Limitations<br />

15. A five-month exploratory case study possesses inherent limitations. However, the time<br />

elapsed since the event will have shaped participants' recollection <strong>of</strong> events <strong>and</strong> influenced<br />

their judgments <strong>of</strong> what events were important <strong>and</strong> which stakeholders they now consider<br />

influential.<br />

16. Additionally, the time-limited nature <strong>of</strong> the study prevented the research from<br />

continuing until all possible leads had been followed <strong>and</strong> forced the team to focus their<br />

research on the most accessible parts <strong>of</strong> the story. We confronted constant trade-<strong>of</strong>fs<br />

between exploring specific issues in depth <strong>and</strong> capturing the breadth <strong>of</strong> issues relevant to the<br />

security community’s involvement in the health sector. <strong>The</strong>se trade-<strong>of</strong>fs <strong>and</strong> decisions were<br />

discussed among the study team systematically <strong>and</strong> at length both during the fieldwork <strong>and</strong><br />

during the production <strong>of</strong> this report. We attempted to strike a balance, with the issues<br />

presented in this report representing the most salient <strong>and</strong> notable ones relevant to<br />

developing elements <strong>of</strong> a strategic framework for health system strengthening in crisis<br />

affected fragile states.<br />

17. Given these limitations, the findings put forth in this study should be viewed as<br />

preliminary—ones the team will continue to explore in detail over the coming 18 months <strong>and</strong><br />

beyond.<br />
