Census enumerators have started collecting information
from Turks and Caicos Islands residents,
and it’s important that people know that all questions
are important to future planning, the Department
of Economic, Planning and Statistics says.
“The census is a critical source of information
that would direct policy makers on how to design
social services to cater to the needs of the populace;
for example, where to place a school or construct a
road,” DEPS said in a Feb. 14 statement.
“Enumerators will ask people whether they have
medical insurance. We know that there are sick
people in this country who do not have the ability
to pay, and so we want to know how many people
actually have insurance. Again, this is for planning
purposes, because there is no point in having a sick
community of people who can’t afford to take care
of themselves.”
Questions on the census are similar to those in
other countries in the Caribbean Community and
Common Market (CARICOM) so that they can be
compared and a regional approach can be taken in
planning and solving problems. It is also more cost
effective.
New airline ground handling company questioned
A new airline ground handling company that
is expected to lead to more international flights to
the Turks and Caicos Islands is being questioned by
competitors for its partnership with the TCI Airports
Authority.
Servisair PLS formed a joint venture with the Airports
Authority (TCIAA) in July 2011, according to
Financial Services Commission records obtained
by the fp.
The new local company is a division of international
ground services company Servisair, which
operates in 121 locations in Europe, Canada, Asia
and the United States, according to its website.
Servisair holds 70 percent of the shares in the TCI
operation that has yet to get off the ground, while
the authority — a statutory government body —
holds 30 percent of the shares, according to FSC
records. One of the three directors is TCIAA Board
Chairman Herbert Ingham.
“In early 2009, the Airports Authority and its
board were faced with complaints from various
carriers who’ve indicated that because of the noncompetitive
nature of the ground handling services
and the level of services that they are receiving have
threatened to pull out,” Authority CEO John T.
Smith told the fp.
The authority’s board began negotiations in 2010
with Servisair about becoming the third handling
company providing services at the Providenciales
International Airport, Smith said. Board minutes
show that the joint venture was discussed at several
meetings before being approved by the board at its
Oct. 2, 2010, meeting.
Andre Garneau, Queen’s Counsel in the Attorney
General’s Chambers who was legal advisor to
the board at that time, told the fp that he followed
the joint venture agreement from the beginning and
approved it.
Currently ground services for American Airlines
are handled by American with local company TCA
Handling. Most other airlines are handled by Flight
Support Limited, which recently partnered with international
ground services company World Flight
Services.
“I am appalled that the TCIAA as the regulator
would establish a private company with foreign
partners and promote such incestuous relationships
where they hold financial interest in a business
which they themselves regulate,” Flight Support
Chairman Lyndon Gardiner told the fp.
“Competition for me is not the issue here. I don’t
believe any business should be forced to compete
with a government body where that body at the
same time acts as regulator and is competing for the
same business. The Turks and Caicos is seemingly
the only country in which this unfair practice can
be tolerated. This is definitely not an even playing
field.”
The fp obtained a copy of a Feb. 12 letter from
Shaun Malcolm and Joshua Harvey, the directors
of SkyBlue Aviation Ltd., complaining about the
joint venture and asking for intervention. The letter
was sent to the governor, government CEO Patrick
Boyle, Attorney General Huw Shepheard, members
of the governor’s Advisory Council and Consultative
Forum Chairwoman Lillian Misick.
Malcolm has a memorandum of understanding
with M Aviation to provide ground support and fuel
at a new fixed base operator (FBO) on airport property
across the runway from the main terminal. He
also is involved with Skycruise Airways, a new airline
that intends to operate local and international
flights from the new FBO.
Gardiner, who also operates local carrier Air
Turks and Caicos, and local carrier Caicos Express
Airways unsuccessfully objected to Skycruise’s entry
into the market, saying the country is too small
for a third local carrier.
Hanchell, Green granted $175,000 bail New work permit applicants
Former Turks and Caicos Islands government
Minister McAllister Hanchell and Progressive National
Party Leader Clayton Greene appeared Feb.
10 in Magistrate’s Court and were granted $175,000
bail on corruption charges leveled by the Special Investigation
and Prosecution Team.
Both men say they are innocent of the allegations
and will fight the charges. They are scheduled to appear
April 17 in the Supreme Court on Providenciales
for a sufficiency hearing with other defendants
to see if the SIPT has enough evidence to take those
charged to trial.
Greene, an attorney, faces three counts of laundering
money for former Minister Floyd Hall. SIPT
prosecutor Mark Weekes said the total damages alleged
in the transactions is $1.7 million.
Hanchell is charged with conspiracy to commit
bribery with former Premier Michael Misick and
other former ministers to receive cash, credit and
other advantages allegedly totaling $1.1 million.
At a press conference Jan. 18, Greene confirmed
“Cancer – Causes, Treatment
and Prevention” at Cheshire Hall
Medical Centre on Feb. 27 at 5
p.m.
Keynote speakers will be world
renowned cancer experts Professor
Arthur Porter from Canada
and U.K.-based Professor Karol
Sikora, who jointly head the specialist
oncology team working
with InterHealth Canada.
“There are too many unnecessary
tragedies among our people,”
said Porter, director of radiation
oncology at the The Cancer
Centre, Bahamas, and chairman
of CancerPartners U.K. “Understanding
prevention, early detection and
fatal illness into an illness which
can be cured.
“Our team will ensure the very
best of care to the population of
the Turks and Caicos Islands.”
Until now, cancer sufferers
in the TCI have been forced to
go off-island for both consults
and treatment, which has been
a traumatic burden for both patients
and their family members.
It has also proved an expensive
and inconvenient process for all
concerned.
The opening of the cancer care
unit means sufferers can now receive
expert care and attention
on their doorsteps through regular
clinics and consultations with
chemotherapy usually provided
on island.
that he had been questioned about $1 million that
was deposited in his law firm’s trust account and
distributed for his cousin, Quentin Hall, for sale of
Crown land in 2006. Greene said he had no indication
the transaction was not legitimate.
Weekes told the Magistrate Clifton Warner that $1
million was in fact for the benefit of Floyd Hall from
the sale of land on North West Point on Providenciales.
Quentin Hall and Earlson Robinson have been
charged with receiving proceeds from an illegal land
transaction. Charged with conspiracy are Quentin
Hall’s brothers, Floyd Hall and former minister Jeffrey
Hall, and former ministers Lillian Boyce and
Samuel Been. All are free on bail awaiting sufficiency
hearings in April.
Others charged so far in the investigation include
Floyd Hall’s wife Lisa Hall, former Premier Michael
Misick’s brother Chal Misick, an attorney; attorney
Melbourne Wilson; and developers Richard Padgett
and Jak Civre.
▶ Internet access
The questions have been designed to find out
about internet usage in the household. The use
of modern information technology such as the
internet and other gadgets by TCI residents is a
very important educational tool. It is an indicator
in terms of the progress of our country. We
therefore need to know how many of our people
have access to the internet, how are they using it
and where are they using it.
Radiotherapy services will still
require off-island stays and will
be co-ordinated with NHIP.
InterHealth Canada Chief Executive
Dr. Roger Cheesman said
the launch of oncology services
marks another huge step forward
in the provision of health care in
the TCI.
“We are delighted to bring yet
another service to these beautiful
islands and ensure that the
best possible care can be provided
to our patients,” Cheesman
said. “We hope that the commencement
of this clinic and
chemotherapy treatments will
dramatically reduce the stress
so often encountered by patients
When asked why the attorney
were not on the list, Attorney
General Huw Shepheard said
that both must file because they
are members of the Advisory
Council and/or the forum. When
elected government returns, the
attorney general would have to
file as a member of the cabinet.
The changes will require public
persons to file declarations
every two years instead of every
year, extending the deadline for
the current two-year period until
June 30, 2012. Those who did not
meet the June 2011 deadline will
not be penalized.
The commission also will have
the power to extend filing deadlines
up to six months in exceptional
circumstances.
Public persons were required
to report any gifts they received
in excess of $5,000, but that
amount will be lowered to $1,000
and include gifts to family members.
Gifts will have to be report-
ed within 30 days.
The forum rejected an amendment
that “would validate certain
exemptions from filing granted
by the governor before the coming
into operation of this act.”
It was unclear who, if anyone,
had been granted an exemption
from filing.
New applicants for work permits
and their families will have
to go through much more rigorous
health screening to obtain the
right to work in the Turks and Caicos
Islands.
The Department of Immigration
and Border Control recently
released details of a new health
screening process for work permit
applicants that requires a certificate
of good health.
“The requirement is now in effect
for all new applications, including
applications for endorsement
of spouses and dependents,
but not for renewals,” the Immigration
Board said in a Feb. 10
press statement.
There is no requirement for
temporary or permanent residency
certificate holders who are
not entitled to benefits under the
National Health Insurance Program.
Before this change, only a blood
test proving negative status for
HIV, syphilis and hepatitis was
required with an application for a
work permit.
The required medical exam is
expected to cost $250 for adults
and $90 for children from local
doctors. The price was set in cooperation
with immigration and
other participating departments
in the program.
The questionnaire will have to
be filled out and sent by a doctor
approved by the National Health
Insurance Board (NHIB), whose
medical consultants will evaluate
the person’s health status. If the
applicant is in good health, NHIB
will send a Certificate of Good
Health to immigration.
The process will ensure medical
records are kept private between
the patient, his/her medical
professional and NHIB.
Malcolm told the fp that he believes
the authority’s joint venture
with Servisair was done without
the board’s consent and interfered
with his intentions to provide
similar services.
Misick called for a closed meeting
of the forum for Feb. 17, asking
all parties to attend, but she said
Boyle — who is acting governor
this week while His Excellency
the Gov. Ric Todd is in London
— and Shepheard “overruled” her
because the forum has no power
to conduct such inquiries.
“I felt this hearing was the
most prudent way to determine
whether these very serious allegations
have any basis in fact,”
Misick said in an e-mail obtained
by the fp. “Not to mention that it
would have given members of the
TCIAA an opportunity to dispel
the aspersions that have already
been cast on their integrity.”
“There’s nothing untoward at
all,” Smith told the fp. “I wouldn’t
be part of it if it was.”
Smith said the authority has no
say in the operation of Servisair
PLS or which handler a carrier
chooses to use, but the authority
will make money from the joint
venture that will go into government
coffers. He said he doesn’t
p
the person is capable of caring for
their health.
The medical certificate requires
a doctor to confirm that an
applicant:
▶ Is in good health, and, if female,
is not pregnant
▶ Does not have any indication
of a communicable disease, including
syphilis, HIV or AIDS
▶ Does not have any indication of
a debilitating or incurable disease
or other condition that requires or
could in the next two years require
hospitalisation, surgical or medical
procedure, or costly treatment
or medication
▶ Does not have any indication
of cancer and has not been treated
for cancer in the last five years
▶ Does not have any indication
of poor control of or damage from
hypertension, hyperlipidaemia or
diabetes
▶ Does not have any indication
of an active psychiatric condition
and has not been treated for a
psychiatric condition by a mental
health practitioner within the last
six months
medical need, or require the regular
use of any mechanical device
other than spectacles or lenses
▶ Is not an alcoholic
▶ Does not have tuberculosis or
any other pulmonary disease
The new process is part of a collaboration
between the Ministry
of Health and Human Services
and the Immigration Department’s
New ground handling company
believe the joint venture gives
Servisair an unfair advantage, but
that it does create more competition
that can improve costs and
services.
“We have to ensure there’s a
level playing field and that you are
able to provide the level of service
and have the service able to grow
with the operation,” Smith said.
“If we’re not able to do it, then we
would not be able to attract the
carriers we’re looking to attract.”
“Unless you have it, you’re
not going to get the passengers,”
Smith said.
Requests for comment from
Servisair headquarters in Houston,
Texas, were not answered, but
Smith said the company should
be ready for business within a few
months.
The interim government has
refused to comment.
“The government cannot comment
on this dispute as it is a private
matter between Mr. Malcolm
and Mr. Harvey on the one hand,
with some involvement of Mr.
Gardiner, and the Airports Authority
on the other,” said governor’s
spokesman Neil Smith. “If
the parties are unable to resolve
the dispute through discussion, it
is always open to them to resort to
the courts.”

likely remain in effect until public
consultation on the pathway
to citizenship has concluded and
new legislation is enacted, the
ministry said.
A new moratorium on BOTCs
applications went into effect
Feb. 13 until that backlog can be
cleared.
The U.K. is paying for three
employees who have been helping
get the PRC and BOTC
processes into order, including
proper computerization of records.
There has been no moratorium
on BOTC naturalisation applications,
and the ministry has
been processing them at an average
rate of 20 per week but hoped
to increase that to about 40 per
week. A full report will be made
on cases processed in the current
Quincy Thomas, 34, has
been charged with wounding
and assault occasioning actual
bodily harm in reference to a
report made Feb. 5 on Providenciales.
He was remanded to Her
2011-12 financial year that will
include a detailed breakdown
of outcome, nationality and the
relevant statutory provision, the
ministry has said.
In order to be naturalized as a
BOTC, a person must have had
a PRC for at least 12 months,
and to have been resident in
Turks and Caicos Islands for at
least five years. Most of the new
citizens have been residents for
many more years.
BOTC applications are considered,
processed and decided
by Turks and Caicos Islander
(Belonger) staff against the requirements
set out in the British
Nationality Act of 1981.
Becoming a BOTC does not
bestow full rights of an islander,
such as the right to vote. However,
changes to the Constitution
not yet enacted require those
seeking islander status must be
a BOTC or a British citizen who
has held a PRC for a period of at
least five years, or who has been
a legal resident for a period of at
least 10 years.
New laws for granting islander
status with the right to vote will
be left for an elected government
Questions for consultation on Tc Islander status
The Consultative Forum is seeking comment on
changes to obtaining status in the Turks and Caicos
Islands.
Submit your answers to the following questions via
e-mail to citizenship@gov.tc by Feb. 17. Explanatory
documents and questionnaires can be found online
at www.gov.tc.
1: Do you think that it would be helpful for the Turks
and Caicos Islands to administer decisions on permanent
residence and Turks and Caicos Islander status
according to a points system?
2: Should a worker in the TCI be eligible to apply for
Permanent Resident Certificate (PRC) after five; six;
eight; nine; 10; or more years?
3: Should there be a clear distinction drawn between
those workers who can qualify over time for
PRC and those who cannot?
4: If there are to be such distinctions, on what basis
should they be made? Should there, for example, be
a regularly updated list of designated shortage occupations
on the basis of labour market analysis and
consultation?
5: If there are to be temporary workers with fixed
term work permits who cannot progress to PRC, what
should the term limits on their work permits be?
6: Do you agree that knowledge of the TCI and of
a specified level of English language should be required
before any applicant can be granted PRC?
7: Should the three different categories of PRC recommended
by the Immigration Review Commission
be introduced, including some with restrictions on
work; or should the system be simplified by having a
single category of PRC, without limitation or restriction?
8: Do you think it should be possible to qualify for
FortisTCI Ltd. held its first
“Customer Information Session”
with executive board
members, officers, and directors
of the Providenciales Chamber
of Commerce and the Turks and
Caicos Hotel and Tourism Association.
The Feb. 9 session is part of
Fortis’ 2012 strategic plan focused
on increasing customer
relations. Guests received an inside
look at the day to day operations
at the utility that provides
most of the electrical power for
the Turks and Caicos Islands.
Those who attended explored
Providenciales plant facilities
and new office accommodations
and spoke with FortisTCI
President and CEO Eddinton
Powell and his executive team.
Powell stressed the need to form
stronger relationships between
the company and the community
as a means of fostering open
lines of communication.
“Our Customer Service Forums
will give us an opportunity
to listen to our customers’
needs,” he said. “It will also
give us the ability to explain the
unique challenges and opportunities
facing the utility industry,
PRC purely by investment in the Turks and Caicos Islands?
If so, what do think would be the right level of
investment?
9: What do you think should be the rules to be attached
to this kind of provision? Should investors be
required to be ordinarily resident in the territory before
getting PRC, as in other administrations? Should
it be possible to get an undertaking from government
that a PRC will be issued, in advance of making
an investment?
10: Do you support the introduction of long term
residence permits lasting 25 years for homeowners
and business investors? What do you think should
be the rules attached to this kind of provision? For
example, should it be possible for time spent ordinarily
resident in the TCI on such a permit be allowed to
count towards qualifying for PRC, if other conditions
are met?
11: Should there be provision for an alternative form
of long term temporary residence, with freedom to
work, which does not necessarily lead to PRC, British
Overseas Territory Citizenship (BOTC) or Turks and
Caicos Islander status? What should be the requirements
for such a status, and what conditions would
be applied?
12: What do you think should be the further requirements
–including length of residence as a PRC
holder and/or BOTC- and what additional tests should
be applied, in order for a BOTC to progress to TC Islander
status?
13: Do you think British citizens should be required
to obtain BOTC before being eligible for Turks and
Caicos Islander status?
14 : Do you think that young people born in the TCI
should have a separate, specific path to Turks and Caicos
Islander status, and if so what should be the rules
on this?
particularly in the Turks and
Caicos Islands.”
Discussions began with an
overview of Fortis Inc. and its
subsidiaries. Emphasis was
placed on the high cost of fuel in
the Caribbean, the importance
of energy conservation, the realities
of renewable energy as it
relates to the TCI and other mutual
concerns between the utility
and the business community.
“I am extremely happy to have
had the opportunity to hear and
see what was presented today,”
said Stacy Cox, association executive
of the TCHTA. “It personally
clarified a number of
misconceptions that I had about
this company.”
Powell also highlighted the
commitment that FortisTCI has
to the country.
“FortisTCI has a vested interest
in the community, with total
investments approaching $200
million, and growing,” Powell
said. “We are committed to a
strong and competitive economy
in the Turks and Caicos
Islands, and it is the business
community that will ultimately
turn the economy around.”
Those that attended Thurs-
p
day’s meeting were equally satisfied
with being given the facts.
“I was pleased by the honesty
and openness of our conversation,”
said Clayton Been, executive
board member of the chamber.
“Having been somewhat of
a skeptic myself, it is clear from
this session that FortisTCI and
their entire team have a powerful
story that is yet to be told.”
Members of the Chamber of
Commerce and TCHTA got
a tour of Fortis’ facilities on
Providenciales.
TCI Islander status consultation ends Feb. 17
Time is up Feb. 17 to have your say on the
pathway to citizenship in the Turks and Caicos
Islands.
The public consultation was launched at the
Nov. 17 meeting of the Consultative Forum. The
forum and the ministry have been providing resource
persons for meetings on all the islands,
and participants have been urged to submit written
responses to a questionnaire on the proposed
measures.
Comments at public meetings and answers
received by the forum on its 24-question document
will be tabulated, and a comprehensive
evaluation will be presented by the forum to the
governor for consideration. That will provide the
basis for setting in place the new immigration ordinance,
policies and procedures.
The process is expected to take several months,
with a draft ordinance expected by May.
Once the new ordinance is drafted, it will take
the same path as all other proposed ordinances,
including presentation to the Advisory Council
and then the Consultative Forum, before finally
being signed into law by the governor.
Establishing a clear pathway to obtaining citizenship
as a Turks and Caicos Islander (Belonger)
and Permanent Resident Certificates (PRC)
is one of the eight milestones set by the U.K. before
new elections are held.
Have your say
Completed questionnaires can be emailed
to the chair of the Consultative Forum
at citizenship@gov.tc or dropped off at the
forum’s secretariat upstairs the NJS Francis
building on Grand Turk by Feb. 17.
15: For how long do you think a couple should be
married before a spouse can apply for Turks and Caicos
Islander status?
16: Should there be provision for a spouse to obtain
Turks and Caicos Islander status if their Turks and Caicos
Islander spouse dies before the end of the qualifying
period?
17: Should there be a new offence of entering into a
marriage of convenience?
18: Should the Immigration Ordinance definition
of “child” be reviewed, particularly with reference to
stepchildren?
19: Should people applying for TCI status on the
grounds of being a spouse have to pass the same
tests, such as in Knowledge of the TCI or English language,
as other applicants?
20: Should a new Commission be set up to decide
TCI Status and PRC applications? How should membership
of such a body be determined? Should there
be provision for local involvement, for example by the
proposed District Councils?
21: Should there be some kinds of control over the
numbers of applications for TCI status which can be
made and decided each year, for example by a cut-off
date and/or quotas?
22: Would you support the 2004 Immigration
Review Commission’s proposal for a one off “regularisation”
programme to enable long term residents
to obtain Turks and Caicos Islander status? On what
basis would such regularisation decisions be made?
23: Should there be provision for revocation of TCI
Status in the circumstances identified by the Immigration
Review Commission?
24: Do you have any additional comments or suggestions
which you would like to see taken into account?

Paralympic athlete
motivates TCI youth
More than 1,200 students sat intently to
listen to Canadian Paralympic Athlete and
three time world record holder deliver a
motivational speech on overcoming life’s
obstacles.
The athlete, Rick Ball, learned first hand
about overcoming personal obstacles when
he lost his left leg below the knee in a motorcycle
accident in 1986.
Ball was invited by the Sandals Foundation
to visit the charity’s sponsored schools,
Clement Howell High and Enid Capron
Primary. He spoke about the importance
of dreams, perseverance and having confidence
in one’s own abilities to overcome
obstacles and achieve goals.
A longtime supporter of the Sandals
Foundation, Ball participated in two of
the charity’s trans-Antigua half marathon
races at its sister property Sandals Grand
Antigua, raising more than $10,000 for the
charity.
“It feels great to be able to share my story
about overcoming challenges,” Ball said. “It
is important that the kids know that whatever
obstacle they face, they can overcome
and continue to follow their dreams just
like I have, and I am living proof of that.”
Ball began long distance running in 2007
and has since been carded as an elite Paraathlete
by Athletics Canada. Rick has competed
in several half and full marathons
alongside able-bodied runners, including
the 2009 Boston Marathon.
In 2010, he broke the three-hour barrier
for the marathon (in a time of 2 hours, 57
community
minutes and 47 seconds), which is a first for
a single-leg amputee. He also holds the fastest
time in the world for the 10,000 meters
and the half marathon.
“Rick Ball has truly been an inspiration,
and when he recounts his story, you begin
to understand the power of perseverance,”
said Public Relations Manager for the Sandals
Foundation Elanor Finfin Krzanowski.
“His story of overcoming life’s challenges
can apply to anyone facing obstacles,
whether it’s reaching an educational goal or
a personal one.”
Consultation family islands
services ends February 29
Government is reminding the public
that the deadline for commenting on
how to better provide services on North,
Middle and South Caicos and Salt Cay is
Feb. 29.
After visiting the family islands during
the summer of 2011, His Excellency
the Gov. Ric Todd heard residents explain
that those islands have different
needs than Providenciales and Grand
Turk, and that they are to some extent
neglected by government. They also said
that government staff on those islands
are organised in an inflexible way and
are not provided with adequate supplies
and equipment.
“There were particular concerns that
some isolated members of the communities
on these islands were suffering
unduly because of reduced family and
other support as a result of the current
economic situation,” Chief Executive
Martin Stanley when he announced the
consultation Dec. 30.
One suggestion was for a bus service
on North and Middle Caicos to make it
easier and more affordable for the elderly
to get to needed services, as well as to encourage
tourist visits.
Government would like to know
whether there is support for several proposals:
▶ Do you agree that government services
in the family islands should in future be
HIV/AIDS awareness
in your neighborhood
The National HIV Unit has been rolling
through neighborhoods on Providenciales
with its annual mobile HIV testing program
to ensure that people living in the Turks and
Caicos Islands know their status.
The awareness program’s theme is “Romance
with Caution,” and its objective is to
raise awareness of HIV and AIDS so that there
are no new infections and untimely deaths
from the disease.
Mobile testing was done in Blue Hills and
Kew Town on Feb. 14, in Five Cays on Feb. 15,
and will be done in the Bight on Feb. 16. Testing
will be kept confidential.
To raise even more awareness, the public is
invited to a function hosted by the AIDS subcommittee
in Grand Turk. The event dubbed
“Romance with Caution” will feature a fashion
show by local designer Kazz Forbes, live music
by the Royal Turks and Caicos Police Band and
much more.
The event will be held Feb. 24 at the Bohio
Resort on Grand Turk. Admission is $25 at the
door or $20 early sale.
All funds raised from the event will be used
to purchase books for the Health and Family
Life curriculum in Grand Turk schools.
Police clear AG of
assault allegation
Police Commissioner Colin Farquhar announced
Feb. 8 that he has closed the file on
assault allegations against the attorney general
by a staff member in November.
Attorney General Huw Shepheard had
been accused of assault by one of his senior
staff prosecutors on Nov. 30.
The staff member also is being investigated
“as normal and proper under the civil service
investigation procedure,” the governor
has said. The status of that investigation was
not revealed.
An independent counsel outside the AG’s
office reviewed the police report on the incident.
The AG’s office normally is consulted on
police investigations but could not in this
case to ensure impartiality, the governor has
said.
delivered through “one-stop shops” under
district commissioners?
▶ Do you agree that government should
encourage the development of groups of
concerned citizens on the islands to give
advice to the district commissioner and
his/her team, to facilitate communication
between that team and the community,
and to encourage a degree of community
spirit and self-help? (Such a group already
exists on South Caicos.) If so, how should
the members of such groups be chosen
and appointed?
▶ Do you have any other thoughts,
comments or advice on these proposals?
For instance, should North and Middle
Caicos have separate “one stop shops” and
advisory groups, or would it be better if
there were a stronger team providing services
to the residents of both islands?
If there is a positive response to these
questions by Feb. 29, a further more detailed
consultation document will then
be issued in April with a view to implementing
the proposals in July 2012.
Deliciously decadent chocolate desserts, dancing
under the stars to soulful singing and all for a great
cause.
That was the theme of the evening Saturday, Feb.
11, when Mark and Barbara Pankhurst generously
opened their home to the local community in support
of the arts.
More than 200 guests danced the evening away in
support of the Turks and Caicos Friends of the Arts
Foundation (TCFAF), hosted at the Stargazer Villa
for the foundation’s annual fundraiser, “Hopelessly
Romantic.”
The atmosphere of the villa was beautiful and luxurious,
from the twinkling lights all through the gardens
to the hours of melodic music floating through
the air. Guests socialized all over the property, eating
and dancing throughout the evening.
Guests enjoyed performances by 18 local entertainers
and food prepared by 14 restaurants, which also
competed in a culinary competition. Mandy Wolfe,
Frank Aubert, John Auger, Rita Huschka and Cora
Malcolm were the lucky five who had the proud honour
of judging the delicious competition.
Musical performances kept guests smiling and
swaying, including the soulful voice of Shara Bowen,
singing alongside husband David on guitar, Brentford
Handfield on the keys and Andrea Daley on the
drums.
As the night progressed on, it was Addison Stoddard
who got everyone on their feet, dancing the
night away under the stars. All of the more than a
dozen performers impressed guests, including Cora
Malcolm, Barbara Johnson, O’Brien Forbes, Marvin
Henfield — who also emceed the evening festivities
— David Been, Cristina Zaccheo, Brusnite Jean Louis
“We are thrilled with the support we received from
our many loyal patrons and volunteers,” TCFAF
President Lynne Pettman told the fp. “The music and
food seemed impossibly better even than last year,
and we delighted our guests with an eclectic mix of
talent from all over the TCI.”
The event was the second rendition created as a
major fundraiser for the foundation whose aim is to
promote the arts.
“Hopelessly Romantic II is our major fundraiser
for the year and will fuel many sponsorships for
TCI youth,” Pettman said. TCFAF provides scholarships
for voice and piano lessons, dance classes, and
art classes, as well as air fare and board for visiting
performers and workshop facilitators. “We also use
these monies for our season performances, which total
six in this, our 10th anniversary year.”
The 2011-12 season began in October with “Addison
and Friends, An Evening of Music,” followed by
the second “Art Expo” in Turtle Cove, and a “Free
Children’s Christmas Party and Variety Show,” both
in December.
“Our drama department will perform a locally
written collection of humorous vignettes, called
‘Men are from Turks and Women are from Caicos,’
to play at Brayton Hall in April,” Pettman said.
The Season Finale and 10th Anniversary Gala will
worth and merits as a man. We must see that each is
given a square deal, because he is entitled to no more
and should receive no less.” “The welfare of each of us is
dependent fundamentally upon the welfare of all of us.”
Theodore Roosevelt.
While the Turks and Caicos Islands remain a developing
country, we are cognizant of Article 6 as
stated in the United Nations Articles of Basic Human
Rights: “Everyone has the right to recognition everywhere
as a person before the law”. Therefore we strive
for recognition. To be seen not just by our size and
recorded population but by our significance.
As a developing country we may at times be dependent
and even in need of encouragement, however,
the present relationship between the UK and the TCI
is one that is left to question. It is one that is filled with
one-sided stories, lack of representation and uncertainty.
One may emphatically state that the history is
repeating itself once again. We are free in spirit but in
bondage by law!
Seeing that Great Britain is our mother country it
is expected of her to take on the responsibilities that
is too great of a task for the local government. Unfortunately,
the disregarded onus was placed on the
local government, which is presently dissolved by
Britain, the predicament we are now placed in. The
one-on-one relationship diminished leaving us with
a one-sided correspondence with each other. As a result
of our existing relationship between the TCI and
the UK, major factors pertaining to the TCI seems to
be neglected by the UK, outward investments being
the most predominant. As a result of lack of outward
investments, the TCI is now faced with an unsustainable
economy, relying solely on tourism, exportation
of lobster and conch and construction. With the
absence of outward investment we are also lacking
inward new investments. Being hit with the present
devastating global economy, added an oppressive
amount of strain to the country and an imbalance
in the circulation of money with in the country. The
question today left unanswered is, “Has our mother
country forsaken her duties or responsibilities, forcing
the Turks and Caicos to attempt to handle a job
that might have ultimately been too great, according
to the then constitution?” Instead of answers we were
bombarded with taxes and a non-afforded opportunity
to share our views or perspectives with the UK.
“It is like a delayed parade on our camp that captivates
the silence of our nation”.
In addition to the neglected outward investments
the Turks and Caicos also struggles with the lack of
representation. It is of great importance for the country
to be represented before Britain rather than by
Britain. Furthermore, greater engagement is needed
between the TCI and the UK. We should be afforded
the opportunity to sit before the UK and negotiate financial
policies, laws to govern the nation, etc. There
should exists more transparency with the UK Government,
not to effectively enforce new regimes and
guidelines, but to give the adverse effect for not having
them in place, more so the benefits to the people
of having them hastily implemented. We, as a nation
should be afforded more say as it relates to our future.
A future that is dependent on what we make of
this relationship. Partnership and cooperation will be
needed between the Turks and Caicos and the United
Kingdom. In order for both countries to obtain a
strong cooperation and an effective cooperation, the
UK must first visualize the TCI as equals. We are
rightfully due the respect to be seen as a colony; a
community as defined by the United Nations of each
sovereignty of basic human rights. Article 6 of the
United Nations articles of basic human rights further
reiterates this fact.
“Because the TCI remains a developing country all
general departments are in need of further development
and training, most importantly, development
in a genuine government-to-citizen relation”. Taking
into consideration that we are a British Overseas Territory,
I think the UK can best work with the TCI in
these areas by reinforcing the basic human rights, allowing
us institutional education and detailed training
for those, especially working in government departments,
to be excellent in their course and “more
advanced” so to speak within the chosen occupation.
Volunteers helped make Hopelessly
Romantic II possible.
More than 200 guests attended the event
held at the Stargazer Villa.
Basically this is saying that the UK should make
available to us on the job training which will cause us
to be more advanced in our area of work.
As a youth of the TCI I understand that we are
under British leadership thus making us inferior to
the UK, however, the method in which they go about
their leadership is one that presently resembles that
of a dictator, overpowering the position in which the
TCI stands as a partner; rather opposition within this
21st century relationship. Taking into consideration
all that was stated above, sums up this 21st century
relationship between the TCI and the UK. There is
much need for improvement!
In order for improvement to be made the UK firstly
has to recognize the main issues or problem within
the TCI and implement proper and fair negotiation
systems such as:
▶ Distributive Negotiation – meaning there is a giving
out; or the scattering of things. By its mere nature,
there is a limit or finite amount in the thing being distributed
or divided amongst the people involved.
▶ Integrative negotiation - The word integrative
means to join several parts into a whole. Conceptually,
this implies some cooperation, or a joining of forces to
achieve something together. Usually involves a higher
degree of trust and a forming of a relationship. Both
parties want to walk away feeling they’ve achieved
something which has value by getting what each wants.
▶ Compromising - Individuals who are eager to close
the deal by doing what is fair and equal for all parties
involved in the negotiation. Compromisers can be useful
when there is limited time to complete the deal;
however, compromisers often unnecessarily rush the
negotiation process and make concessions too quickly.
Another major factor that can be improved is for
the TCI not to be seen just as an associate member
but a full member within an institution. Therefore,
allowing us to experience the benefits afforded to
those who are already full members. Moreover, this
21st century relationship can be altered, leaving no
room for improvement by recognizing, implementing
and respecting article 6 as derived from the United
Nations articles of basic human rights; “everyone has
the right to recognition everywhere as a person before
the law.”
In conclusion, I say, as a nation who is determined
to be recognized and seen as equal within this 21st
century relationship, we must continue to press forward
and bring about a renewed relationship between
the TCI and her mother country, Britain.

Straighten up project continues in Grand Turk
Dr. Craig Zavitz continued
good posture training
last week when he visited the
students at Ona Glinton and
Eliza Simons primary schools
on Grand Turk to teach them
the benefits of a healthy spine.
The program continues
where the chiropractor doctor
visited primary schools
teaching students how to keep
their backs healthy, helping
them to prevent future injuries.
Back problems plague 85
percent of all adults, says Dr.
Zavitz, and starting with good
habits young will put them on
the path to having a healthy
back.
Zavitz distributed flyers to
the children to take home to
remind them to do the exercises
daily. “This is the perfect
time to start practicing good
healthy back habits,” he said.
The Straighten Up Turks
& Caicos program is a threeminute
spinal health program
designed to help children feel
and look their best. The program
is divided into three
quick sessions: The Stars
(warmup), the Flying Friends
(posture pod), and the Core
Balance (wrap-up).
Zavitz attends to patients
for one week each month at his
office in Grace Bay. The Grace
Bay Chiropractor Clinic is a
part of the long-standing InterIsland
Medical Center.
aries (March 21—april 19)
Keep your eyes on the goal this week. There are
some people who would love nothing more than for
you to be distracted and make a mistake. Do not allow
this to happen.
Taurus (april 20—May 20)
You are making great strides. It can be tough for you
to show your emotional side, but that is what it is going
to take. Everything is working as planned.
Gemini (May 21—June 20)
If you thought last week was busy, watch out. You
are going to be busy and pulled in many different directions
this week. How you handle it will determine
your immediate future.
Cancer (June 21—July 22)
Telling the truth is much more important than win
or lose. You like to think of yourself as being an honest
person, but you have been telling falsehoods and they
are keeping you from being happy.
Leo (July 23—aug. 22)
It’s hard for you to swallow your pride, but that is
exactly what you must do if you want to keep the
peace. This is going to be very difficult for you, but the
rewards are more than worth it.
Virgo (aug. 23—sept. 22)
If you are ready to go after your dreams, that is great
news. The planets are going to help you this week. This
is the perfect time to implement your long-term plans.
Libra (sept. 23—oct. 22)
You do not think of yourself as having a problem
with pride, but that is exactly what is going on in your
life. The only way through this difficulty is for you to
see things as they truly are.
scorpio (oct. 23—Nov. 21)
Your imagination never fails you. It has been working
overtime lately because you cannot seem to get your
finger on the pulse of things that are going on in your
life. Be patient.
sagittarius (Nov. 22—Dec. 21)
New opportunities are on the horizon. You need to
be ready for them. They are not going to look familiar,
so make sure you think outside the box this week. It
might be time for a whole new direction.
Capricorn (Dec. 22—Jan. 19)
You have been gentle and patient. If you have to be
a little tough and impatient with those you love, that is
OK. Your heart is in the right place, and they will come
to realize that soon.
aquarius (Jan. 20.—Feb. 18)
Your instincts are almost always right, and this week
they are going to be particularly keen. Make sure you
do not give into any outside pressure. Keep doing exactly
what you have been doing.
Pisces (Feb. 19—March 20)
You are very sensitive to what is going on. You can
sense the stress of those around you, but do not let this
hold you back. You have to follow your own path.
