4.1 The relationships between response plans are indicated in the diagram below.

4.3 The Plan will be used, where appropriate, in conjunction with the appropriate
supporting plans – both multi and single agency.
5. Kent Resilience Forum (KRF) & Risk Assessment
5.1 The Civil Contingencies Act 2004 (CCA) requires the establishment of a Local
Resilience Forum. Within the County this is known as the Kent Resilience Forum
(KRF) and is comprised of representation from the majority of organisations that
would respond to emergencies, including the local authorities.
5.2 The KRF have a generic response document that outlines the command and
control structures that would be implemented to a greater or lesser extent in an
emergency.
5.3 The CCA also places a duty on the KRF to jointly compile a community risk
register based on national guidance.
5.4 Kent Community Risk Register - In the Community Risk Register, reference to
risk implies a function of both the chance or likelihood of a hazard becoming a
reality and the consequences or impact of that occurrence. Risk is a product of
the likelihood and impact of a given hazard or threat. The consequence will
depend upon the exposure of people and property to the hazard and their
respective vulnerability to harm.
