<strong>AOC</strong> GUIDE – COMMERCIAL AIR OPERATIONS (P<strong>CAA</strong>D-617)<br />

3.2.1 Pre application Statement of Intent:<br />

The applicant will be asked to provide a Pre-Application Statement of Intent when<br />

reasonably certain of proceeding to certification. This statement may be in the form of a<br />

letter and contain the following information:<br />

a) Proposed company name;<br />

b) Proposed date of commencement of operation;<br />

c) Type and the area of operation;<br />

d) Type(s) of aircraft with their Registration;<br />

e) <strong>Air</strong>craft owned or leased, and if leased, type and duration of the lease<br />

agreement;<br />

f) Proposed Operational / Maintenance Control Mechanism;<br />

g) Nature of training proposed (aircraft and/or simulator);<br />

h) Location of administrative, maintenance and operational facilities,<br />

i) The qualifications of key management personnel;<br />

3.2.2 Pre-Application Meeting:<br />

The purpose of this meeting is to ensure that the applicant has a clear understanding of<br />

the certification process and to provide a firm basis on which the P<strong>CAA</strong> can prepare a<br />

quote for the issue of an <strong>AOC</strong>. As a minimum, the following points will be discussed<br />

during this meeting:<br />

a) Responsibilities of the <strong>Operator</strong> and P<strong>CAA</strong>: The applicant must be aware of the<br />

division of responsibility between company personnel and the P<strong>CAA</strong>. The<br />

applicant must also be aware of the desirability of submitting required items as<br />

soon as they become available and advising the certification team of any<br />

problems or changes in the operation as proposed;<br />

b) Regulatory Requirements: Specific requirements peculiar to the proposed<br />

operation with regards to applicable CARs and ANOs. It is essential that the<br />

applicant understand which regulatory requirements are relevant to the intended<br />

operations;<br />

c) Contents of the Formal Application and its attachments;<br />

d) Qualification of key personnel: The qualifications and experience required of key<br />

operations, airworthiness and management personnel;<br />

e) Manuals and documentation: The type of manuals, records and other<br />

documents, which shall have to prepared and submitted to FSD and<br />

<strong>Air</strong>worthiness for approval prior to certification. The required<br />

Manuals/Documents must completely be drawn up prior to the submission of the<br />

formal application;<br />

f) Timeframe for the Certification Process: The application and its attachments<br />

must be submitted at least 80 days before the date of intended revenue<br />

operation. This will provide adequate time to handle the application if all aspects<br />

are correct and complete at the time of submission.<br />

g) Delays/Interruption in the process of certification: If the certification has not been<br />

completed due to non- conformity or because of any other delay from the<br />

applicant within that period, the application may be deemed to have lapsed and<br />

the fee has to be paid for any re-inspection.<br />

h) Processing Fee: The fee which accompanies the formal application is nonrefundable<br />

and is based on completion of all processes within the time frame of<br />

80 days from the date of submission of application along with all required<br />

evidence in shape of manuals, documents etc. Each activity performed by the<br />

Regulatory body has a separate fee i.e. inspection, review, demonstration etc.<br />

Refer to Chapter 1 for the Fee Schedule.<br />

i) Guidance from P<strong>CAA</strong>: There is a distinction between general advice from the<br />

P<strong>CAA</strong> (which is free), formal advice from the P<strong>CAA</strong> (for which a fee is charged)<br />

and specialist advice (which is available from consultants).<br />

Note: It shall be obligatory for the prospective operator to make all arrangements of<br />

pre-application meeting for the P<strong>CAA</strong> Inspectors including the arrangements at<br />

out-stations, if required.<br />
