losses, assumed the lead role, allowing JTF <strong>Haiti</strong> <strong>and</strong> other military responders to<br />

concentrate on saving lives. On 19 January, the UN Security Council broadened<br />

MINUSTAH’s m<strong>and</strong>ate to “to support the immediate recovery, reconstruction <strong>and</strong> stability<br />

efforts”. Forces were increased from 6,940 to 8,940 in the six weeks subsequent to the<br />

crisis, incorporating 19 contributing nations’ military contingents. 57<br />

61. Most participants agreed that in general the military assets contributed significantly to<br />

the overall effort <strong>of</strong> the international community in responding to the earthquake. <strong>The</strong>re was<br />

much less agreement on their value during the cholera outbreak. Some contributions after<br />

the earthquake, such as the opening <strong>of</strong> the airport <strong>and</strong> thereby enabling all responders to<br />

access the disaster zone, were so essential that, arguably, the relief effort could not have<br />

succeeded without them. <strong>The</strong> study team determined that the security community were<br />

involved in supporting the disabled health system in the following areas:<br />

• Support to the impacted leadership (Contributing to security)<br />

• Recovery <strong>of</strong> aid <strong>and</strong> medical supply chains (Opening air-sea port, clearing roads,<br />

Contribution to transportation)<br />

• Provision <strong>and</strong> protection <strong>of</strong> health service delivery (Providing secondary & tertiary care<br />

as last resort, Contributing to security)<br />

62. <strong>The</strong>y also showed potential to help in the following areas:<br />

• Support to help service delivery organizations regain capacity (Contributing to security)<br />

• Monitoring <strong>and</strong> aggressively responding to epidemics (Contributing to health picture,<br />

Contributing to security)<br />

63. <strong>The</strong>se contributions had an impact on many <strong>of</strong> the WHO <strong>Health</strong> System Building<br />

Blocks as shown in the following figure:<br />
