aircraft and operating crews may only be contracted out to another operator who<br />
holds an <strong>AOC</strong>.<br />
Note: The Rules require that subcontracting of services can only be accomplished<br />
from another operator who holds an <strong>AOC</strong> issued by the Director General.<br />
Although, there is no restriction on contracting out the essential services but<br />
under such conditions, the applicant or the <strong>AOC</strong> holders who are not in<br />
possession of their own (not contracted) infrastructure, maintenance set-up,<br />
staffing, operational control and approved crew training program, shall not be<br />
permitted to Wet lease foreign registered aircraft from a person or company who<br />
is not in possession of <strong>AOC</strong> from State of Registry of aircraft.<br />
3.6.1 Organizations and Administration<br />
a) The applicant's organizational structure, managerial style, direction and<br />
philosophy shall be evaluated to ensure that necessary and proper control is<br />
exercised over the proposed operation and the personnel involved. Through<br />
discussions with key management personnel and observations, the Inspection<br />
Team shall determine whether clear lines of authority and specific duties and<br />
responsibilities of subordinate elements and individuals are established.<br />
b) It shall also be determined that acceptable procedures are established, and<br />
followed, for conveying company procedures and instructions to keep affected<br />
personnel currently informed. The authorities, tasks, responsibilities and<br />
relationships of each key position shall have been clearly understood and<br />
followed by individuals occupying these positions.<br />
c) The applicant's staffing shall be assessed to determine whether adequate<br />
number of personnel is employed at the executive and other levels to perform<br />
necessary functions. Through a sampling questioning process, the inspection<br />
team shall confirm that management personnel are qualified and competent to<br />
perform the assigned duties.<br />
3.6.2 Administrative Facilities<br />
It is important that office services of a suitable nature and size are provided. Clerical<br />
staff, typists, duplicating equipment, etc., must be sufficient to ensure that operational<br />
instructions and information can be produced and circulated to all concerned without<br />
delay. Where the provision of printing facilities for manuals, manual amendments and<br />
other necessary documentation is not warranted by the size of the company, efficient<br />
alternative arrangements must be in existence. This evaluation shall include check on:<br />
a) Adequacy of personnel to handle the workload;<br />
b) Adequacy of the Working space;<br />
c) Conduciveness of Temperature, lighting, and noise levels for effective<br />
performance of operations personnel; and<br />
d) Having a controlled access to the facilities;<br />
e) Effective display and dissemination of information;<br />
f) Duty time restrictions for licensed personnel.<br />
3.6.3 Office Accommodation<br />
The office of CFI/CP/CE shall be adequately established and provided with appropriate<br />
telephone & intercom facilities. A safe place must also be provided for storage of training<br />
and other records. The office shall have boards/charts showing the updated<br />
records/status of the flight crew/students and maintenance activity.<br />
3.6.4 Technical Library<br />
The operator shall be expected to have established a library of an appropriate size that<br />
shall have all the concerned documents and manuals for the purpose of<br />
guidance/reference including required maps & charts, etc. Arrangements must be in<br />
place to ensure crewmembers / Engineering Personals are provided with manual<br />
amendments, document revision and operational notices in an appropriate and timely<br />
manner. One acceptable method is to place boxes or pigeon hole, one for each crew<br />
members based at that location, in or close to the crew room.<br />
