- Farmers are well organized, dur<strong>in</strong>g <strong>the</strong> implementation and consolidation phase<br />

of <strong>the</strong> <strong>project</strong> farmers and <strong>the</strong>re organization will play an active role <strong>in</strong> <strong>the</strong><br />

policies and strategies taken by <strong>the</strong> <strong>project</strong>.<br />

- The <strong>project</strong> will have a high presence <strong>in</strong> <strong>the</strong> area, and a very close relation to<br />

land owners.<br />

2. Promotion and education<br />

- Implementation of an <strong>in</strong>tensive extension program to create awareness of <strong>the</strong><br />

advantages of <strong>the</strong> proposed land use practices among farmers.<br />

- Implementation of an <strong>in</strong>tensive tra<strong>in</strong><strong>in</strong>g program to create <strong>the</strong> necessary<br />

knowledge on <strong>the</strong> new land use practices among <strong>the</strong> farmers.<br />

3. Economic <strong>in</strong>centives<br />

- Promoted land use <strong>for</strong>ms have a higher f<strong>in</strong>ancial rate of return<br />

- There will be established an economic <strong>in</strong>centive system, pay<strong>in</strong>g <strong>in</strong>centives <strong>for</strong><br />

<strong>for</strong>est land protected.<br />

- An out-growers scheme, provid<strong>in</strong>g partial payments to farmers dur<strong>in</strong>g<br />

establishment and management of <strong>the</strong> <strong>for</strong>est plantations and shar<strong>in</strong>g <strong>the</strong> benefits<br />

when wood or o<strong>the</strong>r products can be harvested will be implemented.<br />

Note: payments to farmers are made <strong>for</strong> plantations established and managed (per ha)<br />

or <strong>for</strong>est conserved not <strong>for</strong> CER’s sold.<br />

4. Legal mark<br />

- Contracts will be signed with each land owner, mak<strong>in</strong>g commitments about<br />

<strong>project</strong> activities, which will be implemented on his land (<strong>in</strong>clud<strong>in</strong>g payments <strong>for</strong><br />

<strong>in</strong>centives)<br />

- Contracts will be deposited with<strong>in</strong> <strong>the</strong> Forest Super Intendancy (national<br />

authority <strong>for</strong> control on <strong>for</strong>est activities), this will improve control on illegal<br />

harvest<strong>in</strong>g.<br />

5. Farm visits (<strong>in</strong>ternal monitor<strong>in</strong>g system)<br />

- Fulfilment or eventually no fulfilment of conditions established <strong>in</strong> <strong>the</strong> contract<br />

will be observed <strong>in</strong> an <strong>in</strong>itial stage by frequent site visits of <strong>the</strong> <strong>project</strong> field<br />

workers.<br />

- Established or managed areas will be measured with GPS<br />

7.4. Leakage avoid<strong>in</strong>g activities<br />

Displacement leakage is reduced to a m<strong>in</strong>imum due to <strong>the</strong> implementation of labour<br />

<strong>in</strong>tensive and economic viable activities base on a more efficient land use system and<br />

<strong>in</strong>tegrated farm plann<strong>in</strong>g. As a consequence traditional agricultural practices of slash<br />

and burn will lose importance. Land used <strong>for</strong> annual crops will have a reduced fallow<br />

period, because of <strong>the</strong> use of nitrogen fix<strong>in</strong>g species (Inga sp., Mucuna pruriens and<br />

o<strong>the</strong>r legum<strong>in</strong>ous species). Land fertility is recovered much faster by legum<strong>in</strong>ous<br />

species than by species of natural fallow lands. Fallow land and secondary <strong>for</strong>ests will<br />

be enriched with <strong>the</strong> aim to make <strong>the</strong>se areas economically productive and stock a<br />

bigger amount of carbon. Additionally <strong>the</strong>se activities will benefit <strong>the</strong> conservation of<br />

primary <strong>for</strong>est still left on <strong>the</strong>ir farms and outside <strong>the</strong> farms.<br />
