PROPOSED TRAVEL BY CR BRIAN SHANAHAN : ECO MOBILITY<br />

WORLD CONGRESS, CHANGWON, KOREA, OCTOBER 2011<br />

Purpose and background<br />

1. The purpose <strong>of</strong> this report is to seek Council approval for Cr Brian Shanahan to attend Eco Mobility<br />

Changwon 2011, World Congress on Mobility for the Future <strong>of</strong> Sustainable Cities in South Korea<br />

between 22-24 October 2011. The World Bike Festival will be held in Changwon at the same time.<br />

2. The International Council for Local Environmental Initiatives (ICLEI) and the <strong>City</strong> <strong>of</strong> Changwon, Korea<br />

are jointly hosting the World Congress which aims to bring together representatives from cities around<br />

the <strong>world</strong> to provide an opportunity to identify new and visionary perspectives on sustainable urban<br />

policy. The Congress will bring together government, industry, business and academic leaders to review<br />

trends in <strong>eco</strong>-<strong>mobility</strong>, identify best practice and potential solutions through partnerships.<br />

3. Congress organisers have expressed interest in hearing about <strong>City</strong> <strong>of</strong> <strong>Melbourne</strong>’s experience and<br />

initiatives that support and promote <strong>eco</strong>-<strong>mobility</strong> and have invited Cr Shanahan to speak at the Congress.<br />

Cr Shanahan proposes to address the Congress on some <strong>of</strong> the lessons and opportunities for integration<br />

through Council cycling initiatives in Swanston Street, <strong>Melbourne</strong> and Albert Street, East <strong>Melbourne</strong>.<br />

4. The introduction <strong>of</strong> the <strong>Melbourne</strong> Bike Share system also provides an opportunity to engage in<br />

discussion about the challenges around the potential development and success <strong>of</strong> such systems.<br />

5. ICLEI proposes to cover the cost <strong>of</strong> Cr Shanahan’s accommodation. It is proposed that Council fund<br />

airfare and incidental costs.<br />

6. A copy <strong>of</strong> the draft program is included as Attachment 2.<br />

R<strong>eco</strong>mmendation<br />

7. That Council:<br />

7.1. approve Cr Brian Shanahan’s participation in Eco Mobility Changwon 2011, World Congress on<br />

Mobility for the Future <strong>of</strong> Sustainable Cities in South Korea between 22-24 October 2011.<br />

7.2. approve an amount <strong>of</strong> $10,371 to cover airfare and transport ($8301) and incidental costs ($2070);<br />

and<br />

7.3. note that Cr Shanahan will prepare a report to the Future <strong>Melbourne</strong> Committee within 14 days <strong>of</strong><br />

the finalisation <strong>of</strong> travel costs.<br />

1. The cost to Council associated with Cr Shanahan’s participation is estimated at $10,371 which comprises<br />

$8,301 for airfare and transport and $2,070 towards incidentals.<br />

2. No member <strong>of</strong> Council staff, or other person engaged under a contract, involved in advising on or<br />

preparing this report has declared a direct or indirect interest in relation to the matter <strong>of</strong> the report.<br />

Relation to Council policy<br />

3. The Manager Governance Services has confirmed that the travel proposal accords with the requirements<br />

<strong>of</strong> the travel guidelines outlined in the Councillor Expenses and Resources Guidelines.<br />

4. The travel proposal supports Goal 6 Connected <strong>City</strong> <strong>of</strong> Council Plan 2009-2013 which aims to provide for<br />

a city which has <strong>mobility</strong> infrastructure that supports its prosperity, liveability and sustainability. It<br />

r<strong>eco</strong>gnises that<br />

4.1. <strong>mobility</strong> is essential to the life <strong>of</strong> a city<br />

4.2. an integrated and affordable network <strong>of</strong> public transport, roads and paths for pedestrians, bicycles<br />

and motor vehicles enables its people access services and commerce.<br />

5. The Congress objectives are <strong>of</strong> particular relevance in light <strong>of</strong> Council’s initiatives associated with cycling<br />

in Swanston Street, <strong>Melbourne</strong> and Albert Street, East <strong>Melbourne</strong> as well as the <strong>Melbourne</strong> Bike Share<br />

system introduced in 2010.<br />

6. Participation in the Congress will allow Cr Shanahan to participate in discussion and identify<br />

opportunities that help make <strong>Melbourne</strong> a more sustainable city.<br />
