Value Chain Alignment<br />

The USCG Value Chain aligns USCG business sub-functions to the<br />

DHS Value Chain. It also shows the alignment of those subfunctions<br />

to the FEA BRM. The alignment was made through<br />

analysis of the USCG Business Profile and Business Inventory. The<br />

four FEA business areas are as follows:<br />

• Service to Citizens: The mission and purpose of the United<br />

States government in terms of the services it provides both to<br />

and on behalf of the American citizen.<br />

• Mode of Delivery: The mechanisms the government uses to<br />

achieve the purpose of government, or its “Services to Citizens”.<br />

• Support Delivery of Services: The critical policy,<br />

programmatic, and managerial foundation to support Federal<br />

government operations.<br />

• Management of Government Resources: The back office<br />

support activities that enable the government to operate<br />

effectively.<br />

This information can be used to understand the value of the USCG’s<br />

business and the enterprise vision.<br />

Design<br />

The Value Chain is designed to show functional alignment between<br />

OMB, DHS, and the USCG. FEA business areas (from the FEA<br />

BRM) are represented in dark blue boxes, DHS/USCG values<br />

(functions) are represented in light blue boxes, and USCG activities<br />

(business sub-functions) are shown in the white text boxes.<br />

From left to right the overall FEA business areas are deconstructed<br />

into the more detailed DHS values, and then exemplified by the<br />

USCG Functions.<br />

Within the “Service to Citizens” business area, the DHS/USCG<br />

values are shown with the corresponding DHS strategic goal in<br />

parenthesis. For example, “Prevent Incidents” aligns to the<br />

“Prevention” performance area. Underneath this title, the six USCG<br />

sub-functions which relate to prevention are listed in the white box.<br />

The “Mode of Delivery” business area maps to the DHS/USCG<br />

value of “Manage Knowledge & Intelligence Information,” which<br />

maps to “Awareness,” a DHS strategic goal. In the white text box to<br />

the right, all USCG functions, which are contained within this<br />

value, are listed.<br />

The final two business areas are broken down into eight DHS/<br />

USCG values, which can all be contained in the DHS strategic goal<br />

of “Organizational Excellence.” The USCG sub-functions are listed<br />

to the right of the subsections to display how the three levels of<br />

government (Federal, DHS, and USCG) relate.<br />

Mode of Delivery, Support Delivery of Services, and Management<br />

of Government Resources are displayed horizontally to demonstrate<br />

support of the USCG missions.<br />

The DHS vision stretches along all categories, as shown in the red<br />

arrow on the right.
