Purpose and background<br />

Agenda Item 6.1<br />

13 March 2012<br />

1. The purpose of this report is to seek Council approval for Councillor Cathy Oke to undertake travel<br />

to Changwon, Korea, between 25 and 29 April 2012 for the 12 th International Congress of<br />

Educating Cities and Sydney for the Smart Cities Conference on 30 April 2012.<br />

Key issues<br />

12 th International Congress of Educating Cities, Changwon Korea<br />

2. Councillor Oke has been invited by the Changwon Municipal Government to chair a Mayors’<br />

roundtable discussion as part of the program for the 12 th International Congress of Educating Cities<br />

- theme ‘Green Environment, Creative Education’. The Congress will attract participants from 32<br />

countries and include mayors, councillors, professionals and academics. The roundtable proposes<br />

to examine the role of local authorities in environmental issues. Full Congress details can be found<br />

3. The costs associated with airfare and accommodation for Councillor Oke’s participation will be<br />

reimbursed by the Changwon Municipal Government. Incidental costs up to $500 are proposed to<br />

be met by Council.<br />

Smart Cities Conference, Sydney<br />

4. Immediately following the Congress, Councillor Oke proposes to attend the Smart Cities<br />

Conference in Sydney on 30 April. Cr Oke has been invited to present at the Conference which is<br />

an industry based event focusing on the growing importance of information and communication<br />

technologies on infrastructure, highlighting the important drivers of urban growth, examining the<br />

relationship between energy efficiency and climate change, the effect and effectiveness of Smart<br />

Grids and the concept of smart growth. A copy of the Conference program is included as<br />

Attachment 2.<br />

5. Councillor Oke will speak on the topic ‘City of Melbourne: An Eco City reflects and engages in the<br />

lead up to Rio+20’. The presentation will map Council’s Eco City achievements and highlight key<br />

policies including Urban Forest Strategy, 1200 Buildings Program, Transport Strategy and City as a<br />

Catchment. It will also focus on how Council engages residents, workers and visitors with Eco<br />

City targets, using Eco Carlton as a case study. Rob Moore, Council’s Manager Urban Design and<br />

Docklands, will also present at the conference on the topic ‘Melbourne: Designing for a<br />

sustainable city’.<br />

6. Accommodation costs will be met by Councillor Oke. No airfare costs will be incurred by Council<br />

as Councillor Oke will return from Korea via Sydney. Incidentals of up to $100 may be incurred.<br />

Recommendation<br />

7. That Council:<br />

7.1. approve Councillor Oke’s participation at the 12 th International Congress of Educating<br />

Cities Smart Cities Conference in Changwon, Korea 25 - 29 April 2012 and the Smart Cities<br />

Conference in Sydney on 30 April;


7.2. approve an amount of $600 to cover incidental costs; and<br />

7.3. note that Councillor Oke will prepare a report to the Future Melbourne Committee within 14<br />

days of the finalisation of travel costs.<br />

Finance<br />

1. Costs associated with airfare and accommodation for 12 th International Congress of Educating Cities<br />

Smart Cities Conference will be reimbursed by the Changwon Municipal Government. Incidental costs up<br />

to $500 will be met by Council. The return airfare will take Councillor Oke to Sydney for the Smart<br />

Cities Conference which is taking place immediately following the Congress as well as the flight back to<br />

Melbourne. Councillor Oke will meet accommodation costs for her time in Sydney. Council will meet<br />

costs associated with incidentals and are estimated at $100.<br />

2. No member of Council staff, or other person engaged under a contract, involved in advising on or<br />

preparing this report has declared a direct or indirect interest in relation to the matter of the report.<br />

Relation to Council policy<br />

3. The Manager Governance Services has confirmed that the travel proposal accords with the requirements<br />

of the travel guidelines outlined in the Councillor Expenses and Resources Guidelines.<br />

4. The recommendation supports a number of Future Melbourne Goals, including A City for People, Eco<br />

City and Knowledge City.<br />

5. Councillor Oke’s participation in the conference will enable her to promote Council’s sustainability<br />

objectives and further enhance Melbourne’s reputation as a leading sustainable city. The carbon emissions<br />

impact of flights will be reduced through the purchase of carbon offsets.<br />
