Performance Profile Core Missions<br />

This profile contains a summary of core USCG mission area<br />

performance trends. To create this profile, the CGEA program<br />

synthesized information from the U.S. <strong>Coast</strong> <strong>Guard</strong> Posture<br />

Statement (with 2009 Budget in Brief), published in February 2008.<br />

The three strategic areas outlined by the Commandant and reported<br />

in the U.S. <strong>Coast</strong> <strong>Guard</strong> Posture Statement are as follows:<br />

• Safety: Saving lives and protecting property. (i.e. search and<br />

rescue & marine safety).<br />

• Security: Establishing and maintaining a secure maritime<br />

system while facilitating its use for the national good.<br />

• Stewardship: Managing the sustainable & effective use of its<br />

inland, coastal & ocean water resources for the future.<br />

The USCG can use this profile to focus on those mission programs<br />

that are not performing as expected, to determine why performance<br />

is not meeting expectations, and to decide what corrective actions<br />

are necessary.<br />

Design<br />

The Performance Profile consists of three main sections: maritime<br />

safety, maritime security, and maritime stewardship. Within each<br />

mission area the measurement description is displayed and the<br />

performance trend is indicated by a two-colored traffic light as<br />

follows:<br />

• Green: Met performance goal<br />

• Red: Did not meet performance goal<br />

The three sections further decompose into the 11 USCG missions<br />

from search and rescue and law enforcement through defense<br />

readiness, and ice operations. For each of the 11 mission areas, the<br />

profile shows alignment to the DHS performance goals of prevent,<br />

protect, respond, and recover. For example, search and rescue is a<br />

response mission.
