• Resourcing<br />
The resourcing of the Kosovo operation was carried out in a charged political/military atmosphere.<br />
As in most previous emergency operations, not all sectors or agencies were equally well<br />
funded. Earmarking of contributions was common. Some commodity donations were more appropriate<br />
than others.<br />
Did you observe any problems (for the target groups), or frictions between the agencies involved,<br />
related to the unequal funding of different agencies and components.<br />

various standby arrangements with donors were activated in the Kosovo operation(deployment<br />
of staff, provision of base support modules, etc.).<br />

The Kosovo operation attracted an inordinate amount of media attention, not all of it positive.<br />
Generally, the refugee protection aspects were covered critically and the food assistance aspects<br />
positively which created some problems.<br />
