moment, 35 companies – half of <strong>the</strong> applicants – have received <strong>the</strong> label.<br />

Out of approximately 2 thousand businesses that deal with timber in <strong>the</strong><br />
state of São Paulo, 230 are registered with <strong>the</strong> Cadmadeira – from lumberyards<br />
<strong>to</strong> retailers and sawmills. There are also charcoal makers and building companies<br />
that s<strong>to</strong>ck <strong>forest</strong> products and byproducts – <strong>the</strong>se cannot register with<br />
Cadmadeira, but as o<strong>the</strong>r businesses <strong>the</strong>y are moni<strong>to</strong>red by <strong>the</strong> DOF.<br />
“At first timber companies resisted regulation,” says environmental engineer<br />
Carlos Eduardo Beduschi, coordina<strong>to</strong>r of <strong>the</strong> Sustainable Use Program at<br />
São Paulo State’s Environment Secretariat. At that time, <strong>the</strong>re was little knowledge<br />
and guidance about <strong>the</strong> legislation, not <strong>to</strong> mention a lack of organization<br />
and obstacles when dealing with government. Slowly, things started <strong>to</strong> change.<br />
A miles<strong>to</strong>ne in this process was <strong>the</strong> launch of <strong>the</strong> state program Green-Blue<br />
Municipality, through which municipalities that commit <strong>to</strong> good practices are<br />
<strong>the</strong> first <strong>to</strong> receive money transfers from <strong>the</strong> state government. Legislation<br />
made registry with Cadmadeira manda<strong>to</strong>ry for companies that want <strong>to</strong> supply<br />
timber <strong>to</strong> public works. Today, more than 300 of <strong>the</strong> 645 municipalities in <strong>the</strong><br />
state of São Paulo have <strong>the</strong>ir own rules for <strong>the</strong> use of legal timber. “Demand<br />
has been growing,” says Beduschi, adding that <strong>the</strong> challenge now is <strong>to</strong> make<br />
sure local regulations are worth more than <strong>the</strong> paper <strong>the</strong>y are printed on.<br />
The trigger <strong>to</strong> this process was <strong>the</strong> decision by <strong>the</strong> state government in<br />
2006 <strong>to</strong> sign <strong>the</strong> pro<strong>to</strong>col São Paulo Friend of <strong>the</strong> Amazon, which aims <strong>to</strong> moni<strong>to</strong>r<br />
native timber used within <strong>the</strong> state’s terri<strong>to</strong>ry and later was turned in<strong>to</strong><br />
a strategic environmental program. The state’s capital had signed <strong>the</strong> pro<strong>to</strong>col<br />
<strong>the</strong> previous year and pressure was mounting for <strong>the</strong> state <strong>to</strong> control <strong>the</strong> use<br />
of products that contribute <strong>to</strong> de<strong>forest</strong>ation. At that time, <strong>the</strong> environmental<br />
