vi) Revisions, after the approval of P<strong>CAA</strong> shall be incorporated in all the copies<br />

as shown in the distribution list and shall be sent to P<strong>CAA</strong> for record.<br />

h) Required training program and training infrastructure are approved by P<strong>CAA</strong> and<br />

are sufficient to ensure adequate maintenance and safe operation of the aircraft<br />

type(s) to be operated;<br />

i) A safety management system is established which shall clearly define lines of<br />

safety accountability throughout the operator’s organization, including a direct<br />

accountability for safety on the part of senior management;<br />

j) A flight data analysis program as part of its safety management system is<br />

established;<br />

k) The facilities available and directly required, for the safe operation of the<br />

aeroplane and the protection of the passengers, are adequate for the type of<br />

operation and are adequately operated for this purpose.<br />

l) Types of aircraft, State of Registry and if leased, copies of Lease agreement and<br />

Transfer agreement. Refer to ANO 91- 0016 for operation with leased aircraft;<br />

m) The aircraft meet the appropriate <strong>Air</strong>worthiness / Safety Standards and have<br />

been proven in flight to be acceptable for the operation proposed;<br />

n) The equipment is adequate to ensure the safe operation of the type(s) of aircraft<br />

to be operated;<br />

o) Arrangements for maintenance and inspection of aircraft, associated parts &<br />

equipment in accordance with relevant <strong>Air</strong>worthiness Notice are adequate;<br />

p) Insurance policies (<strong>Air</strong>craft, Third Party and Hull) within and outside Pakistan in<br />

accordance with Rule 179(2)(c) and 199 of CARs 94 are available and valid;<br />

q) Compliance statement is prepared describing as to how the applicant intends to<br />

comply with applicable Rules, ANOs, and other related requirements.<br />

2.3.2 The application for the issue or renewal of an <strong>AOC</strong> shall be prepared in the form as<br />

specified in Appendix- A.<br />

2.4 <strong>Operator</strong>s Obligations<br />

2.4.1 An <strong>AOC</strong> issued under the Rules shall be subject to the under mentioned conditions:<br />

a) Operations Specifications issued as a part of the <strong>AOC</strong> shall be strictly adhered<br />

to and shall not be varied unless a prior approval has been sought from P<strong>CAA</strong>.<br />

b) Operations Specifications shall be placed in a separate section of the Operations<br />

Manual.<br />

c) <strong>Operator</strong> shall nominate a person who may be the only person who shall<br />

suggest the amendments/revisions to Operation Specifications and MCM.<br />

d) Where a <strong>Certificate</strong> holder is unable to comply with the operational specifications<br />

so issued, he/she will cease operations until able to comply with those<br />

specifications.<br />

e) A <strong>Certificate</strong> holder shall for the purposes of ongoing compliance, continue to<br />

satisfy the competent authority in relation to all the matters specified in CARs,<br />

ANOs, ANs, P<strong>CAA</strong>D-617 and Operation's specifications.<br />

2.5 Validity of an <strong>AOC</strong><br />

2.5.1 Subject to the validity of the license and compliance to the terms and conditions, an <strong>AOC</strong><br />

shall be valid for period of one year.<br />

2.5.2 The Competent Authority may suspend, withhold or cancel a <strong>Certificate</strong> if any of the<br />

conditions required for the issue of the <strong>Certificate</strong> are breached or not maintained to the<br />

same level as required for certification.<br />

2.5.3 The <strong>Certificate</strong> is non-transferable.<br />
