.
Virgo (aug. 23—sept. 22)
Something in your life has you feeling irritable. Make
sure to express your opinions, and avoid letting others
take advantage of you. Now is a good time to schedule
a massage.
Libra (sept. 23—oct. 22)
Focus on legal activities involving home life. The
outcome will be favorable as long as you consult with
experts and take their information seriously. If you are
feeling scattered, take some time to prioritize your activities
and allow for some down time.
scorpio (oct. 23—Nov. 21)
You are in the middle of a big project, and you are
feeling rushed. This is the time to pace yourself. You
will do a better job if you delegate some tasks and give
yourself time to focus.
sagittarius (Nov. 22—Dec. 21)
Something important comes to light, and it involves
a romantic relationship. That relationship will blossom
if you make communication a priority. A physical activity
will cause you harm if you are not careful.
Capricorn (Dec. 22—Jan. 19)
Mental activities and focus are prominent this week.
Challenge yourself and enjoy the process of using your
brain. A legal contract requires careful consideration.
Make sure to focus on the fine print.
aquarius (Jan. 20.—Feb. 18)
A heavy physical labor task requires your attention.
Do not take it on alone or you might experience muscle
strain and injury. An older relative has something
important to tell you.
Pisces (Feb. 19—March 20)
Past anxieties are on their way out the door. This will
feel like a mental cloud and physical burden have been
lifted. Do not let your imagination run wild; it could get
you into trouble.
Hurricane Watch
Get ready for the 2012 Hurricane season: June 1-Nov. 31
By Virginia Clerveaux
Ministry of Government Support Services
The Ministry of Government Support
Services alongside the Department of
Disaster Management and Emergencies
would like to remind the public that June
1 was the beginning of the 2012 Atlantic
hurricane season, which officially runs
from June 1-Nov. 31.
To date we have had two named
storms, with one reaching a category 3
level. This is indicative of the need to always
be prepared as storms can indeed
occur before the start of the season!
On May 16, hurricane preparedness
activities for 2012 was presented to
the Advisory Council. As a part of our
preparedness activities, the DDME in
collaboration with the ministry have
taken several measures to ensure our
preparedness. These include:
▶ Training a cadre of persons in urban
search and rescue in the event of a collapse
building or flooded roads.
▶ Provision of training in shelter management
to over 40 persons. These persons
have been drawn from throughout
the Turks and Caicos Islands, so as to ensure
effectiveness in our spatial capacity
to respond. In our efforts to ensure that
the needs of all persons, irrespective of
colour or creed are unbiasedly addressed,
the trainees were selected from the three
main language groups represented in
the TCI; i.e., English, French-Creole and
Spanish.
▶ Emergency supplies have been procured
and warehoused throughout various
islands so as to expedite the relief
process in the event of an emergency.
▶ Exercising of Standard Operating
Procedures (SOPs) to ensure key stakeholders
are familiar with their respective
Emergency Operating Center (EOC).
▶ Cleaning of wells, ponds, etc. have
commenced in order to reduce flooding.
▶ Shelters are being equipped with generators
throughout the islands.
▶ Several stakeholders meeting have
been held in Grand Turk and Providenciales
with heads of departments, supervisors
and managers to gauge their level
of preparedness and to ensure that they
are taking the necessary steps to prepare.
▶ Community Emergency Response
Teams have been developed and trained
to assist in preparedness and response activities
at the community level.
The government would like to remind
all residents that part of being prepared
requires them to be proactive in taking
steps to ensure their safety and that of
their family and their assets. This entails:
▶ Developing a basic family emergency
plan
▶ Obeying emergency warnings
▶ Stocking up on emergency supplies
such as water, canned food, batteries for
flashlight/radios etc.
▶ Respond with urgency to evacuation
Workers repair damage after Hurricane Irene in 2011.
advice or warnings
▶ If you have to evacuate, remember to
take food supplies for your entire family
for at least 48 hours
TCI government remains committed
to ensuring the safety of all residents and
visitors of the TCI, not only for this hurricane
season but for all possible hazards
to which we are vulnerable. We would like
to encourage everyone if you have not yet
started preparing for this hurricane season
that you should do so immediately.
While the government is taking every
step to ensure the country’s preparedness,
If you had to survive with no running
water, no electricity and no help for
days, would you be prepared?
While we always hope this will never
happen to us, we all must be prepared.
Each year at the beginning of hurricane
season, we are reminded to prepare
an emergency kit or update a kit we
already have. If you have a kit that you
may have prepared in the past, use this
opportunity to ensure everything is still
there, in working order and not expired.
If you don’t have a kit, use our check
list to help you prepare one now. Also be
sure to let everyone in your family know
where you will keep the kit in case disaster
strikes.
In the Turks and Caicos Islands, even
a severe rain storm can leave us stuck in
our homes, so be sure you are always prepared
with a well-stocked emergency kit.
Experts recommend having food, water
and other supplies in sufficient quantity
to last for at least three days.
Basic emergency supply kit
▶ Water, one gallon of water per person
per day for at least three days, for drinking
and sanitation
▶ At least a three-day supply of nonperishable
food
▶ Battery-powered or hand-crank radio
and extra batteries
▶ Flashlight and extra batteries
▶ First aid kit
▶ Whistle to signal for help
▶ Dust mask to help filter contaminated
air and plastic sheeting and duct tape
to shelter-in-place
▶ Moist towelettes, garbage bags and
f
p
RICHARD GREEN/STAFF
it recognizes that if the people within the
TCI do not effectively prepare, than no
matter how prepared the government is,
the country’s ability to respond and recover
quickly will be affected.
As we enter this year’s hurricane season,
the ministry and the DDME would like to
remind everyone that “Disaster Management
is Everyone’s Business.”
Virginia Clerveaux is deputy secretary
of the Ministry of Government Support
Services.
