The Current Status of <strong>Environmental</strong> <strong>Criteria</strong> <strong>for</strong> <strong>Hydropower</strong> Development <strong>in</strong> <strong>the</strong> <strong>Mekong</strong> <strong>Region</strong>: A litterature compilation<br />

primarily to (i) bulk transmission; (ii) national load dispatch; and (iii) strategically<br />

important large multi-purpose hydropower projects. Power distribution and nonstrategic<br />

power generation will be gradually opened to ownership by private sector<br />

enterprises and more public sector enterprises.<br />

The steps toward a competitive power market <strong>in</strong>clude (i) establish<strong>in</strong>g a competitive<br />

market <strong>for</strong> generation (between 2005-2014), start<strong>in</strong>g with limited pilot market trials<br />

<strong>in</strong>volv<strong>in</strong>g three exist<strong>in</strong>g <strong>the</strong>rmal power plants, that are now underway; (ii) followed<br />

by establishment of a competitive wholesale market <strong>in</strong> stages (between 2015-2022);<br />

and (iii) <strong>the</strong> <strong>for</strong>mation of <strong>the</strong> competitive retail market (after 2022).<br />

The M<strong>in</strong>istry of Industry (MOI) and Electricity Regulatory Authority of Vietnam<br />

(ERAV) are oversee<strong>in</strong>g <strong>the</strong> re<strong>for</strong>m process. Apart from be<strong>in</strong>g responsible to<br />

“establish national power expansion plann<strong>in</strong>g <strong>in</strong> accordance with <strong>the</strong> roadmap to<br />

develop <strong>the</strong> power market”, ERAV’s o<strong>the</strong>r responsibilities <strong>in</strong>clude (i) issu<strong>in</strong>g licenses<br />

to sector entities; (ii) advis<strong>in</strong>g on market structure and power <strong>in</strong>dustry restructur<strong>in</strong>g<br />

policy; (iii) establish<strong>in</strong>g tariff-sett<strong>in</strong>g pr<strong>in</strong>ciples, <strong>in</strong>clud<strong>in</strong>g transfer pric<strong>in</strong>g between<br />

sector entities at <strong>the</strong> wholesale price level; (iv) develop<strong>in</strong>g tariffs <strong>for</strong> regulated<br />

activities; and (v) approv<strong>in</strong>g power purchase agreements.<br />

ERAV is thus a key actor to establish <strong>the</strong> rules to susta<strong>in</strong>ably f<strong>in</strong>ance <strong>the</strong> environment<br />

management components of hydropower projects from revenues. O<strong>the</strong>rwise, <strong>the</strong><br />

M<strong>in</strong>istry of Environment and Natural Resources (MONRE) is <strong>the</strong> key actor to help<br />

enhance environment criteria <strong>for</strong> hydropower development. MONRE’s role is (i)<br />

def<strong>in</strong><strong>in</strong>g <strong>the</strong> national EIA standards and approval processes; (ii) manag<strong>in</strong>g <strong>the</strong><br />

evolv<strong>in</strong>g situation with establish<strong>in</strong>g river bas<strong>in</strong> organizations (RBO) (toge<strong>the</strong>r with<br />

M<strong>in</strong>istry of Agriculture and Rural Development (MARD)) <strong>in</strong>clud<strong>in</strong>g how far and how<br />

fast IWRM/IRBM practices will evolve; (iii) issu<strong>in</strong>g licenses <strong>for</strong> all hydraulic works<br />

<strong>in</strong>clud<strong>in</strong>g hydropower projects and (iv) as <strong>the</strong> national focal po<strong>in</strong>t <strong>for</strong> <strong>in</strong>ternational<br />

conventions, where <strong>the</strong> Convention commitments are to be translated <strong>in</strong>to national<br />

laws and policies (e.g., RAMSAR and <strong>the</strong> Convention on Biological Diversity). Here<br />

it is recognized <strong>the</strong> gap between policy and practice is wide. The nascent RBOs will<br />

take some time to develop be<strong>for</strong>e <strong>the</strong>ir true <strong>in</strong>fluence will be possible to gauge.<br />

At present, EVN (now established as a hold<strong>in</strong>g company be<strong>for</strong>e its component parts<br />

are equitized, e.g. hydropower stations) handles most of <strong>the</strong> <strong>in</strong>vestment <strong>in</strong> new power<br />

generation. In operational terms, EVN presently accounts <strong>for</strong> over 85% of generation,<br />

bulk power transmission and power distribution directly, and through <strong>in</strong>termediaries<br />

<strong>in</strong> some rural areas.<br />

Possible entry po<strong>in</strong>ts <strong>for</strong> environment criteria relevant to hydropower development <strong>in</strong><br />

Viet Nam could thus <strong>in</strong>clude:<br />
