Governor proposes changes<br />
to government pensions<br />
His Excellency the Gov. Ric Todd <strong>and</strong><br />
the Advisory Council have agreed to a<br />
series of proposed improvements <strong>and</strong><br />
amendments to civil service pensions.<br />
After a council meeting <strong>Feb</strong>. 8, proposed<br />
changes were announced that<br />
are aimed at stopping payments people<br />
should not have been receiving, improving<br />
long-term pensions <strong>and</strong> reducing<br />
the cost to government over the<br />
next five years.<br />
The proposals will have to go before<br />
the Consultative Forum for consideration<br />
before they are implemented.<br />
Changes to pensions have been a<br />
sticking point between the interim government<br />
<strong>and</strong> the Civil Service Association<br />
(CSA), which represents about one<br />
third of all government workers. The<br />
governor said the CSA has seen the<br />
proposals but does not agree with all of<br />
them.<br />
Many of the proposals have already<br />
been made public over the last year, including<br />
changes to the retirement age,<br />
gratuities <strong>and</strong> calculation of benefits.<br />
The proposal says it will correct administrative<br />
mistakes have resulted in<br />
payment errors costing taxpayers $2<br />
million.<br />
Improving gov’t pensions<br />
▶ Introduction of a pension for persons<br />
employed after April 1992 <strong>and</strong> who retire<br />
aged 55<br />
It will be to the value of 75 percent of<br />
the pension they would have received<br />
had they been eligible under the Pensions<br />
Ordinance for a pension at 55<br />
years of age, <strong>and</strong> 100 percent from age<br />
60. It will not include the option to<br />
commute any sums into a gratuity.<br />
▶ Phased increase over five years to the<br />
retirement age for civil servants from 55<br />
to 60 years old<br />
Civil servants are currently required<br />
to retire at 55, but for those employed<br />
after April 1992 this leaves a gap of five<br />
years before they are eligible for their<br />
NIB pension. In some cases in the past,<br />
retired civil servants who had been employed<br />
after April 1992 had received a<br />
full pension erroneously administered<br />
under the Pensions Ordinance.<br />
Those members of staff who were 50<br />
years old on April 1, 2011, may still retire<br />
at 55 if they wish to do so, unless<br />
they wish to remain in their employment<br />
subject to the agreement of government.<br />
▶ Phased elimination of gratuities (a<br />
lump sum payment resulting in a lower<br />
final pension) for persons retiring over<br />
the next five years<br />
The elimination of gratuities will ensure<br />
that persons retiring have continued<br />
access to the maximum monthly<br />
pension payments available to them.<br />
It will also reduce the cost to TCI tax<br />
payers by $3 million over the next five<br />
years.<br />
▶ Provide death in service <strong>and</strong> post retirement<br />
benefits to persons employed<br />
post April 5, 1992<br />
Civil servants employed before the<br />
introduction of the NIB Ordinance<br />
were eligible for death in service <strong>and</strong><br />
post retirement benefits such as gratuities.<br />
These benefits were not available<br />
to those employed after April 1992.<br />

Changes proposed for<br />
Integrity Commission<br />
Several changes are being proposed<br />
for the operation of the Integrity Commission<br />
which lower the gift reporting<br />
requirement from $5,000 to $1,000 <strong>and</strong><br />
require financial declarations every two<br />
years instead of annually.<br />
The governor wants members of the<br />
Consultative Forum <strong>and</strong> public persons<br />
who are required to submit reports to<br />
send comments to commission Director<br />
Eugene Otuonye on or before <strong>Feb</strong>. 10, according<br />
to a <strong>Feb</strong>. 2 press release.<br />
The proposed change to require declarations<br />
every two years extends the deadline<br />
for the current two-year period until<br />
June 30, <strong>2012</strong>. Those who did not meet the<br />
June 2011 deadline will not be penalized.<br />
It also is proposed that the commission<br />
have the power to extend filing deadlines<br />
up to six months in exceptional circumstances.<br />
Public persons were required to report<br />
any gifts they received in excess of<br />
$5,000, but that amount would be lowered<br />
to $1,000 <strong>and</strong> include gifts to family<br />

both charged <strong>Feb</strong>. 7 with crimes by the<br />
Special Investigation <strong>and</strong> Prosecution<br />
Team.<br />
Both men issued statements saying<br />
they were innocent of the allegations<br />
<strong>and</strong> would fight the charges in court.<br />
Both men are scheduled to appear<br />
<strong>Feb</strong>. 10 in Magistrate’s Court on Providenciales.<br />
At a press conference Jan. 18, Greene<br />
confirmed that he had been questioned<br />
about $1 million that was deposited in<br />
his law firm’s trust account <strong>and</strong> distributed<br />
for his cousin, Quentin Hall,<br />
for sale of Crown l<strong>and</strong> in 2006. Greene<br />
said he had no indication the transaction<br />
was not legitimate.<br />
The SIPT charged Green with money<br />
laundering, but no details were provided.<br />
Hall has been charged with receiving<br />
proceeds from an illegal l<strong>and</strong> transaction<br />
along with his brother <strong>and</strong> former<br />
government minister Jeffrey Hall.<br />
Also charged in the same transaction<br />
are former ministers Lillian Boyce <strong>and</strong><br />
Samuel Been, <strong>and</strong> Boyce’s brother, Earlson<br />
Robinson.<br />
All are free on bail awaiting court<br />
hearings in March <strong>and</strong> April.<br />
Hanchell, the former government<br />
Minister of Natural Resources, has<br />
been charged with conspiring to receive<br />
bribes. The SIPT <strong>and</strong> Hanchell did not<br />
elaborate on the specifics of the charge.<br />
“I was invited by Special Investigations<br />
<strong>and</strong> Prosecution Team (SIPT)<br />
to attend an interview today, <strong>Feb</strong>ruary<br />
7th, <strong>2012</strong>, of which I attended of<br />
my own will,” Hanchell said in a press<br />
statement.<br />
“I was subsequently charged <strong>and</strong> will<br />
appear before the chief magistrate in<br />
connection with the charge. I am innocent<br />
<strong>and</strong> will defend this charge. I<br />

New provisions would apply the same<br />
requirements to employees of the Integrity<br />
Commission, as well as protecting<br />
commission staff members from liability<br />
for acts done in the course of their employment.<br />
All information on declarations is held<br />
in confidence by the commission <strong>and</strong> not<br />
made public.<br />
The governor currently has the power<br />
to amend the list of persons in public life<br />
who must file declarations. It is proposed<br />
that he exercise this power only after consultation<br />
with the commission.<br />
Public persons who fail to file declarations<br />
or who give incomplete or false information<br />
can be punished with jail time<br />
of up to one year, a $15,000 fine or both.<br />
Those convicted of an offence would be<br />
barred from seeking public office for five<br />

Greene also issued a statement <strong>Feb</strong>. 8<br />
saying that he has done nothing wrong:<br />
“For the last week it has been rumoured<br />
that I might be charged on the<br />
next occasion that I attended at the offices<br />
of the Special Investigation <strong>and</strong><br />
Prosecution Team. That rumour was<br />
not without basis, <strong>and</strong> yesterday afternoon<br />
I was charged.<br />
“I have done nothing wrong, <strong>and</strong> I am<br />
confident that acquittal <strong>and</strong> vindication<br />
will come in due course.<br />
“I encourage the special investigators<br />
to move quickly to bring me before<br />
the courts on the charges so that this<br />
matter can be concluded as soon as possible.<br />
It is necessary that these matters<br />
be determined sooner rather than later<br />
so that the country <strong>and</strong> its people can<br />
begin again to move forward.”<br />
Others charged so far in the investigation<br />
include former minister Floyd<br />
Hall, his wife Lisa Hall, former Premier<br />
Michael Misick’s brother Chal Misick;<br />
attorney Melbourne Wilson; <strong>and</strong> developers<br />
Richard Padgett <strong>and</strong> Jak Civre.<br />
The U.K. suspended elected government<br />
in this overseas territory in 2009<br />
after allegations of widespread corruption<br />
among government ministers <strong>and</strong><br />
others were made at the conclusion of a<br />
Commission of Inquiry.

Causeway tops concern of North, Middle residents<br />
The single issue that the communities in North <strong>and</strong><br />
Middle <strong>Caicos</strong> brought to the governor’s attention at a recent<br />
visit was the urgent need for repairs to the causeway<br />
linking the isl<strong>and</strong>s.<br />
His Excellency the Gov. Ric Todd reminded his audiences<br />
on <strong>Feb</strong>. 6-7 that the causeway is one of the interim<br />
administration’s key infrastructure projects, along with<br />
the redevelopment of South Base on Gr<strong>and</strong> Turk <strong>and</strong> the<br />
South <strong>Caicos</strong> Airport.<br />
The causeway was damaged in 2008 by Hurricanes<br />
Hanna <strong>and</strong> Ike, then again by Hurricane Irene in 2011.<br />
Although badly damaged, the causeway is passable with<br />
caution. Local people, including school students, business<br />
<strong>and</strong> tourists, use the causeway every day.<br />
The government’s Chief Engineer Norman Watts has<br />
visited the site, <strong>and</strong> surveys have been also been conducted<br />
to determine the full range of repairs that are required.<br />
But the governor agreed to see if some remedial<br />
work can be performed ahead of a major repair contract.<br />
Both communities also raised the issue of increased<br />
taxes, <strong>and</strong> the governor sympathised. He pointed out that<br />

Other proposed changes include:<br />
▶ Tightening up the definition of<br />
“spouse” to include married persons <strong>and</strong><br />
persons who have been living as husb<strong>and</strong><br />
<strong>and</strong> wife for at least a year.<br />
▶ Enabling the commission to hire a secretary<br />
who may or may not be a public officer;<br />
▶ Giving the commission the power to<br />
order a person in public life whom it believes<br />
is likely to contravene the Ordinance<br />
to place his assets in a blind trust;<br />
▶ Giving the commission the power to is-<br />
without direct taxes such as income tax, the government<br />
had to raise indirect consumption taxes, which he knows<br />
fall disproportionately on lower income households.<br />
While suggesting that any changes in taxation policy<br />
are a matter for future elected governments, Todd said<br />
the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s’ economy is improving in<br />
<strong>2012</strong> <strong>and</strong> that achieving a balanced government budget<br />
by <strong>2012</strong>-13 is a milestone set for return to elected government.<br />
It also will enable the government to pay its multimillion<br />
dollar debts <strong>and</strong> will send an important message<br />
to business, including potential inward investors, that<br />
TCI means business.<br />
A variety of other subjects were raised, including the<br />
Consultative Forum’s citizenship consultation, Crown<br />
l<strong>and</strong>, support for farming, <strong>and</strong> the additional transportation<br />
costs of goods reaching both isl<strong>and</strong>s. The issue of<br />
residents having to travel to travel to Providenciales to<br />
cash cheques was also raised, <strong>and</strong> the governor promised<br />
residents that he would begin to investigate a solution for<br />
the more remote communities.<br />
“Extremely constructive” was how the governor de-<br />
sue a compliance certificate to a person who<br />
makes an incomplete declaration where it<br />
is satisfied, after a formal inquiry, that the<br />
person does not have access to the information<br />
required to complete the declaration.<br />
The proposed changes have been approved<br />
by a working group that includes<br />
the permanent secretary of finance as<br />
chairman, the attorney general, deputy<br />
attorney general, principal legislative<br />
drafter, permanent secretaries, relevant<br />
heads of departments, director of the Integrity<br />
Commission <strong>and</strong> the European<br />
Union team led by Professor Rose-Marie<br />
Antoine.<br />

These rights are now being extended to<br />
all civil servants.<br />
End erroneous payments<br />
▶ Removal of housing allowances from the<br />
calculation of pension benefits<br />
Including housing allowances in the<br />
total assessment of individual pension<br />
benefits is unfair to those civil servants<br />
who have had no need for this allowance.<br />
▶ Ending pension gratuity payments for<br />
female civil servants who stop work when<br />
they marry<br />
The benefit is out of date — many<br />
women clearly continue working after<br />
they get married — <strong>and</strong> discriminatory<br />
<strong>and</strong> unfair to male employees.<br />
▶ Identify where benefits have been paid in<br />
error <strong>and</strong> write-off these payments<br />
Retired civil servants, employed after<br />
April 1992, who have been in receipt of<br />
$1.5 million of unlawfully paid gratuities<br />
<strong>and</strong> pensions will not be penalized or be<br />
asked to repay government. Where payments<br />
are due to administrative error,<br />
they will be stopped.<br />
▶ Ending the payment of pensions to civil<br />
servants reemployed by the government after<br />
they have retired<br />
They will continue to receive their government<br />
pension once they stop working<br />
for government entirely. The payment of<br />
their government pension while they continue<br />
to be employed effectively doubles<br />
their income at a cost to the TCI taxpayer.<br />

Isl<strong>and</strong>er status consultation ending<br />
There are just a few days left for those who are interested<br />
in having their say on the pathway to citizenship<br />
in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s.<br />
<strong>Feb</strong>ruary 17 is the deadline for submissions of written<br />
responses to a questionnaire <strong>and</strong> other comments<br />
being collected by Consultative Forum members over<br />
the last three months.<br />
The public consultation was launched at the Nov.<br />
17 meeting of the Consultative Forum, which heard<br />
a presentation from <strong>and</strong> made suggestions to Senior<br />
Adviser on Immigration Lorraine Rogerson, Ministry<br />
of Border Control <strong>and</strong> Labour Permanent Secretary<br />
Clara Gardiner <strong>and</strong> Larry Swann.<br />
In a closed session of the forum <strong>Feb</strong>. 7 at the NJS<br />
Francis building on Gr<strong>and</strong> Turk, Rogerson <strong>and</strong> Under<br />
Secretary in the Ministry of Border Control Willette<br />
Swann brought the members up to date on the current<br />
series of public meetings on the pathway to TCI status.<br />
The forum <strong>and</strong> the ministry have been providing<br />
resource persons for meetings on all the isl<strong>and</strong>s, <strong>and</strong><br />
participants have been urged to submit written responses<br />
to a questionnaire on the proposed measures.<br />
Answers received by the Consultative Forum to the<br />
24-question document will be tabulated, <strong>and</strong> a com-<br />

prehensive evaluation will be presented by the forum<br />
to the governor for consideration. That will provide<br />
the basis for setting in place the new immigration ordinance,<br />
policies <strong>and</strong> procedures.<br />
The process is expected to take several months,<br />
with a draft ordinance expected by May.<br />
Once the new ordinance is drafted, it will take the<br />
same path as all other proposed ordinances, including<br />
presentation to the Advisory Council <strong>and</strong> then the<br />
Consultative Forum, before finally being signed into<br />
law by the governor.<br />
Establishing a clear pathway to obtaining citizenship<br />
as a <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>er (Belonger) <strong>and</strong><br />
Permanent Resident Certificates (PRC) is one of the<br />
eight milestones set by the U.K. before new elections<br />
are held.<br />

the Board of Directors of the Caribbean Association<br />
of National Telecommunication Organization (CAN-<br />
TO) last week at its Annual General Meeting (AGM)<br />
held on the isl<strong>and</strong> of St. Maarten.<br />
The AGM meeting was conducted from the 29th –<br />
31st January, <strong>2012</strong> under the theme “Accelerating the<br />
Broadb<strong>and</strong> experience in the Caribbean-Transforming<br />
the way we live”. The three day event focused on<br />
the AGM proceedings of CANTO <strong>and</strong> CANTO/IDB<br />
Broadb<strong>and</strong> Forum project.<br />
CANTO, which consists of 107 members from 35<br />
countries, serves as a major trade association in the<br />
telecommunications sector, working together to further<br />
agendas <strong>and</strong> policy strategies relevant to the member<br />
counties. A Board of Directors appointed by the<br />
membership directs policy of the Association. This<br />
strategy is executed by the staff of a permanent Secretariat<br />
based in Trinidad <strong>and</strong> Tobago.<br />
“I am honored to be a part of the CANTO board. It is<br />
a very prestigious board, made up of very talented <strong>and</strong><br />
seasoned telecommunications <strong>and</strong> ICT executives who<br />
collectively have more than 100 years of telecommunications<br />
<strong>and</strong> ICT experience between them, <strong>and</strong> who<br />
represent some of the largest telecommunications <strong>and</strong><br />
ICT companies in the region. As the youngest member<br />
of the Board, I am excited about being able to learn<br />
from my fellow Board members, <strong>and</strong> I look forward to<br />
working with all the members to help CANTO achieve<br />
its goals,” Saunders said of the appointment.<br />
Saunders was the only member newly elected to the<br />
board. Re-Elected members include: Linus Rogers,<br />
TSTT (Trinidad & Tobago); Julian Wilkins, Digicel<br />
Trinidad & Tobago; Lawrence McNaughton, Cable &<br />
Wireless Grenada; Lyrio Gomez, UTS (Curacao) <strong>and</strong><br />
Davidson Charles, Cable & Wireless Antigua. Mr.<br />
Charles was also re-elected as Treasurer.<br />
The other directors, Chairman, Dirk Currie,<br />
TELESUR (Suriname), Vice Chair, Karen Bevans, BTL<br />
(Belize) <strong>and</strong> Helma Etnel, Telem (St. Maarten) continue<br />
to serve as directors.<br />
Saunders has previously held a position as the chair-<br />
man of the CANTO Marketing committee, <strong>and</strong> hosted<br />
a meeting of the Board of Directors in the <strong>Turks</strong> <strong>and</strong><br />
<strong>Caicos</strong> in June 2010.<br />
The Chairman of CANTO, Dirk Currie in his opening<br />
remarks challenged members of CANTO nations<br />
to benefit from the existence <strong>and</strong> adoption of innovative<br />
ways through technology. Mr. Currie added that<br />
technology should be employed <strong>and</strong> made available<br />
to our citizens especially the youth. Mr. Currie further<br />
articulated that all users should be well educated<br />
so that they can really experience the benefits of these<br />
technologies that are available. He added that with the<br />
key strategic objectives, CANTO is better equipped to<br />
withst<strong>and</strong> the winds of change, as all members come<br />
together in a united front.<br />

delegates on behalf of the Secretary General<br />

The Blue Hills Community Clinic will open on<br />
Providenciales on <strong>Feb</strong>. 10, offering a variety of free<br />
primary care services to residents.<br />
The facility will join the Primary Health Care<br />
Clinic at the Cheshire Hall Medical Centre in providing<br />
residents with preventative, holistic <strong>and</strong><br />
patient-centered care.<br />
Initial services will include antenatal, child<br />
health <strong>and</strong> family practice clinics, <strong>and</strong> various<br />
healthy lifestyle <strong>and</strong> health promotion programmes.<br />
There will also be home visits <strong>and</strong> community<br />
outreach.<br />
“Primary health care is an important part of the<br />
<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s’ health services, <strong>and</strong> the<br />
ministry plans to place increased focus on this area<br />
moving forward,” said Ministry of Health <strong>and</strong> Human<br />
Services Permanent Secretary Judith Campbell.<br />
“We believe community clinics should be a first<br />
stop for persons seeking health care. This way we<br />
can focus on prevention <strong>and</strong> early treatment <strong>and</strong><br />

A juvenile white ibis was seen <strong>Feb</strong>. 3 by<br />
the Department of Environment <strong>and</strong> Coastal<br />
Resource’s bird monitoring team at Wheel<strong>and</strong><br />
Pond on Providenciales.<br />
This is believed to the first recorded sighting of<br />
this species (Eudocinus albus) in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />
Isl<strong>and</strong>s. The bird is common in the southeastern<br />
United States.<br />
The habitat of this species is mangrove, salt <strong>and</strong><br />
brackish water ponds. They feed by probing their<br />
curved beaks in mud for small invertebrates. This<br />
bird often w<strong>and</strong>ers out of range <strong>and</strong> can be approachable,<br />
tending to walk away rather than fly.<br />
This bird was seen to walk around the wetl<strong>and</strong>s with<br />
other birds like a little blue heron.<br />
This bird could be identified with a distinct twocolour<br />
pattern combined with shape <strong>and</strong> downcurved<br />
bill, a typical ibis shape. Juvenile white ibises<br />
have brown back <strong>and</strong> streaky neck, contrasted with<br />
white underparts, orange bill <strong>and</strong> pink-grey legs.<br />
Young ibis are often smaller than parents with<br />
shorter bills.<br />
Unlike most birds, it can take several weeks for a<br />
reduce future expenditure on secondary health<br />
care. The community clinics will allow the major<br />
hospitals on Gr<strong>and</strong> Turk <strong>and</strong> Providenciales to<br />
better fulfill their purpose of providing secondary<br />
health care.”<br />
The Blue Hills Community Clinic will operate<br />
from 8 a.m.-4 p.m. weekdays with extended hours<br />
from 8 a.m.-8 p.m. on Mondays <strong>and</strong> Thursdays.<br />
The ministry says all primary health care services<br />
at the clinic will be free of charge, <strong>and</strong> that medications<br />
<strong>and</strong> other associated medical services will<br />
be h<strong>and</strong>led according to established procedures.<br />
The ministry thanked to the Department for<br />
International Development, TCI government <strong>and</strong><br />
the Department of Engineering <strong>and</strong> Maintenance<br />
Services for their partnership <strong>and</strong> support in renovating<br />

White ibis visits TCI for the first time<br />

A fourth man has been rem<strong>and</strong>ed<br />
on charges in connection with the<br />
robbery of security guards outside<br />
the Royal Bank of Canada on Providenciales.<br />
Bernard Colebrooke is charged with<br />
attempted murder, robbery, conspiracy<br />
to rob, carrying firearm with intent<br />
to rob <strong>and</strong> discharging firearm.<br />
On Jan. 13, three guards from a local<br />
security company arrived at the<br />
bank to make a transaction when<br />
young ibis to be fully grown after fledging. A fully<br />
mature white ibis can reach a height of 56 centimeters.<br />
It looks like a large white heron with long,<br />
down-curved bill <strong>and</strong> pink legs, which get brighter<br />
red in the breeding season. The bill is thick <strong>and</strong> orange<br />
in colour. Black outer flight feathers are clearly<br />
visible in flight.<br />
The Bird Monitoring Team also saw flock of bobolinks<br />
(Dolichonyx oryzivorus) on North <strong>Caicos</strong> <strong>and</strong><br />
in Wheel<strong>and</strong> on Providenciales. Likewise, a great<br />
white heron (the white colour phase of the great<br />
blue heron, a species that is restricted to extreme<br />
South Florida <strong>and</strong> few Caribbean Isl<strong>and</strong>s) was also<br />
observed on Gr<strong>and</strong> Turk. These birds are migratory<br />
<strong>and</strong> visit the territory during winter season.<br />
We expect that more migratory birds will visit the<br />
TCI if we maintain a suitable habitat that includes a<br />
clean source of water, healthy wetl<strong>and</strong>s <strong>and</strong> undisturbed<br />
vegetation.<br />

get involved in the Bird Monitoring exercise should<br />

Victory for “oldster” golfers<br />
The Provo Golf Club saw the revival<br />
of the once popular golf tournament, the<br />
Captains Cup, when Bill Confer gathered<br />
24 of Provo’s best golfers <strong>and</strong> divided<br />
them into two teams based on their age.<br />
The youngsters were as old as 47, <strong>and</strong><br />
the “oldsters” were 48 <strong>and</strong> older.<br />
Confer led the oldsters in the match play<br />
event that featured the teams in a clash on<br />
Saturday, with four balls ending all square<br />
at 3-3. The afternoon alternate shot foursomes,<br />
then swung the first day total in<br />

U.K. to seek more climate change funding for territories<br />
The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s could be in line for more<br />
funding to fight the effects of climate change under a proposed<br />
programme to target U.K. overseas territories.<br />
The Department for International Development<br />
(DFID); the Foreign <strong>and</strong> Commonwealth Office (FCO);<br />
the Department for Environment, Food <strong>and</strong> Rural Affairs<br />
(DEFRA); <strong>and</strong> the Joint Nature Conservation Committee<br />
(JNCC) are seeking consultants to design the programme.<br />
“This programme will fill a gap identified in recent reviews<br />
of current climate change programmes which show<br />
that the overseas territories are not eligible to benefit from<br />
some programmes, <strong>and</strong> those which they can access do<br />
not fully meet their needs,” the Ministry of Environment<br />
<strong>and</strong> District Administration said in a <strong>Feb</strong>. 3 press release.<br />
The terms of reference for the consultancy note that the<br />
U.K. government recently created the £2.9 billion International<br />
Climate Fund, but that overseas territories don’t appear<br />
to be able to get funds because they are not in priority<br />
spending categories.<br />
Consultants are asked to consider <strong>and</strong> recommend<br />
three possible approaches for making more money available<br />
to the territories:<br />
“Approach 1: A truly joint HMG programme. This<br />
would mean that government departments agree on the<br />
programme itself <strong>and</strong> put their budgetary contribution<br />
towards it into a joint pot.<br />
“Approach 2: A programme that mirrors the model of<br />
the International Climate Fund (ICF) for the OTs. Programme<br />
priorities <strong>and</strong> eligibility criteria are firmly agreed<br />
between all parties, decision making happens in a cross-<br />
Whitehall high level board <strong>and</strong> implementation is taken<br />
forward by the different departments. In the case of the<br />
£2.9 billion defined as ICF spent, DFID is in charge of implementing<br />
£1.8, DECC of implementing £1 billion <strong>and</strong><br />
DEFRA £100 000.<br />

As a citizen living in the <strong>Turks</strong> <strong>and</strong><br />
<strong>Caicos</strong> Isl<strong>and</strong>s, I believe we have come<br />
a long way in our relationship with<br />
Britain. A relationship is a state of being<br />
related either by blood, condition<br />
or character. It represents good mutual<br />
underst<strong>and</strong>ing between two or more<br />
persons or countries. However, our<br />
present relationships with Britain in<br />
this twenty first century are still much<br />
less than we truly desire. This relationship<br />
has become unpleasant since the<br />
constitution of the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />
was suspended in August, 2009 by the<br />
British government. This suspension<br />
was done without a referendum which<br />
would allow the citizens of the <strong>Turks</strong><br />
<strong>and</strong> <strong>Caicos</strong> to make a direct decision to<br />
their parliament whether or not to be<br />
directly governed by the British. This<br />
was not done <strong>and</strong> many persons are still<br />
in disagreement with Britain being in<br />
charge of all the decisions here <strong>and</strong> the<br />
present state of the relationship is now<br />
fragile. The then premier Galmo Williams,<br />
stated that to him, the takeover<br />
was done like a “Coup”. He further<br />
stated that “Today our country is being<br />
invaded <strong>and</strong> recolonized by the United<br />
Kingdom, dismantling a duly elected<br />
government <strong>and</strong> legislature <strong>and</strong> re-<br />
“Approach 3: A programme that would be better defined<br />
as “HMG umbrella strategy” <strong>and</strong> follow the HMG<br />
collaborative approach of implementing the OT Biodiversity<br />
strategy. HMG departments would agree on a joint<br />
strategy for implementing climate change related activities<br />
in the territories. Delivery of the strategy would be up<br />
to each <strong>and</strong> every department, which could use their individual<br />
delivery mechanism. The commitment to the overarching<br />
strategy would help government departments to<br />
justify their spending in implementing it <strong>and</strong> give them<br />
the flexibility to bring their spending closer in line with<br />
their own objectives.”<br />
Most of the U.K.’s 14 territories are small isl<strong>and</strong>s that<br />
are vulnerable to the effects of climate change, such as sealevel<br />
rise; changing distribution of carriers of disease; increased<br />
incidence of hot days; changes in rainfall patterns;<br />
more acidic oceans; a change in the incidence <strong>and</strong> intensity<br />
of extreme weather events; storm surge; flash floods<br />
<strong>and</strong> tropical cyclones.<br />
The effects on territories can be severe because their<br />
most of their economies depend on only a few sectors,<br />
such as financial services, tourism <strong>and</strong> fishing.<br />
“The impacts of climate change in the (territories) are a<br />
potentially huge contingent liability, which will fall to the<br />
U.K. taxpayer (it is important to consider the costs <strong>and</strong> impacts<br />
resulting from direct <strong>and</strong> indirect impacts including<br />
wider security, migration, pressures on resources),” the<br />
terms of reference state.<br />
“Consequently it is in the U.K.’s interest to ensure that<br />
the (territories) have access to funding <strong>and</strong>/or expertise in<br />
order to take action to prevent, mitigate <strong>and</strong>/or adapt to<br />
such impacts <strong>and</strong> to promote low carbon growth.”<br />
The consultancy has a start date of <strong>Feb</strong>. 20 <strong>and</strong> is due for<br />
completion May 31.<br />

the name of good governance”. There<br />
was even a further blow affected to the<br />
people of the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s<br />
because their constitutional rights to<br />
trial by jury was also suspended for two<br />
years <strong>and</strong> subjected to an extension if<br />
needed. In this relationship we have<br />
seen so much pain <strong>and</strong> we would wonder<br />
whether or not this relationship is<br />
good when Britain calls all the shots.<br />
Even though they had town hall meetings<br />
throughout the entire isl<strong>and</strong> from<br />
members of the British foreign <strong>and</strong><br />
commonwealth office, the cries of the<br />
people were ignored. The UN declaration<br />
of 1960 states that all peoples have<br />
the right to serve, determination, <strong>and</strong><br />
to freely peruse their economic, social,<br />
<strong>and</strong> cultural development. Our neighbors<br />
in the Caribbean who are members<br />
of Caricom were deeply saddened<br />
at the state of affairs in the <strong>Turks</strong> <strong>and</strong><br />
<strong>Caicos</strong>. This present dilemma in the<br />
<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> makes our relationship<br />
far from being one fit for being in<br />
the twenty first century because our<br />
freedom of choice is being taken <strong>and</strong><br />
made for us by others. This country is<br />
clearly not ready for its own independence,<br />
although a number of persons<br />
may want it. I think deep down they<br />
know this but it would simply be an<br />
act to get away from the strict ruling<br />
of Britain. For this relationship to grow<br />
<strong>and</strong> become what it needs to be there<br />
must to be mutual respect <strong>and</strong> trust<br />
so that all can feel equal rather than<br />
over pushed. Today many citizens in<br />
this country do not believe they have<br />
a voice, or if so, that voice can even be<br />
heard effectively. This is clearly a major<br />
break in the road to independence.<br />
Let us therefore, now move forward to<br />
duly elect a government for the people<br />
<strong>and</strong> of the people, having us work hard<br />
together to put our country on a better<br />
path economically. The U.K. can help<br />
us to strengthen our governing structures<br />
in all departments, <strong>and</strong> also guide<br />
<strong>and</strong> help us as we move forward to independence.<br />
As an overseas territory of<br />
the U.K., Britain has a responsibility/<br />
duty to look after the interests of all its<br />
overseas territories <strong>and</strong> I don’t believe<br />
the T.C.I. should be exempt from that.<br />
We know that our past governments<br />
have always wasted a lot of our countries<br />
resources <strong>and</strong> have placed us in<br />
a deficit. Many persons have suffered<br />
lost in the big fallout from the construction<br />
industry, tourism, agriculture<br />
<strong>and</strong> other areas. This was further<br />
hampered by the passing of two major<br />
hurricanes, namely ”Ike” <strong>and</strong> “Irene”<br />
which dealt a massive blow to housing,<br />
residential homes, businesses, <strong>and</strong><br />
government buildings. We were happy<br />
with the assistance given to us by the<br />
British government, but we believe<br />
much more could be done. There are<br />
many persons living in the TCI who do<br />
not feel that we are a part of the British<br />
overseas territories because they<br />
see so little aid that is visible <strong>and</strong> cooperation<br />
between the two countries is<br />
minimal. I know it is not the intention<br />
of Britain to appear farfetched from<br />
the TCI, but communication needs<br />
improvements. For myself as a young<br />
citizen in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> I know<br />
that scholarships are available in the<br />
United Kingdom for BOTT (British<br />
overseas territories) students <strong>and</strong> this<br />
is very good. I also know that help is<br />
also given in areas like healthcare if<br />
a citizen from this country should be<br />
visiting the U.K. they would be treated<br />
with the same courtesies as one born<br />
on the Web<br />

in that country. I see cooperation between<br />
the two countries because during<br />
this present state of affairs a U.K.<br />
based civil servant is placed as head of<br />
all government departments <strong>and</strong> their<br />
salaries are being paid by British. This<br />
helps to strengthen the government<br />
departments <strong>and</strong> should help to foster<br />
a good relationship. Yes, some of their<br />
decisions have been met by criticisms,<br />
example: the 10% pay cut, redundancy<br />
in the public sector, increase in tariffs,<br />
removal of all fringe benefits etc. we<br />
are seeing hard times here but this is a<br />
result of past years of waste, therefore<br />
these measures had to be taken to set<br />
the country on a better path. I know<br />
tomorrow will be better <strong>and</strong> if I work<br />
hard in school, there will be some help<br />
for my college education. My parents<br />
know that they need to contribute<br />
towards my education <strong>and</strong> cannot<br />
depend solely on the government to<br />
do everything. The people in Britain<br />
have to work <strong>and</strong> pay taxes, <strong>and</strong> save<br />
towards their children’s education.<br />
How can Britain use their hard earned<br />
tax dollar to pay the bills for us in the<br />
TCI as we waste our resources, <strong>and</strong> sit<br />
back <strong>and</strong> wait? This relationship is a<br />
good one because if we did not have it<br />
we would probably be in a worse situation.<br />
A relationship cannot be perfect<br />
because there will always be conflicts,<br />
disagreements, disadvantages, advantages,<br />
but they all help to create a constant<br />
way to share cooperatively <strong>and</strong><br />
this is a “win win” situation. Relationships<br />
of the twenty first century indeed<br />
thrive in all these areas <strong>and</strong> it certainly<br />
is alive <strong>and</strong> well in a positive way between<br />
Britain <strong>and</strong> the TCI. I am happy<br />
to be a citizen of the TCI <strong>and</strong> enjoy the<br />
harmonious relationship with Britain.

▶ I have tooth ache. Why?<br />
Toothache can be due to a cavity,<br />
tooth sensitivity, gum disease, an infection<br />
at the end of the root or a fractured<br />
tooth. These different problems<br />
often have different symptoms <strong>and</strong><br />
each require treatment in the appropriate<br />
way.<br />
▶ My gums bleed. What does that<br />
mean?<br />
Bleeding gums are a sign that the<br />
gums are inflamed. This is usually<br />
due to a combined impact of irritation<br />
from the hard deposits on the teeth<br />
(calculus) <strong>and</strong> bacterial infection.<br />
▶ My breath smells. Why?<br />
Bad breath (halitosis) can be caused<br />
by a number of reasons, some which relate<br />
to the teeth <strong>and</strong> gums, some which<br />
do not. Infection <strong>and</strong> inflammation<br />
around the teeth can certainly be a<br />
cause, as can poor basic oral hygiene,<br />
where food debris is not being cleaned<br />
away regularly. If this is the case, regular<br />
brushing with a fluoride toothpaste<br />
is the first step to correcting the problem.<br />
A check-up <strong>and</strong> cleaning at the<br />
dentist would also be advised.<br />
Bad breath can also be caused by a<br />
throat infection, sinus problems, tonsillitis<br />
or other upper respiratory tract<br />
infections.<br />
▶ My tooth hurts when I eat something<br />
hot or cold or sweet<br />
If you are experiencing pain with all<br />
three of these sensations, then it is al-<br />
most certain that a tooth has a cavity. If<br />
the tooth just hurts with cold, then this<br />
may be sensitivity <strong>and</strong> not necessarily<br />
decay. If a tooth is painful with hot <strong>and</strong><br />
not with cold, this can indicate a tooth<br />
that may need a root canal treatment.<br />
▶ I can see a black mark on one of my<br />
teeth. What is it?<br />
This could be a cavity, but it could<br />
also be a surface stain or a stained fissure<br />
(groove) in the tooth. An examination<br />
with a dentist would be able to<br />
determine the cause <strong>and</strong> then treat accordingly.<br />
▶ I’m 25 <strong>and</strong> still have a baby tooth.<br />
What should I do?<br />
Having a baby tooth as an adult is<br />
not necessarily a problem. However,<br />
we would need to establish whether<br />
or not there is an adult tooth out of<br />
position <strong>and</strong> whether this is causing<br />
a problem. An examination with the<br />
dentist (during which X-rays would<br />
be taken) would establish exactly what<br />
is happening under the gum <strong>and</strong> also<br />
enable an assessment of how long the<br />
baby tooth is likely to remain there. It<br />
may be that the baby tooth requires extraction<br />
or that there is no need for any<br />
further treatment.<br />

- 1 cup granulated sugar, divided<br />
- 1/2 teaspoons ground cinnamon<br />
- 1/4 teaspoons freshly grated nutmeg,<br />
- 2 1/2 cups all-purpose fl our, divided<br />
- 2 teaspoons baking powder<br />
- 1 1/2 teaspoons salt<br />
- 1/2 cups (1 stick) unsalted butter,<br />
chilled <strong>and</strong> cut into small pieces<br />
- 1 cup buttermilk<br />
- 2 large eggs<br />
- 1 teaspoon vanilla extract<br />
- 1 package Driscoll’s Strawberries<br />

Strawberry Buttermilk Muffins<br />
Ingredients:<br />
Instructions:<br />
1. Preheat oven to 400°F. Butter a muffi<br />
n pan. Combine 1/4 cup sugar with 1/4<br />
teaspoon cinnamon <strong>and</strong> 1/8 teaspoon<br />
nutmeg; liberally sprinkle muffi n tins with<br />
sugar mixture. Save remaining mixture<br />
for topping muffi ns.<br />
2. Sift 2 1/4 cups fl our, baking powder,<br />
salt <strong>and</strong> remaining 3/4 cup sugar, 1/4<br />
teaspoon cinnamon <strong>and</strong> 1/8 teaspoon<br />
nutmeg together in a large bowl.<br />
3. Add butter to fl our mixture <strong>and</strong> cut in<br />
with a pastry blender or two knives. Stop<br />
mixing when butter pieces are pea-sized<br />
<strong>and</strong> smaller. Whisk buttermilk, eggs <strong>and</strong><br />
vanilla together in a small bowl. Add buttermilk<br />
mixture to fl our mixture stirring<br />
just until combined. The batter will be<br />
lumpy.<br />
4. Chop strawberries in chunks the size<br />
of blueberries or raspberries. Measure<br />
out 1-1/2 cups of the chopped strawberries.<br />
5. Toss 1 1/2 cups chopped strawberries<br />
with remaining 1/4 cup fl our <strong>and</strong> gently<br />
fold into batter. Fill muffi n tins to the top<br />
<strong>and</strong> sprinkle with a generous amount of<br />
remaining sugar mixture.<br />
6. Bake15 minutes <strong>and</strong> rotate pan. Bake<br />
10 to 15 minutes longer <strong>and</strong> or until muffi<br />
ns spring back when lightly pressed in<br />
the center <strong>and</strong>/or a cake tester inserted<br />
in the center comes out clean. Jumbo<br />
muffi ns will take approximately 5 minutes<br />
longer.

Local fashion designer to hit Bahamas catwalk<br />
<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s fashion designer Kazz<br />
Forbes is jetting off to the Bahamas on <strong>Feb</strong>. 11 to<br />
showcase his fashion collections at the “Meeting of<br />
Minds Fashion <strong>and</strong> Art Expo” on Gr<strong>and</strong> Bahama.<br />
He will be welcomed to the event as a special<br />
guest designer <strong>and</strong> will be showcasing his designs<br />
from his Saint George Fashion House (SGFH) label<br />
“Le <strong>Caicos</strong> Chic: A Romance with Decadence”<br />
<strong>and</strong> “Bold Rouge.” This will mark Forbes’ second<br />
visit in three months to Gr<strong>and</strong> Bahama to show off<br />
his creations. The first was in the patronage of the<br />
Prime Minister of the Bahamas, the Rt. Hon. Hubert<br />
Ingraham, <strong>and</strong> First Lady Dolores Ingraham<br />
at the Red Rose Ball.<br />
The “Meeting of Minds Fashion <strong>and</strong> Art Expo”<br />
is an event organized to explore <strong>and</strong> enlighten the<br />
people of Gr<strong>and</strong> Bahama by showcasing outst<strong>and</strong>-<br />
ing art, fashion, photography <strong>and</strong> musical talent<br />

TCIRFU focuses on girls rugby<br />
The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s<br />
Rugby Federation Union is excited<br />
for the continued growth<br />
of the girls rugby program.<br />
The fun <strong>and</strong> dynamic sport<br />
was introduced in 2011 to females<br />
ranging from ages 8-18 by<br />
S<strong>and</strong>ra Shaw <strong>and</strong> Keith Burant.<br />
The TCIRFU <strong>and</strong> its volunteers<br />
are dedicated to continuing to<br />
focus on growing the team <strong>and</strong><br />
its players’ skills.<br />
“The focus of our earlier sessions<br />
has been to improve on<br />
our players’ passing <strong>and</strong> catching<br />
skills with an oval ball,<br />
something that is harder than<br />
it sounds when most of us are<br />
used to catching round balls,”<br />
said Shaw, team organizer. “The<br />
girls have improved so much in<br />
a short period of time <strong>and</strong> have<br />
successfully mastered non-contact<br />
tag rugby.”<br />
“Women’s rugby is an area<br />
that is getting a lot of attention<br />
in the Caribbean region, <strong>and</strong> we<br />
want to harness that attention<br />
<strong>and</strong> grow the sport here,” Burant<br />
said. “Rugby is a great test<br />
that requires speed, strength <strong>and</strong><br />
skill to succeed.”<br />
Burant also told the <strong>fp</strong> that the<br />
introduction of girl’s rugby was<br />
a great success in 2011, <strong>and</strong> the<br />
TCIRFU hopes that it will continue<br />
to grow in <strong>2012</strong>.<br />
Shaw gave a special thanks to<br />
volunteers Rebecca Hingston,<br />
Nik Hight <strong>and</strong> Paul Dempsey<br />
who have donated their time to<br />
help grow the sport. “We’re particularly<br />
happy to have Franco<br />
Mompremier <strong>and</strong> Kalem Pratt<br />
from the boys rugby team passing<br />
on what they have learned to<br />
the female players,” she said.<br />
The <strong>2012</strong> girls rugby season<br />
will be launched on <strong>Feb</strong>. 11 at<br />
10:30 a.m. with a registration<br />
day <strong>and</strong> barbecue at the Meridian<br />
Field in the Village at Grace<br />
Bay. Female players can also stay<br />
<strong>and</strong> watch the Under 19s teams<br />
play in league matches during<br />
the day. New players are always<br />
welcome.<br />
