DEP received a Notice <strong>of</strong> Intent to declare Lead Agency from the Windham Planning Board on<br />

8/8/11. DEP received a Full EAF on 8/8/11. DEP issued comment request to Tech Team with<br />

comments due to SEQRA Director on 8/26/11. DEP issued a letter on 9/1/11 stating that DEP<br />

has no objection to the Windham Planning Board being Lead Agency for the purposes <strong>of</strong><br />

SEQRA and comments on the EAF. SCS received a copy <strong>of</strong> the letter to the Planning Board<br />

from the consultant engineer on 10/11/11. DEP attended the Public Hearing on 10/20/11. SCS<br />

received a letter from the Town <strong>of</strong> Windham on 10/24/11 regarding DEP's letter dated 9/1/11.<br />

SCS received a copy <strong>of</strong> a letter from the town engineer on 11/1/11 regarding the DEC Natural<br />

Heritage Program. SCS received a copy <strong>of</strong> a letter from the town engineer on 11/2/11 regarding<br />

the pre-construction notification to ACOE. SCS received Lead Agency Neg Dec dated 12/3/11<br />

from the engineer.<br />

A meeting was held with the project applicant on 6/21/11. DEP received and sent e-mails from<br />

and to the engineer on 6/24/11 to discuss the difference between DEP and DEC regs, also<br />

between new development and re-development. DEP received an e-mail from the engineer on<br />

7/29/11 with questions regarding the proposed new parking along South Street where the two<br />

houses are currently located. DEP received an email from the engineer on 7/29/11. DEP<br />

received an Application for a SWPPP on 10/3/11 from the engineer. A meeting was held with<br />

the project engineer on 10/11/11. DEP received an e-mail from DEC on 10/20/11 regarding redevelopment.<br />

DEP issued a NOICA to the engineer on 10/27/11 requesting additional<br />

information. DEP received a copy <strong>of</strong> the pre-construction notification from the engineer to<br />

ACOE on 11/02/11. A meeting was held with the project applicant on 12/6/11 at DEC Region 4<br />

to discuss the redevelopment classification <strong>of</strong> the project. DEP received a response to the<br />

NOICA from engineer/applicant on 3/26/12; submission included full SWPPP report, plans and<br />

NOI.<br />

DEP received a request for a pre-application meeting from DEC on 12/15/10. DEP received an<br />

Application for a SWPPP on 9/6/11 from the engineer with plans and NOI. DEP issued a<br />

NOICA to the engineer on 9/21/11 requesting additional information. DEP received a copy <strong>of</strong><br />

the engineer's letter to ACOE on 10/28/11 responding to their letter <strong>of</strong> 8/30/11. DEP received a<br />

partial response from the applicant's attorney on 10/31/11 the NOICA. DEP issued a letter to the<br />

applicant's attorney on 11/10/11 stating that DEP is in receipt <strong>of</strong> his letter and are in the process<br />

<strong>of</strong> reviewing his concerns. DEP received an e-mail from DEC on 11/17/11 requesting that the<br />

engineer submit a full SWPPP to them. DEP received a letter from the applicant's attorney on<br />

12/14/11 requesting the status <strong>of</strong> the review. DEC issued a letter to the engineer and applicant<br />

on 1/9/12 regarding the need for a re-submission <strong>of</strong> the plans and NOI to include the full 12 lots<br />

instead <strong>of</strong> the 8 which was initially submitted. DEP sent and received e-mails to and from DEP<br />

Legal on 2/15/12 regarding the attorney's letter and discussions with DEC. DEP received an e-<br />
