In Table 3.2.4 are depicted the primary authors <strong>and</strong> other persons / offices directly involved with<br />
authoring the proposal for projects. For most project proposals, the Sector Coordinator <strong>and</strong>/or<br />
Project Manager <strong>and</strong>/or Country Directors / Assistant Country Directors were the primary<br />
authors (between 31% <strong>and</strong> 44% of projects). Consultants were involved in writing 24% of<br />
project proposals. CARE International member Headquarters were reported as being directly<br />
involved in 12% of proposals for projects.<br />
The authorship of project proposals varied by region. Sector Coordinators predominated in Asia<br />
(77%) while in East Africa more of the proposals involved the Country Directors/Assistant<br />
Country Directors (46%) or Partners (23%). Fewer of the proposals from East Africa involved<br />
the Sector Coordinators (13%) <strong>and</strong> fewer of the proposals from Latin America involved the<br />
Country Director/Assistant Country Director. None of the projects in Asia reported the direct<br />
involvement of partners in proposal development while fewer of the projects in South <strong>and</strong> West<br />
Africa had the direct involvement of consultants than did the proposals from the other regions.<br />
