The Current Status of <strong>Environmental</strong> <strong>Criteria</strong> <strong>for</strong> <strong>Hydropower</strong> Development <strong>in</strong> <strong>the</strong> <strong>Mekong</strong> <strong>Region</strong>: A litterature compilation<br />
helpful to reflect on <strong>the</strong> lessons learnt on NT2, <strong>in</strong> regard to participation <strong>in</strong> develop<strong>in</strong>g<br />
criteria or standards to improve participation <strong>in</strong> EIA and broader decision-mak<strong>in</strong>g<br />
processes <strong>for</strong> o<strong>the</strong>r hydropower projects under consideration. International f<strong>in</strong>anc<strong>in</strong>g<br />
<strong>in</strong>stitutions may consider <strong>the</strong> process<strong>in</strong>g costs too high compared with o<strong>the</strong>r<br />
<strong>in</strong>frastructure <strong>in</strong>vestments and hydropower developers may seek f<strong>in</strong>anc<strong>in</strong>g sources<br />
where environmental considerations are not so prom<strong>in</strong>ent.<br />
1.3 Viet Nam<br />
Viet Nam is important <strong>in</strong> <strong>the</strong> GMS both as a hydropower developer and potential<br />
importer.<br />
<strong>Hydropower</strong> potential is estimated to be<br />
about 20,600 MW, of which 4,200 MW, or<br />
20% has been developed to date. Electricity<br />
demand has been grow<strong>in</strong>g at a rate of 13-<br />
15% per annum, which is expected to<br />
cont<strong>in</strong>ue <strong>in</strong> <strong>the</strong> near future due to ris<strong>in</strong>g<br />
demand <strong>in</strong> <strong>the</strong> household sector (grow<strong>in</strong>g<br />
from a small base), ris<strong>in</strong>g <strong>in</strong>dustrial<br />
production and export growth. 4 Close to<br />
70% of households have access to power<br />
services, though <strong>the</strong> reliability of supply<br />
varies considerably, especially <strong>in</strong> rural<br />
areas. Viet Nam’s rural electrification<br />
program has a target to reach 76% of rural<br />
households by 2010.<br />
Viet Nam’s hydropower resources are<br />
ma<strong>in</strong>ly located <strong>in</strong> its central and nor<strong>the</strong>rn<br />
regions, particularly, <strong>the</strong> rivers Da <strong>in</strong> <strong>the</strong><br />
north, Sesan <strong>in</strong> central Vietnam and<br />
Dongnai <strong>in</strong> <strong>the</strong> south. Presently <strong>the</strong>re are<br />
more than 50 hydropower stations <strong>in</strong><br />
operation, 10 of which are on tributaries of<br />
<strong>the</strong> LMB.<br />
