The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s might be closer<br />
to returning to self government if not for<br />
delays in the Commission of Inquiry <strong>and</strong> the<br />
righting of public finance, but His Excellency<br />
the Gov. Gordon Wetherell said there have<br />
been several important accomplishments under<br />
his watch.<br />
“As I leave here, I do so<br />
very confident that the<br />
future of the <strong>Turks</strong> <strong>and</strong><br />
<strong>Caicos</strong> Isl<strong>and</strong>s is a very<br />
bright one,” he said at a<br />
press conference during<br />
his final Advisory Council<br />
meeting <strong>Aug</strong>. 11.<br />
First among achieve-<br />
Wetherell<br />
ments that he cited was<br />
revision of the Constitution,<br />
one of the major<br />
milestones set by the U.K. for return to elected<br />
government. The document will take force 30<br />
days prior to the next elections, which the governor<br />
believes will take place in 2012.<br />
Revision of the Crown l<strong>and</strong> policy to protect<br />
the country’s “single biggest capital resource”<br />
from being mismanaged <strong>and</strong> undersold also<br />
topped his list. Huge tracts of Crown l<strong>and</strong> were<br />
sold at incredible discounts <strong>and</strong> in protected<br />
areas, although many have been recovered <strong>and</strong><br />
a new policy developed to protect government<br />
l<strong>and</strong> in the future.<br />
Some have complained that investigations<br />
into alleged government corruption have<br />
taken too long, but the governor thinks both<br />
the Special Investigation <strong>and</strong> Prosecution<br />
Team (SIPT) <strong>and</strong> the Civil Recovery Team<br />
have made good progress, <strong>and</strong> he hoped the<br />
SIPT would “move very fairly soon to the next<br />
phase” of prosecutions.<br />

Forum OKs revised taxi bill<br />
The Consultative Forum roundly<br />
rejected a suggestion by one member<br />
to allow resorts <strong>and</strong> hotels into the<br />
taxi business, but members passed a<br />
bill that was a compromise between<br />
taxi drivers <strong>and</strong> hoteliers.<br />
The measure, which still must<br />
be signed into law by the governor,<br />
makes legal a temporary arrangement<br />
worked out earlier this year between<br />
both sides.<br />
The bill approved by the forum at its<br />
monthly meeting <strong>Aug</strong>. 16 says hotels<br />
<strong>and</strong> resorts can use luxury cars or limousines<br />
to provide only “complementary<br />
shuttle service to passengers from<br />
any airport or dock to the specific<br />
hotel or resort <strong>and</strong> from the specific<br />
hotel or resort to any airport or dock<br />
or between hotels or resorts belonging<br />
to the same group or under the same<br />
management.”<br />
They are not allowed to take guests<br />
to stores <strong>and</strong> other places, a service reserved<br />
for licensed private taxis, limousines<br />
<strong>and</strong> buses — all referred to as<br />
public service vehicles.<br />
Taxi drivers argued that they would<br />
be put out of business if hotels <strong>and</strong> resorts<br />
could offer full taxi service, but<br />
forum member John Phillips said not<br />
letting the finest luxury businesses<br />
Disappointed that the governor<br />
postponed considering its request to<br />
increase rates by 5 cents per kilowatt<br />
hour on Gr<strong>and</strong> Turk <strong>and</strong> Salt Cay,<br />
<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Utilities Ltd. has requested<br />
an independent review of its<br />
request.<br />
TCU said the rate increase is to recover<br />
the costs the company incurred<br />
in the restoration of the distribution<br />
system after damages caused by Hurricane<br />
Ike in 2008.<br />

<strong>and</strong> more transparent regulatory<br />
regime for delivery <strong>and</strong> financing of<br />
electricity services throughout TCI.<br />
TCU invoked section 34(4) of the<br />
Electricity Ordinance, which placed<br />
the legal obligation on the governor to<br />
appoint an outside expert to conduct<br />
an inquiry into the reasonableness of<br />
the tariff proposal.<br />
Appointed to conduct the inquiry<br />
was Dr. Virendra Ajodhia, a regulatory<br />
economist with doctorate in en-<br />
that tourist category.”<br />

The <strong>Turks</strong> & <strong>Caicos</strong> Isl<strong>and</strong>s ranked sixth in the region for the quality<br />
of life provided to its residents.<br />
The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s<br />
ranks among the top<br />
Central American <strong>and</strong> Caribbean<br />
countries for its future<br />
economic potential <strong>and</strong> quality<br />
of life, according to the recently<br />
released rankings in fDi Magazine.<br />
fDi Magazine is the flagship<br />
publication for the fDi Intelligence<br />
portfolio, the leading<br />
provider of foreign direct investment<br />
intelligence, <strong>and</strong> is<br />
published by The Financial Times Ltd.<br />
The TCI was listed as the third best, a huge<br />
nod for the country in the global market.<br />
The high ranking in economic potential<br />
shines a light on the growth opportunities<br />
within the country. TCInvest CEO Conrad<br />
Higgs has noted that despite the international<br />
recession, which has negatively affected foreign<br />
direct investment flows worldwide, the TCI<br />
continues to be recognized as a safe <strong>and</strong> profitable<br />
place to invest.<br />
The “beautiful by<br />
nature” isl<strong>and</strong>s ranked<br />
sixth in the region for<br />
the quality of life provided<br />
to its residents.<br />
Criteria included life<br />
expectancy, infant<br />
mortality rate, crime<br />
rate <strong>and</strong> gross domestic<br />
product per capita.<br />
These top honours<br />
helped the TCI to its<br />
position in the top 10,<br />
l<strong>and</strong>ing eighth out of 33 countries surveyed<br />
within the region overall as a country of the future.<br />
fDi’s Countries of the Future shortlists are<br />
created by an independent collection of data<br />
by the fDi Intelligence division across Caribbean<br />
<strong>and</strong> Central American countries. This information<br />
was organised under six categories:<br />

OLINT’s Smith gets 30-year U.S. prison sentence<br />
David Smith was sentenced <strong>Aug</strong>. 11<br />
in the United States to 30 years in prison<br />
for defrauding more than 6,000 investors<br />
out of more than $220 million in a ponzi<br />
scheme involving his Overseas Locket International<br />
Corporation <strong>and</strong> other businesses.<br />
Smith, 42, a Jamaican who was living<br />
in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s on Providenciales,<br />
must first serve 6½ years in Her<br />
Majesty’s Prison on Gr<strong>and</strong> Turk before the<br />
U.S. will seek to extradite him to serve the<br />
remainder of the 30-year sentence, with<br />
credit for time served in the TCI.<br />
Smith could have received a sentence of<br />
up to life in prison in the U.S., but he was<br />
given a lower sentence because he has been<br />
cooperating with investigators in recovering<br />
a $128 million judgment filed against<br />
him in the United States. Smith also got<br />
leniency in the TCI for his cooperation.<br />
Census set for early 2012<br />
The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s<br />
government announced<br />
<strong>Aug</strong>. 17 that a census will be<br />
conducted beginning in the<br />
first quarter of 2012. The last<br />
census was conducted in 2001.<br />
Funding <strong>and</strong> logistics for<br />
the census are in place to coordinate<br />
with regional studies,<br />
<strong>and</strong> the official launch<br />
will take place next month.<br />
In order to educate the<br />
public about the upcoming<br />
census, government will<br />
be holding logo, slogan <strong>and</strong><br />
jingle competitions. The logo<br />
competition has already taken<br />
place in secondary schools,<br />
<strong>and</strong> the winners will be announced<br />
shortly.<br />
Residents of the <strong>Turks</strong> <strong>and</strong><br />
<strong>Caicos</strong> Isl<strong>and</strong>s — regardless<br />
of nationality — are invited<br />
to take part in the slogan <strong>and</strong><br />
jingle competitions.<br />
Slogans should not be more<br />
than 10 words in length <strong>and</strong><br />
should promote the census.<br />
Prizes will be:<br />
▶ 1st place: $300<br />
▶ 2nd place: $200<br />

His suggestion was voted down<br />
11-2.<br />
However, Phillips was in the<br />
majority in rejecting a proposal<br />
by taxi drivers that would allow<br />
a driver to hold only one kind of<br />
license, meaning one couldn’t<br />
have a private limo license <strong>and</strong> a<br />
taxi license.<br />
Several members said that<br />
while that restriction might work<br />
on Providenciales, it would prevent<br />
drivers on smaller isl<strong>and</strong>s<br />
from performing all types of<br />
transportation, including tours<br />
on North <strong>and</strong> Middle <strong>Caicos</strong>.<br />
Phillips said it would also<br />
hurt some drivers on Providenciales,<br />
citing the example of a licensed<br />
driver who drove 9-5 at a<br />
resort with a resort license who<br />
wanted to make some money<br />
after hours. “Why is he not allowed<br />
to make a few bucks by<br />
driving a limo?”<br />
“I don’t really care what the taxi<br />
drivers say about the ability to<br />
control a man <strong>and</strong> his livelihood,<br />
I think it’s very wrong to legislate<br />

Not only is Smith helping with<br />
the recovery of OLINT-related assets,<br />
but he has been helping the<br />
TCI’s Special Investigation <strong>and</strong><br />

against former TCI government officials<br />
<strong>and</strong> others.<br />
If his cooperation is substantial,<br />
U.S. prosecutors can ask that his U.S.<br />
sentence be reduced.<br />
According to court documents, for<br />
more than three years, Smith executed a<br />
scheme to defraud more than 6,000 investors<br />
located in Florida <strong>and</strong> the Caribbean<br />
out of more than $220 million. Smith led<br />
investors to believe that he was investing<br />
their money in foreign currency trading<br />
<strong>and</strong> earning, on average, 10 percent per<br />

warned that the new bill<br />
might not achieve the desired<br />
effect on Gr<strong>and</strong> Turk because<br />
the former government granted<br />
certain transportation rights to<br />
the Cruise Center that might go<br />
against taxi drivers’ wishes.<br />
The bill leaves in place the requirement<br />
that only <strong>Turks</strong> <strong>and</strong><br />
<strong>Caicos</strong> Isl<strong>and</strong>ers who are at least<br />
<strong>21</strong> can hold such a public service<br />
vehicle license. But it does add<br />
the requirement that drivers successfully<br />
complete a customer<br />
service training course provided<br />
by the ministry with responsibility<br />
for tourism.<br />

to implementing other<br />

of Inquiry in more timely<br />
fashion or indeed milestones<br />
that have been subsequently set,<br />
a lot of that energy <strong>and</strong> effort was<br />
diverted to getting the finances<br />
of the TCI right,” he said.<br />
“But ultimately I think that the<br />
work done in that area has put<br />
the TCI in a much better position<br />
going forward.”<br />
He was disappointed that the<br />
completion of the Commission<br />
of Inquiry, which was originally<br />
scheduled to report in November<br />
2008, did not happen until<br />
July 2009.<br />

Foreign currency trading<br />
is a highly volatile <strong>and</strong> risky<br />
investment vehicle that is<br />

including the SIPT, the Financial Crimes<br />
Unit of the Royal <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Police<br />
Force, the Financial Services Commission<br />
in Jamaica, <strong>and</strong> the governments of the<br />
gested a number of steps to putting<br />
the country in order. However,<br />
help was slow in coming on<br />
several fronts.<br />
“It would have been helpful<br />
in retrospect if some of the<br />
strengthening of the team that<br />
has been available to us in recent<br />
months had been available at a<br />
much earlier time,” the governor<br />
said. “But I think we are now finally<br />
well equipped on all fronts<br />
to make the progress that is necessary<br />
to meet the milestones in<br />
time for elections during 2012.<br />
“Of course we would have been<br />
in a much better position had we<br />
had the resources that have been<br />
available to us in a financial sense<br />
too, <strong>and</strong> I am very grateful to the<br />
coalition government in the U.K.<br />
for what they have done in terms<br />
of providing the guarantee for<br />
the loan of $260 million which<br />
has really allowed I think the<br />
<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s to live<br />
reasonably comfortably through<br />
the last several months on a basis<br />
of much greater stability <strong>and</strong> to<br />
look forward to achieving that<br />
milestone of balancing the budget<br />
for the foreseeable future beginning<br />
to build up a reserve <strong>and</strong><br />

Smith reportedly had $6 million of investors’<br />
money tied up in TCI Bank Ltd.,<br />
which was closed in April 2010 <strong>and</strong> is currently<br />
in liquidation.<br />

Arnold will lead the team <strong>and</strong> grow Scotiabank’s operations<br />
in the TCI. Since joining Scotiabank in 2002, Arnold has held<br />
progressively senior roles in the bank’s international banking<br />
division. In 2008, he was named assistant general manager for<br />
the Caribbean <strong>and</strong> has helped to lead the region in its success<br />
throughout those years.<br />
Arnold holds a bachelor’s degree in engineering from Ferris<br />
State University in Michigan.<br />

Sea turtle fishery management draft ready for review<br />
After two years of studying sea<br />
turtles in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />
Isl<strong>and</strong>s, Amdeep Sanghera has<br />
returned from the U.K. to complete<br />
work on proposed measures<br />
to improve the management of<br />
the country’s traditional turtle<br />
fishery.<br />
“Many people across the TCI<br />
participated in helping to decide<br />
these new turtle management<br />
measures,” said Sanghera, TCI<br />
Turtle Project officer. “So I’m glad<br />
to be back to show everyone what<br />
we’ve come up with together.”<br />
Following his extensive community<br />
discussions last year,<br />
Sanghera will be touring the<br />
isl<strong>and</strong>s to gather local opinion<br />
proposed new measures, which<br />
were drafted by project partners<br />
Department of Environment <strong>and</strong><br />
Coastal Resources (DECR), <strong>and</strong><br />
the Marine Conservation Society<br />
(MCS) <strong>and</strong> the University of Exeter<br />
in the U.K.<br />
The proposed management<br />
measures have been designed using<br />
the information collected by<br />
Sanghera <strong>and</strong> colleagues during<br />
the first two years of the project.<br />
They gathered biological data<br />
about TCI turtles, social information<br />
about the use of turtles <strong>and</strong><br />
their importance to isl<strong>and</strong>ers,<br />
<strong>and</strong> the opinions of fishermen<br />
<strong>and</strong> community members across<br />
the TCI on the future management<br />
of the TCI turtle fishery.<br />
Currently, the only TCI laws<br />
protecting turtles prohibit taking<br />
a turtle while it is nesting <strong>and</strong><br />
catching a turtle that is under 20<br />
inches in diameter.<br />
In the coming weeks, Sanghera<br />
will again talk to as many fishermen<br />
<strong>and</strong> other interested parties<br />
as possible throughout the isl<strong>and</strong>s<br />
to record further opinion about<br />
the proposed new measures. This<br />
information will then be used to<br />
fine-tune a final turtle fishery<br />
management plan <strong>and</strong> proposed<br />
regulations to be presented by the<br />
DECR to the Advisory Council<br />
for approval later this year.<br />
The DECR asks that anyone<br />
who wants to have input on the<br />
Reef Fund gets big donation<br />
to install dive site moorings<br />
The <strong>Turks</strong> & <strong>Caicos</strong> Reef Fund announced<br />
<strong>Aug</strong>. 16 that it has received a<br />
major anonymous donation that will<br />
pay for the volunteer organization to<br />
install 20-25 dive site moorings.<br />
The donation is earmarked for the<br />
installation of moorings throughout<br />
the isl<strong>and</strong>s for use by the local dive<br />
operators on each isl<strong>and</strong>. These moorings,<br />
most of which are in the national<br />
marine parks, eliminate the need for<br />
the dive boat operators to drop anchors<br />
<strong>and</strong> reduce the risk of damage to the<br />
fragile reefs.<br />
The TCRF estimates that this donation<br />
should enable the organization to<br />
install approximately 20-25 moorings<br />
on dive sites off the coasts of Providenciales,<br />
French Cay, West <strong>Caicos</strong>, Gr<strong>and</strong><br />
Turk <strong>and</strong> Salt Cay.<br />
TCRF staff have already been in contact<br />
with many of the local dive operators<br />
on all the isl<strong>and</strong>s to gather their<br />
input on the locations for the new moorings.<br />
TCRF will also be working closely<br />
with the Department of Environmental<br />
<strong>and</strong> Coastal Resources (DECR) on the<br />
installation of the moorings.<br />
Don Stark, chairman of the TCRF,<br />
said that the project will involve replacing<br />
some moorings on dive sites which<br />
had previously had moorings, as well as<br />
installing moorings on new sites to add<br />
to the variety of sites available for use<br />
by dive operators.<br />
“We know that the shortage of moorings<br />
results in dive operators being<br />
forced to drop anchor on many sites<br />
which can cause damage to coral reefs,”<br />
Stark said. “We hope that this project<br />
will reduce, if not eliminate, the need<br />
to drop anchor on dive sites.”<br />
Since many of the dive sites that<br />
will receive new moorings are located<br />
in marine protected areas, TCRF will<br />
submit project plans to DECR for review<br />
<strong>and</strong> approval before any of the<br />
work will begin. TCRF expects that the<br />
initial phase of this project will begin<br />
before the end of this year.<br />
Founded in 2010, TCRF is a volunteer-run<br />
organization that provides<br />
funding for education, research <strong>and</strong><br />
conservation programs to individuals,<br />
organizations <strong>and</strong> agencies that<br />
help to preserve <strong>and</strong> protect the marine<br />
environment of the TCI. More than 85<br />
percent of all funds raised through voluntary<br />
contributions from divers <strong>and</strong><br />
snorkelers visiting the TCI are directed<br />
to the fund’s programs.<br />

Penalties for late taxes increased<br />
Hotels, restaurants <strong>and</strong> telecommunications<br />
businesses that don’t pay<br />
taxes on time will be hit with stiffer<br />
penalties under bills approved <strong>Aug</strong>. 16<br />
by the Consultative Forum.<br />
Under current law, hotels <strong>and</strong> restaurants<br />
required to charge <strong>and</strong> remit<br />
taxes to government would face a penalty<br />
of 20 percent of the tax owed, but<br />
there is no further penalty no matter<br />
how long the business takes to pay,<br />
said Permanent Secretary of Finance<br />
Delton Jones.<br />
The new penalty will be 20 percent<br />
for the first month taxes are late, then<br />
compounded 10 percent for every<br />
month thereafter.<br />
Finance officials said compliance<br />
has been “quite good,” although some<br />
businesses were not paying on time.<br />
They also noted that collections have<br />
been up significantly, reflecting in the<br />
recent boom in tourist visits this season.<br />
The government also intends to start<br />
cracking down on people who rent private<br />
homes <strong>and</strong> villas but are not paying<br />
the 11 percent tax as they should.<br />
Telecommunication businesses currently<br />
do not have to pay any penalty<br />
for late payment of taxes, Jones said.<br />
The new law will allow penalties of 10<br />
percent for each month taxes are late.<br />
The law also will give government<br />
better power <strong>and</strong> means to determine<br />
taxes, <strong>and</strong> provides for an appeals<br />
process for disputes over taxes owed,<br />
Jones said.<br />
Both bills must be signed into law by<br />
the governor before taking effect.<br />
The forum was scheduled to consider<br />
bills to levy new taxes on financial<br />
institution transactions, insurance<br />
premiums other than life <strong>and</strong> medical,<br />
<strong>and</strong> on water providers.<br />
Jones said those were deferred because<br />
of concerns expressed by forum<br />
members.<br />
Those taxes were scheduled to take<br />
effect Sept. 1.<br />

2009, surprised everyone with<br />
her 3,700-mile round trip around<br />
the Caribbean.<br />
Last year the other tagged<br />
green turtle, Shyvonne, migrated<br />
466 miles to her feeding grounds<br />
off St. Croix in the U.S. Virgin<br />
Isl<strong>and</strong>s. In contrast, the four<br />
hawksbills have not left TCI waters<br />
since they were tagged in the<br />
fall of 2009.<br />

first spay/neuter clinic<br />
The Gr<strong>and</strong> Turk Chapter of<br />
the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Society for<br />
the Prevention for the Cruelty<br />
to Animals held its first spay/<br />
neuter clinic <strong>Aug</strong>. 8-13, it was a<br />
resounding success.<br />
Air <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> donated<br />
transportation for TCI government<br />
veterinarian Dr. Mark<br />
Butler, TCSPCA volunteer veterinarian<br />
Dr. Rich Sefcik <strong>and</strong><br />
volunteers to fly to Gr<strong>and</strong> Turk<br />
to perform surgeries <strong>and</strong> conduct<br />
visits for local pets.<br />
Fifty-seven spay/neuter surgeries<br />
were performed during<br />
the week, which will result in a<br />
significant reduction of unwanted<br />
pets on the isl<strong>and</strong>. A number<br />
of dogs <strong>and</strong> cats also received<br />
health check-ups, vaccinations<br />
<strong>and</strong> medication in addition to<br />
being registered with the Department<br />
of Environmental<br />
Health.<br />
Lance Dowridge, assistant veterinary<br />
officer/animal control<br />
officer, helped with the setting<br />
up of the clinic <strong>and</strong> worked with<br />
owners who needed help with<br />
transporting their pets to the<br />
clinic for appointments.<br />

formed in the spring to ensure<br />
that every animal in the TCI is<br />
cared for <strong>and</strong> free from abuse.<br />
The chapter’s shop, located on<br />
Duke Street just before it turns<br />
into Queen Street, is now open<br />
on cruise ship days as well as<br />
on Saturdays from 9 a.m.-1 p.m.<br />

Police give tips on preventing home invasion<br />
A home invasion is every homeowner’s worst<br />
nightmare. For many people their home represents<br />
safety, security <strong>and</strong> sanctuary.<br />
The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s is still a safe<br />
country to live, work <strong>and</strong> visit; however, people<br />
should not be complacent. Many crimes are<br />
crimes of opportunity.<br />
You can help to mitigate your risk by following<br />
some of these safety tips:<br />
Protect doors <strong>and</strong> windows<br />
▶ The areas outside of your main entrance<br />
should be lit properly so that there are no dark<br />
shadows, where someone can hide.<br />
▶ Keep your curtains drawn, shades <strong>and</strong> blinds<br />
down as far as possible so that people cannot<br />
look into your home, especially after nightfall.<br />
▶ Keep all entrances where you live well illuminated.<br />
▶ Install effective deadbolt locks.<br />
▶ Never leave your doors or windows unlocked.<br />
Keep them locked at all times even if<br />
you live in an extremely safe neighborhood<br />
<strong>and</strong> even if you are at home.<br />
▶ Have secure locks on all windows <strong>and</strong> be<br />
sure to use them.<br />
▶ Use high quality locks <strong>and</strong> strike plates on<br />
doors to prevent kick-ins <strong>and</strong> pry bars.<br />
▶ If your house or bedroom is equipped with a<br />
sliding glass door make sure there are secondary<br />
locking devices such as a piece of doweling,<br />
pin-locking device, or some kind of mechanism<br />
to prevent the door from being lifted out of its<br />
tracks.<br />
▶ Keep porch light <strong>and</strong> lights that surrounds<br />
your house on all night or on a timer.<br />
▶ Leave a light on in one or two rooms inside<br />
of your home.<br />
▶ Routinely check all access points to your<br />
home: windows, doors, basements access <strong>and</strong><br />
garage door. Test <strong>and</strong> examine each latch, lock,<br />
window <strong>and</strong> door.<br />
▶ If you come home <strong>and</strong> find a door or window<br />
open or signs of forced entry. DO NOT GO IN-<br />
SIDE! Go to a safe place <strong>and</strong> call the police.<br />
▶ Always have your door key ready so you can<br />
enter your home without delay.<br />
▶ If you live alone, when friends <strong>and</strong> relatives<br />
drop you off have them enter the house with<br />
you to ensure that everything is safe before<br />
they leave you alone.<br />
▶ Be a concerned neighbor <strong>and</strong> call 911 about<br />
suspicious people in the neighborhood.<br />
▶ If you see someone outside your home or<br />
your neighbor’s home who looks suspicious,<br />
alert your neighbors <strong>and</strong> contact the police.<br />
▶ Get to know your neighbors <strong>and</strong> work with<br />
them to keep your neighborhood safe.<br />
If you are a victim<br />
▶ Even though you are nervous try to stay<br />
calm.<br />
▶ Concentrate on getting information so you<br />
can be an effective witness.<br />
▶ Look carefully at the intruders, even if they<br />
are masked. Is there something unique about<br />
them such as scars, tattoos, large nose?<br />
▶ What are they wearing? Listen to everything<br />
they say <strong>and</strong> how they say it.<br />
▶ Catch any distinguishing odors such as tobacco,<br />
also alcohol or aftershave.<br />
After a home invasion<br />
▶ Go to a safe place.<br />
▶ Call the Police<br />
▶ Preserve evidence — do not change your<br />
clothes or disturb the scene of the crime. If you<br />
need medical attention, call 911.<br />

Youth enjoy Shakespeare workshop<br />
Youngsters gathered at the<br />
Edward C. Gartl<strong>and</strong> Youth<br />
Centre this summer to relive<br />
William Shakespeare’s memorable<br />
tales.<br />
Although the backdrop may<br />
not have been of Italian castles<br />
<strong>and</strong> majestic coliseums, the<br />
young actors showed heart <strong>and</strong><br />
soul in their performances.<br />
Roxann Wake-Forbes, director<br />
of the youth centre, <strong>and</strong><br />
Barbara Pankhurst of the <strong>Turks</strong><br />
<strong>and</strong> <strong>Caicos</strong> Friends of the Arts<br />
Foundation (TCFAF) enlisted<br />
Philadelphia-based artists Scott<br />
Cannon <strong>and</strong> Susan Cade to<br />
coach the youth in Shakespearean<br />
acting by organizing a summer<br />
workshop.<br />
The week long magical workshop<br />
introduced 27 young TCI<br />
residents to the legendary writer’s<br />
historic plays, such as “As<br />
You Like It,” “Othello” <strong>and</strong> “Romeo<br />
<strong>and</strong> Juliet.” The workshop<br />
concluded with a live performance<br />
of “Romeo <strong>and</strong> Juliet,”<br />
which was cast by the students.<br />
After casting was complete,<br />
the students eagerly began to<br />
learn their lines as they divided<br />
up into Montagues <strong>and</strong> Capulets,<br />
distinguished by red <strong>and</strong><br />
blue sashes to capture the flavor<br />
of Shakespeare’s timeless<br />
love story. Scott coached the<br />
actors in each scene, emphasizing<br />
proper diction, projection of<br />
their voices <strong>and</strong> staging cues.<br />
Each morning started with<br />
spirited warm-up exercises to<br />
get the youths minds <strong>and</strong> body’s<br />
ready for acting. The multi-disciplinary<br />
workshop included<br />
ever so popular activities such<br />
as sword fighting <strong>and</strong> Renaissance<br />
dance choreography, as<br />
well as arts <strong>and</strong> crafts projects<br />
to make their jeweled masks<br />
<strong>and</strong> crowns for the much anticipated<br />
live performance at the<br />
end of the course.<br />
The live performance was<br />
staged at the Youth Centre,<br />
where the acting class performed<br />
a 30-minute “Romeo<br />
<strong>and</strong> Juliet” recital for the au-<br />
Students conclude the workshop with a performance of Romeo & Juliet.<br />
Prison officer gets Long Service Award<br />
Retiring senior Prison Officer Eric Forbes has been recognised<br />
for his 28 years of dedicated service to his Majesty’s<br />
Prison <strong>and</strong> the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s.<br />
Forbes was presented with a shield by His Excellency the<br />
Gov. Gordon Wetherell during a ceremony at the prison in<br />
late July.<br />
The governor also toured the prison with Superintendent<br />
Ian Sargent to see how funding from the U.K. Overseas Territories<br />
Project Fund was spent earlier this year.<br />
Some $80,000 financed the completion of new accommodation,<br />
security enhancements <strong>and</strong> closed circuit television, <strong>and</strong><br />
cell phone jamming equipment. It also assisted with the new<br />
Staff Training facility <strong>and</strong> the expansion of the Prison Farm<br />
<strong>and</strong> farming facilities.<br />

Students were pleased with<br />
the week-long sessions. When<br />
asked what they liked best about<br />
the workshop, students replied<br />
with a variety of answers, such<br />
as “everything,” “acting <strong>and</strong><br />
reading,” “sword fighting,”<br />
“learning Shakespeare,” <strong>and</strong><br />
“when we got to act the play<br />
out.”<br />
One student was asked why<br />
they joined the workshop: “Because<br />
I have always liked to act.<br />
I think it was a good time for me<br />
to try.”<br />
These workshops were made<br />

prize in summer promotion<br />
Digicel TCI awarded its third winner with a cheque for $5,000 to<br />
Andrew Alner, a Filipino national who works at the popular Vino<br />
Tiempo Wine bar.<br />
Alner said he was elated to be Digicel’s latest winner but expressed<br />
disbelief when he first received the telephone call that he<br />
won $5,000. During the presentation <strong>Aug</strong>. 16, he thanked Digicel<br />

or neck for up to 30 seconds. This is suppose<br />

its delightfully homemade<br />
creations of salt goods.<br />
When Heidee Williams <strong>and</strong><br />
her husb<strong>and</strong> visited Salt Cay back<br />
in 1993 for a scuba diving vacation,<br />
she knew that the isl<strong>and</strong> was<br />
something special <strong>and</strong> kept calling<br />
her to return, year after year.<br />
In 1999, Heidee <strong>and</strong> her husb<strong>and</strong><br />
purchased an old salt raker cot-<br />
tage ruins <strong>and</strong> build a small isl<strong>and</strong><br />
getaway home.<br />
In 2010 while visiting Gr<strong>and</strong><br />
Turk on a shopping trip with a<br />
friend, they noticed a display of<br />
bath sea salts <strong>and</strong> scrubs that were<br />
being sold but not made locally,<br />
<strong>and</strong> she thought to herself, “This<br />
should be done on Salt Cay!” The<br />
rest is history.<br />
Williams <strong>and</strong> a friend began<br />
collecting buckets full of beautiful,<br />
sparkling sea salt that had<br />
been formed naturally right in<br />
Flavored culinary salts<br />
Salt Cay’s “backyard,” <strong>and</strong> she<br />
enlisted some isl<strong>and</strong> neighbors,<br />
now endearingly called the “Salt<br />
Ladies,” <strong>and</strong> began to make <strong>and</strong><br />
mix all kinds of wonderful salt<br />
products.<br />

Salt Works create formulas <strong>and</strong><br />
mixtures for bath salts <strong>and</strong> scrubs<br />
that are gentle on the skin with<br />
scents that are pleasing <strong>and</strong> refreshing.<br />

are attractive in design, yet fragrant<br />
<strong>and</strong> sudsy for practical, everyday<br />

Salt Cay Salt Works now employs<br />
six people on a regular<br />
basis, along with opportunities<br />
for many folks to collect salt or<br />
recycle bottles, producing usable<br />
salt products <strong>and</strong> packaging <strong>and</strong><br />
decorating containers for our clients<br />
for extra income.<br />
The local business has been<br />
growing steadily <strong>and</strong> will soon<br />
have a workshop where the “Salt<br />
Ladies” can work in a cool <strong>and</strong><br />
comfortable setting, protected<br />
from sun <strong>and</strong> rain to keep creating<br />
their cultural crafts. The<br />
workshop will be tucked in a<br />
special place in Porter’s Backyard<br />
<strong>and</strong> have plenty of storage <strong>and</strong><br />
work areas for the growing team.<br />
Distribution of the salt is<br />
also set to increase after the an-<br />
nouncement that two new retail<br />
clients have been added to its<br />
roster. The Bohio Gift Shop on<br />
Gr<strong>and</strong> Turk <strong>and</strong> Art Provo on<br />
Providenciales have now added<br />
Salt Cay Salt Work merch<strong>and</strong>ise<br />
to their shelves.<br />
“For many years, Salt Cay was<br />
the center of the salt industry in<br />
the Caribbean, <strong>and</strong> a rich heritage<br />
remains for the people who<br />
call Salt Cay home,” Williams<br />
says. “Drawing from the history<br />
of Salt Cay, it is my mission to use<br />
renewable, organic resources to<br />
create unique products for today’s<br />
modern world.”<br />
It won’t be much of a surprise in<br />
the near future when folks from<br />
all over the world will be salting<br />

Preparing your children for an emergency<br />
Whenever a hurricane threatens a<br />
community, the parents <strong>and</strong> gr<strong>and</strong>parents<br />
get very busy with hurricane<br />
preparations. Kids are often fearful<br />
<strong>and</strong> have their own hurricane preparations<br />
to make.<br />
It is important to take the time to<br />
explain to children what a hurricane is<br />
<strong>and</strong> what they need to know to be just<br />
as prepared as an adult. The more children<br />
know about the storm <strong>and</strong> safety<br />
procedures, the more confident they<br />
will be. But keep it simple — detailed<br />
information is useless if children can’t<br />
digest it.<br />
Start out by explaining to your children<br />
that a hurricane is a giant, rainy<br />
windstorm, destructive <strong>and</strong> dangerous,<br />
but survivable with preparation<br />
<strong>and</strong> precaution.<br />
Younger children may have trouble<br />
underst<strong>and</strong>ing the idea of a hurricane.<br />
Talk to them instead about its effects.<br />

It’s important for children to feel<br />
they are a part of the preparations.<br />
Allow children to help plan <strong>and</strong> pack<br />
safety kits, help check hurricane shutters,<br />
make preparations for their pets.<br />
Children should be reminded of<br />
their hurricane lessons throughout<br />
the year. A crash course in hurricanes<br />
only hours before one arrives may<br />
cause children to panic. One safety<br />
expert says, “Be prepared <strong>and</strong> have a<br />
plan.”<br />
“The best thing parents <strong>and</strong> guardians<br />
can do is make sure everyone in<br />
the family is part of the plan,” says<br />
Nancy McBride, National Safety Director<br />
for the National Center for<br />
Missing & Exploited Children. “Know<br />
the names <strong>and</strong> addresses of babysitters<br />
or friends your children may be with<br />
at the time of the disaster or evacuation.<br />
And take your address book with<br />
you when you leave, along with the<br />
family photos.”<br />
Also important is to be sure that<br />
each child has identification with<br />
them. Photo IDs should have the<br />
name, address, birth date, medical<br />
information <strong>and</strong> home phone number<br />
of the person carrying it. Also include<br />
phone numbers of relatives, in <strong>and</strong> out<br />
of the country.<br />
Experts also advise carrying current<br />
photos of your children, especially if<br />
you evacuate. Give relatives outside<br />
the area (or other emergency contacts)<br />
photos, dates of birth, medical <strong>and</strong><br />
other essential information. Coach<br />
children, if old enough, on whom to<br />
contact in case you are separated.<br />
If forced to evacuate your home, engage<br />
children in a game of “What do<br />
I look like?” Have your child describe<br />
what you look like <strong>and</strong> what you’re<br />
wearing.<br />
If leaving the home, note how the<br />
child is dressed. This may seem obvious,<br />
but often we forget these things<br />
in stressful situations. And recognize<br />
that children may be fearful <strong>and</strong> agitated,<br />
<strong>and</strong> take steps to reassure them<br />
that you will help them cope with the<br />
situation.<br />
