HARMONIZED OPERATIONAL PROGRAM (HOP)<br />

In October 2008 Grant Agreement was signed (until February 2009) on Harmonized Operational<br />

Program (HOP) between <strong>Georgia</strong> <strong>Red</strong> <strong>Cross</strong> <strong>Society</strong>, International Committee of <strong>Red</strong> <strong>Cross</strong> and<br />

International Federation. The goal of the program was to increase the capacity of National <strong>Society</strong> in<br />

disaster preparedness through integrated approach of the development of two more components of<br />

Disaster Management and Health and Care Program (First Aid and Psychosocial support).<br />

In order to reach the goal, five branches were selected by National <strong>Society</strong> where Disaster Response<br />

Teams were created consisting of the volunteers and staff. They were well trained in three main directions<br />

- Disaster Management (3 volunteers), Psychosocial support (5 volunteers) and First Aid (5 volunteers).<br />

55 staff members and volunteers from <strong>Georgia</strong> <strong>Red</strong> <strong>Cross</strong> <strong>Society</strong> have been trained on Needs<br />

Assessment, development of Action Plan, Communication and Coordination, Logistics and Warehousing.<br />

WINTERIZATION PROGRAM<br />

The goal of the Winterization Program of<br />

the National <strong>Society</strong> was to provide winter<br />

clothes to 1 410 IDPs in the collective centers<br />

of Bolnisi, Gardabani, Rustavi and Tbilisi. The<br />

program that was included in the Harmonized<br />

Operational Program agreement and was<br />

supported by International Federation, was<br />

implemented through December 2008 -<br />

February 2009.<br />

Implementation of DM activities and<br />

Winterization Program helped to build<br />

theoretical as well as practical capacity.<br />

Increased capacity has been achieved<br />

through training courses in which more than<br />

100 volunteers and staff participated from<br />

Tbilisi, Gori, Rustavi, Batumi, Bolnisi, Gardabani and Akhmeta branches.<br />

International Federation and ICRC agreed to continue supporting <strong>Georgia</strong> <strong>Red</strong> <strong>Cross</strong> <strong>Society</strong> for three<br />

months (June-August, 2009). Implementation of suggested project enabled National <strong>Society</strong> to acquire<br />

experience in Disaster Management during disaster response in order to provide institutionalization of<br />

its disaster response capacity later.<br />

25 DM volunteers (five volunteers in each target branch) have been trained through<br />

intensive training courses conducted by qualified DM delegate at central and regional levels.<br />

Disaster Management Strategy (2010-2013) has been developed and reviewed in<br />

National <strong>Society</strong> and with the stakeholders.<br />

The draft of DM Contingency Plan has been developed.<br />

Based on the needs assessment conducted at local and central level, GRCS improved<br />

cooperation with relevant government institutions and other organizations in order to provide<br />

rapid response and be prepared during emergency.<br />

On September 8, 2009 an earthquake with magnitude 6,2 according Richter scale struck Oni. Funds<br />

have been mobilized from Disaster Response Emergency Fund (DREF) to support affected population.<br />

In result, 822 quilts and 822 matraces have been distributed to the affected families.<br />
