The Current Status of <strong>Environmental</strong> <strong>Criteria</strong> <strong>for</strong> <strong>Hydropower</strong> Development <strong>in</strong> <strong>the</strong> <strong>Mekong</strong> <strong>Region</strong>: A litterature compilation<br />

Coord<strong>in</strong>at<strong>in</strong>g bodies <strong>for</strong> water resources management at national level are becom<strong>in</strong>g a<br />

feature of new <strong>in</strong>stitutional structures, <strong>for</strong> example <strong>the</strong> National Water Resources<br />

Council <strong>in</strong> Viet Nam and <strong>the</strong> National Water Resources Committee <strong>in</strong> Thailand. Some<br />

are <strong>for</strong>mal policy mak<strong>in</strong>g bodies, like <strong>the</strong> Thai and Vietnamese apex bodies while<br />

o<strong>the</strong>rs have a less <strong>for</strong>mal structure without policy mak<strong>in</strong>g authority, such as <strong>in</strong><br />

Cambodia.<br />

The challenge <strong>for</strong> water resource aspects related to hydropower development is to<br />

achieve <strong>the</strong> active participation of energy m<strong>in</strong>istries or parastatals which may perceive<br />

such <strong>in</strong>volvement as peripheral to <strong>the</strong>ir mandate. Hence more <strong>for</strong>malized regulatory<br />

procedures <strong>for</strong> ensur<strong>in</strong>g that hydropower plann<strong>in</strong>g processes are aligned with water<br />

resources plann<strong>in</strong>g processes, and <strong>in</strong>deed policy, will be necessary. For example, <strong>in</strong><br />

Viet Nam, even though <strong>the</strong> M<strong>in</strong>istry of Industry is a member of <strong>the</strong> Council, <strong>the</strong> water<br />

resources l<strong>in</strong>e agencies had little <strong>in</strong>fluence <strong>in</strong> <strong>the</strong> recent multi-year master plann<strong>in</strong>g<br />

process <strong>for</strong> <strong>the</strong> National <strong>Hydropower</strong> Plan (NHP), coord<strong>in</strong>ated by EVN. 14 A key<br />

attribute of <strong>the</strong> NHP however was its focus on exam<strong>in</strong><strong>in</strong>g projects with<strong>in</strong> <strong>the</strong><br />

boundaries of Viet Nam’s river bas<strong>in</strong>s and its use of bas<strong>in</strong> modell<strong>in</strong>g and multicriteria<br />

screen<strong>in</strong>g techniques, although often <strong>the</strong> availability of data on aquatic<br />

ecosystems was <strong>in</strong>adequate to derive accurate scenarios on potential impacts. The<br />

priority projects emerg<strong>in</strong>g from <strong>the</strong> NHP are be<strong>in</strong>g used as a start<strong>in</strong>g po<strong>in</strong>t <strong>for</strong><br />

subsequent bas<strong>in</strong> water resource plann<strong>in</strong>g processes, and effectively constra<strong>in</strong> <strong>the</strong><br />

scope <strong>for</strong> substantial changes <strong>in</strong> <strong>the</strong> project’s parameters, <strong>the</strong>reby limit<strong>in</strong>g <strong>the</strong><br />

effectiveness of <strong>the</strong> water resources plann<strong>in</strong>g process.<br />

Similar constra<strong>in</strong>ts exist to <strong>the</strong> <strong>in</strong>tegration of sectoral <strong>in</strong>terests across national and<br />

prov<strong>in</strong>cial borders. The <strong>in</strong>ventory of proposed hydropower projects <strong>in</strong> section 2.2.2<br />

shows that much of <strong>the</strong> hydropower development <strong>in</strong> <strong>the</strong> region will be pursued under<br />

ei<strong>the</strong>r purely national or bilateral governance structures, led by ei<strong>the</strong>r public sector<br />

power entities, or <strong>the</strong> private sector. The extent to which water resources agencies<br />

have an opportunity to <strong>in</strong>fluence <strong>the</strong> <strong>for</strong>mative stages of project design is likely to be<br />

very limited unless <strong>the</strong>re are legislated requirements <strong>in</strong> respect of water resources, <strong>for</strong><br />

example ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g m<strong>in</strong>imum releases <strong>in</strong> <strong>the</strong> river system, requir<strong>in</strong>g re-regulation of<br />

peak flows or l<strong>in</strong>k<strong>in</strong>g development plans to protected area strategies.<br />

In recent years, PRC has begun to address <strong>the</strong> consequences of limited <strong>in</strong>tegration of<br />

land use and water resources. This was succ<strong>in</strong>ctly summarized <strong>in</strong> <strong>the</strong> characterisation<br />

by <strong>the</strong> Vice M<strong>in</strong>ister of Water Resources, Suo Lisheng, <strong>in</strong> <strong>the</strong> terms “much water”<br />

referr<strong>in</strong>g to frequent flood<strong>in</strong>g, “little water” represent<strong>in</strong>g drought conditions affect<strong>in</strong>g<br />

300-400 cities and many rural areas, “dirty water” referr<strong>in</strong>g to serious pollution<br />

problems, and “muddy water” referr<strong>in</strong>g to <strong>the</strong> consequences of soil erosion. 15 By<br />

necessity, a more <strong>in</strong>tegrated approach to water resources management <strong>in</strong>clud<strong>in</strong>g<br />

demand side management options is now be<strong>in</strong>g pursued, <strong>for</strong> example <strong>in</strong> <strong>the</strong> case of<br />

watershed protection through <strong>the</strong> Ch<strong>in</strong>a Loess Plateau Project and <strong>in</strong> improv<strong>in</strong>g water<br />

quality through <strong>the</strong> Suzhou Creek Rehabilitation Project. Such <strong>in</strong>itiatives are tak<strong>in</strong>g<br />

place <strong>in</strong> parallel with extensive new <strong>in</strong>frastructure development.<br />
