The composition of the ration takes account of the availability of cooking facilities and fuel in the<br />
areas of displacement. It was assumed that IDPs either had their own cookers or received them<br />
on loan from host families or from aid agencies.<br />
The ration was the same as that of the FRY refugee operation, in order to prevent “competition for<br />
aid“ and population movements in search of better aid conditions between refugees from the<br />
1992-95 Bosnia war and IDPs from the Kosovo crisis. The ration provided 1,935 kcal per person<br />
per day and contained 11 percent protein and 18 percent fat. The objective of the food assistance<br />
was to provide basic food items to cover the main energy and protein needs of target groups in an<br />
environment where the beneficiaries do have some limited access to foods. The ration was<br />
agreed with UNHCR.<br />
High-energy biscuits (HEBs), if available, would be distributed as a supplementary food to<br />
children under the age of seven. They were not budgeted under EMOP 6040. Extra donations of<br />
canned fish and cheese would also be accepted in the food basket but not budgeted for under the<br />
EMOP.<br />
2.1.8 The Resources<br />
The response to the appeals was overwhelming. In October 1999, the total volume of donations<br />
to EMOP 6040 was about 87,965,595 dollars, corresponding to almost 97,000 tons of food.<br />
Main donors responding to the two appeals were the US, the European Commission, Japan and<br />
Germany. In total about 30 governments and organisations contributed in cash and kind to the<br />
programme, including non-traditional donors like Croatia.<br />
