ANNEX 1B<br />

<strong>Agreement</strong> on Regional Stabilization<br />

<strong>The</strong> Republic of <strong>Bosnia</strong> <strong>and</strong> Herzegov<strong>in</strong>a, the Republic of Croatia, the Federal<br />

Republic of Yugoslavia, the Federation of <strong>Bosnia</strong> <strong>and</strong> Herzegov<strong>in</strong>a, <strong>and</strong> the<br />

Republika Srpska (here<strong>in</strong>after the "Parties") have agreed as follows:<br />

Article I: <strong>General</strong> Obligations<br />

<strong>The</strong> Parties agree that establishment of progressive measures <strong>for</strong> regional stability<br />

<strong>and</strong> arms control is essential to creat<strong>in</strong>g a stable peace <strong>in</strong> the region. To this end,<br />

they agree on the importance of devis<strong>in</strong>g new <strong>for</strong>ms of cooperation <strong>in</strong> the field of<br />

security aimed at build<strong>in</strong>g transparency <strong>and</strong> confidence <strong>and</strong> achiev<strong>in</strong>g balanced <strong>and</strong><br />

stable defense <strong>for</strong>ce levels at the lowest numbers consistent with the Parties'<br />

respective security <strong>and</strong> the need to avoid an arms race <strong>in</strong> the region. <strong>The</strong>y have<br />

approved the follow<strong>in</strong>g elements <strong>for</strong> a regional structure <strong>for</strong> stability.<br />

Article II: Confidence- <strong>and</strong> Security-Build<strong>in</strong>g Measures <strong>in</strong> <strong>Bosnia</strong> <strong>and</strong><br />

Herzegov<strong>in</strong>a<br />

With<strong>in</strong> seven days after this <strong>Agreement</strong> (here<strong>in</strong>after "Annex") enters <strong>in</strong>to <strong>for</strong>ce, the<br />

Republic of <strong>Bosnia</strong> <strong>and</strong> Herzegov<strong>in</strong>a, the Federation of <strong>Bosnia</strong> <strong>and</strong> Herzegov<strong>in</strong>a, <strong>and</strong><br />

the Republika Srpska shall at an appropriately high political level commence<br />

negotiations under the auspices of the Organization <strong>for</strong> Security <strong>and</strong> Cooperation <strong>in</strong><br />

Europe (here<strong>in</strong>after "OSCE") to agree upon a series of measures to enhance mutual<br />

confidence <strong>and</strong> reduce the risk of conflict, draw<strong>in</strong>g fully upon the 1994 Vienna<br />

Document of the Negotiations on Confidence- <strong>and</strong> Security-Build<strong>in</strong>g Measures of the<br />

OSCE. <strong>The</strong> objective of these negotiations is to agree upon an <strong>in</strong>itial set of measures<br />

with<strong>in</strong> <strong>for</strong>ty-five (45) days after this Annex enters <strong>in</strong>to <strong>for</strong>ce <strong>in</strong>clud<strong>in</strong>g, but not<br />

necessarily limited to, the follow<strong>in</strong>g:<br />

a. restrictions on military deployments <strong>and</strong> exercises <strong>in</strong> certa<strong>in</strong> geographical<br />

areas;<br />

b. restra<strong>in</strong>ts on the re<strong>in</strong>troduction of <strong>for</strong>eign Forces <strong>in</strong> light of Article III of<br />

Annex 1-A to the <strong>General</strong> <strong>Framework</strong> <strong>Agreement</strong>;<br />

c. restrictions on locations of heavy weapons;<br />

d. withdrawal of Forces <strong>and</strong> heavy weapons to cantonment/barracks areas<br />

or other designated locations as provided <strong>in</strong> Article IV of Annex 1-A;<br />

e. notification of disb<strong>and</strong>ment of special operations <strong>and</strong> armed civilian<br />

groups;<br />

f. notification of certa<strong>in</strong> planned military activities, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>ternational<br />

military assistance <strong>and</strong> tra<strong>in</strong><strong>in</strong>g programs;<br />

g. identification of <strong>and</strong> monitor<strong>in</strong>g of weapons manufactur<strong>in</strong>g capabilities;<br />

h. immediate exchange of data on the hold<strong>in</strong>gs of the five Treaty on<br />

Conventional Armed Forces <strong>in</strong> Europe (here<strong>in</strong>after "CFE") weapons<br />

categories as def<strong>in</strong>ed <strong>in</strong> the CFE Treaty, with the additional underst<strong>and</strong><strong>in</strong>g<br />

that artillery pieces will be def<strong>in</strong>ed as those of 75mm calibre <strong>and</strong> above;<br />

<strong>and</strong><br />

i. immediate establishment of military liaison missions between the Chiefs<br />

of the Armed Forces of the Federation of <strong>Bosnia</strong> <strong>and</strong> Herzegov<strong>in</strong>a <strong>and</strong> the<br />

Republika Srpska;
