JFK: (Reading bits from something.) "Besides he must guarantee not to<br />

intervene in Turkey and we must do <strong>the</strong> same in Cuba...." Well, we<br />

know what <strong>the</strong> problem is <strong>the</strong>re.<br />

RUSK: Well, I think that it's relevant here to be able to say that we support<br />

<strong>the</strong> declaration <strong>of</strong> Iran that <strong>the</strong>y would not accept foreign missiles in<br />

Iran. The Turkish problem is a NATO-Warsaw Pact problem, and it's<br />

an arms problem between <strong>the</strong>se two groups that is something for <strong>the</strong>se<br />

two groups to talk about with each o<strong>the</strong>r as a problem <strong>of</strong> disarmament<br />

with respect to NATO and <strong>the</strong> Warsaw Pact.<br />

(Pause.)<br />

DILLON: Well, <strong>the</strong>re's also this thing <strong>of</strong> upsetting <strong>the</strong> status quo, and we did<br />

not upset it in Iran.<br />

JFK: He's put this out in a way that's caused maximum tension and em-<br />

barrassment. It's not as if it was a private proposal, which would give<br />

us an opportunity to negotiate with <strong>the</strong> Turks. He's put it out in a way<br />

that <strong>the</strong> Turks are bound to say <strong>the</strong>y don't agree to this.<br />

JFK: Until we have gotten our position a little clearer we ought to go with<br />

this-uh-last night business so that that gives us about an hour or<br />

two, we don't have Khrushchev- -<br />

RUSK: (Interrupting.) There's nothing coming in yet on our tickers. I- -<br />

JFK: He says he'd like to consider <strong>the</strong> following statement be issued-this<br />

is Stevenson-(reading) "The United States does not have any terri-<br />

torial designs against Cuba, but <strong>of</strong> course we cannot tolerate Soviet-<br />

Cuban aggression against us or our sister republics. [We welcome?]<br />

<strong>the</strong> Soviet <strong>of</strong>fer to withdraw weapons in Cuba [in exchange for ?]<br />

assurance <strong>of</strong> our peaceful intentions towards Cuba. In <strong>the</strong> meantime<br />

it is imperative that fur<strong>the</strong>r developments <strong>of</strong> Soviet bases stop and<br />

discussions proceed with <strong>the</strong> Secretary General <strong>of</strong> <strong>the</strong> United Nations<br />

in New York." Governor Stevenson recommends that such a statement<br />

be made in order to prevent <strong>the</strong> Soviets from capturing <strong>the</strong> peace<br />

<strong>of</strong>fensive. Governor Stevenson also recommends that we not consider<br />

<strong>the</strong> Turkish <strong>of</strong>fer as reported in <strong>the</strong> attached Reuters dispatch as an<br />

alternative or an addition to <strong>the</strong> Khrushchev proposal in his letter. I<br />

think that-uh-we ought to go at-we ought to get a statement ready<br />

which will-uh-I'm not sure that-which would-uh-<strong>the</strong>se refer-<br />

ences to last night's-back on that, number one. Number two some-<br />

thing about <strong>the</strong> work on <strong>the</strong> bases stopping while we're going to have<br />

a chance to discuss <strong>the</strong>se matters. I don't know what we're going to<br />

say on <strong>the</strong> Turkish matter.
