are high skilled occupations. According to ISCO-88, , this unit group has only one skill level.<br />

Almost 1,5% <strong>of</strong> all respondents from <strong>the</strong> Dutch Labor Force Survey 2 belong long to SBC SBC-1992 5-<br />

digit occupations that are converted in ISCO-88 unit group ‘Corporate orporate managers managers, nothing o<strong>the</strong>rwise<br />

specified’, because no o<strong>the</strong>r appropriate unit group could be assigned. This could be <strong>the</strong> case<br />

because <strong>the</strong> SBC was more recently updated tha than n ISCO. The draft version <strong>of</strong> ISCO ISCO-08 shows more<br />

unit groups for this major group and probably more respondent can be assigned better unit groups.<br />

4.4 Overall judgement <strong>of</strong> <strong>the</strong> Dutch NOC<br />

The grouping <strong>of</strong> occupations with less than 5,000 workers can be a pro problem blem for cross-<br />

national comparison. Although <strong>the</strong>se occupations were grouped by <strong>the</strong> similarity <strong>of</strong> <strong>the</strong> tasks, it<br />

gives strange combinations inations at <strong>the</strong> unit groups, e.g. 79401 Manager hotel, restaurant, laundrette,<br />

hairdresser’s shop corresponds with ISCO ISCO-88 code 1210 Directors and chief executives. The<br />

manager <strong>of</strong> a hairdresser’s shop is more likely to correspond with <strong>the</strong> major group 13 ‘General<br />

managers’ and <strong>the</strong>refore a problem occur occurs when using 2 digit occupational data for cross cross-national<br />

research. The draft version sion <strong>of</strong> ISCO ISCO-08 08 shows even more available unit groups to correspond this<br />

SBC code to: 1411 Hotel manager, 1412 Restaurant managers, or 1120 Managing directors and<br />

chief executives. Overall, looking at <strong>the</strong> new, more detailed unit groups in ISCO ISCO-08, <strong>the</strong> change<br />

that this problem will keep reoccurring for <strong>the</strong>se grouped occupations becomes even bigger bigger.<br />

Although skill level has been tested in 1992, a lot has changed in <strong>the</strong> educational system in<br />

<strong>the</strong> Ne<strong>the</strong>rlands. Toge<strong>the</strong>r oge<strong>the</strong>r with <strong>the</strong> technical innovations that took place since 1992, <strong>the</strong> change<br />

that <strong>the</strong> skill levels are incorrect nowadays is very likely.<br />

5. The National Occupational Classification in France<br />

France has a long tradition for different services having separate classifications <strong>of</strong><br />

occupations, each 'tailor-made' made' for a specific need. The French Employment Agency (ANPE) has<br />

developed a classification and dictionary (ROME) especially for <strong>the</strong> needs <strong>of</strong> job placements, paying<br />

special attention to how <strong>the</strong> experience from one occupation may be relevant for recruitment to<br />

jobs in o<strong>the</strong>r occupations. ROME was last revised and updated in 1994. The Centre d'études et de<br />

recherches sur les qualifications (CEREQ) has developed a dictionary and classification <strong>of</strong><br />

occupations (RFE) with emphasis on <strong>the</strong>ir relationship to educ education and training. Statistics France<br />

(INSEE) has developed a Nomenclature des pr<strong>of</strong>essions et catégories sociopr<strong>of</strong>essionnelles (PCS)<br />

especially designed to serve as instrument for a statistical description <strong>of</strong> <strong>the</strong> social structure <strong>of</strong><br />

France and <strong>the</strong> behaviour r <strong>of</strong> <strong>the</strong> different segments <strong>of</strong> French society (Embury, Gulati, Mata &<br />

H<strong>of</strong>fmann, 1997). . This last classification is used for <strong>the</strong> Labour Force Survey and for data<br />

communicated to <strong>the</strong> European Statistical Office (Eurostat) and will be discussed here.<br />
