In Afghan<strong>is</strong>tan, the M<strong>in</strong><strong>is</strong>try <strong>of</strong> Public Health <strong>is</strong> respond<strong>in</strong>g to particular <strong>health</strong><br />
problems. Prompted <strong>in</strong> part by the prelim<strong>in</strong>ary results <strong>of</strong> the 1999–2002 reproductive<br />
age mortality study, the M<strong>in</strong><strong>is</strong>try identified a reduction <strong>in</strong> maternal mortality as a major<br />
objective [54].<br />
In Lebanon, regular M<strong>in</strong><strong>is</strong>try <strong>of</strong> Public Health services cont<strong>in</strong>ued to be provided<br />
dur<strong>in</strong>g the 2006 <strong>conflict</strong>, <strong>in</strong> extremely difficult circumstances, and no major d<strong>is</strong>ease<br />
outbreaks were recorded. Interventions that helped to mitigate the impact <strong>of</strong> the <strong>conflict</strong><br />
on <strong>health</strong> <strong>in</strong>cluded collaborative activities and the expand<strong>in</strong>g role <strong>of</strong> nongovernmental<br />
organizations. As noted <strong>in</strong> the civil society report, the M<strong>in</strong><strong>is</strong>tries <strong>of</strong> Public Health and<br />
<strong>Social</strong> Affairs provided full coverage <strong>of</strong> medical care for casualties irrespective <strong>of</strong><br />
nationality, <strong>in</strong>clud<strong>in</strong>g ambulatory services, hospitalization, prostheses and rehabilitation.<br />
Emergency services were jo<strong>in</strong>tly managed by the private sector, nongovernmental<br />
organizations, hospital syndicates, medical suppliers, the Lebanese Red Cross and Red<br />
Crescent (with <strong>in</strong>ternational partners), civil defence and the army. Two clusters were<br />
establ<strong>is</strong>hed; one for hospital services and one for primary <strong>health</strong> care. With many new<br />
nongovernmental organizations establ<strong>is</strong>hed, the activities <strong>of</strong> these organization have<br />
<strong>in</strong>cluded: directly provid<strong>in</strong>g <strong>health</strong> care; follow<strong>in</strong>g IDPs back to their villages and<br />
<strong>in</strong>volv<strong>in</strong>g local residents <strong>in</strong> relief operations; support<strong>in</strong>g women <strong>in</strong> establ<strong>is</strong>h<strong>in</strong>g small<br />
enterpr<strong>is</strong>es; work<strong>in</strong>g with youth <strong>in</strong> the areas <strong>of</strong> enterta<strong>in</strong>ment, conduct<strong>in</strong>g awarenessra<strong>is</strong><strong>in</strong>g<br />
on behavioural <strong>is</strong>sues and promot<strong>in</strong>g sport.<br />
