Dimensi<strong>on</strong>s <strong>of</strong> <strong>Food</strong> <strong>Insecurity</strong><br />

<strong>in</strong> <strong>Urban</strong> <strong>India</strong><br />

The c<strong>on</strong>cept <strong>of</strong> food <strong>in</strong>security is<br />

multidimensi<strong>on</strong>al <strong>in</strong> nature and is determ<strong>in</strong>ed by a<br />

whole range <strong>of</strong> factors such as domestic producti<strong>on</strong><br />

<strong>of</strong> food, import and export <strong>of</strong> food, purchas<strong>in</strong>g<br />

power <strong>of</strong> people to access food as well as factors<br />

that <strong>in</strong>fluence absorpti<strong>on</strong> <strong>of</strong> food <strong>in</strong> <strong>the</strong> body. The<br />

different elements that <strong>in</strong>fluence food security can<br />

be classified <strong>in</strong>to three broad dimensi<strong>on</strong>s – food<br />

availability, food access and food absorpti<strong>on</strong>. In<br />

this chapter some key issues perta<strong>in</strong><strong>in</strong>g to food<br />

<strong>in</strong>security <strong>in</strong> urban areas across <strong>the</strong> major <strong>State</strong>s <strong>of</strong><br />

<strong>India</strong> are discussed. Analys<strong>in</strong>g <strong>the</strong> status <strong>of</strong> food<br />

<strong>in</strong>security across different <strong>State</strong>s would <strong>in</strong>dicate<br />

variati<strong>on</strong> <strong>in</strong> <strong>the</strong> nature <strong>of</strong> food <strong>in</strong>security c<strong>on</strong>cerns<br />

am<strong>on</strong>g <strong>the</strong>m. Aspects relat<strong>in</strong>g to food access would<br />

be a more important problem for urban households<br />

<strong>in</strong> some <strong>State</strong>s while lack <strong>of</strong> basic amenities that<br />

affect food absorpti<strong>on</strong> would be more crucial <strong>in</strong><br />

o<strong>the</strong>rs. Thus, classify<strong>in</strong>g <strong>the</strong> problem <strong>of</strong> food<br />

<strong>in</strong>security <strong>in</strong>to different dimensi<strong>on</strong>s would not <strong>on</strong>ly<br />

help <strong>in</strong> a better understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> complexity but<br />

will also aid <strong>in</strong> identify<strong>in</strong>g appropriate <strong>in</strong>terventi<strong>on</strong>s<br />

to address <strong>the</strong> situati<strong>on</strong>. However, it is difficult<br />

to arrive at a measure <strong>of</strong> food availability across<br />

<strong>State</strong>s given <strong>the</strong> difficulty <strong>in</strong> collecti<strong>on</strong> <strong>of</strong> data <strong>on</strong><br />

net import <strong>of</strong> gra<strong>in</strong> <strong>in</strong>to a <strong>State</strong> <strong>on</strong> private account<br />

as well as changes <strong>in</strong> <strong>the</strong> amount <strong>of</strong> privately held<br />

stocks. Therefore, <strong>the</strong> discussi<strong>on</strong> <strong>in</strong> this chapter<br />

essentially relates to <strong>the</strong> o<strong>the</strong>r dimensi<strong>on</strong>s <strong>of</strong> food<br />

security, namely, aspects perta<strong>in</strong><strong>in</strong>g to food access<br />

and absorpti<strong>on</strong> as well as <strong>the</strong> nutriti<strong>on</strong>al status <strong>of</strong><br />

<strong>the</strong> populati<strong>on</strong>.<br />

Before enter<strong>in</strong>g <strong>in</strong>to a discussi<strong>on</strong> <strong>on</strong> urban<br />

food <strong>in</strong>security, it is important to c<strong>on</strong>sider <strong>the</strong><br />

broad pattern <strong>of</strong> urbanisati<strong>on</strong> experienced by <strong>the</strong><br />

country 6 . <strong>Urban</strong>isati<strong>on</strong> is <strong>the</strong> process whereby<br />

larger proporti<strong>on</strong>s <strong>of</strong> populati<strong>on</strong> live <strong>in</strong> urban<br />

areas. In any country, <strong>the</strong> specific manner <strong>in</strong> which<br />

<strong>the</strong> process <strong>of</strong> urbanisati<strong>on</strong> comes about is related<br />

to <strong>the</strong> nature <strong>of</strong> <strong>the</strong> overall development process<br />

experienced by that country. Table 2.1 <strong>in</strong>dicates<br />

<strong>the</strong> salient features <strong>of</strong> urbanisati<strong>on</strong> across <strong>the</strong> major<br />

<strong>State</strong>s <strong>of</strong> <strong>India</strong>. The overall level <strong>of</strong> urbanisati<strong>on</strong><br />

<strong>in</strong> <strong>the</strong> country was about 28 per cent <strong>in</strong> 2001.<br />

Given that <strong>the</strong> process <strong>of</strong> development is uneven<br />

across <strong>the</strong> country, <strong>the</strong> patterns <strong>of</strong> urbanisati<strong>on</strong><br />

are also not uniform. Tamil Nadu, Maharashtra<br />

and Gujarat have had more than <strong>on</strong>e-third <strong>of</strong> <strong>the</strong>ir<br />

populati<strong>on</strong> liv<strong>in</strong>g <strong>in</strong> urban areas <strong>in</strong> 1991 as well as<br />

2001, while <strong>in</strong> Madhya Pradesh, Rajasthan, Uttar<br />

Pradesh, Bihar, Orissa and Assam this proporti<strong>on</strong><br />

was less than <strong>on</strong>e-fourth. Town density, a measure<br />

<strong>of</strong> <strong>the</strong> spread <strong>of</strong> urbanisati<strong>on</strong>, <strong>in</strong>dicates that <strong>the</strong><br />

urban spread was relatively better <strong>in</strong> Tamil Nadu,<br />

<strong>the</strong> Punjab and Haryana while it was very low<br />

<strong>in</strong> Orissa and Rajasthan. From 1991 to 2001, <strong>the</strong><br />

annual populati<strong>on</strong> growth rate <strong>in</strong> urban areas <strong>in</strong><br />
