upon government money, its cont<strong>in</strong>u<strong>in</strong>g status as a truly self-regulat<strong>in</strong>g pr<strong>of</strong>ession has<br />
become questionable.<br />
It is beyond <strong>the</strong> scope <strong>of</strong> this dissertation to fully explore all <strong>of</strong> <strong>the</strong> implications <strong>of</strong><br />
<strong>the</strong> dist<strong>in</strong>ction that exists between self-regulat<strong>in</strong>g <strong>in</strong>dustries and self-regulat<strong>in</strong>g<br />
pr<strong>of</strong>essions, although its relevance to <strong>the</strong> accreditation <strong>of</strong> higher education will be<br />
addressed throughout this dissertation. Two po<strong>in</strong>ts, however, are immediately apparent.<br />
First, given that expertise is one <strong>of</strong> <strong>the</strong> arguments that is commonly given for <strong>the</strong> use <strong>of</strong><br />
self-regulation as opposed to government regulation, and given that one <strong>of</strong> <strong>the</strong> def<strong>in</strong><strong>in</strong>g<br />
qualities <strong>of</strong> a pr<strong>of</strong>essional is that s/he ―ga<strong>in</strong>s a specialized body <strong>of</strong> knowledge dur<strong>in</strong>g a<br />
long period <strong>of</strong> formal education,‖ 78 one might <strong>the</strong>refore conclude that, ceteris paribus,<br />
pr<strong>of</strong>essionals have a particularly strong claim to <strong>the</strong> right to self-regulate.<br />
The second dist<strong>in</strong>ction is that, at least <strong>in</strong> <strong>the</strong>ory, ―pr<strong>of</strong>essionals are dist<strong>in</strong>ctive<br />
because <strong>the</strong>y br<strong>in</strong>g a special attitude <strong>of</strong> commitment and concern to <strong>the</strong>ir work….‖ 79 As<br />
noted above, one <strong>of</strong> <strong>the</strong> most common criticisms <strong>of</strong> <strong>in</strong>dustry self-regulation is that <strong>in</strong><br />
those cases <strong>in</strong> which <strong>the</strong> <strong>in</strong>terests <strong>of</strong> a self-regulat<strong>in</strong>g <strong>in</strong>dustry diverge from those <strong>of</strong> <strong>the</strong><br />
general public, those firms that are represented with<strong>in</strong> <strong>the</strong> self-regulatory organizations<br />
should be expected to side with <strong>the</strong>ir own <strong>in</strong>dustry. In <strong>the</strong> case <strong>of</strong> pr<strong>of</strong>essions, however,<br />
this conclusion is not so clear. Pr<strong>of</strong>essionals are not, at least <strong>in</strong> <strong>the</strong>ory, primarily driven<br />
by a pr<strong>of</strong>it motive; ra<strong>the</strong>r, <strong>the</strong>y have taken on a responsibility to serve <strong>the</strong> public <strong>in</strong>terest.<br />
