5.4.3 CA modification<br />

A project may need to be modified after a CA has been issued by <strong>the</strong> Ministry. In such a<br />

case, <strong>the</strong> CA holder must contact <strong>the</strong> regional <strong>of</strong>fice so it can be determined whe<strong>the</strong>r <strong>the</strong><br />

CA needs to be modified.<br />

5.4.4 Need <strong>for</strong> an agro-environmental fertilization plan (AEFP)<br />

The majority <strong>of</strong> farms in Québec are required to have an AEFP in accordance with <strong>the</strong><br />

provisions <strong>of</strong> <strong>the</strong> Agricultural operations regulation. This plan must cover all <strong>of</strong> <strong>the</strong><br />

fertilizing materials used on every parcel <strong>of</strong> land that is part <strong>of</strong> <strong>the</strong> agricultural operation.<br />

Except as provided <strong>for</strong> in <strong>the</strong> AOR, <strong>the</strong> AEFP is drawn up by an agronomist.<br />

If <strong>the</strong> agricultural operation requires an AEFP at <strong>the</strong> time slated <strong>for</strong> FR spreading, <strong>the</strong><br />

regional <strong>of</strong>fices have two options:<br />

1. Ask <strong>the</strong> agronomist who signed <strong>the</strong> AEFP to:<br />

• attest in writing that <strong>the</strong> AEFP <strong>for</strong> <strong>the</strong> operation is up to date and that <strong>the</strong> farmer<br />

has a copy;<br />

• attest in writing that <strong>the</strong> AEFP covers <strong>the</strong> FRs in accordance with AOR standards;<br />

• append an up-to-date phosphorus report <strong>for</strong> <strong>the</strong> operation.<br />

2. Ask that <strong>the</strong> AEFP be submitted with <strong>the</strong> CA application.<br />

The applicant must contact <strong>the</strong> regional <strong>of</strong>fice to determine which option is being<br />

implemented. However, if no AEFP is required under <strong>the</strong> AOR at <strong>the</strong> time slated <strong>for</strong> FR<br />

spreading, it is not necessary to include <strong>the</strong> AEFP with <strong>the</strong> CA application. Moreover, <strong>for</strong><br />

<strong>the</strong> first option, an applicant may be released from <strong>the</strong> obligation to provide a phosphorus<br />

report with <strong>the</strong> CA application by <strong>the</strong> regional <strong>of</strong>fice in <strong>the</strong> case <strong>of</strong> FRs low in<br />

phosphorus:<br />

• primary paper mill biosolids, primary paper mill deinking biosolids, bark, wood<br />

chips, sawdust;<br />

• o<strong>the</strong>r FRs containing < 0.25% P2O5, dry weight (d.w.).<br />

5.4.5 Activities in public <strong>for</strong>ests<br />

For reclamation activities in public <strong>for</strong>ests, <strong>the</strong> applicant must provide written<br />

authorization from <strong>the</strong> Ministère des Ressources naturelles et de la Faune.<br />
