Governor proposes changes
to government pensions
His Excellency the Gov. Ric Todd and
the Advisory Council have agreed to a
series of proposed improvements and
amendments to civil service pensions.
After a council meeting Feb. 8, proposed
changes were announced that
are aimed at stopping payments people
should not have been receiving, improving
long-term pensions and reducing
the cost to government over the
next five years.
The proposals will have to go before
the Consultative Forum for consideration
before they are implemented.
Changes to pensions have been a
sticking point between the interim government
and the Civil Service Association
(CSA), which represents about one
third of all government workers. The
governor said the CSA has seen the
proposals but does not agree with all of
them.
Many of the proposals have already
been made public over the last year, including
changes to the retirement age,
gratuities and calculation of benefits.
The proposal says it will correct administrative
mistakes have resulted in
payment errors costing taxpayers $2
million.
Improving gov’t pensions
▶ Introduction of a pension for persons
employed after April 1992 and who retire
aged 55
It will be to the value of 75 percent of
the pension they would have received
had they been eligible under the Pensions
Ordinance for a pension at 55
years of age, and 100 percent from age
60. It will not include the option to
commute any sums into a gratuity.
▶ Phased increase over five years to the
retirement age for civil servants from 55
to 60 years old
Civil servants are currently required
to retire at 55, but for those employed
after April 1992 this leaves a gap of five
years before they are eligible for their
NIB pension. In some cases in the past,
retired civil servants who had been employed
after April 1992 had received a
full pension erroneously administered
under the Pensions Ordinance.
Those members of staff who were 50
years old on April 1, 2011, may still retire
at 55 if they wish to do so, unless
they wish to remain in their employment
subject to the agreement of government.
▶ Phased elimination of gratuities (a
lump sum payment resulting in a lower
final pension) for persons retiring over
the next five years
The elimination of gratuities will ensure
that persons retiring have continued
access to the maximum monthly
pension payments available to them.
It will also reduce the cost to TCI tax
payers by $3 million over the next five
years.
▶ Provide death in service and post retirement
benefits to persons employed
post April 5, 1992
Civil servants employed before the
introduction of the NIB Ordinance
were eligible for death in service and
post retirement benefits such as gratuities.
These benefits were not available
to those employed after April 1992.
Changes proposed for
Integrity Commission
Several changes are being proposed
for the operation of the Integrity Commission
which lower the gift reporting
requirement from $5,000 to $1,000 and
require financial declarations every two
years instead of annually.
The governor wants members of the
Consultative Forum and public persons
who are required to submit reports to
send comments to commission Director
Eugene Otuonye on or before Feb. 10, according
to a Feb. 2 press release.
The proposed change to require declarations
every two years extends the deadline
for the current two-year period until
June 30, 2012. Those who did not meet the
June 2011 deadline will not be penalized.
It also is proposed that the commission
have the power to extend filing deadlines
up to six months in exceptional circumstances.
Public persons were required to report
any gifts they received in excess of
$5,000, but that amount would be lowered
to $1,000 and include gifts to family
Former government minister McAllister
Hanchell and Progressive National
Party Leader Clayton Greene were
both charged Feb. 7 with crimes by the
Special Investigation and Prosecution
Team.
Both men issued statements saying
they were innocent of the allegations
and would fight the charges in court.
Both men are scheduled to appear
Feb. 10 in Magistrate’s Court on Providenciales.
At a press conference Jan. 18, Greene
confirmed that he had been questioned
about $1 million that was deposited in
his law firm’s trust account and distributed
for his cousin, Quentin Hall,
for sale of Crown land in 2006. Greene
said he had no indication the transaction
was not legitimate.
The SIPT charged Green with money
laundering, but no details were provided.
Hall has been charged with receiving
proceeds from an illegal land transaction
along with his brother and former
government minister Jeffrey Hall.
Also charged in the same transaction
are former ministers Lillian Boyce and
Samuel Been, and Boyce’s brother, Earlson
Robinson.
All are free on bail awaiting court
hearings in March and April.
Hanchell, the former government
Minister of Natural Resources, has
been charged with conspiring to receive
bribes. The SIPT and Hanchell did not
elaborate on the specifics of the charge.
“I was invited by Special Investigations
and Prosecution Team (SIPT)
to attend an interview today, February
7th, 2012, of which I attended of
my own will,” Hanchell said in a press
statement.
“I was subsequently charged and will
appear before the chief magistrate in
connection with the charge. I am innocent
and will defend this charge. I
members. It is proposed that gifts must be
reported within 30 days.
New provisions would apply the same
requirements to employees of the Integrity
Commission, as well as protecting
commission staff members from liability
for acts done in the course of their employment.
All information on declarations is held
in confidence by the commission and not
made public.
The governor currently has the power
to amend the list of persons in public life
who must file declarations. It is proposed
that he exercise this power only after consultation
with the commission.
Public persons who fail to file declarations
or who give incomplete or false information
can be punished with jail time
of up to one year, a $15,000 fine or both.
Those convicted of an offence would be
barred from seeking public office for five
years.
will not be commenting further at this
time.”
Greene also issued a statement Feb. 8
saying that he has done nothing wrong:
“For the last week it has been rumoured
that I might be charged on the
next occasion that I attended at the offices
of the Special Investigation and
Prosecution Team. That rumour was
not without basis, and yesterday afternoon
I was charged.
“I have done nothing wrong, and I am
confident that acquittal and vindication
will come in due course.
“I encourage the special investigators
to move quickly to bring me before
the courts on the charges so that this
matter can be concluded as soon as possible.
It is necessary that these matters
be determined sooner rather than later
so that the country and its people can
begin again to move forward.”
Others charged so far in the investigation
include former minister Floyd
Hall, his wife Lisa Hall, former Premier
Michael Misick’s brother Chal Misick;
attorney Melbourne Wilson; and developers
Richard Padgett and Jak Civre.
The U.K. suspended elected government
in this overseas territory in 2009
after allegations of widespread corruption
among government ministers and
others were made at the conclusion of a
Commission of Inquiry.

Causeway tops concern of North, Middle residents
The single issue that the communities in North and
Middle Caicos brought to the governor’s attention at a recent
visit was the urgent need for repairs to the causeway
linking the islands.
His Excellency the Gov. Ric Todd reminded his audiences
on Feb. 6-7 that the causeway is one of the interim
administration’s key infrastructure projects, along with
the redevelopment of South Base on Grand Turk and the
South Caicos Airport.
The causeway was damaged in 2008 by Hurricanes
Hanna and Ike, then again by Hurricane Irene in 2011.
Although badly damaged, the causeway is passable with
caution. Local people, including school students, business
and tourists, use the causeway every day.
The government’s Chief Engineer Norman Watts has
visited the site, and surveys have been also been conducted
to determine the full range of repairs that are required.
But the governor agreed to see if some remedial
work can be performed ahead of a major repair contract.
Both communities also raised the issue of increased
taxes, and the governor sympathised. He pointed out that
Commission changes proposed
IntegrIty continued from page 2
Other proposed changes include:
▶ Tightening up the definition of
“spouse” to include married persons and
persons who have been living as husband
and wife for at least a year.
▶ Enabling the commission to hire a secretary
who may or may not be a public officer;
▶ Giving the commission the power to
order a person in public life whom it believes
is likely to contravene the Ordinance
to place his assets in a blind trust;
▶ Giving the commission the power to is-
without direct taxes such as income tax, the government
had to raise indirect consumption taxes, which he knows
fall disproportionately on lower income households.
While suggesting that any changes in taxation policy
are a matter for future elected governments, Todd said
the Turks and Caicos Islands’ economy is improving in
2012 and that achieving a balanced government budget
by 2012-13 is a milestone set for return to elected government.
It also will enable the government to pay its multimillion
dollar debts and will send an important message
to business, including potential inward investors, that
TCI means business.
A variety of other subjects were raised, including the
Consultative Forum’s citizenship consultation, Crown
land, support for farming, and the additional transportation
costs of goods reaching both islands. The issue of
residents having to travel to travel to Providenciales to
cash cheques was also raised, and the governor promised
residents that he would begin to investigate a solution for
the more remote communities.
“Extremely constructive” was how the governor de-
sue a compliance certificate to a person who
makes an incomplete declaration where it
is satisfied, after a formal inquiry, that the
person does not have access to the information
required to complete the declaration.
The proposed changes have been approved
by a working group that includes
the permanent secretary of finance as
chairman, the attorney general, deputy
attorney general, principal legislative
drafter, permanent secretaries, relevant
heads of departments, director of the Integrity
Commission and the European
Union team led by Professor Rose-Marie
Antoine.
Proposed changes to gov. pensions
pensIons continued from page 2
These rights are now being extended to
all civil servants.
End erroneous payments
▶ Removal of housing allowances from the
calculation of pension benefits
Including housing allowances in the
total assessment of individual pension
benefits is unfair to those civil servants
who have had no need for this allowance.
▶ Ending pension gratuity payments for
female civil servants who stop work when
they marry
The benefit is out of date — many
women clearly continue working after
they get married — and discriminatory
and unfair to male employees.
▶ Identify where benefits have been paid in
error and write-off these payments
Retired civil servants, employed after
April 1992, who have been in receipt of
$1.5 million of unlawfully paid gratuities
and pensions will not be penalized or be
asked to repay government. Where payments
are due to administrative error,
they will be stopped.
▶ Ending the payment of pensions to civil
servants reemployed by the government after
they have retired
They will continue to receive their government
pension once they stop working
for government entirely. The payment of
their government pension while they continue
to be employed effectively doubles
their income at a cost to the TCI taxpayer.
persons in public life
These public officials have been required
since 2011 to file financial declarations
with the Integrity Commission.
Proposed additions are starred
and in bold type.
1. Members of the House of Assembly
(except the Governor)
Governor)
Local CEO appointed to CANTO board
E. Jay Saunders, Digicel TCI CEO, was appointed to
the Board of Directors of the Caribbean Association
of National Telecommunication Organization (CAN-
TO) last week at its Annual General Meeting (AGM)
held on the island of St. Maarten.
The AGM meeting was conducted from the 29th –
31st January, 2012 under the theme “Accelerating the
Broadband experience in the Caribbean-Transforming
the way we live”. The three day event focused on
the AGM proceedings of CANTO and CANTO/IDB
Broadband Forum project.
CANTO, which consists of 107 members from 35
countries, serves as a major trade association in the
telecommunications sector, working together to further
agendas and policy strategies relevant to the member
counties. A Board of Directors appointed by the
membership directs policy of the Association. This
strategy is executed by the staff of a permanent Secretariat
based in Trinidad and Tobago.
“I am honored to be a part of the CANTO board. It is
a very prestigious board, made up of very talented and
seasoned telecommunications and ICT executives who
collectively have more than 100 years of telecommunications
and ICT experience between them, and who
represent some of the largest telecommunications and
ICT companies in the region. As the youngest member
of the Board, I am excited about being able to learn
from my fellow Board members, and I look forward to
working with all the members to help CANTO achieve
its goals,” Saunders said of the appointment.
Saunders was the only member newly elected to the
board. Re-Elected members include: Linus Rogers,
TSTT (Trinidad & Tobago); Julian Wilkins, Digicel
Trinidad & Tobago; Lawrence McNaughton, Cable &
Wireless Grenada; Lyrio Gomez, UTS (Curacao) and
Davidson Charles, Cable & Wireless Antigua. Mr.
Charles was also re-elected as Treasurer.
The other directors, Chairman, Dirk Currie,
TELESUR (Suriname), Vice Chair, Karen Bevans, BTL
(Belize) and Helma Etnel, Telem (St. Maarten) continue
to serve as directors.
Questions for
consultation on tC
Islander status
The Consultative Forum
is seeking comment on
changes to obtaining status
in the Turks and Caicos
Islands.
Submit your answers to
the following questions via
e-mail to citizenship@gov.
tc by Feb. 17. Explanatory
documents and questionnaires
can be found online
at www.gov.tc.
1: Do you think that it
would be helpful for the
Turks and Caicos Islands
to administer decisions on
permanent residence and
Turks and Caicos Islander
status according to a points
system?
2: Should a worker in
the TCI be eligible to apply
for Permanent Resident
Certificate (PRC) after five;
six; eight; nine; 10; or more
years?
3: Should there be a clear
distinction drawn between
those workers who can
qualify over time for PRC
and those who cannot?
4: If there are to be such
distinctions, on what basis
should they be made?
Should there, for example,
be a regularly updated list
of designated shortage occupations
on the basis of
labour market analysis and
consultation?
5: If there are to be temporary
workers with fixed
term work permits who cannot
progress to PRC, what
should the term limits on
their work permits be?
6: Do you agree that
knowledge of the TCI and of
a specified level of English
language should be required
before any applicant
can be granted PRC?
7: Should the three different
categories of PRC recommended
by the Immigration
Review Commission be
introduced, including some
with restrictions on work;
or should the system be
simplified by having a single
category of PRC, without
limitation or restriction?
8: Do you think it should
be possible to qualify for
PRC purely by investment
in the Turks and Caicos Islands?
If so, what do think
would be the right level of
investment?
9: What do you think
should be the rules to be
attached to this kind of
provision? Should investors
be required to be ordinarily
resident in the territory before
getting PRC, as in other
administrations? Should it
be possible to get an undertaking
from government
that a PRC will be issued, in
advance of making an investment?
10: Do you support the
introduction of long term
residence permits lasting
25 years for homeowners
and business investors?
What do you think should
be the rules attached to this
kind of provision? For example,
should it be possible
for time spent ordinarily
resident in the TCI on such a
permit be allowed to count
p
f
towards qualifying for PRC,
if other conditions are met?
11: Should there be provision
for an alternative form
of long term temporary
residence, with freedom
to work, which does not
necessarily lead to PRC,
British Overseas Territory
Citizenship (BOTC) or Turks
and Caicos Islander status?
What should be the requirements
for such a status, and
what conditions would be
applied?
12: What do you think
should be the further requirements
–including
length of residence as a PRC
holder and/or BOTC- and
what additional tests should
be applied, in order for a
BOTC to progress to TC Islander
status?
13: Do you think British
citizens should be required
to obtain BOTC before being
eligible for Turks and
Caicos Islander status?
14 : Do you think that
young people born in the
TCI should have a separate,
specific path to Turks and
Caicos Islander status, and if
so what should be the rules
on this?
15: For how long do you
think a couple should be
married before a spouse can
apply for Turks and Caicos
Islander status?
16: Should there be provision
for a spouse to obtain
Turks and Caicos Islander
status if their Turks and
Caicos Islander spouse dies
before the end of the qualifying
period?
17: Should there be a new
offence of entering into a
marriage of convenience?
18: Should the Immigration
Ordinance definition
of “child” be reviewed, particularly
with reference to
stepchildren?
19: Should people applying
for TCI status on the
grounds of being a spouse
have to pass the same tests,
such as in Knowledge of the
TCI or English language, as
other applicants?
20: Should a new Commission
be set up to decide
TCI Status and PRC applications?
How should membership
of such a body be determined?
Should there be
provision for local involvement,
for example by the
proposed District Councils?
21: Should there be some
kinds of control over the
numbers of applications
for TCI status which can be
made and decided each
year, for example by a cutoff
date and/or quotas?
22: Would you support
the 2004 Immigration Review
Commission’s proposal
for a one off “regularisation”
programme to enable long
term residents to obtain
Turks and Caicos Islander
status? On what basis would
such regularisation decisions
be made?
23: Should there be provision
for revocation of TCI
Status in the circumstances
identified by the Immigration
Review Commission?
24: Do you have any additional
comments or suggestions
which you would
like to see taken into account?

The Blue Hills Community Clinic will open on
Providenciales on Feb. 10, offering a variety of free
primary care services to residents.
The facility will join the Primary Health Care
Clinic at the Cheshire Hall Medical Centre in providing
residents with preventative, holistic and
patient-centered care.
Initial services will include antenatal, child
health and family practice clinics, and various
healthy lifestyle and health promotion programmes.
There will also be home visits and community
outreach.
“Primary health care is an important part of the
Turks and Caicos Islands’ health services, and the
ministry plans to place increased focus on this area
moving forward,” said Ministry of Health and Human
Services Permanent Secretary Judith Campbell.
“We believe community clinics should be a first
stop for persons seeking health care. This way we
can focus on prevention and early treatment and
DECR
A juvenile white ibis was seen Feb. 3 by
the Department of Environment and Coastal
Resource’s bird monitoring team at Wheeland
Pond on Providenciales.
This is believed to the first recorded sighting of
this species (Eudocinus albus) in the Turks and Caicos
Islands. The bird is common in the southeastern
United States.
The habitat of this species is mangrove, salt and
brackish water ponds. They feed by probing their
curved beaks in mud for small invertebrates. This
bird often wanders out of range and can be approachable,
tending to walk away rather than fly.
This bird was seen to walk around the wetlands with
other birds like a little blue heron.
This bird could be identified with a distinct twocolour
pattern combined with shape and downcurved
bill, a typical ibis shape. Juvenile white ibises
have brown back and streaky neck, contrasted with
white underparts, orange bill and pink-grey legs.
Young ibis are often smaller than parents with
shorter bills.
Unlike most birds, it can take several weeks for a
reduce future expenditure on secondary health
care. The community clinics will allow the major
hospitals on Grand Turk and Providenciales to
better fulfill their purpose of providing secondary
health care.”
The Blue Hills Community Clinic will operate
from 8 a.m.-4 p.m. weekdays with extended hours
from 8 a.m.-8 p.m. on Mondays and Thursdays.
The ministry says all primary health care services
at the clinic will be free of charge, and that medications
and other associated medical services will
be handled according to established procedures.
The ministry thanked to the Department for
International Development, TCI government and
the Department of Engineering and Maintenance
Services for their partnership and support in renovating
the clinic.
Fourth man charged in robbery
outside rBC branch
A fourth man has been remanded
on charges in connection with the
robbery of security guards outside
the Royal Bank of Canada on Providenciales.
Bernard Colebrooke is charged with
attempted murder, robbery, conspiracy
to rob, carrying firearm with intent
to rob and discharging firearm.
On Jan. 13, three guards from a local
security company arrived at the
bank to make a transaction when
young ibis to be fully grown after fledging. A fully
mature white ibis can reach a height of 56 centimeters.
It looks like a large white heron with long,
down-curved bill and pink legs, which get brighter
red in the breeding season. The bill is thick and orange
in colour. Black outer flight feathers are clearly
visible in flight.
The Bird Monitoring Team also saw flock of bobolinks
(Dolichonyx oryzivorus) on North Caicos and
in Wheeland on Providenciales. Likewise, a great
white heron (the white colour phase of the great
blue heron, a species that is restricted to extreme
South Florida and few Caribbean Islands) was also
observed on Grand Turk. These birds are migratory
and visit the territory during winter season.
We expect that more migratory birds will visit the
TCI if we maintain a suitable habitat that includes a
clean source of water, healthy wetlands and undisturbed
vegetation.
If you notice an unusual or rare bird, please take
a photo or contact the DECR. Those who want to
get involved in the Bird Monitoring exercise should
contact the DECR at 942-5122.
masks, police have said.
The robbers fired shots, wounding
one guard and getting away with an
undisclosed amount of money, police
and the Ministry of Health and Human
Services. It was attended by Acting
Permanent Secretary of the Ministry of
Home Affairs Barbara Higgs, Undersecretary
of Health and Human Services
Charlene Higgs, and Prison Superintendent
Ian Sargent.
“The ongoing work in this area between
the two ministries has had a significant
impact on the delivery of interventions
offered to offenders,” Barbara
Higgs said.
“The two courses have been run side
to side, and it has demonstrated a positive
impact in relation to the rehabilitation
initiatives within the government
departments. The course work in both
programs has led to a reinforcement of
Victory for “oldster” golfers
The Provo Golf Club saw the revival
of the once popular golf tournament, the
Captains Cup, when Bill Confer gathered
24 of Provo’s best golfers and divided
them into two teams based on their age.
The youngsters were as old as 47, and
the “oldsters” were 48 and older.
Confer led the oldsters in the match play
event that featured the teams in a clash on
Saturday, with four balls ending all square
at 3-3. The afternoon alternate shot foursomes,
then swung the first day total in
the favor of the oldsters as they returned
a 3½-2½ second round result to give the
captain’s side a 6½-5½ advantage.
Sunday saw 12 singles points up for
grabs as the Bud Light-sponsored oldsters
jumped out to an early lead in the first
few matches. As the single matches progressed,
the Heineken-backed youngsters
began to stage a comeback but ultimately
fell just short. In the end it was the oldsters
who emerged triumphant, winning the
singles 7-5 and claiming the silverware
13½-10½.
“Yet again we are celebrating a fantastic
event with good sportsmanship, great golf
and camaraderie shining through,” said
Provo Golf Club Director David Douglas.
“I’d like to thank everyone who took
part and helped Bill Confer realize his
dream of bringing the competition back,
and well done to Bill himself for all his
hard work and effort — and particular
thanks for the steak dinner he treated everyone
to afterwards.”
U.K. to seek more climate change funding for territories
The Turks and Caicos Islands could be in line for more
funding to fight the effects of climate change under a proposed
programme to target U.K. overseas territories.
The Department for International Development
(DFID); the Foreign and Commonwealth Office (FCO);
the Department for Environment, Food and Rural Affairs
(DEFRA); and the Joint Nature Conservation Committee
(JNCC) are seeking consultants to design the programme.
“This programme will fill a gap identified in recent reviews
of current climate change programmes which show
that the overseas territories are not eligible to benefit from
some programmes, and those which they can access do
not fully meet their needs,” the Ministry of Environment
and District Administration said in a Feb. 3 press release.
The terms of reference for the consultancy note that the
U.K. government recently created the £2.9 billion International
Climate Fund, but that overseas territories don’t appear
to be able to get funds because they are not in priority
spending categories.
Consultants are asked to consider and recommend
three possible approaches for making more money available
to the territories:
“Approach 1: A truly joint HMG programme. This
would mean that government departments agree on the
programme itself and put their budgetary contribution
towards it into a joint pot.
“Approach 2: A programme that mirrors the model of
the International Climate Fund (ICF) for the OTs. Programme
priorities and eligibility criteria are firmly agreed
between all parties, decision making happens in a cross-
Whitehall high level board and implementation is taken
forward by the different departments. In the case of the
£2.9 billion defined as ICF spent, DFID is in charge of implementing
£1.8, DECC of implementing £1 billion and
DEFRA £100 000.
As a citizen living in the Turks and
Caicos Islands, I believe we have come
a long way in our relationship with
Britain. A relationship is a state of being
related either by blood, condition
or character. It represents good mutual
understanding between two or more
persons or countries. However, our
present relationships with Britain in
this twenty first century are still much
less than we truly desire. This relationship
has become unpleasant since the
constitution of the Turks and Caicos
was suspended in August, 2009 by the
British government. This suspension
was done without a referendum which
would allow the citizens of the Turks
and Caicos to make a direct decision to
their parliament whether or not to be
directly governed by the British. This
was not done and many persons are still
in disagreement with Britain being in
charge of all the decisions here and the
present state of the relationship is now
fragile. The then premier Galmo Williams,
stated that to him, the takeover
was done like a “Coup”. He further
stated that “Today our country is being
invaded and recolonized by the United
Kingdom, dismantling a duly elected
government and legislature and re-
“Approach 3: A programme that would be better defined
as “HMG umbrella strategy” and follow the HMG
collaborative approach of implementing the OT Biodiversity
strategy. HMG departments would agree on a joint
strategy for implementing climate change related activities
in the territories. Delivery of the strategy would be up
to each and every department, which could use their individual
delivery mechanism. The commitment to the overarching
strategy would help government departments to
justify their spending in implementing it and give them
the flexibility to bring their spending closer in line with
their own objectives.”
Most of the U.K.’s 14 territories are small islands that
are vulnerable to the effects of climate change, such as sealevel
rise; changing distribution of carriers of disease; increased
incidence of hot days; changes in rainfall patterns;
more acidic oceans; a change in the incidence and intensity
of extreme weather events; storm surge; flash floods
and tropical cyclones.
The effects on territories can be severe because their
most of their economies depend on only a few sectors,
such as financial services, tourism and fishing.
“The impacts of climate change in the (territories) are a
potentially huge contingent liability, which will fall to the
U.K. taxpayer (it is important to consider the costs and impacts
resulting from direct and indirect impacts including
wider security, migration, pressures on resources),” the
terms of reference state.
“Consequently it is in the U.K.’s interest to ensure that
the (territories) have access to funding and/or expertise in
order to take action to prevent, mitigate and/or adapt to
such impacts and to promote low carbon growth.”
The consultancy has a start date of Feb. 20 and is due for
completion May 31.
placing it with a one man dictatorship,
akin to that of the old Red China, all in
the name of good governance”. There
was even a further blow affected to the
people of the Turks and Caicos Islands
because their constitutional rights to
trial by jury was also suspended for two
years and subjected to an extension if
needed. In this relationship we have
seen so much pain and we would wonder
whether or not this relationship is
good when Britain calls all the shots.
Even though they had town hall meetings
throughout the entire island from
members of the British foreign and
commonwealth office, the cries of the
people were ignored. The UN declaration
of 1960 states that all peoples have
the right to serve, determination, and
to freely peruse their economic, social,
and cultural development. Our neighbors
in the Caribbean who are members
of Caricom were deeply saddened
at the state of affairs in the Turks and
Caicos. This present dilemma in the
Turks and Caicos makes our relationship
far from being one fit for being in
the twenty first century because our
freedom of choice is being taken and
made for us by others. This country is
clearly not ready for its own independence,
although a number of persons
may want it. I think deep down they
know this but it would simply be an
act to get away from the strict ruling
of Britain. For this relationship to grow
and become what it needs to be there
must to be mutual respect and trust
so that all can feel equal rather than
over pushed. Today many citizens in
this country do not believe they have
a voice, or if so, that voice can even be
heard effectively. This is clearly a major
break in the road to independence.
Let us therefore, now move forward to
duly elect a government for the people
and of the people, having us work hard
together to put our country on a better
path economically. The U.K. can help
us to strengthen our governing structures
in all departments, and also guide
and help us as we move forward to independence.
As an overseas territory of
the U.K., Britain has a responsibility/
duty to look after the interests of all its
overseas territories and I don’t believe
the T.C.I. should be exempt from that.
We know that our past governments
have always wasted a lot of our countries
resources and have placed us in
a deficit. Many persons have suffered
lost in the big fallout from the construction
industry, tourism, agriculture
and other areas. This was further
hampered by the passing of two major
hurricanes, namely ”Ike” and “Irene”
which dealt a massive blow to housing,
residential homes, businesses, and
government buildings. We were happy
with the assistance given to us by the
British government, but we believe
much more could be done. There are
many persons living in the TCI who do
not feel that we are a part of the British
overseas territories because they
see so little aid that is visible and cooperation
between the two countries is
minimal. I know it is not the intention
of Britain to appear farfetched from
the TCI, but communication needs
improvements. For myself as a young
citizen in the Turks and Caicos I know
that scholarships are available in the
United Kingdom for BOTT (British
overseas territories) students and this
is very good. I also know that help is
also given in areas like healthcare if
a citizen from this country should be
visiting the U.K. they would be treated
with the same courtesies as one born
on the Web
For more information, visit www.environment.
tc or read the terms of reference with this story
at www.fptci.com or in our Public Documents
section.
in that country. I see cooperation between
the two countries because during
this present state of affairs a U.K.
based civil servant is placed as head of
all government departments and their
salaries are being paid by British. This
helps to strengthen the government
departments and should help to foster
a good relationship. Yes, some of their
decisions have been met by criticisms,
example: the 10% pay cut, redundancy
in the public sector, increase in tariffs,
removal of all fringe benefits etc. we
are seeing hard times here but this is a
result of past years of waste, therefore
these measures had to be taken to set
the country on a better path. I know
tomorrow will be better and if I work
hard in school, there will be some help
for my college education. My parents
know that they need to contribute
towards my education and cannot
depend solely on the government to
do everything. The people in Britain
have to work and pay taxes, and save
towards their children’s education.
How can Britain use their hard earned
tax dollar to pay the bills for us in the
TCI as we waste our resources, and sit
back and wait? This relationship is a
good one because if we did not have it
we would probably be in a worse situation.
A relationship cannot be perfect
because there will always be conflicts,
disagreements, disadvantages, advantages,
but they all help to create a constant
way to share cooperatively and
this is a “win win” situation. Relationships
of the twenty first century indeed
thrive in all these areas and it certainly
is alive and well in a positive way between
Britain and the TCI. I am happy
to be a citizen of the TCI and enjoy the
harmonious relationship with Britain.

Lifestyle
By Dr. Mark Osmond
▶ I have tooth ache. Why?
Toothache can be due to a cavity,
tooth sensitivity, gum disease, an infection
at the end of the root or a fractured
tooth. These different problems
often have different symptoms and
each require treatment in the appropriate
way.
▶ My gums bleed. What does that
mean?
Bleeding gums are a sign that the
gums are inflamed. This is usually
due to a combined impact of irritation
from the hard deposits on the teeth
(calculus) and bacterial infection.
▶ My breath smells. Why?
Bad breath (halitosis) can be caused
by a number of reasons, some which relate
to the teeth and gums, some which
do not. Infection and inflammation
around the teeth can certainly be a
cause, as can poor basic oral hygiene,
where food debris is not being cleaned
away regularly. If this is the case, regular
brushing with a fluoride toothpaste
is the first step to correcting the problem.
A check-up and cleaning at the
dentist would also be advised.
Bad breath can also be caused by a
throat infection, sinus problems, tonsillitis
or other upper respiratory tract
infections.
▶ My tooth hurts when I eat something
hot or cold or sweet
If you are experiencing pain with all
three of these sensations, then it is al-
most certain that a tooth has a cavity. If
the tooth just hurts with cold, then this
may be sensitivity and not necessarily
decay. If a tooth is painful with hot and
not with cold, this can indicate a tooth
that may need a root canal treatment.
▶ I can see a black mark on one of my
teeth. What is it?
This could be a cavity, but it could
also be a surface stain or a stained fissure
(groove) in the tooth. An examination
with a dentist would be able to
determine the cause and then treat accordingly.
▶ I’m 25 and still have a baby tooth.
What should I do?
Having a baby tooth as an adult is
not necessarily a problem. However,
we would need to establish whether
or not there is an adult tooth out of
position and whether this is causing
a problem. An examination with the
dentist (during which X-rays would
be taken) would establish exactly what
is happening under the gum and also
enable an assessment of how long the
baby tooth is likely to remain there. It
may be that the baby tooth requires extraction
or that there is no need for any
further treatment.
Local fashion designer to hit Bahamas catwalk
Turks and Caicos Islands fashion designer Kazz
Forbes is jetting off to the Bahamas on Feb. 11 to
showcase his fashion collections at the “Meeting of
Minds Fashion and Art Expo” on Grand Bahama.
He will be welcomed to the event as a special
guest designer and will be showcasing his designs
from his Saint George Fashion House (SGFH) label
“Le Caicos Chic: A Romance with Decadence”
and “Bold Rouge.” This will mark Forbes’ second
visit in three months to Grand Bahama to show off
his creations. The first was in the patronage of the
Prime Minister of the Bahamas, the Rt. Hon. Hubert
Ingraham, and First Lady Dolores Ingraham
at the Red Rose Ball.
The “Meeting of Minds Fashion and Art Expo”
is an event organized to explore and enlighten the
people of Grand Bahama by showcasing outstand-
ing art, fashion, photography and musical talent
on the island.
“We are honored and excited to have Mr. Forbes,
a talented fashion designer, coming from the Turks
and Caicos Islands as our special guest to showcase
his creations on our request for a great cause,” said
organizer Ashley Baker.
All proceeds of the event will be donated to the
Grand Bahama Humane Society.
Born on South Caicos, Forbes has been involved
in various fashion campaigns in the TCI and internationally.
He is the principal designer and owner
of Saint George Fashion House as well as a commercial
and fashion photographer whose work has
been featured in numerous local and international
newspapers, magazines and advertising campaigns.
TCIRFU focuses on girls rugby
The Turks and Caicos Islands
Rugby Federation Union is excited
for the continued growth
of the girls rugby program.
The fun and dynamic sport
was introduced in 2011 to females
ranging from ages 8-18 by
Sandra Shaw and Keith Burant.
The TCIRFU and its volunteers
are dedicated to continuing to
focus on growing the team and
its players’ skills.
“The focus of our earlier sessions
has been to improve on
our players’ passing and catching
skills with an oval ball,
something that is harder than
it sounds when most of us are
used to catching round balls,”
said Shaw, team organizer. “The
girls have improved so much in
a short period of time and have
successfully mastered non-contact
tag rugby.”
“Women’s rugby is an area
that is getting a lot of attention
in the Caribbean region, and we
want to harness that attention
and grow the sport here,” Burant
said. “Rugby is a great test
that requires speed, strength and
skill to succeed.”
Burant also told the fp that the
introduction of girl’s rugby was
a great success in 2011, and the
TCIRFU hopes that it will continue
to grow in 2012.
Shaw gave a special thanks to
volunteers Rebecca Hingston,
Nik Hight and Paul Dempsey
who have donated their time to
help grow the sport. “We’re particularly
happy to have Franco
Mompremier and Kalem Pratt
from the boys rugby team passing
on what they have learned to
the female players,” she said.
The 2012 girls rugby season
will be launched on Feb. 11 at
10:30 a.m. with a registration
day and barbecue at the Meridian
Field in the Village at Grace
Bay. Female players can also stay
and watch the Under 19s teams
play in league matches during
the day. New players are always
welcome.
Sudoku
Fill in the grid so that every row, column and 3x3 box contains the
numbers 1 through 9
Crossword puzzle
fun & games
2010 Satori Publishing Puzzle solutions on page 15
Horoscopes
aries (March 21—april 19)
If you are involved with a power play at work, it is
time to drop it. Someone around you has ulterior motives,
and it is in your best interest to avoid this person
as much as possible.
Taurus (april 20—May 20)
You are feeling a little left out, but that’s only because
you are trying to make it all about yourself. Give
the people around you a chance to talk about themselves
for a change. The mood will lighten considerably
if you do this.
Gemini (May 21—June 20)
Something has been nagging at you for a while. You
forget about it, and then your subconscious brings it
back to the fore. It’s time to face it, make a decision and
then make your move.
Cancer (June 21—July 22)
You are approaching things a little off. What works
in one situation is not going to work in another. Be certain
that your motives are true and noble, and then try
a different aim.
Leo (July 23—aug. 22)
Criticism has come your way recently. Cringing and
getting defensive is not going to help you, because
some of the criticism is correct. Swallow your pride and
listen to what is being said. You will be much better off
if you do this.
Virgo (aug. 23—sept. 22)
Under no circumstances should you give in. Someone
is trying to talk you into yielding, but your heart is
in the right place, and you need to hold your ground.
Take a breather if you must, but hold your ground.
Libra (sept. 23—oct. 22)
Stop pretending. Why not just be the person you
are? When we pretend to be something we are not, we
only wind up hurting people who care about us. So be
brave and start being yourself.
scorpio (oct. 23—Nov. 21)
Mercury is making someone in your life not understand
what you are trying to communicate. Take a different
angle and try again. It is very important that you
do this, both for yourself and the other person.
sagittarius (Nov. 22—Dec. 21)
You are going to be amazing this week. Let the true
you shine through, no matter how silly and funny it
is. Positive change is going to come about simply because
of who you are.
Capricorn (Dec. 22—Jan. 19)
The past is calling, but don’t pick up. Leave it where
it is. Your head is on straight, and you are doing everything
right, so do not let yourself be sidetracked.
aquarius (Jan. 20.—Feb. 18)
Energy abounds for you right now, even more than
usual. You might rub some people the wrong way, so
be prepared. Either bite your tongue or decide their offense
won’t really affect you.
Pisces (Feb. 19—March 20)
You are coming into your own and you know it.
Some people are going to be upset because of the
high example you are setting, but let them deal with it.
It is your time to shine.
