In the waiting room, Route 66 posters and vintage license plates hang on the walls. Step onto the wooden porch adjacent to the shop floor, and owner Joseph Smith will give you good old-fashioned service with a smile. That philosophy seems to be paying off. Business is generated by word-of-mouth, without any advertising. “I want customers to say, ‘It’s a great place to go.’ Period,” Smith said. “So many shops are in it for P and L (profit and loss),” Smith said. “I don’t do any superfluous work on people’s cars.” The shop is extremely clean. Smith himself checks each car that comes in and goes out, and he is usually the one who talks to customers. Smith strives to give his business a personal scale, modeling his garage after those in the Midwest, more of a place to gather and shoot the breeze, than a business. It is said that he cleaned the toilet daily and referred to it as his “temple,” but ashram officials had removed it in the 1980s as somehow inappropriate, according to a September dispatch from New Delhi in London’s Daily Telegraph. Gandhi had written that “a lavatory must be as clean as a drawing room.” Unclear on the Concept Bernard LeCorn, running for the school board in Ocala, Fla., declared himself the best-qualified school steward among the three candidates because of his “doctorate,” but the Ocala Star-Banner discovered that not only was it from a wellknown diploma mill (cost: $249), but that Alabama A&M, a real school where he had claimed to be a faculty member after receiving bachelor’s and master’s degrees, had never employed him and had enrolled him for only one year. (In another diploma-mill fraud indictment in August, one alleged purchaser of a doctorate was Bart Anderson, superintendent of a school district in Columbus, Ohio.) Can’t Possibly Be True — Jose Rivera, 22, survived two tours in Iraq, but back home in California, he took a job at the high-security Atwater federal prison, where officers cannot carry even non-lethal crowd-control weapons, and Rivera was murdered 10 months later by two inmates armed with handmade shivs. “Every single inmate in there is armed to the teeth for his own protection,” complained one officer, but a Bureau of Prisons spokesman told CNN in August that “communication” with inmates is a better policy than even modestly arming guards. — When Eric Aderholt’s house in Rockwell County, Texas, burned down in June, it wasn’t because the fire department was too slow. They arrived within minutes, but none was aware that local hydrants were locked. Apparently, departments know that hydrants in rural areas have been shut off, as part of post-9/11 security, and must be turned on with a special tool, which no one brought that night. Photo by Gideon Marcus County battles human trafficking By Gideon Marcus VISTA — Representatives of more than a dozen caregiving and law enforcement organizations met at the Vista Townsite Community Center on Sept. 25 to compare strategies and announce progress in their self-proclaimed war on human trafficking, defined as the coercion of men, women and children into commercial sex service. It was the second meeting for the North County Human Trafficking Collaborative, or NCHTC. NCHTC is following the lead of the Bilateral Safety Corridor Coalition, or BSCC, the premiere human trafficking response agency in the region, offering rescue and education services. NCHTC head Kaye Van Nevel said she would like the group to become the North County extension of the BSCC. “In essence, we are following the guidelines and the resources which are very well-established,” Van Nevel said. “We are offering the same kinds of things.” It is difficult to identify victims of trafficking as the practice must, by its very nature, remain hidden from the public eye. BSCC representative Patti Fox said that training people to recognize victims when they see them is key to fighting the problem. She praised the Vista Unified School District for taking the issue seriously. “We need to get people educated so that they recognize some of the signs of human trafficking By Jeannie Sprague-Bentley CARLSBAD — City Council hopefuls joined incumbent Ann Kulchin in a forum Sept. 25 hosted by the Carlsbad Rotary Club. Kulchin and Julie Nygaard are both up for re-election in November, however Nygaard said she will not be seeking another term. Kulchin, who announced earlier in the year that she will run for another term, is currently mayor pro tem. In her campaign she has stressed the 28 years of experience she has had as a councilmember for the city, her involvement in local and regional government organizations as well as her many accomplishments while serving on City Council. He announced that the district would be bringing in sheriff’s deputies to train the administrators first and then proceed down to the instructors. According to Fox, 70 to 90 percent of children who are involved in sexual exploitation have been sexually abused. She said that identifying these victims and rescuing them is critical to breaking the cycle of sexual abuse. Vista Community Clinic’s Maria Gutierrez agreed. “They are now starting at 0 plus,” she said. “If a child is growing up in a home like this, in this type of environment, they’re not going to know right from wrong and that’s why they’re starting out so young.” An attending probation officer recommended education against the dangers of trafficking be provided for children all the way down to the elementary school level, noting that many of her sex abuse cases are pre-teens. Fox said that implementing these programs can be a tough sell. Many people are uncomfortable with frank discussions of a sexual nature around children, she said. “It’s such a sensitive subject, and curriculum has to be very politically correct,” Fox said. The group does plan to air a 28-second public service announcement before PG and ed fiscal management as a priority, however their views on how to manage the city varied. Carlsbad is known to be a fiscally conservative city with a strong economic base. Thomas K. Arnold, a magazine publisher who has said he has experience managing business on a budget, challenged the city’s past decision to spend money on the new golf course, one that earned it a “Golden Fleece” award from the San Diego County Taxpayers Association. Arnold said if elected he would want to be known as someone who “got things done.” Challenger Glenn R. Bernard, a retired Marine who works in real estate, has campaigned on an antigovernment control platform and has said he wants to create a town PG-13 movies at the Krikorian movie theater. The spot is designed to raise awareness of the problem in the general public. “You see it, you see it, it’s going to click,” Fox said. Awareness is one aspect of the fight. Enforcement is another. FBI agent Celina Navarro pointed out that it can be difficult to prosecute pimps and abusers because they often don’t physically coerce their victims, relying instead on brainwashing. Currently, federal law doesn’t require proof of coercion, fraud or force to prosecute traffickers of children under 18 — but state law does. Van Nevel urged residents to write their state representatives to pass legislation conforming state law to federal standards. As the meeting drew to a close, Gutierrez said that human trafficking is a daunting problem, one that won’t be solved overnight, but that the group shouldn’t be easily discouraged. “If we become a very strong group of people and ... can all find in our job descriptions or agencies what we can do to help, we will be able to succeed,” she said. Bernard said he is best known as the candidate who ran for mayor in the past without using any signs. Evan Delaney Rodgers, a college student, has emphasized the fresh, new perspective her leadership would bring. Rodgers is running a “lean and green” campaign. Farrah Douglas, a local business owner, has stressed her experience on the city’s Planning Commission and Keith Blackburn, with the Carlsbad Police Department has said he is used to working with the public and is also well versed in business. Another forum is expected at a date yet to be announced, organizers said. Incumbent, dentist vie for seats on City Council By Wehtahnah Tucker Editor’s note: This is part of an ongoing series that will profile each of the 10 candidates for Encinitas City Council ENCINITAS — As the race for three seats on City Council enters its final month, both Harriet Seldin and Jerome Stocks hope to occupy a seat on the dais. The November election ballot will feature three sitting council members and seven challengers vying for three seats. After eight years on City Council, Jerome Stocks says he still has more work to do. “I want to see the Hall park completed,” he said. Stocks, a selfemployed insurance salesman, also said one of the motivating factors for another run at the council is to protect the city’s interests on SANDAG — the county’s regional planning agency. “I’m poised to become the first vice-chairman of SANDAG,” he said. For four years, Stocks has been a voting member, representing the city in such things as funds for transportation initiatives. “With Encinitas scheduled for the (I-5) freeway widening in the next four to five years, I want to be able to make sure they know our needs as a community,” Stocks said. He said his highest priority is ensuring public safety. While Stocks believes the city does a good job of keeping crime low, he said that continuing the status quo is important. “We’ve got to remain vigilant and be proactive with ways to maintain public safety,” he said. “It brings a good quality of life.” Stocks also wants to maintain the city’s reserves and balanced budget. “Our region is going through some economic challenges right now,” he said. “We need to be aware of that in our planning and not overproject our incomes while underprojecting our expenses.” With an operating budget of approximately $53 million, Stocks said it is imperative to keep reserves stable in times of economic insecurity. Finally, Stocks said he supports the conceptual plan for the Hall park adopted by the City Council in 2003. “It is a very balanced, mixed-use park for the amount of acreage,” he said. The 43-acre Cardiff-bythe-Sea site was purchased by the city for $17.2 million in 2001. Although the Planning Commission recently certified the environmental impact report, it declined to approve the plan as submitted by the Parks and Recreation department. Instead, the planners made recommendations to the council that included less fields, decreased lighting and better street access to mitigate traffic. Stocks said that while he has not made up his mind on specifics such as lighting, he does support the original conceptual plan. “I haven’t made a final decision,” he said. “This will be decided by the council during the appellate process.” Seldin, a dentist who has TURN TO SEATS ON A23
