<strong>On</strong>e useful element <strong>of</strong> <strong>the</strong> life cycle <strong>the</strong>ory <strong>of</strong> regulatory agencies is that it<br />
acknowledges <strong>the</strong> possibility that an agency‘s goals and/or methods may change over<br />
time. Failure to recognize this possibility can easily lead to <strong>the</strong> fallacy <strong>of</strong> <strong>in</strong>tention, which<br />
is <strong>the</strong> common mistake <strong>of</strong> attempt<strong>in</strong>g to <strong>in</strong>fer <strong>the</strong> <strong>in</strong>tentions <strong>of</strong> regulators solely by <strong>the</strong><br />
effects <strong>of</strong> <strong>the</strong> regulation. 24<br />
F<strong>in</strong>ally, ano<strong>the</strong>r variation <strong>of</strong> private <strong>in</strong>terest <strong>the</strong>ory is <strong>in</strong>terest-group politics,<br />
which occurs when two or more small groups compete to <strong>in</strong>fluence <strong>the</strong> creation <strong>of</strong><br />
regulation. James Q. Wilson suggests that <strong>in</strong>terest-group politics are most likely to occur<br />
when a subsidy or regulation is likely to ―benefit a relatively small group at <strong>the</strong> expense<br />
<strong>of</strong> ano<strong>the</strong>r comparably small group.‖ 25 In such cases, <strong>the</strong> general public seldom <strong>in</strong>volves<br />
itself one way or <strong>the</strong> o<strong>the</strong>r because <strong>the</strong>re is a perception, which may or may not be correct,<br />
that <strong>the</strong>y are not go<strong>in</strong>g to be strongly affected ei<strong>the</strong>r way. In <strong>the</strong> accreditation case study,<br />
<strong>the</strong> higher education community has been accused <strong>of</strong> us<strong>in</strong>g <strong>the</strong> accreditation system to<br />
discrim<strong>in</strong>ate aga<strong>in</strong>st proprietary schools and to raise barriers <strong>of</strong> entry aga<strong>in</strong>st new<br />
colleges and universities. If true, this would be a clear example <strong>of</strong> <strong>in</strong>terest-group politics.<br />
The proprietary schools, too, have also been accused <strong>of</strong> <strong>in</strong>terest-group politics because <strong>of</strong><br />
<strong>the</strong>ir recent lobby<strong>in</strong>g <strong>of</strong> <strong>the</strong> federal government to create regulation that would directly<br />
benefit <strong>the</strong>m but would disadvantage <strong>the</strong> rest <strong>of</strong> <strong>the</strong> postsecondary education community.<br />
