Central MOH:<br />
The Min<strong>is</strong>try of <strong>Health</strong> (MOH), located in the Capital region <strong>is</strong> responsible for planning,<br />
financing, resource allocation, regulation, monitoring and evaluation as well as health<br />
care service delivery. The Min<strong>is</strong>try of <strong>Health</strong> <strong>is</strong> the third largest public-sector employer<br />
after the min<strong>is</strong>tries of education and interior. During the Iraqi invasion, most medical<br />
facilities were devastated and reduced to shambles. One of the Government's primary<br />
tasks after liberation was to bring health care system back on rails in the shortest<br />
possible time.8<br />
The Min<strong>is</strong>try of <strong>Health</strong> operates through an admin<strong>is</strong>trative and a technical workforce and<br />
has an extensive central organizational structure, headed by the Min<strong>is</strong>ter. (MOH<br />
organizational chart <strong>is</strong> attached as annex 1). The Min<strong>is</strong>ter of <strong>Health</strong> <strong>is</strong> ass<strong>is</strong>ted by the<br />
Undersecretary and twelve Ass<strong>is</strong>tant Undersecretaries. Central departments under the<br />
direct superv<strong>is</strong>ion of the Undersecretary include; Technical department, legal adv<strong>is</strong>or,<br />
planning and follow up, public relations, treatment abroad, medical council and<br />
department of medical services. The Secretary General, <strong>Kuwait</strong> institute of medical<br />
specialization report directly to the Min<strong>is</strong>ter.<br />
The Ass<strong>is</strong>tant Under-Secretaries are admin<strong>is</strong>tratively responsible for public health affairs,<br />
dental health, health services, blood transfusion and laboratories, nutrition and drug<br />
control, drugs and medical supplies, financial affairs, admin<strong>is</strong>trative affairs, legal affairs,<br />
quality control affairs, and newly establ<strong>is</strong>hed health regions and private health services &<br />
licensing department. The MOH overall structure therefore cons<strong>is</strong>ts of twelve functional<br />
div<strong>is</strong>ions embracing 42 central departments and offices at the central level. A min<strong>is</strong>terial<br />
council, headed by the min<strong>is</strong>ter with Under Secretary and Ass<strong>is</strong>tant under Secretaries as<br />
its members, meets on a weekly bas<strong>is</strong> to d<strong>is</strong>cuss all <strong>is</strong>sues related to the health system.<br />
The health regions are represented by the newly appointed Ass<strong>is</strong>tant Under secretary of<br />
health regions.<br />
Currently, the Min<strong>is</strong>try of health <strong>is</strong> in the process of rev<strong>is</strong>ing its organizational structure.<br />
Few new departments have been added, like department of health regions, central<br />
department of medial services and private health services and licensing department. Few<br />
other departments have been either abol<strong>is</strong>hed or merged with others. Earlier eight<br />
departments along with all the health regions were reporting directly to the<br />
undersecretary. Recently, through a min<strong>is</strong>terial declaration, two separate departments<br />
have been created, including a department of health regions, therefore shifting some<br />
authority from the under secretary to the newly appointed ass<strong>is</strong>tant under secretaries.<br />
Generally the organizational structure of the min<strong>is</strong>try <strong>is</strong> heavy at the top with some<br />
evidence of duplication of roles and responsibilities between different departments. In<br />
addition, there <strong>is</strong> a significant variation in d<strong>is</strong>tribution of responsibilities among ass<strong>is</strong>tant<br />
under secretaries. The number of departments superv<strong>is</strong>ed by them varies from one to<br />
eight departments leading to overburden in some cases. Roles and functions of each<br />
department <strong>is</strong> clearly defined in the min<strong>is</strong>terial decrees <strong>is</strong>sued at the time of establ<strong>is</strong>hing<br />
new departments although in practice there <strong>is</strong> some overlap and duplication of work.<br />
There <strong>is</strong> a need to organize the structure of MOH with a view to minimize the overlap<br />
among various tasks and functions and with clear and equitable sharing of departmental<br />
responsibilities.<br />
There <strong>is</strong> good working relationship and coordination between different departments in<br />
the min<strong>is</strong>try, evident by number of committees that meet regularly to d<strong>is</strong>cuss and<br />
resolves <strong>is</strong>sues of mutual interest. The council of ass<strong>is</strong>tant under secretaries that meet<br />
on weekly bas<strong>is</strong> <strong>is</strong> another forum to improve coordination between various departments.<br />
Likew<strong>is</strong>e, the links with other min<strong>is</strong>tries including min<strong>is</strong>tries of planning and finance are<br />
