3. the limits <strong>for</strong> the Republic of Croatia shall be thirty (30) percent of the<br />

basel<strong>in</strong>e;<br />

4. the limits <strong>for</strong> <strong>Bosnia</strong> <strong>and</strong> Herzegov<strong>in</strong>a shall be thirty (30) percent of the<br />

basel<strong>in</strong>e; <strong>and</strong><br />

5. the allocations <strong>for</strong> <strong>Bosnia</strong> <strong>and</strong> Herzegov<strong>in</strong>a will be divided between the<br />

Entities on the basis of a ratio of two (2) <strong>for</strong> the Federation of <strong>Bosnia</strong><br />

<strong>and</strong> Herzegov<strong>in</strong>a <strong>and</strong> one (1) <strong>for</strong> the Republika Srpska.<br />

4. <strong>The</strong> OSCE will assist the Parties <strong>in</strong> their negotiations underArticles II <strong>and</strong> IV of<br />

this Annex <strong>and</strong> <strong>in</strong> the implementation <strong>and</strong> verification (<strong>in</strong>clud<strong>in</strong>g verification of<br />

hold<strong>in</strong>gs declarations) of result<strong>in</strong>g agreements.<br />

Article V: Regional Arms Control <strong>Agreement</strong><br />

<strong>The</strong> OSCE will assist the Parties by designat<strong>in</strong>g a special representative to help<br />

organize <strong>and</strong> conduct negotiations under the auspices of the OSCE Forum on<br />

Security Cooperation ("FSC") with the goal of establish<strong>in</strong>g a regional balance <strong>in</strong> <strong>and</strong><br />

around the <strong>for</strong>mer Yugoslavia. <strong>The</strong> Parties undertake to cooperate fully with the<br />

OSCE to that end <strong>and</strong> to facilitate regular <strong>in</strong>spections by other parties. Further, the<br />

Parties agree to establish a commission together with representatives of the OSCE<br />

<strong>for</strong> the purpose of facilitat<strong>in</strong>g the resolution of any disputes that might arise.<br />

Article VI: Entry <strong>in</strong>to Force<br />

This Annex shall enter <strong>in</strong>to <strong>for</strong>ce upon signature.<br />

ANNEX 2<br />

<strong>Agreement</strong> on Inter-Entity Boundary L<strong>in</strong>e <strong>and</strong> Related Issues (With Appendix)<br />

<strong>The</strong> Republic of <strong>Bosnia</strong> <strong>and</strong> Herzegov<strong>in</strong>a, the Federation of <strong>Bosnia</strong> <strong>and</strong> Herzegov<strong>in</strong>a<br />

<strong>and</strong> the Republika Srpska (the "Parties") have agreed as follows:<br />

Article I: Inter-Entity Boundary L<strong>in</strong>e<br />

<strong>The</strong> boundary between the Federation of <strong>Bosnia</strong> <strong>and</strong> Herzegov<strong>in</strong>a <strong>and</strong> the Republika<br />

Srpska (the "Inter-Entity Boundary L<strong>in</strong>e") shall be as del<strong>in</strong>eated on the map at the<br />

Appendix.<br />

Article II: Adjustment by the Parties<br />

<strong>The</strong> Parties may adjust the Inter-Entity Boundary L<strong>in</strong>e only by mutual consent. Dur<strong>in</strong>g<br />

the period <strong>in</strong> which the mult<strong>in</strong>ational military Implementation Force ("IFOR") is<br />

deployed pursuant to Annex 1-A to the <strong>General</strong> <strong>Framework</strong> <strong>Agreement</strong>, the Parties<br />

shall consult with the IFOR Comm<strong>and</strong>er prior to mak<strong>in</strong>g any agreed adjustment <strong>and</strong><br />

shall provide notification of such adjustment to the IFOR Comm<strong>and</strong>er.
