impact such costs would have on operating programs. For example, the cost <strong>of</strong> service study for refuse services would be a special<br />

project. Outside group funding projects are essentially special projects; however, they are established to identify contributions made<br />

to local community based organizations.<br />

Projects are identified individually in <strong>Volume</strong> <strong>II</strong>I, Projects Budget. Each project includes estimated costs over the next twenty years.<br />

Projects also reflect anticipated outside revenues that will fund the project, such as grants and fees. In addition, project operating<br />

costs are budgeted for those ongoing operating costs that will need to be included in future years upon the completion <strong>of</strong> a given<br />

project. Consideration <strong>of</strong> this information enables decision makers to evaluate the complete costs <strong>of</strong> proposed actions. This prevents<br />

the <strong>City</strong> from adding assets or activities that are not sustainable over the long term.<br />

The projects budget also includes unfunded projects, which are desirable or pose a liability in the long term but do not have identified<br />

funding sources. In some cases, future grant funds may be available for all or a portion <strong>of</strong> the costs, but it is the <strong>City</strong>’s policy not to<br />

recognize these revenue sources until they are actually available. Additionally, projects related to long-range plans are also identified<br />

separately in their respective sections <strong>of</strong> the Projects <strong>Volume</strong>; specifically, projects related to Traffic & Transportation that are part <strong>of</strong><br />

long-range plans are listed in the Traffic and Transportation section <strong>of</strong> the Projects <strong>Volume</strong>.
