ADEQUACY OF RESOURCES Deficiencies in the resources allocated to Area 8 in 1992 were as follows: • The Bella Coola Warden position needs be filled all year round in order to keep up with the increased monitoring demands of new winter fisheries and an increase habitat work load. This year more of his time was taken up assisting other sub-districts. • The sub-district clerk position is required for half days all year round in order to allow the Fishery Officer staff the flexibility to concentrate on Fisheries duties instead of administration. • The exiting VHF repeater sites in Area 8 need to be linked so that DFO staff are able to communicate effectively with the Bella Coola office. • The Bella Coola office needs computer access to the Salmon Hail Catch Data base kept on the VAX in Vancouver. This information is needed inseason to enable us to access historic information in a timely manner. • A mini Local Area Network system installed in the Bella Coola office would improve efficency. • A four wheel ATV is needed to enable Fishery Officers to conduct proper Salmon enumerations in the Noeick and Taleomey Rivers. There were two changes in staff and equipment in the Bella Coola sub-district this year that improved our operations: • The Gull Rock was replaced with the Bonilla Rock which is a more useful Patrol Vessel for this area as it has room for a Fishery Officer onboard. This improvement is greatly appreciated as we can use our staff much more efficently. • The stationing of the FTA Guardian at Namu resulted in more enforcement and FTA monitoring duties being performed in Area 8. This arrangement should be continued. 9
Enforcement Review Areas targeted for special enforcement outside of the normal enforcement this year were gillnet mesh size and seine net depth. Gillnet mesh sizes were measured during each week of the minimum mesh restrictions. Compliance was found to be very good, and of all the checks there were 1 warning and 1 charge. Seine were measured during the first week of seine fishing in Area 8. Once the net design was determined, the number of strips were checked in two places and the number of meshes checked. There were no incidents of deep seine nets found. Normal enforcement was done by guardians on the Bella Coola and Atnarko rivers, with fewer violations this year due to the fact that it is now I egal to use roe. More enforcement effort was placed on tidal water sport fishing based out of Bella Coola, there were some violations encountered and will require more targeted enforcement in subsequent years. The were 27 incidents investigated by Area 8 staff in 1992 with a total of 6 appearance notice/VP tickets issued and 8 warnings. 10
