Concept of Operation<br />
Coordinating Council<br />
Working under the auspices of the Office of the<br />
Attorney General the executive group that initiated<br />
planning for the gang strategy will act as a coordinating<br />
council. The Attorney General and the<br />
council will coordinate bringing together prevention/intervention<br />
organizations, community leaders<br />
the business community and local, state and federal<br />
law enforcement that will form seven regional task<br />
forces in the state. While action and operational<br />
decisions will be made by organizational leaders,<br />
community leaders, and local elected officials, the<br />
Attorney General and coordinating council will<br />
provide guidance and assistance in achieving the<br />
objectives of the strategy. The council will work<br />
with the Department of Corrections and others in<br />
pursuit of the rehabilitation and re-entry objectives.<br />
The council will also coordinate the<br />
collection of data, develop and carry y<br />
out a process for measuring the suc-<br />
cess of the strategy and periodically<br />
adjust it as may be necessary.<br />
Regional Task Forces<br />
The state will be divided into<br />
seven regions and a gang strategy<br />
task force developed within each<br />
region. The <strong>Gang</strong> <strong>Reduction</strong> <strong>Strategy</strong> egy<br />
regions will each have the same geographiographical composition as the state’s Domestic estic Security<br />
Task Force Regions.<br />
The Attorney General and the council ncil will invite<br />
selected prevention/intervention organizations,<br />
rganizations,<br />
community leaders, business leaders, rs, elected<br />
officials and local, state and federal l law enforcement<br />
for an initial organizational meeting in each<br />
region. It is anticipated that each task ask force will<br />
select a chairman who will be rotated ted periodically<br />
and that the task forces will hold regular egular meetings<br />
at least once a quarter. The Attorney ney General and<br />
the council will provide the task forces with as<br />
much guidance and data as possible. The regional<br />
task forces will not be statutory or official bodies<br />
of the state. Participation is completely voluntary.<br />
There will be no funding or material support from<br />
the state available to the task forces at the inception<br />
of this strategy.<br />
It is anticipated that by participation in the regional<br />
task force each unit of local government within<br />
the region and each law enforcement agency will<br />
benefit significantly. While gangs may have a<br />
comparatively small territory that they claim, their<br />
criminal activity knows no geographical boundary.<br />
The advantages of and benefits from a coordinated<br />
effort under the statewide strategy should<br />
be clear to all.<br />
