Census enumerators have started collecting information<br />
from <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s residents,<br />
<strong>and</strong> it’s important that people know that all questions<br />
are important to future planning, the Department<br />
of Economic, Planning <strong>and</strong> Statistics says.<br />
“The census is a critical source of information<br />
that would direct policy makers on how to design<br />
social services to cater to the needs of the populace;<br />
for example, where to place a school or construct a<br />
road,” DEPS said in a <strong>Feb</strong>. 14 statement.<br />
“Enumerators will ask people whether they have<br />
medical insurance. We know that there are sick<br />
people in this country who do not have the ability<br />
to pay, <strong>and</strong> so we want to know how many people<br />
actually have insurance. Again, this is for planning<br />
purposes, because there is no point in having a sick<br />
community of people who can’t afford to take care<br />
of themselves.”<br />
Questions on the census are similar to those in<br />
other countries in the Caribbean Community <strong>and</strong><br />
Common Market (CARICOM) so that they can be<br />
compared <strong>and</strong> a regional approach can be taken in<br />
planning <strong>and</strong> solving problems. It is also more cost<br />
effective.<br />

New airline ground h<strong>and</strong>ling company questioned<br />
A new airline ground h<strong>and</strong>ling company that<br />
is expected to lead to more international flights to<br />
the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s is being questioned by<br />
competitors for its partnership with the TCI Airports<br />
Authority.<br />
Servisair PLS formed a joint venture with the Airports<br />
Authority (TCIAA) in July 2011, according to<br />
Financial Services Commission records obtained<br />
by the <strong>fp</strong>.<br />
The new local company is a division of international<br />
ground services company Servisair, which<br />
operates in 121 locations in Europe, Canada, Asia<br />
<strong>and</strong> the United States, according to its website.<br />
Servisair holds 70 percent of the shares in the TCI<br />
operation that has yet to get off the ground, while<br />
the authority — a statutory government body —<br />
holds 30 percent of the shares, according to FSC<br />
records. One of the three directors is TCIAA Board<br />
Chairman Herbert Ingham.<br />
“In early 2009, the Airports Authority <strong>and</strong> its<br />
board were faced with complaints from various<br />
carriers who’ve indicated that because of the noncompetitive<br />
nature of the ground h<strong>and</strong>ling services<br />
<strong>and</strong> the level of services that they are receiving have<br />
threatened to pull out,” Authority CEO John T.<br />
Smith told the <strong>fp</strong>.<br />
The authority’s board began negotiations in 2010<br />
with Servisair about becoming the third h<strong>and</strong>ling<br />
company providing services at the Providenciales<br />
International Airport, Smith said. Board minutes<br />
show that the joint venture was discussed at several<br />
meetings before being approved by the board at its<br />
Oct. 2, 2010, meeting.<br />
Andre Garneau, Queen’s Counsel in the Attorney<br />
General’s Chambers who was legal advisor to<br />
the board at that time, told the <strong>fp</strong> that he followed<br />
the joint venture agreement from the beginning <strong>and</strong><br />
approved it.<br />
Currently ground services for American Airlines<br />
are h<strong>and</strong>led by American with local company TCA<br />
H<strong>and</strong>ling. Most other airlines are h<strong>and</strong>led by Flight<br />
Support Limited, which recently partnered with international<br />
ground services company World Flight<br />
Services.<br />
“I am appalled that the TCIAA as the regulator<br />
would establish a private company with foreign<br />
partners <strong>and</strong> promote such incestuous relationships<br />
where they hold financial interest in a business<br />
which they themselves regulate,” Flight Support<br />
Chairman Lyndon Gardiner told the <strong>fp</strong>.<br />
“Competition for me is not the issue here. I don’t<br />
believe any business should be forced to compete<br />
with a government body where that body at the<br />
same time acts as regulator <strong>and</strong> is competing for the<br />
same business. The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> is seemingly<br />
the only country in which this unfair practice can<br />
be tolerated. This is definitely not an even playing<br />
field.”<br />
The <strong>fp</strong> obtained a copy of a <strong>Feb</strong>. 12 letter from<br />
Shaun Malcolm <strong>and</strong> Joshua Harvey, the directors<br />
of SkyBlue Aviation Ltd., complaining about the<br />
joint venture <strong>and</strong> asking for intervention. The letter<br />
was sent to the governor, government CEO Patrick<br />
Boyle, Attorney General Huw Shepheard, members<br />
of the governor’s Advisory Council <strong>and</strong> Consultative<br />
Forum Chairwoman Lillian Misick.<br />
Malcolm has a memor<strong>and</strong>um of underst<strong>and</strong>ing<br />
with M Aviation to provide ground support <strong>and</strong> fuel<br />
at a new fixed base operator (FBO) on airport property<br />
across the runway from the main terminal. He<br />
also is involved with Skycruise Airways, a new airline<br />
that intends to operate local <strong>and</strong> international<br />
flights from the new FBO.<br />
Gardiner, who also operates local carrier Air<br />
<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong>, <strong>and</strong> local carrier <strong>Caicos</strong> Express<br />
Airways unsuccessfully objected to Skycruise’s entry<br />
into the market, saying the country is too small<br />
for a third local carrier.<br />

Hanchell, Green granted $175,000 bail New work permit applicants<br />

Minister McAllister Hanchell <strong>and</strong> Progressive National<br />
Party Leader Clayton Greene appeared <strong>Feb</strong>.<br />
10 in Magistrate’s Court <strong>and</strong> were granted $175,000<br />
bail on corruption charges leveled by the Special Investigation<br />
<strong>and</strong> Prosecution Team.<br />
Both men say they are innocent of the allegations<br />
<strong>and</strong> will fight the charges. They are scheduled to appear<br />
April 17 in the Supreme Court on Providenciales<br />
for a sufficiency hearing with other defendants<br />
to see if the SIPT has enough evidence to take those<br />
charged to trial.<br />
Greene, an attorney, faces three counts of laundering<br />
money for former Minister Floyd Hall. SIPT<br />
prosecutor Mark Weekes said the total damages alleged<br />
in the transactions is $1.7 million.<br />
Hanchell is charged with conspiracy to commit<br />
bribery with former Premier Michael Misick <strong>and</strong><br />
other former ministers to receive cash, credit <strong>and</strong><br />
other advantages allegedly totaling $1.1 million.<br />

Until now, cancer sufferers<br />
in the TCI have been forced to<br />
go off-isl<strong>and</strong> for both consults<br />
<strong>and</strong> treatment, which has been<br />
a traumatic burden for both patients<br />
<strong>and</strong> their family members.<br />
It has also proved an expensive<br />
<strong>and</strong> inconvenient process for all<br />
concerned.<br />
The opening of the cancer care<br />
unit means sufferers can now receive<br />
expert care <strong>and</strong> attention<br />
on their doorsteps through regular<br />
clinics <strong>and</strong> consultations with<br />
chemotherapy usually provided<br />
on isl<strong>and</strong>.<br />

was deposited in his law firm’s trust account <strong>and</strong><br />
distributed for his cousin, Quentin Hall, for sale of<br />
Crown l<strong>and</strong> in 2006. Greene said he had no indication<br />

million was in fact for the benefit of Floyd Hall from<br />

Quentin Hall <strong>and</strong> Earlson Robinson have been<br />
charged with receiving proceeds from an illegal l<strong>and</strong><br />
transaction. Charged with conspiracy are Quentin<br />
Hall’s brothers, Floyd Hall <strong>and</strong> former minister Jeffrey<br />
Hall, <strong>and</strong> former ministers Lillian Boyce <strong>and</strong><br />
Samuel Been. All are free on bail awaiting sufficiency<br />
hearings in April.<br />
Others charged so far in the investigation include<br />
Floyd Hall’s wife Lisa Hall, former Premier Michael<br />
Misick’s brother Chal Misick, an attorney; attorney<br />
Melbourne Wilson; <strong>and</strong> developers Richard Padgett<br />

The questions will gather information about<br />
the level of academic schooling among residents<br />
in the TCI.<br />

The questions have been designed to find out<br />
about internet usage in the household. The use<br />
of modern information technology such as the<br />
internet <strong>and</strong> other gadgets by TCI residents is a<br />
very important educational tool. It is an indicator<br />
in terms of the progress of our country. We<br />
therefore need to know how many of our people<br />
have access to the internet, how are they using it<br />
<strong>and</strong> where are they using it.<br />
Radiotherapy services will still<br />
require off-isl<strong>and</strong> stays <strong>and</strong> will<br />
be co-ordinated with NHIP.<br />

in the provision of health care in<br />

best possible care can be provided<br />
to our patients,” Cheesman<br />
said. “We hope that the commencement<br />
of this clinic <strong>and</strong><br />
chemotherapy treatments will<br />
dramatically reduce the stress<br />
so often encountered by patients<br />
<strong>and</strong> families, who find the need<br />
to travel overseas for care an added<br />
worry.”<br />

When asked why the attorney<br />
general <strong>and</strong> chief financial officer<br />

elected government returns, the<br />
attorney general would have to<br />
file as a member of the cabinet.<br />
The changes will require public<br />
persons to file declarations<br />
every two years instead of every<br />
year, extending the deadline for<br />
the current two-year period until<br />
June 30, <strong>2012</strong>. Those who did not<br />
meet the June 2011 deadline will<br />
not be penalized.<br />
The commission also will have<br />
the power to extend filing deadlines<br />
up to six months in exceptional<br />
circumstances.<br />
Public persons were required<br />
to report any gifts they received<br />
in excess of $5,000, but that<br />
amount will be lowered to $1,000<br />
<strong>and</strong> include gifts to family members.<br />
Gifts will have to be report-<br />
ed within 30 days.<br />
The forum rejected an amendment<br />
that “would validate certain<br />
exemptions from filing granted<br />
by the governor before the coming<br />
into operation of this act.”<br />
It was unclear who, if anyone,<br />
had been granted an exemption<br />
from filing.<br />
The forum also approved a bill<br />
to establish a Department of Agriculture.<br />
Government expects<br />
the agriculture sector to meet<br />
more of local food dem<strong>and</strong>, reduce<br />
dependence on imports,<br />
<strong>and</strong> create employment, as part<br />
of its role in the ongoing recovery<br />
<strong>and</strong> future economic growth of<br />
the TCI.<br />

Section 6: Training<br />
To find out about any occupation or job that<br />
persons may have been trained for.<br />
Section 7: Economy activity<br />
These questions will gather information on<br />
the nature of the labour force in the TCI. The<br />
questions will also uncover the different income<br />
ranges which exist in the TCI. It also looks at the<br />
saving patterns of residents of the TCI.<br />
Section 8: Marital status<br />
The questions will collect information on<br />
marital status <strong>and</strong> other personal relationships.<br />
Section 9: Fertility<br />
These questions will collect information on<br />
the children born to females 15 years <strong>and</strong> over. It<br />
also uncovers fertility information for our adult<br />
female population which can be used by health<br />
personnel to plan effectively for this group.<br />

New applicants for work permits<br />
<strong>and</strong> their families will have<br />
to go through much more rigorous<br />
health screening to obtain the<br />
right to work in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />
Isl<strong>and</strong>s.<br />
The Department of Immigration<br />
<strong>and</strong> Border Control recently<br />
released details of a new health<br />
screening process for work permit<br />
applicants that requires a certificate<br />
of good health.<br />
“The requirement is now in effect<br />
for all new applications, including<br />
applications for endorsement<br />
of spouses <strong>and</strong> dependents,<br />
but not for renewals,” the Immigration<br />
Board said in a <strong>Feb</strong>. 10<br />
press statement.<br />
There is no requirement for<br />
temporary or permanent residency<br />
certificate holders who are<br />
not entitled to benefits under the<br />
National Health Insurance Program.<br />
Before this change, only a blood<br />
test proving negative status for<br />
HIV, syphilis <strong>and</strong> hepatitis was<br />
required with an application for a<br />
work permit.<br />
The required medical exam is<br />
expected to cost $250 for adults<br />
<strong>and</strong> $90 for children from local<br />
doctors. The price was set in cooperation<br />
with immigration <strong>and</strong><br />
other participating departments<br />
in the program.<br />
The questionnaire will have to<br />
be filled out <strong>and</strong> sent by a doctor<br />
approved by the National Health<br />
Insurance Board (NHIB), whose<br />
medical consultants will evaluate<br />
the person’s health status. If the<br />
applicant is in good health, NHIB<br />
will send a Certificate of Good<br />
Health to immigration.<br />
The process will ensure medical<br />
records are kept private between<br />
the patient, his/her medical<br />
professional <strong>and</strong> NHIB.<br />
Immigration officials said<br />
those with pre-existing conditions<br />
won’t be declined work permits<br />
if the conditions are manageable<br />
<strong>and</strong> if a doctor can prove<br />

Malcolm told the <strong>fp</strong> that he believes<br />
the authority’s joint venture<br />
with Servisair was done without<br />
the board’s consent <strong>and</strong> interfered<br />
with his intentions to provide<br />
similar services.<br />
Misick called for a closed meeting<br />
of the forum for <strong>Feb</strong>. 17, asking<br />
all parties to attend, but she said<br />
Boyle — who is acting governor<br />
this week while His Excellency<br />
the Gov. Ric Todd is in London<br />
— <strong>and</strong> Shepheard “overruled” her<br />
because the forum has no power<br />
to conduct such inquiries.<br />
“I felt this hearing was the<br />
most prudent way to determine<br />
whether these very serious allegations<br />
have any basis in fact,”<br />
Misick said in an e-mail obtained<br />
by the <strong>fp</strong>. “Not to mention that it<br />
would have given members of the<br />
TCIAA an opportunity to dispel<br />
the aspersions that have already<br />
been cast on their integrity.”<br />
“There’s nothing untoward at<br />
all,” Smith told the <strong>fp</strong>. “I wouldn’t<br />
be part of it if it was.”<br />
Smith said the authority has no<br />
say in the operation of Servisair<br />
PLS or which h<strong>and</strong>ler a carrier<br />
chooses to use, but the authority<br />
will make money from the joint<br />
venture that will go into government<br />
coffers. He said he doesn’t<br />
p<br />
the person is capable of caring for<br />
their health.<br />

a doctor to confirm that an<br />
applicant:<br />
▶ Is in good health, <strong>and</strong>, if female,<br />
is not pregnant<br />
▶ Does not have any indication<br />
of a communicable disease, including<br />
syphilis, HIV or AIDS<br />
▶ Does not have any indication of<br />
a debilitating or incurable disease<br />
or other condition that requires or<br />
could in the next two years require<br />
hospitalisation, surgical or medical<br />
procedure, or costly treatment<br />
or medication<br />
▶ Does not have any indication<br />
of cancer <strong>and</strong> has not been treated<br />
for cancer in the last five years<br />
▶ Does not have any indication<br />
of poor control of or damage from<br />
hypertension, hyperlipidaemia or<br />
diabetes<br />
▶ Does not have any indication<br />
of an active psychiatric condition<br />
<strong>and</strong> has not been treated for a<br />
psychiatric condition by a mental<br />
health practitioner within the last<br />
six months<br />
▶ Does not have any special<br />
medical need, or require the regular<br />
use of any mechanical device<br />
other than spectacles or lenses<br />
▶ Is not an alcoholic<br />
▶ Does not have tuberculosis or<br />
any other pulmonary disease<br />
The new process is part of a collaboration<br />
between the Ministry<br />
of Health <strong>and</strong> Human Services<br />
<strong>and</strong> the Immigration Department’s<br />
Migrant Health Workers<br />
Program, completed in consultation<br />
with the Medical Practitioners<br />
Board, NHIB <strong>and</strong> Inter-<br />
Health Canada, which operates<br />
the country’s two hospitals.<br />

least five years. Most of the new<br />
citizens have been residents for<br />

BOTC applications are considered,<br />
processed <strong>and</strong> decided<br />
by <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>er<br />
(Belonger) staff against the requirements<br />
set out in the British<br />
Nationality Act of 1981.<br />
Becoming a BOTC does not<br />
bestow full rights of an isl<strong>and</strong>er,<br />
such as the right to vote. However,<br />
changes to the Constitution<br />
not yet enacted require those<br />
seeking isl<strong>and</strong>er status must be<br />
a BOTC or a British citizen who<br />
has held a PRC for a period of at<br />
least five years, or who has been<br />
a legal resident for a period of at<br />
least 10 years.<br />

Discussions began with an<br />
overview of Fortis Inc. <strong>and</strong> its<br />
subsidiaries. Emphasis was<br />
placed on the high cost of fuel in<br />
the Caribbean, the importance<br />
of energy conservation, the realities<br />
of renewable energy as it<br />
relates to the TCI <strong>and</strong> other mutual<br />
concerns between the utility<br />
<strong>and</strong> the business community.<br />
“I am extremely happy to have<br />
had the opportunity to hear <strong>and</strong><br />
see what was presented today,”<br />
said Stacy Cox, association executive<br />
of the TCHTA. “It personally<br />
clarified a number of<br />
misconceptions that I had about<br />
this company.”<br />
Powell also highlighted the<br />
commitment that FortisTCI has<br />
to the country.<br />
“FortisTCI has a vested interest<br />
in the community, with total<br />
investments approaching $200<br />
million, <strong>and</strong> growing,” Powell<br />
said. “We are committed to a<br />
strong <strong>and</strong> competitive economy<br />
in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />
Isl<strong>and</strong>s, <strong>and</strong> it is the business<br />
community that will ultimately<br />
turn the economy around.”<br />

with being given the facts.<br />
“I was pleased by the honesty<br />
<strong>and</strong> openness of our conversation,”<br />

a skeptic myself, it is clear from<br />
this session that FortisTCI <strong>and</strong><br />
their entire team have a powerful<br />

TCI Isl<strong>and</strong>er status consultation ends <strong>Feb</strong>. 17<br />
Time is up <strong>Feb</strong>. 17 to have your say on the<br />
pathway to citizenship in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />
Isl<strong>and</strong>s.<br />
The public consultation was launched at the<br />
Nov. 17 meeting of the Consultative Forum. The<br />
forum <strong>and</strong> the ministry have been providing resource<br />
persons for meetings on all the isl<strong>and</strong>s,<br />
<strong>and</strong> participants have been urged to submit written<br />
responses to a questionnaire on the proposed<br />
measures.<br />
Comments at public meetings <strong>and</strong> answers<br />
received by the forum on its 24-question document<br />
will be tabulated, <strong>and</strong> a comprehensive<br />
evaluation will be presented by the forum to the<br />
governor for consideration. That will provide the<br />
basis for setting in place the new immigration ordinance,<br />
policies <strong>and</strong> procedures.<br />
The process is expected to take several months,<br />
with a draft ordinance expected by May.<br />
Once the new ordinance is drafted, it will take<br />
the same path as all other proposed ordinances,<br />
including presentation to the Advisory Council<br />
<strong>and</strong> then the Consultative Forum, before finally<br />
being signed into law by the governor.<br />
Establishing a clear pathway to obtaining citizenship<br />
as a <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>er (Belonger)<br />
<strong>and</strong> Permanent Resident Certificates (PRC)<br />

Paralympic athlete<br />
motivates TCI youth<br />
More than 1,200 students sat intently to<br />
listen to Canadian Paralympic Athlete <strong>and</strong><br />
three time world record holder deliver a<br />
motivational speech on overcoming life’s<br />
obstacles.<br />
The athlete, Rick Ball, learned first h<strong>and</strong><br />
about overcoming personal obstacles when<br />
he lost his left leg below the knee in a motorcycle<br />
accident in 1986.<br />
Ball was invited by the S<strong>and</strong>als Foundation<br />
to visit the charity’s sponsored schools,<br />
Clement Howell High <strong>and</strong> Enid Capron<br />
Primary. He spoke about the importance<br />
of dreams, perseverance <strong>and</strong> having confidence<br />
in one’s own abilities to overcome<br />
obstacles <strong>and</strong> achieve goals.<br />
A longtime supporter of the S<strong>and</strong>als<br />
Foundation, Ball participated in two of<br />
the charity’s trans-Antigua half marathon<br />
races at its sister property S<strong>and</strong>als Gr<strong>and</strong><br />
Antigua, raising more than $10,000 for the<br />
charity.<br />
“It feels great to be able to share my story<br />
about overcoming challenges,” Ball said. “It<br />
is important that the kids know that whatever<br />
obstacle they face, they can overcome<br />
<strong>and</strong> continue to follow their dreams just<br />
like I have, <strong>and</strong> I am living proof of that.”<br />
Ball began long distance running in 2007<br />
<strong>and</strong> has since been carded as an elite Paraathlete<br />
by Athletics Canada. Rick has competed<br />
in several half <strong>and</strong> full marathons<br />
alongside able-bodied runners, including<br />
the 2009 Boston Marathon.<br />
In 2010, he broke the three-hour barrier<br />
for the marathon (in a time of 2 hours, 57<br />
community<br />
minutes <strong>and</strong> 47 seconds), which is a first for<br />
a single-leg amputee. He also holds the fastest<br />
time in the world for the 10,000 meters<br />
<strong>and</strong> the half marathon.<br />
“Rick Ball has truly been an inspiration,<br />
<strong>and</strong> when he recounts his story, you begin<br />
to underst<strong>and</strong> the power of perseverance,”<br />
said Public Relations Manager for the S<strong>and</strong>als<br />
Foundation Elanor Finfin Krzanowski.<br />
“His story of overcoming life’s challenges<br />
can apply to anyone facing obstacles,<br />
whether it’s reaching an educational goal or<br />

Consultation family isl<strong>and</strong>s<br />
services ends <strong>Feb</strong>ruary 29<br />
Government is reminding the public<br />
that the deadline for commenting on<br />
how to better provide services on North,<br />
Middle <strong>and</strong> South <strong>Caicos</strong> <strong>and</strong> Salt Cay is<br />
<strong>Feb</strong>. 29.<br />
After visiting the family isl<strong>and</strong>s during<br />
the summer of 2011, His Excellency<br />
the Gov. Ric Todd heard residents explain<br />
that those isl<strong>and</strong>s have different<br />
needs than Providenciales <strong>and</strong> Gr<strong>and</strong><br />
Turk, <strong>and</strong> that they are to some extent<br />
neglected by government. They also said<br />
that government staff on those isl<strong>and</strong>s<br />
are organised in an inflexible way <strong>and</strong><br />
are not provided with adequate supplies<br />
<strong>and</strong> equipment.<br />
“There were particular concerns that<br />
some isolated members of the communities<br />
on these isl<strong>and</strong>s were suffering<br />
unduly because of reduced family <strong>and</strong><br />
other support as a result of the current<br />
economic situation,” Chief Executive<br />
Martin Stanley when he announced the<br />
consultation Dec. 30.<br />
One suggestion was for a bus service<br />
on North <strong>and</strong> Middle <strong>Caicos</strong> to make it<br />
easier <strong>and</strong> more affordable for the elderly<br />
to get to needed services, as well as to encourage<br />
tourist visits.<br />
Government would like to know<br />

The National HIV Unit has been rolling<br />
through neighborhoods on Providenciales<br />
with its annual mobile HIV testing program<br />
to ensure that people living in the <strong>Turks</strong> <strong>and</strong><br />
<strong>Caicos</strong> Isl<strong>and</strong>s know their status.<br />
The awareness program’s theme is “Romance<br />
with Caution,” <strong>and</strong> its objective is to<br />
raise awareness of HIV <strong>and</strong> AIDS so that there<br />
are no new infections <strong>and</strong> untimely deaths<br />
from the disease.<br />
Mobile testing was done in Blue Hills <strong>and</strong><br />
Kew Town on <strong>Feb</strong>. 14, in Five Cays on <strong>Feb</strong>. 15,<br />
<strong>and</strong> will be done in the Bight on <strong>Feb</strong>. <strong>16</strong>. Testing<br />
will be kept confidential.<br />
To raise even more awareness, the public is<br />
invited to a function hosted by the AIDS subcommittee<br />
in Gr<strong>and</strong> Turk. The event dubbed<br />
“Romance with Caution” will feature a fashion<br />
show by local designer Kazz Forbes, live music<br />
by the Royal <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Police B<strong>and</strong> <strong>and</strong><br />
much more.<br />
The event will be held <strong>Feb</strong>. 24 at the Bohio<br />
Resort on Gr<strong>and</strong> Turk. Admission is $25 at the<br />
door or $20 early sale.<br />
All funds raised from the event will be used<br />
to purchase books for the Health <strong>and</strong> Family<br />
Life curriculum in Gr<strong>and</strong> Turk schools.<br />
Police clear AG of<br />
assault allegation<br />
Police Commissioner Colin Farquhar announced<br />
<strong>Feb</strong>. 8 that he has closed the file on<br />
assault allegations against the attorney general<br />
by a staff member in November.<br />
Attorney General Huw Shepheard had<br />
been accused of assault by one of his senior<br />
staff prosecutors on Nov. 30.<br />
The staff member also is being investigated<br />
“as normal <strong>and</strong> proper under the civil service<br />
investigation procedure,” the governor<br />
has said. The status of that investigation was<br />
not revealed.<br />
An independent counsel outside the AG’s<br />
office reviewed the police report on the incident.<br />
The AG’s office normally is consulted on<br />
police investigations but could not in this<br />
case to ensure impartiality, the governor has<br />
said.<br />

Model sailboat success<br />
Shifty, sporadic breezes on Bambarra<br />
beach made this year’s model sailboat race<br />
quite a challenge but did nothing to spoil<br />
the fun of the annual Valentine’s Day Cup<br />
event on Middle <strong>Caicos</strong>.<br />
Spectators enjoyed the races, food <strong>and</strong><br />
fun on the beach while music played flowed<br />
throughout the day <strong>Feb</strong>. 11 at the ever growing<br />
not-for-profit event.<br />
The Middle <strong>Caicos</strong> Sailing Association<br />
(MCSA) said the Church of God of Prophecy<br />
food sales raised more than a thous<strong>and</strong><br />
dollars for its roof fund. The MCSA cleared<br />
more than $600 from the bar <strong>and</strong> T-shirt<br />
<strong>and</strong> cap sales to help pay for new boats.<br />

Deliciously decadent chocolate desserts, dancing<br />
under the stars to soulful singing <strong>and</strong> all for a great<br />
cause.<br />
That was the theme of the evening Saturday, <strong>Feb</strong>.<br />
11, when Mark <strong>and</strong> Barbara Pankhurst generously<br />
opened their home to the local community in support<br />
of the arts.<br />
More than 200 guests danced the evening away in<br />
support of the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Friends of the Arts<br />
Foundation (TCFAF), hosted at the Stargazer Villa<br />
for the foundation’s annual fundraiser, “Hopelessly<br />
Romantic.”<br />
The atmosphere of the villa was beautiful <strong>and</strong> luxurious,<br />
from the twinkling lights all through the gardens<br />
to the hours of melodic music floating through<br />
the air. Guests socialized all over the property, eating<br />
<strong>and</strong> dancing throughout the evening.<br />
Guests enjoyed performances by 18 local entertainers<br />
<strong>and</strong> food prepared by 14 restaurants, which also<br />
competed in a culinary competition. M<strong>and</strong>y Wolfe,<br />
Frank Aubert, John Auger, Rita Huschka <strong>and</strong> Cora<br />
Malcolm were the lucky five who had the proud honour<br />
of judging the delicious competition.<br />
Musical performances kept guests smiling <strong>and</strong><br />
swaying, including the soulful voice of Shara Bowen,<br />
singing alongside husb<strong>and</strong> David on guitar, Brentford<br />
H<strong>and</strong>field on the keys <strong>and</strong> Andrea Daley on the<br />
drums.<br />
As the night progressed on, it was Addison Stoddard<br />
who got everyone on their feet, dancing the<br />
night away under the stars. All of the more than a<br />
dozen performers impressed guests, including Cora<br />
Malcolm, Barbara Johnson, O’Brien Forbes, Marvin<br />
Henfield — who also emceed the evening festivities<br />
— David Been, Cristina Zaccheo, Brusnite Jean Louis<br />
<strong>and</strong> Brenice Brown, Shelby Burant, Patrick Riel,<br />
Alan Lenathen <strong>and</strong> Herbie Swann, C<strong>and</strong>y Barrotti,<br />
Wendy Hayward, Corderro Lightbourne <strong>and</strong> a dance<br />
performance by Ryesha Higgs <strong>and</strong> Phoebe Twigg.<br />
“We are thrilled with the support we received from<br />
our many loyal patrons <strong>and</strong> volunteers,” TCFAF<br />
President Lynne Pettman told the <strong>fp</strong>. “The music <strong>and</strong><br />
food seemed impossibly better even than last year,<br />
<strong>and</strong> we delighted our guests with an eclectic mix of<br />
talent from all over the TCI.”<br />
The event was the second rendition created as a<br />
major fundraiser for the foundation whose aim is to<br />
promote the arts.<br />
“Hopelessly Romantic II is our major fundraiser<br />
for the year <strong>and</strong> will fuel many sponsorships for<br />
TCI youth,” Pettman said. TCFAF provides scholarships<br />
for voice <strong>and</strong> piano lessons, dance classes, <strong>and</strong><br />
art classes, as well as air fare <strong>and</strong> board for visiting<br />
performers <strong>and</strong> workshop facilitators. “We also use<br />
these monies for our season performances, which total<br />
six in this, our 10th anniversary year.”<br />
The 2011-12 season began in October with “Addison<br />
<strong>and</strong> Friends, An Evening of Music,” followed by<br />
the second “Art Expo” in Turtle Cove, <strong>and</strong> a “Free<br />
Children’s Christmas Party <strong>and</strong> Variety Show,” both<br />
in December.<br />
“Our drama department will perform a locally<br />
written collection of humorous vignettes, called<br />
‘Men are from <strong>Turks</strong> <strong>and</strong> Women are from <strong>Caicos</strong>,’<br />
to play at Brayton Hall in April,” Pettman said.<br />
The Season Finale <strong>and</strong> 10th Anniversary Gala will<br />
take place in May <strong>and</strong> feature the terrific, world renowned<br />
“Bad Boys of Dance,” starring Rasta Thomas.<br />

to London for their essays on the topic “A 21st Century<br />
relationship between the U.K. <strong>and</strong> the TCI.” We will<br />
be publishing the winners’ essays in this <strong>and</strong> upcoming<br />

“Let the watchwords of all our people be the old familiar<br />
watchwords of honesty, decency, fair-dealing,<br />
<strong>and</strong> commonsense.”... “We must treat each man on his<br />
worth <strong>and</strong> merits as a man. We must see that each is<br />
given a square deal, because he is entitled to no more<br />
<strong>and</strong> should receive no less.” “The welfare of each of us is<br />
dependent fundamentally upon the welfare of all of us.”<br />

While the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s remain a developing<br />
country, we are cognizant of Article 6 as<br />
stated in the United Nations Articles of Basic Human<br />
Rights: “Everyone has the right to recognition everywhere<br />
as a person before the law”. Therefore we strive<br />
for recognition. To be seen not just by our size <strong>and</strong><br />
recorded population but by our significance.<br />
As a developing country we may at times be dependent<br />
<strong>and</strong> even in need of encouragement, however,<br />
the present relationship between the UK <strong>and</strong> the TCI<br />
is one that is left to question. It is one that is filled with<br />
one-sided stories, lack of representation <strong>and</strong> uncertainty.<br />
One may emphatically state that the history is<br />
repeating itself once again. We are free in spirit but in<br />
bondage by law!<br />
Seeing that Great Britain is our mother country it<br />
is expected of her to take on the responsibilities that<br />
is too great of a task for the local government. Unfortunately,<br />
the disregarded onus was placed on the<br />
local government, which is presently dissolved by<br />
Britain, the predicament we are now placed in. The<br />
one-on-one relationship diminished leaving us with<br />
a one-sided correspondence with each other. As a result<br />
of our existing relationship between the TCI <strong>and</strong><br />
the UK, major factors pertaining to the TCI seems to<br />
be neglected by the UK, outward investments being<br />
the most predominant. As a result of lack of outward<br />
investments, the TCI is now faced with an unsustainable<br />
economy, relying solely on tourism, exportation<br />
of lobster <strong>and</strong> conch <strong>and</strong> construction. With the<br />

absence of outward investment we are also lacking<br />
inward new investments. Being hit with the present<br />
devastating global economy, added an oppressive<br />
amount of strain to the country <strong>and</strong> an imbalance<br />
in the circulation of money with in the country. The<br />
question today left unanswered is, “Has our mother<br />
country forsaken her duties or responsibilities, forcing<br />
the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> to attempt to h<strong>and</strong>le a job<br />
that might have ultimately been too great, according<br />
to the then constitution?” Instead of answers we were<br />
bombarded with taxes <strong>and</strong> a non-afforded opportunity<br />
to share our views or perspectives with the UK.<br />
“It is like a delayed parade on our camp that captivates<br />
the silence of our nation”.<br />
In addition to the neglected outward investments<br />
the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> also struggles with the lack of<br />
representation. It is of great importance for the country<br />
to be represented before Britain rather than by<br />
Britain. Furthermore, greater engagement is needed<br />
between the TCI <strong>and</strong> the UK. We should be afforded<br />
the opportunity to sit before the UK <strong>and</strong> negotiate financial<br />
policies, laws to govern the nation, etc. There<br />
should exists more transparency with the UK Government,<br />
not to effectively enforce new regimes <strong>and</strong><br />
guidelines, but to give the adverse effect for not having<br />
them in place, more so the benefits to the people<br />
of having them hastily implemented. We, as a nation<br />
should be afforded more say as it relates to our future.<br />
A future that is dependent on what we make of<br />
this relationship. Partnership <strong>and</strong> cooperation will be<br />
needed between the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> <strong>and</strong> the United<br />
Kingdom. In order for both countries to obtain a<br />
strong cooperation <strong>and</strong> an effective cooperation, the<br />
UK must first visualize the TCI as equals. We are<br />
rightfully due the respect to be seen as a colony; a<br />
community as defined by the United Nations of each<br />
sovereignty of basic human rights. Article 6 of the<br />
United Nations articles of basic human rights further<br />
reiterates this fact.<br />
“Because the TCI remains a developing country all<br />
general departments are in need of further development<br />
<strong>and</strong> training, most importantly, development<br />
in a genuine government-to-citizen relation”. Taking<br />
into consideration that we are a British Overseas Territory,<br />
I think the UK can best work with the TCI in<br />
these areas by reinforcing the basic human rights, allowing<br />
us institutional education <strong>and</strong> detailed training<br />
for those, especially working in government departments,<br />
to be excellent in their course <strong>and</strong> “more<br />
advanced” so to speak within the chosen occupation.<br />

Basically this is saying that the UK should make<br />
available to us on the job training which will cause us<br />
to be more advanced in our area of work.<br />
As a youth of the TCI I underst<strong>and</strong> that we are<br />
under British leadership thus making us inferior to<br />
the UK, however, the method in which they go about<br />
their leadership is one that presently resembles that<br />
of a dictator, overpowering the position in which the<br />
TCI st<strong>and</strong>s as a partner; rather opposition within this<br />
21st century relationship. Taking into consideration<br />
all that was stated above, sums up this 21st century<br />
relationship between the TCI <strong>and</strong> the UK. There is<br />
much need for improvement!<br />
In order for improvement to be made the UK firstly<br />
has to recognize the main issues or problem within<br />
the TCI <strong>and</strong> implement proper <strong>and</strong> fair negotiation<br />
systems such as:<br />
▶ Distributive Negotiation – meaning there is a giving<br />
out; or the scattering of things. By its mere nature,<br />
there is a limit or finite amount in the thing being distributed<br />
or divided amongst the people involved.<br />
▶ Integrative negotiation - The word integrative<br />
means to join several parts into a whole. Conceptually,<br />
this implies some cooperation, or a joining of forces to<br />
achieve something together. Usually involves a higher<br />
degree of trust <strong>and</strong> a forming of a relationship. Both<br />
parties want to walk away feeling they’ve achieved<br />
something which has value by getting what each wants.<br />
▶ Compromising - Individuals who are eager to close<br />
the deal by doing what is fair <strong>and</strong> equal for all parties<br />
involved in the negotiation. Compromisers can be useful<br />
when there is limited time to complete the deal;<br />
however, compromisers often unnecessarily rush the<br />
negotiation process <strong>and</strong> make concessions too quickly.<br />
Another major factor that can be improved is for<br />
the TCI not to be seen just as an associate member<br />
but a full member within an institution. Therefore,<br />
allowing us to experience the benefits afforded to<br />
those who are already full members. Moreover, this<br />
21st century relationship can be altered, leaving no<br />
room for improvement by recognizing, implementing<br />
<strong>and</strong> respecting article 6 as derived from the United<br />
Nations articles of basic human rights; “everyone has<br />
the right to recognition everywhere as a person before<br />
the law.”<br />
In conclusion, I say, as a nation who is determined<br />
to be recognized <strong>and</strong> seen as equal within this 21st<br />
century relationship, we must continue to press forward<br />
<strong>and</strong> bring about a renewed relationship between<br />
the TCI <strong>and</strong> her mother country, Britain.

TCHTA announces Star Award nominees for 2011<br />
The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Hotel <strong>and</strong> Tourism Association<br />
has announced the nominees for its annual Star Awards<br />
that will take place <strong>Feb</strong>. 23 at the Ver<strong>and</strong>a.<br />
The Star Awards recognize <strong>and</strong> reward those who go<br />
above <strong>and</strong> beyond the call of duty in the hospitality industry<br />
in the TCI. Over the past couple of weeks, members<br />
of the TCHTA have been carefully selecting <strong>and</strong> nominating<br />
their employees <strong>and</strong> colleagues who they feel have<br />
earned the need for this special recognition.<br />
“We are fortunate to have many incredibly talented individuals<br />
working in the hospitality industry here in the<br />
<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s, <strong>and</strong> this ceremony recognizes<br />

1. Heat oven to 375 degrees F. In a medium-size bowl, whisk together<br />
the eggs, milk, salt <strong>and</strong> pepper. Spread the spinach into the bottom of the<br />
prepared pie crust. Pour egg mixture evenly over spinach, then sprinkle<br />
with cheese.<br />
3. Transfer quiche to oven <strong>and</strong> bake 15 minutes. Reduce heat to 325<br />
degrees F <strong>and</strong> continue to bake 20 minutes, until puffed <strong>and</strong> crust is<br />

Seeking an Architectural Coordinator /<br />
Project Manager to supervise architectural<br />
staff <strong>and</strong> assume full responsibility for<br />
all construction documents prepared by<br />
staff <strong>and</strong> sub-consultants for the construction<br />
of luxury single family homes, <strong>and</strong><br />
small commercial projects in the <strong>Turks</strong> &<br />

must be able to:<br />
• Oversee <strong>and</strong> manage staff <strong>and</strong> development<br />

• Perform site inspections to ensure adherence<br />
to construction documents<br />
• Prepare <strong>and</strong> maintain construction budgets,<br />
cost estimates, <strong>and</strong> schedules<br />
• Obtain Planning Department approvals.<br />
• Maintain software licensing; drafting<br />
equipment; plotters; <strong>and</strong> related inventory<br />
• Assist with general management <strong>and</strong><br />
business development<br />
Further, the successful c<strong>and</strong>idate must<br />
possess:<br />
• A thorough knowledge of the <strong>Turks</strong><br />
& <strong>Caicos</strong> Building Code, Development<br />
Manual, NFPA Regulations, <strong>and</strong> require-<br />
ments of <strong>Turks</strong> & <strong>Caicos</strong> Fire & Rescue<br />
• Comprehensive underst<strong>and</strong>ing of building<br />
science <strong>and</strong> architectural design.<br />
• Excellent verbal <strong>and</strong> written communication<br />
skills <strong>and</strong> a team attitude<br />
• Minimum of BS in Architectural Design,<br />
with at least 15 years of relevant<br />
architectural <strong>and</strong> business management<br />
experience.<br />
• Minimum 10 year membership with<br />
RIBA or AIA or equivalent<br />
Computer literacy shall include:<br />
• AutoCAD - Architectural Desktop & 3D<br />
Imaging<br />
• Chief Architect X3 Modeling<br />
• 20/20 3D Kitchen Design<br />
• Builder MT Estimating & Critical Path<br />
