The Current Status of <strong>Environmental</strong> <strong>Criteria</strong> <strong>for</strong> <strong>Hydropower</strong> Development <strong>in</strong> <strong>the</strong> <strong>Mekong</strong> <strong>Region</strong>: A litterature compilation<br />
vision to connect <strong>the</strong> <strong>Mekong</strong> region grid to <strong>the</strong> ASEAN grid materializes. That<br />
would serve power markets fur<strong>the</strong>r south <strong>in</strong>to Malaysia and beyond through Thailand.<br />
Malaysia is an observer at <strong>the</strong> GMS Power Trade Forums. Thailand is also important<br />
<strong>in</strong> respect to cross-border trade with neighbours such as Cambodia.<br />
Thailand’s total <strong>in</strong>stalled generation capacity is about 23,000 MW (2003). Generation<br />
is dom<strong>in</strong>ated by gas (73%), as noted <strong>in</strong> <strong>the</strong> table below. Projections suggest <strong>the</strong> share<br />
of natural gas will <strong>in</strong>crease, dom<strong>in</strong>ated by IPPs with gas-based CCGT. There are<br />
plans to <strong>in</strong>troduce more coal (domestic lignite) <strong>in</strong> <strong>the</strong> supply mix after 2010, though<br />
<strong>the</strong>se plans are contested. Imports from Nam Theun 2 (5,936 Gwh) represent about 6<br />
months load growth <strong>in</strong> Thailand.<br />

Thailand presently operates 10 dams on <strong>the</strong> tributaries of <strong>the</strong> <strong>Mekong</strong> bas<strong>in</strong>, <strong>in</strong> total<br />
about 750 MW of <strong>in</strong>stalled capacity. Thailand has made no recent proposals to<br />
develop additional dams <strong>in</strong> <strong>the</strong> LMB. The only hydropower <strong>in</strong> Thailand’s Power<br />
Development Programme is an extension of <strong>the</strong> capacity of <strong>the</strong> pumped storage<br />
project under construction at Lam Takhong and a new pumped storage plant at<br />
Kiridharn (outside <strong>the</strong> <strong>Mekong</strong> Bas<strong>in</strong>).<br />
Set up an electricity regulatory organization;<br />
The National Energy Policy Office operates as a<br />
department under <strong>the</strong> Office of <strong>the</strong> Prime M<strong>in</strong>ister<br />
as <strong>the</strong> highest policy mak<strong>in</strong>g body <strong>for</strong> electricity<br />
affairs <strong>in</strong> Thailand. The 5-year re<strong>for</strong>m plan<br />
<strong>in</strong>troduced <strong>in</strong> 2000 <strong>in</strong>cluded market re<strong>for</strong>m and<br />
enterprise re<strong>for</strong>ms. Market re<strong>for</strong>m covers<br />
establishment/operation of <strong>the</strong> power pool and<br />
<strong>in</strong>troduction of retail competition. Enterprise<br />
re<strong>for</strong>ms cover privatization of generation and<br />
distribution entities. All energy related <strong>in</strong>dustries<br />
(all sub-sectors) and public enterprises are<br />
gradually be<strong>in</strong>g transferred under <strong>the</strong> M<strong>in</strong>istry of<br />
Energy (MOE).<br />
MOE has pursued <strong>in</strong>dustry restructur<strong>in</strong>g centred<br />
on restructur<strong>in</strong>g <strong>the</strong> Electricity Generat<strong>in</strong>g<br />
Authority of Thailand (EGAT) and facilitation of<br />
IPP approaches. O<strong>the</strong>r strategic aims <strong>in</strong> regard to<br />
<strong>the</strong> electricity supply strategy are given by MOE<br />
