2.10 P<strong>CAA</strong> Safety Oversight Functions<br />

<strong>AOC</strong> GUIDE – COMMERCIAL AIR OPERATIONS (P<strong>CAA</strong>D-617)<br />

2.10.1 The P<strong>CAA</strong> Inspectors, for the purposes of issuance, renewal and for continued validity of<br />

the <strong>AOC</strong>, are delegated the powers under Rule 4(2) & 5 by Competent Authority for<br />

safety oversight functions. The Inspectors shall conduct operational inspections of the<br />

<strong>AOC</strong> holder for ensuring the validity of continued life of the <strong>AOC</strong> issued under the rules;<br />

2.10.2 The <strong>Operator</strong> shall ensure that the P<strong>CAA</strong> inspectors are provided:<br />

a) Uninterrupted entry to any place, aircraft, repair shop, necessary for the<br />

purposes of inspection and or compliance with Regulatory requirements;<br />

b) Any documents related to the operation, maintenance and training;<br />

c) With facilities for any direct or indirect examination/tests and or spot-checks of<br />

the crew, maintenance personnel and/or the aircraft.<br />

2.11 Charges for Various Checks / Inspection<br />

2.11.1 Schedule of Charges/Fee for various activities/inspections performed by P<strong>CAA</strong>, is<br />

provided in Chapter 1. An operator who has not satisfactorily met the requirements of an<br />

inspection, and is required to undergo a re-inspection shall arrange for the travel and<br />

lodging as per the entitlement of the Inspector(s), in addition to the payment of<br />

re-inspection fee as specified.<br />

2.11.2 Where an Inspector is required to conduct any additional inspection task e.g. proficiency<br />

check, proving flights etc. the operator shall be responsible to bear the expenses of the<br />

P<strong>CAA</strong> Inspector, stated in the above para in addition to the payment of re-inspection fee<br />

as specified.<br />

2.11.3 Where <strong>Air</strong>worthiness services are rendered the necessary fee shall be charged as per<br />

current fee schedule of <strong>Air</strong>worthiness Directorate.<br />

2.12 Correspondence with P<strong>CAA</strong><br />

2.12.1 The <strong>Operator</strong> shall nominate a person/appointment who shall be authorized to<br />

correspond with P<strong>CAA</strong> and vice versa. No correspondence from any other person/office<br />

shall be acceptable unless the absence of the nominated person/appointment has been<br />

notified by the operator. The responsibility of conveying/retrieving the required<br />

information/data from other offices of the management shall rest with the operator who is<br />

to ensure that the nominated person in this regard does the needful.<br />
