More testing required for
proposed grain elevator
Company looking for best fit at Shantz Station farm,
OBSERVER STAFF
Plans to build a grain
elevator near
Breslau have been
pushed back while the
company attempts to
address government and
neighbourhood concerns
about the operation, says a
representative for Parrish
& Heimbecker Ltd.
Robert Bryson, director
of eastern Canadian grain
operations, said this week
extra tests are underway to
solidify the company’s
request for rezoning of a
95-acre site at 1855 Shantz
Station Rd. Having
brought the issue to
Woolwich council in May,
Parrish & Heimbecker had
originally targeted an
August date for returning
to council. September or
October now seems more
likely, he said.
“We’re trying to do a little
extra homework on the
sidelines to make sure there
are no surprises or no issues
that we’ve left,” he said July
24. “We’re impatient always,
but it’s best to make sure
that we don’t miss anything
in advance because you
certainly have to live with
the neighbours for a long
time.”
Kingwood residents
opposing a
rezoning application
to accommodate the
construction of a new
Faith Mennonite Church
celebrated following the
decision of the applicant
to withdraw the request.
Acting on behalf the
church, Larry Jantzi
withdrew his application
for a zone application on
July 10 following the advisement
of Susan Duke,
the owner of the property
and also the chief administrative
officer for
Wellesley Township.
Jantzi was unwilling to
comment on Duke’s decision
to withdraw her of-
neighbours oppose rezoning bid
Environment—and from
neighbours show noise
and traffic issues top the
list of concerns, added
Bryson.
“Last week, we decided
to send the noise
consultant out to western
Canada to take the exact
readings of the exact same
grain terminal – we have
several of these out west.
The terminals [there] are
built by the same
contractor and they’re
built exactly the same, so
we thought ‘to be exactly
sure on the noise, why
don’t we go to where one of
these is operating and redo
all of the tests?”
The Winnipeg-based
agricultural company,
with some 60 locations
across Canada and the
northern U.S., is looking to
set to build a grain
terminal on the property
adjacent the Canadian National
railway line. The
farm was recently purchased
by CNR. The plan
calls for grain to be delivered
to the facility by train.
Trucks would then take
the grain to regional clients.
Potential increases in
truck traffic prompted
nearby resident Witek
Majewski to suggest
Parrish & Heimbecker
look elsewhere for a place
to set up shop.
“From our standpoint,
the biggest problem is that
they will open the road to
big transport trucks. Right
now, it’s closed to that sort
of transportation,” he said
this week.
“If somebody wants to
live close to the 401, he
chooses a site close to the
401. If somebody wants to
live in the quiet
countryside – we all made
the decision to buy
properties [here]
considering that the road
was not really open to the
heavy traffic.
“We’re not [simply]
opposed to change. Times
are changing. The
countryside is changing.
That’s unavoidable – you
have to live with it. But as
far as this particular thing
is considered, there is a
simple question: why don’t
they want to locate it in
one of the industrial
parks, where these things
belong?”
Neigbours in the little
hamlet on Shatz Station
Road, just south of Hwy. 7,
are largely opposed to the
rezoning application, said
Majewski.
“As far as the neighbours
are concerned, nobody is
happy about this thing
happening.”
Woolwich Township
planner Jeremy Vink said
he is looking at all of the
concerns raised by
neighbours at the public
meeting in May.
“The big issue is going to
be the noise study. That
seems to be the one that’s
the most controversial
issue, the one that will get
some response from the
ministry. They just started
looking at the noise study
this week,” he said July 25.
Staff expects to come
back to council with a
report and
recommendation on the
rezoning bid by September
at the earliest, he added.
“We’re still awaiting
feedback and answers to
some of the questions –
until that’s finalized,
nothing is said and done
yet.”
Current plans for the site
call for the construction of
the elevators, the
installation of two new
railway sidings where 50
railcars would sit waiting
for unloading or pickup,
and establishing a new
road connecting the
property to Shantz Station
Road.
The owners, working
with the Region of
Waterloo, would also look at
improvements to the
railway overpass. Lowering
the road would give more
clearance for trucks. The
region would like to widen
the route as well.
The grain elevator, with
a capacity of 10,000 tonnes,
would handle mostly
wheat, inbound from other
parts of the country and
outbound Ontario wheat.
Faith Mennonite Church
looking for a new home
A Kingwood rezoning application to build a new church is
abandoned following opposition from the neighbourhood
fer to sell the property to
the church, although he
suspected it was due to
the opposition of
neighbours. “It seemed
that people didn’t really
want to have a church in
their backyard and felt
strongly about it and
that’s fine.”
Duke declared a conflict
of interest when the matter
came to council on
June 25. Regional planner
Kevin Eby filled Duke’s
responsibilities as director
of planning.
Duke was unwilling to
comment on her decision.
“I continue to stand behind
the fact that I declared
a conflict of interest
and have no intention
of making any comments,”
said Duke.
During the June 25
meeting several residents
complained that
the proposed development
on the five-acre parcel
of land bordering
Deborah Glaister Line
and Chalmers-Forrest
Road in Kingwood would
compromise the quality
of their rural lifestyle.
Since the meeting, Eby
received a petition signed
Fire destroys KWLT building
A fire July 19 ravaged the
Kitchener-Waterloo Little Theatre
(KWLT) building at 9 Princess St.
E. in Waterloo. The fire
consumed most of the upper
floor, causing significant damage
to the rest of the building. No
one was injured.
Representatives said the theatre
company would continue running
at full force. The group is actively
seeking alternate locations for
by nine residents opposing
the development.
According to Jantzi, the
church is still looking for
a suitable location.
“Kingwood was very
central for the people of
the congregation, we felt
that it was the ideal location
[to] put up a building
cemetery and perhaps a
ball diamond,” said
Jantzi.
both performances and
rehearsals for the upcoming
productions of William
Seebring’s The Geldings at the
end of August and the October
One Act Play Weekend.
The group is currently
investigating its insurance
coverage. It is clear, however,
that considerable fundraising will
be required to construct a new
performance space.
