officer. The gunman, 62year-old
William Spengler,
a convicted felon, had apparently
set the fire, which
burned four homes and a
car, as a trap for the firemen.
Afterward, Spengler
took his own life.
Late Monday, news reports
detailed Spengler’s
past, particularly a 17-year
prison stretch after he
beat his grandmother to
death with a hammer in
1980. Investigators found
a note by Spengler saying
he intended to burn down

shape showed many negative
aspects at a directors’
meeting Thursday, but also
showed the board and
staff making the necessary
adjustments.
At the board of directors’
meeting held at the
FLEC building in Vonore,
general manager Jarrod
Brackett presented the
proposed budget for 2013.
As he stated, the proposed
budget had $4,630,719 in
cuts compared to 2012 expenditures.
Much of those
cuts, he said, were due to
2012 revenues, which were
$3 million lower than what
had been projected.
Brackett praised the staff
for its “diligent” work on
the budget.
Brackett noted how the
higher use of power this
month and “lag-time” in
billing had caused November’s
receipts to be below
what TVA has billed. In
fact, November 25 was
FLEC’s all-time peak
usage date. FLEC provides
electric power to
Monroe, Blount, and
Loudon Counties.
Brackett added that
power usage had gone
down over a longer period
of time, and that was due,
he said, to customer/member
conservation efforts
and a downturn in the
economy. FLEC had
31,286 members in November,
he added, which
was 20 less than for October
but also 90 more than
one year earlier.
Presently, Brackett said,
“We are at 86.73 percent of
where we expected to be
in the revenue stream,”
and “at 86.63 percent of
where we thought we
would be with expenditures.”
Different costs
have been driven “by the
storms we’ve had,” he
added. There had a “pretty
good” power outage
Thursday morning that affected
1,200 members, he
added, but all but six
members had their power
back on by the time of the
meeting.
Director James Pugh
pointed out that the finance
committee had approved
the 2013 budget.
And at the recommendation
of chairman D.C.
Barefield, the board approved
the 2013 budget. “A
lot of hard work has gone
into this budget,” Barefield
said.
FLEC had 67 bad accounts
for November, it
was reported. Chief financial
officer Mike Webb
said at least 53 of those
were from renters. Over a
three-month period,
Brackett, FLEC had accrued
$15,770.37 in bad
debt. He cited the work of
December 27 & 28, 2012
customer service representative
Margie Shirley in
helping with accounts.
In other business, the
board agreed to sell three
used trucks which Brackett
said were no longer usable.
The vehicles would
go to an auction house or
dealer, he added.
The co-op, Brackett
added, had recently assisted
the City of Madisonville
in relocating lines
on Old Cemetery Road
for a road widening project.
The board has also
agreed to assist with Benton
Hams, which is expanding,
he also said.
The board approved an
affirmative action plan regarding
the hiring and
maintaining of employees.

stated. Brackett also announced
that employees
were found to be “drug
free” after recent testing,
which should be a five percent
reduction in worker’s
compensation costs.
In an effort to reduce
budget costs and focus on
other media, the Tennessee
magazine that goes
out to members is only to
come out four months a
year, it was also announced.
Directors are going to
take classes offered by the
National Rural Electric
Cooperative Association,
it was stated. Also regard-
ing the NRECA, director
Pugh agreed to attend a
convention to be held in
New Orleans by the association
February 14-21.
A motion was passed
giving directors the power
to sign checks that come
from three different banks
that have FLEC accounts.
The next directors’ meeting
is to be January 24,
2013, it was decided.

State Patrol, the 2:30 a.m.
collision initially took the
life of 31-year-old Michele
Barhorst of Madisonville,
whose husband, David
Barhorst, 37, later died at a
hospital in Cincinnati.
The driver of a van that
was traveling the wrong
way on the interstate,
Joshua Nkansah, was
killed with his seven-yearold
son, David, after he
left a Christmas party and
turned his van around on
the interstate. His vehicle
hit the Barhorst family’s
vehicle, killing the parents
and injuring the family’s
four children, one of
whom, nine-year-old
Hailie, a daughter, was
listed with four-year-old
Darius Nkansah, in critical
condition.
The Barhorsts were
traveling from Madisonville
to visit the children’s
grandparents in
western Ohio for Christmas.
According to the Associated
Press, the deceased
Nkansah’s wife was at
home at the time of the
fatal wreck.
Investigators detected
an odor of alcohol in the
Nkansah van and found a
bottle of alcohol inside the
vehicle.
After meeting with
friends and supporters of
the Barhorst family at
Madisonville Primary
School Wednesday
evening, three teachers
from Madisonville Intermediate
School left early
Thursday for Dayton,
Ohio, bearing cards and
gifts for the four children
whose parents perished in
the two-vehicle crash over
the weekend.
Fifth-grade teachers
Becky Ogle and Becky
West and third-grade
teacher Melissa Moree
said they intended to
travel to the city and
gather with the children
for two to three hours and
return home “in one long
day trip” to drop off the
cards and gifts.
Ogle and West share instructing
duties with 11year-old
Logan Barhorst;
nine-year-old Hailie is a
student of Moree.
Tori, age 8, is a second
grader at Madisonville Primary
School, and 18-yearold
Tyler is a senior at
Sequoyah High School.
According to the children’s
grandparents in
Dayton, both Logan and
Hailie were still in intensive
care following the accident.
Tyler had just been
released from hospital
care, and little Tori was the
least injured of the four
children.

and has served in various
capacities since then.
He is a 2002 graduate
of the Graduate School of
Banking at Louisiana State
University. Since 2011,
Dalton has been serving as
Volunteer Federal’s President
and Chief Operating
Officer. He is married to
Brenda M. Dalton, has
two children and two
grandchildren, and belongs
to several civic clubs
and community organizations
in Monroe County.
He currently resides in
Madisonville.

Festive Time at PTO Fundraiser

PTO fundraiser held at
Sweetwater Junior High
School.
As assistant principal
Brandi Smith said, activities
included crafts and ceramics
from the arts
department as well as students
and faculty; gift baskets
auction; and free cups
of wassail from the library
and book club. Also,
teacher Holly Kitter’s history
club presented a program
about Christmas
traditions and their meaning.
And teacher Matthew
Smith’s geography department
presented a “Festival
of Nations” program.
“We’re just trying to
create a festive atmosphere
for the program
tonight,” said librarian
Julia Lee. As she explained,
wassail is made from mixing
apple juice or apple
cider with mulling spices.
The particular spices used

churches from the Sweetwater
area got together to
fill 600 boxes for about
300 families. A few people
handed down the boxes
from the stage to the folks
lined up on either side of
about six rows of food.
The system was worked
out to where some boxes
were marked “A” and some
were marked “B” as they
were checked off by Nix
or Allison and then hauled
outside. People like Marvin
Mills - ready with a
Kyker Funeral Home van -
had their motors running,
ready to get the food
somewhere.
Phil Roy said, people
spent Saturday and Sunday
and a part of Monday
distributing the boxes.
“It‘s non-denominational,”
he said of the effort.
Roy added that the
Needy Family Fund organization
started out by soliciting
contributions of
food stuffs. And then on
December 8, also at
Sweetwater Primary
School, an auction was
held in which businesses
were able to bid on what
they wished to donate.
Monetary contributions
were also allowed, resulting
in a project that has
amassed more than
$20,000 in contributions
this year.
The variety of food -
whether flour, crackers,
corn flakes, or rolled oats
stacked so high - was
matched by the variety of
walks of life represented.
The difference in age or
race did not exist Friday
night.

after the female entered a
strategic compound and
shot the advisor with a
handgun. Officials took
the woman, an Iranian,
into custody in the latest
incident of a series of “insider”
attacks by Afghans
against the country’s foreign
allies.
Several Syrian civilians
died on Sunday after inhaling
poisonous gas released
by the country’s government
forces in the rebelheld
districts of Homs,
activists and eyewitnesses
reported on Monday. The
gas was believed to have
been a concentrated irritant,
not one of the

April 13. They have also
expanded their services by

for Monroe County), The
Missing Piece – Life Recovery
Counseling, and
The Money Makeover to
their ever-growing list of
resources for the women
of LifeSigns.

team of dedicated women

to sideline the event
being held in an open barn
overlooking the vineyard.
But good fortune prevailed
and guests warmed
up with hot apple cider,
line dancing, and s’mores
around the campfire.

special is seeing the
women of LifeSigns pouring
their hearts into making
it a success. From
decorating the barn, to

the fall class alumni

Emily, 21, is a single
mother who was on a path

and an abusive boyfriend

The weather sure didn’t
cooperate for good fishing
or hunting, but a lot of us
just jumped right out into
the wind, rain, and muck
anyway.
Of course all I managed
to do was get wet and
muddy. It was great to be
out anyway.
Perry Hull may have
had his best Christmas
ever. Chickamauga let
Perry catch his best bass
ever, a whopping 9.6
pound largemouth. Now
that is a pig!
In the McKee Outdoor
Tournament Saturday out
of Poland Creek the fish
on Loudoun came out to
play. Younstie and Veal
took first with a three-fish
limit that weighed in at
12.9 pounds. Frank and
Tester got second with
10.9 pounds. Coffee got
lunker with a 6.7-pound
largemouth. The best part
to me was all the small-
