6. Social issues<br />

7.1. Identification and characterization of relevant social groups<br />

The pr<strong>in</strong>cipal stakeholders are <strong>the</strong> farmer and <strong>the</strong>ir communities, s<strong>in</strong>ce <strong>the</strong>y occupy <strong>the</strong><br />

area.<br />

Consider<strong>in</strong>g <strong>the</strong> importance of syndicalism <strong>in</strong> Bolivia and particular <strong>in</strong> <strong>the</strong> <strong>project</strong> area,<br />

<strong>the</strong> acceptance and coord<strong>in</strong>ation with <strong>the</strong> syndicates on different levels is of vital<br />

importance.<br />

However <strong>the</strong> political organization is of ma<strong>in</strong> importance, coord<strong>in</strong>ation with <strong>the</strong> o<strong>the</strong>r<br />

organizations like producer’s organizations, and schools might be important as well,<br />

s<strong>in</strong>ce <strong>the</strong>re structure is more focused on implementation of agricultural and <strong>for</strong>estry<br />

activities.<br />

• The <strong>CDM</strong> Project cannot be developed without <strong>the</strong> communities and <strong>the</strong>ir<br />

organizations at <strong>the</strong> o<strong>the</strong>r hand <strong>the</strong>re is a wide range of o<strong>the</strong>r <strong>in</strong>stitutions<br />

implement<strong>in</strong>g activities or <strong>in</strong>fluenc<strong>in</strong>g processes <strong>in</strong> <strong>the</strong> area.<br />

S<strong>in</strong>ce <strong>the</strong> <strong>Cochabamba</strong> Tropics is a coca-grow<strong>in</strong>g area and s<strong>in</strong>ce this is s<strong>in</strong>ce <strong>the</strong> early<br />

n<strong>in</strong>eties a major concern <strong>for</strong> <strong>the</strong> <strong>in</strong>ternational community, different bolivian<br />

governments started with <strong>the</strong> eradication of <strong>the</strong> coca, first on a voluntary base and later<br />

coca fields were destroyed by <strong>for</strong>ce. S<strong>in</strong>ce last year every farmer member of a syndicate<br />

might legally establish 0,16 has of coca on his land. As part of <strong>the</strong> strategy to reduce<br />

coca production <strong>in</strong> <strong>the</strong> area an alternative development program was started under <strong>the</strong><br />

coord<strong>in</strong>ation of <strong>the</strong> Vice m<strong>in</strong>istry on alternative development its implement<strong>in</strong>g agency:<br />

PD<strong>AR</strong>.<br />

Dur<strong>in</strong>g <strong>the</strong> last 15 years, several <strong>project</strong>s were implemented lead<strong>in</strong>g to <strong>the</strong> <strong>in</strong>troduction<br />

of cash crops, of which <strong>in</strong> surface p<strong>in</strong>apple, palmheart, and banana are among <strong>the</strong> most<br />

important crops. In this context <strong>the</strong>re was also implemented a agro<strong>for</strong>estry and <strong>for</strong>est<br />

management <strong>project</strong> by FAO, <strong>in</strong>troduc<strong>in</strong>g susta<strong>in</strong>able land use systems <strong>in</strong> <strong>the</strong> area. On<br />

this moment <strong>the</strong>re are several <strong>project</strong>s active <strong>in</strong> <strong>the</strong> area:<br />

o CHF-International<br />

o <strong>AR</strong>CO Project run by Chemoniques :<br />

o FAO<br />

o BTC<br />

FAO is develop<strong>in</strong>g <strong>for</strong>estry and agro<strong>for</strong>estry activities, BTC (Belgium Technical<br />

Cooperation) will start this year a <strong>project</strong> on re<strong>for</strong>estation <strong>in</strong> <strong>the</strong> Chapare area. There<br />

should be a level of coord<strong>in</strong>ation with <strong>the</strong> FAO and BTC <strong>in</strong> <strong>the</strong> implementation of this<br />

<strong>project</strong>. But also with <strong>the</strong> o<strong>the</strong>r <strong>project</strong>s, s<strong>in</strong>ce <strong>the</strong> past showed us that <strong>the</strong>ir activities<br />

resulted <strong>in</strong> various cases to an extension of <strong>the</strong> agricultural frontier which might<br />

generate conflicts with <strong>the</strong> proposed <strong>CDM</strong>-<strong>project</strong>.<br />

S<strong>in</strong>ce re<strong>for</strong>estation is recognized as an activity which will improve local economy and<br />

environment <strong>in</strong> <strong>the</strong> strategic plans of <strong>the</strong> municipalities and <strong>the</strong> “mancomunidad” of<br />

municipalities, coord<strong>in</strong>ation with <strong>the</strong>se entities is important.<br />
