2. The Asset Manager, with the assistance of the EA Facilitator, supports and facilitates the entire<br />

process and ensures that the C4&IT Investment Review Board (IRB) has the information needed to<br />

make a decision. As defined in Commandant Instruction 5401.5, Establishment of the CG-6<br />

Directorate and Associated Duties, CG-6 Asset Managers are responsible for the overall life cycle<br />

management of specific C4&IT assets.<br />

3. The EA Facilitator reviews the stakeholder’s DR, enters it into the DR log and then forwards it to the<br />

appropriate review group.<br />

4. Each DR is reviewed by the appropriate group as follows:<br />

a. The IRB reviews DRs that affect C4&IT investments. In addition, the IRB reviews the<br />

findings and recommendations of the EAB and/or subject matter experts and issues a<br />

decision.<br />

b. The EAB supports the IRB by reviewing DRs for <strong>Enterprise</strong> <strong>Architecture</strong> alignment. In<br />

addition, the EAB reviews the findings and recommendations of the Products and Standards<br />

Board (PSB) and issues a decision.<br />

c. The PSB supports the EAB by reviewing DRs for C4&IT products and standards. After<br />

reviewing each DR for potential impact on USCG mission execution and the CGEA, the PSB<br />

provides their findings and recommendations to the EAB.<br />

5. The Product Manager is responsible for updating the CGEA with revisions resulting from DRs.<br />

6. The Product Owner is responsible for validating the revisions resulting from DRs prior to scheduled<br />

releases of the CGEA.<br />

C4&IT Investment Review Board (IRB)<br />

The C4&IT IRB is the executive board responsible for executing all phases of CPIC for the USCG CIO.<br />

Scope<br />

The IRB shall govern the planning and management, and execute all phases of capital planning (selection,<br />

control, and evaluation) of the USCG’s C4&IT investment portfolio.<br />

Deliverables<br />

The IRB shall provide the following deliverables to the CIO:<br />

• Prioritized list of all C4&IT investment, divestment and reinvestment alternatives within target/base.<br />

• C4&IT investment opportunities above target/base for EXSTAGE consideration.<br />

• Input to the <strong>Enterprise</strong> <strong>Architecture</strong> and C4&IT Strategic Plan.<br />

Authority/Responsibility<br />

The IRB shall perform the following for C4&IT investments:<br />

• Evaluate the need for new or changes to existing investments.<br />

• Prioritize, authorize, and manage all new and existing investments. The IRB will set dollar<br />

thresholds for consideration for the various categories of C4&IT.<br />
