Project 3: Develop <strong>and</strong> Improve TVET Teachers <strong>and</strong> Staff<br />

1. Elaboration of the Plan <strong>for</strong> Training <strong>and</strong> Upgrading TVET Teachers <strong>and</strong> Staff<br />

2. Institutional <strong>Development</strong> of Pre- <strong>and</strong> In-Service Training <strong>for</strong> TVET Teachers<br />

3. Training of TVET Teachers <strong>and</strong> Staff<br />

4. Improvement of regional <strong>and</strong> international cooperation to develop TVET Teacher Training<br />

Project 4: Set up the Quality Assurance System of TVET<br />

– <strong>Development</strong> <strong>and</strong> Implementation of st<strong>and</strong>ards <strong>for</strong> TVET Teachers <strong>and</strong> Staff<br />

– <strong>Development</strong> <strong>and</strong> Implementation of st<strong>and</strong>ards <strong>for</strong> TVET Institutions<br />

– <strong>Development</strong> of National Qualification Framework<br />

– <strong>Development</strong> of National Occupational St<strong>and</strong>ards<br />

– Defining mechanism to assess skills <strong>and</strong> validate experience<br />

– Review, adjust <strong>and</strong> implement mechanism <strong>for</strong> accreditation of curricula<br />

Project 5: Develop the In<strong>for</strong>mation System of TVET<br />

– Set up an in<strong>for</strong>mation system <strong>for</strong> data collection, reporting <strong>and</strong> diffusion in MoE <strong>and</strong> other<br />

– Capacity development <strong>for</strong> TVET research <strong>and</strong> studies<br />

Project 7: Formulate TVET Policy <strong>and</strong> Tools<br />

– Revision of PM-decree <strong>and</strong> elaboration of master plan <strong>for</strong> TVET development up to 2020<br />

– Implementation of TVET master plan<br />

– Formulation <strong>and</strong> approval of incentive measures <strong>for</strong> promoting <strong>and</strong> supporting talent,<br />

women, disadvantaged students<br />

– Formulation <strong>and</strong> approval of incentive measures <strong>for</strong> promoting <strong>and</strong> supporting<br />

employers/enterprises <strong>and</strong> communities<br />
